international bailout is looking increasingly like a reality. germany gave its backing to the deal. it says will lend thenls sufficient funding for the -- athens sufficient funding for the country to avoid default. greece has agreed to implement a serious of reforms. banks across greece are set to open their doors on monday for the first time in flee weeks. bailing out greece hasn't been popular in germany, but
2:31 pm
chancellor angela merkel warned without that life line, they would face much more trouble. >> after three hours of debating. result was much as expected. >> total cap 419 yes, 1 is the no. 40 colleagues abstain. the motion is here bypassed. >> the motion was to begin talks on the details of a third bailout for greece, and germany's chancellor needed it to pass in order to follow through on a preliminary deal struck with other eurozone leaders in brussels on monday. she may have won the vote, but the numbers weren't good for merkel. 50 members of her block defied her, voting with the left against beginning talks on the bailout. that is almost twice as many as rebelled in a similar vote before. they say greece can't be
2:32 pm
trusted to implement the reforms and should be left out of the eurozone. germany has taken a hard line, insisting on deep spending cuts and tax hikes in return. merkel admitted a successful bailout was far from certain but said the alternative was worse. >> the alternative to this agreement would not be an ordered greek time-out from the euro, designed by greaths and other members, but unforeseeable chaos. >> specific terms of the bailout will now be talked out between greece and the eurozone partners. but the bailout is expected to be worth $85 million euros, which greece will receive over three years to help it pay off upcoming debt. >> earlier this evening, the greek prime minister, alexis tsipras announced he is reshuffling his cabinet and that he is removing rebel

ministers who voted against the program demanded by creditors. our correspondent told us this reshuffle comes as no surprise. >> we had nearly 40 m.p.'s who voted against this proposal and four ministers. if he is going to implement the tough proposals he has to replace them and he has done that. the big questions are these. he needs to include ministers from the left faction, or else he is going to come across as a right wing minister, which is exactly what he does not want. the second is this a government with a short-term period? is this until elections come due this fall, or does he want this government to stand and survive this year and do its term the entire years. >> it is ironic that the prime minister who came to power on
2:34 pm
this anti-austerity ticket is going to have to be the man to possibly implement the most sweeping reforms and deepest austerity cuts of any leader so far. >> absolutely. and i think he might be the man who can do it. the greeks now see him as the won -- as the one unifying leader. he hamels the right wing partner in government. he is opposed to austerity measures. he has shown the greek people he is willing to fight against it. if anyone can pull it off, it is alexis tsipras himself. so i think if he survives this month ahead and his party isn't completely sid-the-kid by the vote, i think the creditors will have to give him some slack in order to implement the reforms. if he actually manages to win back their trust, in the end they will have to give him a sweetener and help them
2:35 pm
implement the reform measures and the reforms that greece needs. >> after what has been a terrifying few weeks for greece and the eurozone with these leaders really playing very, very high stakes indeed, there must be some sighs of relief. but with the other things we have been mentioning, the austerity package looking like it is getting the go-ahead all-around europe. so in sighs of relief. >> absolutely. on one hand you feel that the european partners want greece. after all this angry rhetoric we have been hearing from germany, from the slovacks, and the united kingdom. and the banks are reopening. there is no surprise there. the capital control is still in place. 60 izturis euros a day. we are hearing that the deputy

finance minister saying it may be able to go up to 180 euros. they want the ministers to tag along for a short while. at the end of the day, they still have a government that is pretty much intact. it remains to be seen for how long this will go on >> that is our athens correspondent speaking there. in the hills outside the greek capital, firefighters are battling a huge inferno. these wildfires today are reported to be the worst in several years. making matters more complicated, strong winds have been fanning the flames all day long. here is more. >> a plume of smoke towers above the greek parliament. water-dropping planes since this morning have been trying to contain the blaze which could threaten the capital. the fire broke out 10

kilometers from athens. prime minister alexis tsipras quickly arrived to the command center to follow the operations first-hand. >> we officially applied for assistance from european mechanism, and if it is deemed necessary, we will ask other countries. right now there is no need for immediate assistance. we have to keep watch over the weather for the next 24 hours. >> more than 70 firefighters have been battling the blaze. along with local volunteers. >> it started way down there where i came in, and it has been difficult to put out. from what i understand, the fire is coming under control. there are planes overhead to help put it out. >> 300 kilometers away, fire men have evacuated two villages, and several houses have been burned. forest fires are common in greaths in the summer months,
2:38 pm
increased by the high temperatures and spread by winds. >> ceremonies have been held throughout the course of the day to mark the one year that has passed since a malaysian passenger jet was shot down. testifies heading from amsterdam to its place when it was choate down. katherine has more. >> bryce fredricks was one of the 298 victims on board the doomed malaysian air flight m-8-17. he was on the flight with his girlfriend. it was headed for kuala lumpur. >> we are a year on, and actually we have made no progress. for us, every day is july 17th. >> this team along with many others, want to know exactly what happened a year ago when
2:39 pm
m-8-17 was shot down over eastern ukraine. the tragedy occurred between heavy fighting between the ukrainian government and separatists. ukrainian and other officials say a rebel missile launched from a village hit the plane. russia and the rebels have always denied this. several countries, including britain, australia malaysia and the netherlands have called for a u.n.-backed international tribunal to prosecutor those suspect the of downing the plane. moscow has been quick to rule out that possibility with president ponnuru telling the dutch prime minister the investigation needs to be complete first. >> before taking decisions on judicial mechanisms and punishing those gimenty, there must be work to con complete the international veppings. which should be thorough, obertoive and comprehensive.
2:40 pm
>> the dutch have taken the leading role. the majority of the victims were from the netherlands. the report on what caused the airliner to crash is expected in october, and that may finally provide some much-needed answers for the families of the vimmingts. >> over the course of the past 12 months, investigators have been sifting through evidence looking for clues as for what just caused that boeing 777 to crash to the ground. new video footage has just been released which appears to show the immediate aftermath of the crash site. >> the video shows rebels looking through the debris and expressing surprise that it was a passenger plane and not a military one. it shows pro russia rebels trying to work out what just happened.
2:41 pm
>> the video footage adds to what seems to be clear and convincing evidence that russia was responsible for downing the flight. >> in the hands of the terrorists only from russia. >> they say a russia surface to air missiles was used. they came to the conclusion it was the ukrainian military who downed the plane who make it look like the militia force who is did it. the insurgents have denied responsibility. >> across the united states now. investigators are looking for clues as for who or what

motivated a 24-year-old engineer to carry out a gun attack in tennessee which claimed the lives of four marines. the f.b.i. is currently giving a press conference. let's listen in to what they are saying. >> it is being led by the f.b.i.'s joint terrorism task force and we will continue to investigate it as an act of terrorism until the proof shows us otherwise. we will let the facts and the evidence lead us where it may. the department of justice the f.b.i., our log state and federal partners, are putting all the resources necessary toward this effort. we will not leave any stone unturned for the victims of

investigation and the resources of the f.b.i. at that point we will answer any questions that you have if we can answer them. i want to thank you in advance for understanding that we can't answer all questions and are prohibitted from actually answering some. first of all i want to recognize captain jason balzer with the united states marine corps. >> sir, thank you. good afternoon, ladies and gentlemen. the marine corps thanks the law enforcement and emergency forcement personnel here in commoog for their response yesterday and to the community and people for their heartfelt support. we will continue to assist the officials in their vempings. our thoughts, prayers and support are with the families of our four deceaseded marines

2:46 pm
brutal person. yesterday was a breathtaking example of that everyday courage, that everyday bravery that can all-too-often be taken for granted. immediately after those reports of gunfire officers began searching, and located the gunman driving down the highway. chattanooga police officers immediately began following and chasing that vehicle between the first and second locations. eventually officers encountered the suspect at the second location. that suspect soon made his intent his cowardly homicidal intent clear. officers of the chattanooga police department did not hesitate. they engaged that person, that gunman immediately and aggressively with the sole intent of making sure he harmed as few community members as
2:47 pm
possible. that assailant struck one chattanooga police officer with gunfire. as he went down, his teammates who were responding equally as aggressively came to his aid. they put their hands on him, dragged him from under the gunfire and bravely returned fire to ensure that he was safe and the gunman remained engaged. officers continued to return fire and engage the suspect even as officers from around the city began responding. members of my executive staff rushed out of police headquarters to the skeen while the incident -- to the scene was unfolding. officers sitting at home, threw on their uniforms, rushed out the door and came to the scene to aid their community and officers. as i have had a chance to talk to the officers as we have de-briefed them, they recount their training, their

mentorship, but most importantly their commitment to serve this community. they are all thankful for each other and the privilege to serve this community. officers stand willing to risk their own lives for others. they did the day before yesterday, they did yesterday with breathtaking clarity, and they do today and tomorrow. there is absolutely no doubt in my mind that chattanooga police officers prevented loss of life yesterday. chattanooga police officers proved themselves in every sense of the word heroes. they are my heroes. i have never been prouder to be a police officer than i was yesterday and today. i am extremely proud to be a chattanooga police officer. today, as yesterday, chattanooga police officers stand ready day and night to

officials said there was no evidence toling mohammod youssuf abdulazeez to any terror organization. let's go back to listen to what is being said now. >> because the investigation is still in its early stages, it would be premature to speculate on exactly why the shooter did what he did. however, we are conducting a thorough investigation to determine whether this person acted alone was inspired or directed, and we will exhaust all efforts in determining how and why this horrible act happened. because this is an ongoing investigation, we are somewhat limited in what we discuss, but i can tell you that as i speak right now, personnel from the f.b.i. affirmed t.f., h.s.i., troopers from the tennessee highway troll -- highway patrol and other law enforcement officers throughout tennessee and nation are covering leads
2:52 pm
coming into the command center. some of those agents are part of our evidence response teams, who are highly trained in crime seen processes. they continue to meticulously document evidence located at the crime scenes. teams from novel, memphis and atlanta, along with trajectory experts from the f.b.i. laboratory are working on both scenes. f.b.i. agent are partnering with agencies to run down every lead. thus far we have covered approximately 70 leads, and as our team develops additional information you you may see or hour about activity in other areas of the state or nation. the f.b.i. and other offices are assisting the families of the victims. if you have any information about the alleged shooter, mohammod youssuf abdulazeez, and we haven't spoken to you, please call 865-602-7582.
2:53 pm
no amount of information is too small or insignificant. at this time we will open the floor to questions. please state your question loudly. i would ask that you please tell me what you are coming from, which news agency, and lastly, if the question is not for me, please indicate hoe the question is for. start here. >> can you talk about the wilhelmsen he had in his possession? we are hearing he had an ak-47. >> i am not going to go into specifics about what type of weapons he had. i will tell you that he did have at least two long guns, which would be considered rifles. >> were the guns purchased legally? have you been able to determine whether those guns were purchased legally? >> again, we are continuing to explore those possibilities.
2:54 pm
some of the weapons were purchased legally, and some of them may not have been. we will examine that. [inaudible question] >> let me clarify your statement. i need to probably repeat the question so that everyone can hear it. i think the question is since it has been classified as an act of terrorism is there any concern for others in this community? first of all we have not classified it as an act of terrorism. let me make that perfectly clear. what we have determined is that we will treat it as an act of terrorism until it is determined one way or the other that it was an act of terrorism or some other type of criminal event. at this time we do not believe that anyone else is in danger in the chattanooga community. again, we continue to explore all options as far as other individuals who may or may not be involved. however, at this point we do not believe there is an eminent
2:55 pm
threat to anyone in the chattanooga area. >> for the u.s. attorney, yesterday you said you were treating this as an act of domestic terrorism. today you left that word out, domestic. is there a reason for that? >> well, let me address that first. i think i also said yesterday don't get caught up in monikers . this is an investigation of terrorism. investigations of terrorism are at an intense and higher level than a normal criminal investigation. and so if you investigate it as terrorism and it ends up being a simple criminal act, then you've done more extensive investigation than you needed to. if you investigate it as a criminal act, and it becomes
