arabia's side in its row with iran. it is seen as possibly threatening middle east stability. >> well, a visibly emotional barack obama has unveiled his plans to tighten gun laws in the united states. the u.s. president evoking the memory of child victims of gun violence as he outlined measures earlier including expanding background checks on people trying to by firearms. according to opinion polls, the vast majority support the general idea but they are more divided on other aspects of gun control. take a listen to what barack obama had to say. >> every time i think about those kids, it gets me mad. and by the way, it happens on

the streets of chicago every day. anybody in the business of selling firearms must get a license and conduct background checks or be subject to criminal prosecution. it doesn't matter whether you are doing it over the interpret or at a gun show. it is not where you do it, but what you do. we are also expanding background checks to cover violent criminals who try to buy some of the most dangerous firearms by hiding behind trusts and corporations. >> this comes a matter of months before americans vote for their next president. candidates from the republican party have lined up to slam obama's plans. philip has more from washington, d.c. >> a lot of what he has announced will actually happen. these are executive actions, which can be overturned by the next president who might come into the white house in january of 2017.

if this is a republican, this person can certainly turn back all of what was announced today. but the likes of hillary clinton, the democratic fronts runner will not. these are not laws that have been passed. executive actions means this is a bypassing of congress. what the president is saying is these background checks will have to be implemented. it is basically a reminder to gun sellers that they will have to perform these background checks. now this doesn't mean that republicans won't be talking about executive overreach because this is a president, when he hasn't been able to get things through a republican controlled congress has had to go back to executive orders and actions to get those things done that he truly believes in. what you can be sure of now is that this will be a big subject matter on the campaign trail in 2016. we only have to listen to what

the current front runner on the republican side has to say. that is donald trump. he says that soon americans ill no longer have access to guns altogether. that is the kind of fear that has been developing and will develop further after the statement you saw and heard. gun sales always spike after an announcement from the white house that they want to get stricter gun control laws passed, and every time there is a shooting, gun sales also spike because people might be afraid that their fsns might be taken away. that is something that president obama had to remind people of today, saying he does not want to take people's guns away. that won't change the beliefs of those in the united states who are afraid of what this white house might be capable of. >> to put this into context, 2015 was a particularly bloody year in the united states in terms of gun violence. a non-partisan search group has

shown the number of instances reached the tens of thousands and that there were hundreds of mass shootings. ere is more. ♪ mazing grace >> when barack obama sang in charleston, south carolina, he brought mourners to their feet. days earlier a white supremacist killed nine black people at their church, and he used the memorial to call for tougher laws. >> for too longs we have been blind to the unique mayhem that -- violence inconflicts inflicts. last year there were over 50,000 incidents of gun violence in the u.s., resulting in more than 13,000 deaths.

there were 330 mass shootings, at least defined of four people shot. there were was a shootout in waco texas between rival motorcycle gangs. nine people killed and 18 injured. another tragedy in a movie theater in lafayette, louisiana, where a man killed two people and injured nine others. in october, a gunman killed eight students in oregon. later that day, a visibly frustrated obama spoke to the nation. >> somehow this has become routine. he reporting is routine. my response here at this podium ends up being routine. >> but the year was not over yet, and it would finish with a new threat. the mass shooting in intern, california, was the deadliest

in the u.s. since 2012. authorities say the husband and wife shooters who were killed at the scene were radicalized over several years. in total, 21 people were injured and 14 were killed. >> back here in france, a week of commemorations have now got under way for the victims of the so-called charlie hebdo attacks in paris last january. 17 people were killed at various sites around the capital in three days of violence. here is our report. reporter: a quiet ceremony outside the former offices of charlie hebdo. victims' families asked that journalists be kept at a distance. together, french president francois hollande and the paris ayor unveiled a plaque honoring the people killed by islamic militants last january.

though one name was misspelled, authorities say a new plaque should be ready in 48 hours. for many, it was a painful but important day. >> it is very emotional. i was shaken by what happened last year. i had to come here today. >> commemorations followed nearby where hollande met the mother and brother. it was here that the police officer was murdered in cold blood. he fired at the militants' carring but was outmatched. the brothers calmly left the vehicle and executed him on this seahawk. >> i think it is very important for us to pay homage to the security forces which protect us every day. >> the third and final spot of the day was at a corchiani sher supermarket. kosher dent -- at a

supermarket. this time the plaque honored the four victims of the anti-semitic attack. far from the press, hollande listened to survivors tell their stories. they embrace. >> there are nightmares, but i still try to have a normal life and try to move on because you cannot live in fear. reporter: this saturday, felippe will be honored with a plaque. >> the french interior minister's role has been forced today to defend his handling of national security. france is still under a state of emergency currently. it was imposed in the wake of the november attacks that left 130 people dead. take a listen to "france 24" as

he spoke earlier. >> we have since 2013 dismantled 18 recruitment networks located all-around the country. since 2013 we have also arrested 11 groups who were planning to carry out attacks. and since last spring, six attacks have been thwarted. >> one member of the u.s. armed forces has been killed in afghanistan this tuesday. another two americans and an as-yet unknown number of afghans were also injured in the same incident. the casualties came in the outhern province of helmond. updates say the victims would only train, advise and assist missions with forces when they come under fire. he added there may still be americans on the ground engaging the enemy in support of afghan forces.

check points near an oil port in libya have come under a second day of attack from the islamic state group. this according to a libyan security spokesman. he added that an oil storage tank has always been set on fire. the militants have killed nine security guards and wounded more than 41 since monday. our expert has more on how the islamic state organization's members in libya are linked to the main group in iraq. >> we know that the links are very strong. know that islamic state has issues on libya since 2013. we know that many libyan fighters were in the ranks of islamic state before it became the islamic state in its most recent version if i may say so, joined the fight in syria since 2012. there is also an historical
