>> we're going to start here in france where a new government is to be announced today. it comes just five months after ministers had taken office. the change up this time prompted after the minister of economy lashed out at the government's os er thity measures. standing outside the presidential palace in central paris and keeping his ear open for the new names. any trickling out just yet? lunch with s having president francois hollande. they'll be discussing the last names they want to add to that list, the team, that's going to be announced later this afternoon. we know that the economy minister is out, as is the education minister and the culture minister, the reason
5:32 am
being that they've been critical of francois hollande's economic policy. who might be picked to replace them, it's now picked that some of the current ministers will take on the road. the finance minister will be heading the economy ministry by the time the new team is announced. the prime minister is also believed to be in touch with members of the green party for them to come pack within the government which they left five months ago. he's also rumored to have spoken to within the french political establishment but not believed that has yielded any concrete results. he may also be in with members of civil society, particularly high ranking members of the business world. we don't have specific names on that front as of yet. >> you mentioned that economic issues are at the heart of this crisis with ministers rowing them over what to do with the money. what do they want in relation to
5:33 am
the economy which is looking particularly dire. >> it is indeed. ever since francois hollande came to power, economic growth has been stagnant, just over zero. unemployment has continued to rise despite his comments to the contrary. the question is how do you address this economic crisis, how do you address the french economy. now if francois hollande has a plan, his pleef is that the priority is to make french businesses more competitive. so that end, francois hollande has announced this year a new economic policy depeered towards decreasing taxes for businesses, generally making for a more business friendly environment in the hope that businesses will then begin to hire them. that is the belief of francois hollande, that's his school of thought. other ministers and high profile members of the french political establishment believe on the contrary that the priority should be to help consumers, and depiff consumers more of a tax

5:36 am
>> on sunday, montebourg called for a major shift in the economic policy. this latest controversial comment was the one that finally cost him his job. >> the united ar rain militia units in libya -- that's according to reports in american media and indeed from a rebel group that said it was attacked that prevailed to seize control of tripoli's airport. the u.a.e. has yet to make any comments on those reports. surveillance flights over syria. the u.s. has bedwun flying drones over the war torn country to battle them from the group who have seized large areas of the country. it follows american air strikes in the same group in neighboring iraq. they said to tackle the group with any significance would mean

5:39 am
with sunni fighters who want to put together their own army to tackle the islamic state group lso known as isis. >> one topic is on everybody's lips, how to solve the threat of isis which is striking terror into so many parts of the country. in the cap tap of iraqi curd stan over a thuse arabs have fled violence. one is more like what you would call a political refugee. he's head of the most powerful sunni tribe in iraq. he was also the instigator. d now he's in an alliance of conviencence with the jihadists. >> neither the government or the american strikes will stop the islamic state. it will be up to us to handle it. now we're weighing the pros and cons, but the government that's the most dangerous root.
5:40 am
>> he keeps in constant contact with friends elsewhere. together with his family, he left the city as the jihadist took control. he accuses the predominantly shiite government in baghdad of betrayal and believes that after its defeat there's no question of the iraqi army returning to mosul. >> it's been four years since we had an army there. the government has refused should it circumvent that we won't let any shiite soldiers in. >> and that's exactly what the governor of mosul is negotiating for. he says it's the only way to regain the trust of the population. he said the negotiations with the new prime minister are moving in the right direction. >> a force like this would not
5:41 am
conform the people, it would be more lasting to the population so they would feel it is from their own people and can protect hem. >> if the sunnies want their own official army it will be a long time in the making. for now, here, most of the internally december placed people believe the only cooperation between the sunny's and the shiites will overcome isis. >> the presidents of both russia and ukraine are together for a meeting of leaders. the crisis in eastern ukraine is expected to come up in talks but not yet clear if there were be any direct meetings between the two. to find out more, we cross our lines to our correspondent. who's meeting who there? >> well, he has already arrived here and healed bilateral

meetings with the e.u.'s foreign policy chief and with the president of bell ruse. both offices have said they think it's likely the meeting would be better will take place but that hasn't been officially confirmed yet. experts close to the ukrainian government say they were trying to provoke him into meeting putin by recent actions in the last couple of days that have seen by the russian troops and they have finally presented video evidence in the form of questioning of these captured russian soldiers in ukraine, and so that is something that obviously has got the ukrainian government in a state of indig nance, as has the parade of prisoners of war that took place on sunday and a further announcement that it wants to

humanitarian convoy. but he took the line although he is extremely unhappy about russia's behavior, he is still prepared under any circumstances to talk peace with putin and to try at least to make some kind of progress. >> as you say there, lots of tension still between kiev and moscow. what kind of level of hope is there for movement on the crisis in ukraine? >> well, most people seem to be pet pessimistic about the prospects of this meeting really delivering anything. being somewhat defiant mood. noises were coming from the european movement about the need to recognize the fact that a purely military victory is perhaps unrealistic, some kind of compromise needs to be reached. at least in terms of his public statements, he seems to be saying everything that putin doesn't want to hear,

economic woes. surveillance flights over syria, the u.s. has begun flying drones over the war torn country in an attempt to track them. and the president's of ukraine in russia both arrive menzsk. time now to take a look at what's grabbing headlines around the world. good morning to you. i would imagine no matter what else is happening in the world, the french papers it's all about politics. >> it's the big story in a lot of players across the world, especially here in france. let's start with a right leaning paper. hey talk about a crisis in the ranks and there's a very fitting photo there of the president soaked to the bone. he was drenched yesterday in a ceremony commemorating the end of world war ii in britany.
5:47 am
now what's incredible about this, you know it's a really serious story when the right wing player, and then the left leaning paper have the same headline. i mean, hell must be freezing over for that to have happened. a slightly more flattering photo there of the french president. >> he still looks pretty lonely and wet. >> he's alone in the storm is hat they are saying here hollande is being attacked within his own camp. let's look at the belgium paper, they sum things quite well. they talk about the breakup, and you can see the two main actors n the political soap opera, so outgoing prime minister. if you need a little catch-up about what's going on, take a look at the spanish paper, they have a good summary of what are these differences at the heart of the government that have led
5:48 am
to this political situation here. now according to this paper, the real issue at heart is that the outgoing commi ministers, arnaud montebourg, the rogue, he's brought down the government due to his present criticism of the austerity policies which he says aren't socialist enough. >> indeed, montebourg quite in the spotlight, a lot of people looking at where he wants to go next. >> and who is he, that's what a lot of papers outside of france are wondering. i pulled an article out of a german paper who describe him as tall, elegant and provocative. he's a trouble maker yawsed to controversy and he must go. he's not a big fan of montebourg. you say you cannot tolerate an economy -- keep in mind that he has been, montebourg has been very outspoken against germany, so a lot of german papers aren't huge fans of his.
5:49 am
but according to this paper, it's not clear whether this is a defeat or a victory for montebourg because he's pretty much the defact o'leader of a socialist and people on the left who are upset at hollande's economic policy and he could be trouble for hollande down the line. >> what about president hollande. he's running the lowest in the polls of anybody in the fifth running back, 17%. >> a lot of people are wondering ha's next for him. what's surprising is i pulled out an article in the "wall street journal," a very conservative paper, in the usually a fan of hollande's socialist government, they're pretty hopeful today. they talk about hollande's second chance here. they say kudos to hollande for finally standing up to socialist parties and high perform wing. but other papers aren't so hopeful. let's go back to the german press, that says hollande has already failed this government reshuffle is the last ditch rescue attempt.
5:50 am
but there are many indications that all this is in vain, fraps is in rap bid decline. with almost three years to >>, hollande's presidency has already seemed to fail miserablely according to one paper. hollande is actually running the risk of isolating himself politically with this government reshuffle. he's basically chopped off his left wing, and according to the group, a lot of heavy weights on the board that backed him and helped him depth elected turned their back on him. and a west leaning paper interviews someone who said hollande runs the risk of losing his majority in parliament and this could be very serious because it could mean hollande, he would be forced to dissolve the parliament, so she says the political crisis is far from over. >> well, whatever lies ahead for
5:51 am
hollande it will undoubtedly have a european wide effect. >> what a lot of papers are saying, the financial times, this is a day of reckoning for france but will have serious ramifications. let's go back to that belgium paper i was telling you about. in theirs, they say this will have incredible consequences for europe as a whole. they talk about how france is naval gazing right now but the debate is really a european one. they say socialists in france are actually pretty irresponsible for washing their dirty laundry in public and they call this a pathetic show here in france. >> with the international look at the political move here in france at the moment. thanks for that. it's now time to take a look at the latest in sports news. >> djokovic second open to the u.s. open, while staph rencko
5:52 am
equired two tiebreaks. the frenchman's still got a lot to battle past in four sets. >> yeah, it was a difficult first match for me who is a tenacious paper. after the first set i didn't play very well but timely i think i'm happy because i fought in the match and of course that was the main target. a titanic struggle. -- finalist jankovic and

ing about football at the highest level and this point in second place in the french league the play is away. much better than at home. haven't lost either to monaco or paris. what we're going to find tomorrow, i know we'll be prepared to compete and have the intention to be on the front foot to achieve our objections. we'll go to the limit. europe's league competition two years ago when they were knocked out in the group stage after losing five of their six matches. their coach was not quick to play up his team's chances this time either. i think they are a team that masters the game. above average. seem controls are going very well, technically abeau average. have decided players all over the pitch. maybe the europea league is more convenient for us when we see all the heavy weights in the
