3%. slightly lower than we did see a little earlier. is there a deal in the making to reduce oil production? i put that question to spencer wells from ihs in london. >> the more people that are included in this, the harder it would be to actually take place, even if it was just opec and russia. the level of trust that will be required for all of those countries to agree to something and adhere to whatever they agree it is high and would be very difficult to implement. still, if we were to take the russian minister at his word, it's teams as though they are rethinking their strategy. saudi arabia has prioritized its market share. that is why it kept pumping oil at high levels. is that strategy failing and do you think that saudi arabia is on the cusp of rethinking it?

>> i do not necessarily think that they are rethinking. even if we look back to a year ago, saudi arabia always said that they would not cut on their own. they would consider a cut as long as other people are involved. i do not think it is necessarily a change, but more people are starting to talk about that. in terms of their strategy, i do not think it is failing. it is taking longer than anticipated. they wanted to preserve market share and maintain the amount of crude they are producing. the market is showing signs of coming back into balance. u.s. production is slowly declining. demand is increasing. the market is heading towards a balanced position. it still has some way to go. markus: will we see prices had higher in the next few months or so after what has been 12-year lows so far this year? >> well, it depends.
