have met in manila for the asian sha pacific economic cooperation forum. french authorities are learning more about the terror attacks that took place in paris on friday. the seven assailants killed at least 1 twin people and wounded 350 others at eight locations. french authorities continue their search for at least one other man suspected of involvement. this video posted online shows the scene when shooting started in the bataclan concert hall. the band performing at the time stopped playing wn the sound of gunfire began to echo. 89 people were killed in the assault. another video was taken near the concert venue. it shows suspects exchanging fire with security forces. >> i heard the noise -- the sound of a woman screaming.

scream i screaming. >> all seven people suspected of direct involvement are dead. prosecutors say all were armed with identical automatic rifles and strap-on explosives. police said three of them have been identified as french nationals. french authorities are hunting for salah abdeslam, born in brussels. prosecutors in brussels report they have issued an international warrant for his arrest. french prosecutors say one of the dead suspects has been identified as 29-year-old ismail omar mostefai. they say he'd been influenced by radical ideologies and police had been monitoring him. they report he spent time in syria last year. >> translator: he seemed like a

normal, calm person. he was very modest. living so quietly. >> major tourists sites as the louvre museum and palace of versailles have been closed since the attacks. the museum is set to open again monday and the former royal residence on tuesday. authorities have not set yet when the eiffel tower will reopen. french president francois hollande is expected to keep the state of emergency he declared in place for three months. the french military is hitting back against islamic stat militants. its fighter jets launched their biggest air strikes to date against the group's strongholds in syria. military officials said they mounted the air raids on what the militants call their capital. the northern city of raqqa. and they destroyed a command center, an arms depot, and a training camp. france has been bombing islamic state positions in syria since september as part of a u.s.-led operation. >> translator: we are at war with terrorism in syria and

iraq. in our national soil we are engaged against terrorism. >> reporter: he said france will destroy islamic state enemies not only at home but also abroad. the attacks are raising fresh questions become cross europe about refugees and migrants flooding in from the middle east. >> reporter: a syrian passport was found near the body of one of the suspects who died. officials in greece said later that the man had applied last month for asylum. ministers from the european union agreed in september that member states would take in 160,000 refugees. they designated a quarter for each country based on population and gdp. german chancellor angela merkel has come under fire for her open-door policy on refugees. she hasn't given any indication that she's about to change

conr conrad certificate manke is the new minister for foreign affairs. he said the polish government won't be able to meet its refugee quota. the islamic state group said the attacks in pribs were in response to french air strikes. an expert on the militant group says their goal is to undermine support for the u.s.-led coalition fighting against them. >> translator: france is the second-largest force in the coalition. the militants knew an attack against france would have a considerable effect on europe. and within france, some people have started calling for withdrawal from the coalition. >> reporter: the attacks have had a huge impact on france and their people. rather than withdraw, french leaders are signaling their determination to march on.

the military's retaliatory attacks on islamic state targets in syria are clearly meant to convey that message. french officials are also stressing that business will go on as usual in the country. they say a u.n. climate change conference known as crop-21 will be held in paris at the end of this month as scheduled. japan's environment minister says she'll take part in the conference as planned. >> translator: i've learned that french foreign minister laurent fabruse is willing to hold cop-21 as usual with enhanced security. my intention to attend the conference has never wavered. >> the conference start. >> cop-21 is expected to be one of the largest international conferences held in france with leaders of more than 100 countries attending.

cabinet chief suga says japan will beef up security across the nation ahead of a series of international events. >> translator: we will host the g-7 summit next year. we will also host the 2019 rugby world cup and the 2020 tokyo olympics and paralympics. we will tighten security even further following the attack in paris to prevent acts of terrorism. >> suga stressed the importance of information gathering and analysis. immigration and customs controls and anti-terror training and equipment. u.s. president barack obama and russian president vladimir putin have discussed syria's future. they agreed on the need for a syrian-led political transition.

obama and putin met on the sidelines of the g-20 summit in turkey. they agreed a cease-fire and u.n.-mediated negotiations between about the bashar al assad's administration and the opposition are needed. white house officials quoted obama as saying he welcomes efforts by all countries to confront the islamic state. and he stressed that russian air strikes in syria must target only islamic state militants. a senior russian official said the two leaders agreed on an objective of fighting the islamic state in principle but differences remain over tactics. japan and russia have not been able to agree on a visit to japan this year by president putin. prooik abe was trying to arrange the visit by year end. the two men met for 30 minutes on the sidelines of the g-20 summit. they confirmed they will try to arrange the visit at an appropriate time but set no deed line. abe said meaningful dialogue has been held in the economic field. and noted lively bilateral exchange in the private sector.

putin reportedly expressed support for japanese companies trying to make inroads in russia. a japanese official who attended the talks says candid views were also exchanged on ending the territorial dispute that has dogged relations for decades. the dispute has prevented the two sides from signing a peace treaty. japanese government officials have released the latest data on the state of the economy. gene otani has the details and a roundup of other business headlines. >> thanks, james. the latest official data suggests the japanese economy is continuing to lose steam. government officials say gross domestic product shrank in the july to september period. it's the second consecutive quarter of contraction. the cabinet office released preliminary figures monday. they said gdp in real terms in the third quarter contracted by 0.2% from the previous month. that works out to annualized negative growth of 0.8%. the figure came after minus 0.7%

growth in the second quarter. consumer spending which accounts for more than half of gdp rose .5%. it was helped by improving many employment conditions. housing investment increased 1.9%. corporate investment is down 1.3% due to concerns over the global economy, especially china. public investment is also down 0.3%. earlier we spoke to junko nishioka about the economy as japan registers a second straight quarter of reduced growth. >> i would say that japanese economy is stalling at the moment. the economy marked negative growth for a second quarter this year. the capital expenditure and household consumption seems really slow, really weak at the moment.

growth marked in the household consumption is a little bit brighter spot for gdp numbers for this fiscal year. but i think that it is not fully recovered, fully retrieved, the negative growth mark, in second quarter of this year. i think the underlying trend of the domestic demand is still very weak. mainly caused by the weaker minimum wage growth. in terms of the corporate activities i think that the corporate sector's mindset have not recovered yet. and that's why the corporate sectors are still reluctant to spend their money into their corporate investment. >> so then what are you expecting going forward? we are already at the third quarter. what's next? >> what's next, i think that gdp numbers pick up into positive territories given the -- according to the data released recently. but i think that it's not enough to have the gdp numbers, full

numbers of gdp, to pic up to the positive territories for this fiscal year. so it is not good enough to recover, to resolve the pressure in japan. >> what are you expecting authorities to do, if anything? >> first step for the japanese authority is that forming the extra budget by the japanese government. it is said they are going to form a 3.5 trillion yen of the extra budget for this fiscal year. i think that it's not enough to fully compensate the negative gap of the japanese economy at the moment. and another step likely to be taken by boj is additional easing measures. maybe taken in january next year, i think. >> and will these steps on the fiscal and monetary side be

enough to change the so-called deflationary mindset of corporate leaders? >> i think that of course the authorities' cooperative step is very necessary to change the people's mind set. but i think that issue is skewed in a corporate sector, how much they are going to spend their money into the labor compensation from the ample cash flow. >> the latest data on japan's economy suggests growth in consumer spending remains weak. foreign tourists and the wealthy are spending more but the average japanese consumer is trying to spend less. >> reporter: supermarket sales across japan have been on the rise for the past six months but retailers say that's not because people are buying more, they're just paying more as food prices rise. shoppers are still tightening their purse strings and trying to save money.

>> translator: i have to buy groceries. they're a necessity. but when i look at the receipt, i feel like prices are high. >> translator: i buy just for me and my husband, but families with children have to spend more. i come to this store because it cheaper than other supermarkets. >> reporter: retailers are resorting to a strategy of low-margin, high-volume business. >> translator: many of our customers rely heavily on our special bargain days so we have to respond to their needs. products with a low profit margin are selling fast. but that doesn't help us. so business is really tight. >> reporter: policymakers and business leaders have differing views on how to deal with the shrinking economy. >> translator: the biggest problem is lack of strength in capital investment. corporate leaders remain caught in a deflationary mindset.

>> after those horrible attacks in paris we saw some of these fears play out in financial markets. investors sold off stocks and sought shelter in gold and safer currencies like the yen. another factor weighed on shares pulling them to one and a half week lows. that was japan's third-quarter gdp, which fell below estimates. it was a double whammy for japanese stocks. the benchmark chosed lower by 1% at 19,393 on monday. and the broader topix closed at 1,571, falling .9%. about the flow and effect from the events in paris, in terms of the economy, we could see a shift in confidence and consumer spending so that led to sell-off in equity markets as well as the euro. against the yen the single currency dropped to its lowest levels since late april. the plunge in the euro pushed

down stocks of companies with a strong presence in europe. automaker mazda dropped 2.41%. seiko epson declined nearly 1%. one stock bumped the trend, jx holdings. shares of japan's largest oil refiner rose over 4% on reports it's in talks to earn with a smaller rival. all in all the paris attacks triggered sell-offs in equities as well as the euro here in tokyo. one analyst said it's likely to be shot reserve short-lived. in the case of 9/11 and other global attacks markets and currencies returned to previous levels within ten days so he expects the same for paris. the deadly attacks saved risk appetite among investors and caused most other asia-pacific markets to fall. indonesia and sing more sank to

their lowest level in more than a month. hong kong's hang seng lost 1.7%. the index briefly dipped below the 22,000 mark for the first time in more than a month. all sectors ended lower. the shanghai composite reversed early losses and finished up 0.7% at 3606. that was after investors picked up bargains after two days of losses. expectations at the international monetary fund will add the yuan to its currency basket also boosted sentiment. here's a look at some of the other business stories we're following. thailand's gdp july through september threw 2.9% from a year earlier improving from the 2.8 expansion in the previous quarter. officials say exports slumped due to china's economic slowdown and they say the august terror attack in bangkok affected tourism. japan's top oil wholesaler jx holdings is proposing a merger with the third-largest

>> reporter: the apec ministerial meeting kicked off monday in manila. the philippine capital is on high alert following the events in paris, ramping up security to ensure the safety of dell dates. at the beginning of the opening session, ministers of observed a minute of silence in memory of the victims of friday's atrocities. but boosting the region's economies is still the main agenda. >> this year, we're placing inclusive growth at the heart of economic integration. we are expanding apec's trade and investment goals to include a development dimension. >> reporter: japan's foreign minister kishida referred to the rising demand for infrastructure projects in the region. kishida stressed the need for maintaining and managing infrastructure projects and their surrounding environments once they are built. to keep china's robust investment in this area in check, kishida said japan will

unseasonably warm weather prevails for us here in tokyo where it's currently 19 degrees celsius, 66 fahrenheit. sayaka mori is here with this hour's weather updates starting with northern europe. >> a series of low pressure systems has been causing wet and windy conditions over the british isles since last week. we had abigail, britain's first named storm, last week. that buffeted much of the area, caused hurricane-force winds. we have the remnants of hurricane kate which caused over 100 kilometer per hour gusts in england and wales on sunday. severe weather will likely continue across the northern areas so the system is pushing abay fr away from the area. looking at tornados and severe wind gusts across the northern areas. as for precipitation because a new low is coming into the southern areas, much of the south including london will see rainy wed over monday. this is a fast-moving system. not just london area but the north of germany, northern areas of france will be affected by

rainfall on monday, and that may continue into tuesday. there's a chance for rainfall on monday in paris with a high of 14, much warmer than normal, even warming up to 16. as for the south of europe, looking good. precipitation-free, temperatures are going to be about 5 degrees higher than normal. across the middle east, an unseasonable weathermaker is causing windy and wet conditions across the middle east. there are chances for thunderstorms, gusty winds, and even sandstorms over parts of south arib yeah, iraq, syria, and jordan on monday as well as tuesday. so we are looking at some wet conditions in places like jerusalem on tuesday. we'll see heavy rainfall with a high of 20 degrees. north america, it's more like winter across the western united states. we saw lots of snowfall and more snow is expected. this cold front is a heavy snowmaker. as it pushes towards the east, heavy snow is on the menu for the four corners region,

especially colorado. blizzard warnings and a blizzard watch is in effect across colorado. heavy snow and strong winds are expected from monday night into tuesday. the cold air is meeting with harm humid air from the gulf of mexico so there's a chance for severe thunderstorms across the southern and central plains on your monday. watch out for tornados, flash floods and large hail too. it's goi to tuesday to the risk for severe weather shifting east and affecting much of the mississippi river valley. temperatures are going to be as follows. nice and comfortable across the eastern corner of the united states. 18 for high in washington, d.c. 17 for the high in new york city on monday. finally over asia, last week deadly floods occurred because of a continued rainfall. the frontal system is still here providing more rainfall as we go into the next 24 hours. the system and this cell will likely head towards japan so we'll see lots of rainfall once again in much of japan as we go into the next couple of days.
