he has been working extremely hard on getting some kind of agreement with the iranians. it was looking increasingly like he wasn't going to get that. that's told quickly to our correspondent philip in washington. you were listening to john kerry, giving us even more detail on this deal. it looks like the americans got everything they wanted. >> it looks like it. you heard the end of the comments from secretary of state john kerry that there are also things to work on your it first of all, of course this is not the deal yet. it's an understanding that the u.s. has until the end of june to come up with a decisive deal. when you look at the details but the administration it self sees as the highlights of the deal it's pretty much what proponents of the deal would want to see. i'm reading from what the obama administration considers the outline of the deal. first of all there is that breakout time, the time it would take for iran to build a nuclear

weapon, that is over a year, according to the administration. that is even more than critics of the deal might have wanted. inside the potential deal there is also that mention of the iaea inspectors. they are the ones who will be verifying whether sanctions will be lifted and when they will be lifted. that is a big bone of contention here in the united date. many in congress and large parts of the american public want the sanctions to be put in place and not lifted straight away. they will be lifted as soon as vector see that iran is doing what it promises to do in this deal. probably the most important in terms of how the obama administration cells the deal to the public and to the american congress, iran will receive sanctions relief if it verifiably abide by its commitment, the administration going on say that the protector

it's not even about a deal between the united dates and iran it about international and making the world a safer place. it was basically saying do those congressmen want that was to build on their shoulders. philip: it has not been sold entirely, from what president obama said there. he was addressing himself largely to an american public, but he did mention who he will have to eat to now to sell this deal. first of all, in terms of foreign policy and other world leaders, he said he would call israel he prime minister benjamin netanyahu later today every he will have to convince him somehow or other the this is a good deal. he will also be calling and has called parts of the leadership in congress. essentially we are looking at a u.s. congress, not only the republicans but also many democrats, who would like to vote on a bill that would include the final terms of his

deal. the danger for the white house here is that this will, and in other words this deal that might be finished by the end of june might be voted down by congress. that is the fear. that's why we talked so much about obama having to sell the deal to the u.s. congress. he will have to convince pretty much everybody who already has criticized the deal that it is the right deal for the united. when you say this is more foreign policy than anything, that is absolutely right. the white house believes it has a right to negotiate, to use diplomacy in this way and to use international diplomacy instead of going through congress every single step giving the white house reserve the right to do the kind of high level talk and discussion on foreign policy without congress intervening. it's relatively quiet for now here in it. congress only comes back in two weeks time, and that's when the fireworks will really start.

but i mentioned just now that it's not about renewed relations between washington and a run it's just about the new year deal. obama was pretty harsh with iran as well. he said we recognize this is a state that does cause unrest and instability in the middle east and we will still be imposing sanctions and related to the year deal on tehran. it's not about everybody sending ground singing can buy off -- ku mbaya. press it is within what the administration has headed out to, u.s. sanctions on iran for human rights abuses and ballistic will remain in place under the deal. what president obama did him he was not as early in directly to iranians. he was speaking to the american public who want the united date to negotiate, but also want

going to war. that was one of the options that was mentioned by president obama. >> were going to leave it there for now. thank you very much, joining us with them perspectives from washington. one man who was robustly against any kind of agreement with iran was the israeli prime minister, benjamin netanyahu. he was recently reelected for term. no secret there are different between netanyahu and obama when it comes to have to deal with the rapprochement. they don't want iran to develop a nuclear weapon. they have different ways of bringing that about. more on that from jerusalem. the crux of the argument of netanyahu is that the iranians are patient and they will find their time. any agreement is just kicking it down the road.

israel is their number one target. >> that's always been his argument. this particular prime minister of israel is made iran the issue of all his terms in government. some a even to the detriment of his deal with the palestinians. so it's very important to him. have not heard a reaction to him yet. perhaps he is waiting for that call from the u.s. president. barack obama indicated he would be bringing him to make a normal reaction. we have heard reactions in the days leading up to this, and all alone, the israeli prime minister has said as recently as this afternoon, if you're going to sign a deal -- >> technical problems again. we will try to get jerusalem back on the line shortly. maybe you would like to pick up a little on that, obama bringing

in israel at the end of his speech. very careful to mention both israel and the saudi state. all these countries are extremely worried about any kind of deal with iran. they simply don't trust the iranian regime. >> he made the point to say he would be calling benjamin netanyahu. as you point out, he has been his most forthright critic over the last few weeks on the whole issue of a deal with iran, then that iran was not to be trust as far as he understood it, the terms being discussed would not provide the guarantees necessary to prevent iran from pressing toward a nuclear bomb. he said he was going to call. he is not calling to convince benjamin netanyahu of anything. is calling him to tell him what he has agreed and what the united states is going to be doing. his role is not to convince netanyahu of anything. the same with saudi arabia, he

will be calling the saudi leaders to explain what has been agreed and why it is beneficial and white is better than any other possible approach for this problem. >> there are three choices facing the world, we have to sign the agreement which obliges iran to comply with international monitoring and all the rest of it otherwise we bomb nuclear facilities and they're going to develop a bomb later on anyway, or they're going to do it in secret. when you look at the details of the agreement, it does look like the americans have pretty much got everything they asked for. >> really it does. it was evident almost from the start that this was a very confident man's thinking. he got essentially what he stated he was going out to get. beyond the expectations of most

people, even those who were strongly in favor of doing a deal with iran. many thought the result deal in the offing that could be reached more compromise would be needed to reach it. in effect, i was about to say it's not just the americans, the russians, the chinese, the six negotiating powers. from verification to reducing the number of centrifuges iran would be allowed to have, to the amount of enriched uranium. an enormous cut, 98% to the end of the tony them from the iraq heavy water reactor. and so on and so forth. it seems that every single point almost he seems to have gotten what he set out to achieve. not to say there will not be welcome between now and june 30. we don't know yet what the

the french of course have been particularly skeptical about this agreement, probably the most skeptical of all the powers negotiating with iran. do you think the french will be happy with what has been agreed so far? >> they will drag their feet a little bit, but the have to agree, the french cannot be the guys you're going to be responsible for the failure of no agreement and so on. by listening to the presentations of secretary of state carrykerry in defense of the agreement, it strikes me there are many more details than what we could find in the only

agreed-upon statement, which was a very short aikman statement by the iranian minister of foreign affairs. i hope the iranians -- with all the details. when you listen to the presentation or agreement, it insists on lifting of sanctions and so on. all these detailed points about enrichment and the reactors and so on. you have to remember it happened one when there was a provisional worst agreement by the white house and the iranians that we don't agree with what has been presented. we believe only in what has been

agreed on paper. >> you are a diplomat with many years experience in this kind of thing. how do you lane the call of having a very short statement on the people involved in the negotiations followed by long statements by president obama and then another statement by john kerry. before that, let's don't forget various others tweeting their views. chris is something a bit new to me. i'm sure that the iranian press will they the presentation of president obama was very arrogant, pointing at iran on human rights and so on. it will be a difficult moment until the dust falls down.

the global benchmark for oil prices fell more than 5% after that news. iran is where the world's major oil producers and easing of those sanctions could potentially bring millions of euros of additional crude oil into an already saturated market. that would further depress those prices. it dropped from 2.5 million barrels per day in 2011 to 1.9 in 2013, following limitation of those sanctions. another big story today, feeling pressure over a -- from brussels to make tougher reforms and from supporters who voted the party into power. they wanted to not fall in line with the reforms. athens latest list of reforms are unlikely to please either side. that has left the country's finance minister in it tricky
