our top story this hour, china's ruling party has said today that it is to ease family planning restrictions to allow two children's for all couples. the change represents a major liberalization of the country's restrictions which had already eased slightly in 2013, that prevented many couples and china from having more than one child ever since 1980. we are going to speak to our correspondent in beijing, tracy chairing. c --hang. tell us a little bit more about what this change means. tracy: it probably refracts more and the status of china's economy. this -- it reflects the chinese economy is in deeper trouble than we previously estimated.

if we do not have enough population growth, it is going to exacerbate these problems. china has been relying on cheap labor exports for the past 30 years and that type of model has not been sustainable. this policy has been in place for almost 40 years. i personally have done a story about it. 50% of the about primary and secondary schools in a city were closed for the past 15 years because they simply did not have enough children. furthermore, about 30% of the population are above age 50 and that is a very scary number because that means my niece's generation, when child would have to support about six adult retirees. these numbers are very astonishing. there is also social upsets

the next decade or two. china's birth rate has been declining. it is scary low. 2011opulation peaked in and we are slowly steadily declining from that point. in terms of growth, we are growing but the rate of growth is steadily declining. china is going to have a very painful structural reform and they want to change the economy to a consumption led economy. if you do not have enough young people to spend money, and young people for labor participation, that is very scary. technological advancements are not catching on. they primarily rely on cheap labor. if they do not have enough cheap labor to participate, the short-term structural changes will be severe. >> thank you very much.
