welcome back to nhk "newsline." tokyo governor is facing allegations of using official funds for private purposes and now he's announced results of a spending review. two former public prosecutors say they found a number of inappropriate expenses but say none are illegal.

he started his news conference on monday by bowing. he's been battered by criticism since the allegations broke in a weekly magazine. one of the calls in question for staying at this hotel near tokyo with his family during new year holidays two years in a row. the lawyer concluded it wasn't appropriate because the trip was mainly for private purposes. but they say it wasn't illegal because the law doesn't restrict the way the political funds are used. they confirmed five similar cases they say should be considered inappropriate. the cost totaled over $7500. he's an known art lover and accused for buying works of art some of which he bought on the internet under his name. he said he overturned the money for the costs that are considered inappropriate and

donate it to charity. >> translator: i deeply regret what i've done. it's extremely disgraceful and deserves criticism. >> but he said he will not step down from his post. he'll face questions on does in the metropolitan assembly. u.s. navy officials are prohibiting their sailors in japan drinking alcohol on and off the bases. the order comes after a sailor was arrested on suspicious of drunk driving. police arrested aimee mejia early sunday. she's stationed at the u.s. kadena air base in okinawa. police believe she drove in the wrong lane for about 70 meters then collided head-on with two cars. two people were injured, one with a fracture in her chest. investigators say mejia told them she had been drinking alcohol at the home of a colleague who lives off-base. police officers found her blood alcohol level was about six

times the legal limit. she couldn't walk straight after the accident. late last month the u.s. military banned all personnel in okinawa, including civilian workers, from drinking outside bases. tensions have risen after a sailor confessed to stabbing and strangling a woman. japanese prime minister shinzo abe has condemned the latest incident. >> translator: it is extremely regrettable, and outrageous. we immediately lodged a strong protest with the united states. we also urged the u.s. to prevent such incidents from recurring to further tighten discipline, and to fully cooperate with police investigations. >> abe says the japanese government will introduce its own measures to secure safety. he said that includes putting about 100 additional police officers on duty in okinawa.

in okinawa a bloc supporting the governor has secured its majority in the prefectural assembly. the pro-onaga bloc won 27 seats in the 48-member assembly in the sunday vote. that's three more seats than it had before the election. the bloc includes politicians from the japanese communist and the social democratic parties. the election was mainly fought on the issue of u.s. bases in okinawa. more than 70% of all u.s. military facilities in japan are located in the prefecture. onaga hailed what he called a great victory. he said the outcome showed support for his pledge to stop the planned relocation of u.s. futenma air station. the japanese and u.s. governments want to move the base from a densely populated ginowan city to the coastal district of henoko district of nago also in okinawa. >> translator: i'll do my utmost to never allow a new base at henoko. >> but chief cabinet secretary yoshihide suga says the central government plans to promote the

relocation. >> translator: there's no change in the government's position that the relocation to henoko is the only solution. >> suga said the transfer would maintain the deterrence provided by the japan/u.s. alliance and eliminate the danger posed to the residents. the japanese government tax hike delay put those on alert. gene otani has the headlines. investment information has changed the outlook for japanese government debt from stable to negative. this is a first step toward a possible downgrade. the firm noted -- the decision to postpone a consumption tax rise.

r & i said it doesn't foresee economic growth in japan that can generate more tax revenue. a rating downgrade will be unavoidable without viable measures for rebuilding the country's finances. the tax hike delay will be a negative factor when it assesses japan's credit rating. a survey of japan's business leaders suggests they're growing more skeptical. they're not convinced the economy can grow in line with the government target of 2%. that's the amount of growth needed each year to boost japan's gdp to $600 trillion yen. researchers with the japan productivity center say 170 top managers of firms responded to the survey. they sahlen 5% of them 2% or more annual growth. confidence steadily declined from 19% in the survey three years ago. checking the markets.

the yen strengthened against the dollar on sluggish u.s. jobs data. we go to our business reporter at the tokyo stock exchange. phoe phoebe. >> the u.s. employment report on friday made many investors skeptical about the early rate hike for the u.s. federal reserve. they quickly reacted by selling the dollar sending it down to the 106 after the data came out. let's see the closing levels on monday, june 6th. the nikkei closed out at 16,580. the broader topix fell. a semiconductor sumco was down more than 2%. honda fell nearly 2%. and the financial sector was hit hard.

mitsubishi is down more than 1.5%. and nomura holdingngs fell 2.29. investors will be turning their eyes toward asia this week. china's trade figures are dueue out on wednesday followed by inflation figures on thursday. i'm phoebe amoroso reporting from the tokyo stocks exchange. the weak u.s. jobs figure, the u.s. rate hike could trigger capital outflows from the market. a look at sydney gaining. 78%. a fall in u.s. currency pushed up u.s. metal prices. shanghai down .16%. they are waiting for a slew of economic data including

inflation numbers this week. here is a look at the other business stories we're following. five japanese regional airlines flying to remote islands are facing tough times. demand for their service is falling. the transport ministry is studying ways to help them cut costs. it's appointing a panel of experts to explore options. japanese automakers are joining the global race in artificial intelligence. honda will open an ai research base in central tokyo in the fall. toyota has a research hub in california silicon valley. it's set to open the third ai center in the state of michigan this month. a company in central tokyo is offering workers daycare services with a twist. providing them with baby sitting right next to where they work so

parents can keep an eye on their kids while they work. this lowers the cost of hiring certified care givers and different firms in the complex and residential space for employees near the daycare. the service is drawing attention in japan as parents struggle with shortage of child care spaces. let's take a look at the business calendar for the week. on tuesday, japan's government announces the indexes of business conditions for april. a compilation of economic data. on the same day, officials at the reserve bank of india will hold a policy meeting. the central bank cut the rate in april. on wednesday china's new trade figures will be released. in april both exports and imports fell due to weak demand at home and abroad. on thursday more data out of china with consumer price index and the producer price index. the bank of korea announces a rate decision. and every monday we ask

specialists to share their view on the week in this edition of "expert view" we hear from the chief economist at daiichi. he expects inflation will not accelerate in the year ahead. >> translator: looking at china's consumer prices increasing food prizes account for the recent inflation. it excludes prices of food and energy remains mostly unchanged for the past three to four years. i don't believe inflation will accelerate much because the economy remains weak with no sign of a strong recovery. as for the producers price index, or ppi, ting reflects the recent r risen crurude prices. i don't expect the ppi to rise in the near future. >> a government is rolling out stimulus measures to b boost th

econonomy, but he does not belie will will be enough to lift gdp growth this year. >> translator: the stimulus measures announced at the national people's congress begin to take effect in the april/june period. i think these measures will shore up the economy to some extent. but the economy will not be strong enough to increase the rate of year on year growth. this may givive an impression tt china's economy is slowing down. the government targeted gdp growth of 6.5 to 7% this year. i believe the final results will be closer to the lower limit of 6.5%. >> that's it for business news. i'm going to leave you with the markets.

officials from the u.s. and china kicked off annual economic and security talks in beijing on monday. tensions over the south china sea are expected to be high on the agenda. but, china's president has urged u.s. officials not to let an individual issue affect overall bilateral relations. >> translator: when an issue cannotot be resosolved immededi one neededs to respect the othe party's position, despite their differences, and take a constructive approach. china claims almost the entire area, and is constructing artificial islands there. some southeast asian countries have overlapping c claims. the u.s. has been cacalling on l parties to respect the law.

>> the only position we've taken is, let's not resolve this by unilateral action. let's resolve this through rule of law. >> the annual dialogue brings together top officials from the two countries in the economic and diplomatic arena. north korea's nuclear ambitions are also expected to be on the agenda. one of the main economicicopics will be china'a's overproductit of steelel and other products, which is affecting industries worldwide. tensions in the south china sea were front and center over the weekend at the asia security summit in singapore. china used the meeting, known as the shangri-la dialogue to issue a veiled pushback against the united states. >> translator: we do not make trouble. we have no fear of trouble. china will not bear the consequences, nor will it allow any infringement on its sovereignty and security interests, or stay indifferent to some countries creating chaos in the south china sea.

>> admiral sun jianguo didn't refer to the u.s. by name, but he strongly criticized washington for displaying its military might on the pretext of freedom of navigation. the u.s. has increased its military patrols in the south china sea. it's believed sun's remarks were in response to a speech given on saturday by u.s. secretary of defense ash carter. >> china's actions in the south china sea are isolating it. if these actions continue china could end up erecting a great wall of self-isolation. >> japanese defense minister gen nakatani echoed the u.s. position. >> translator: the actions by the u.s. in the south china sea are in no way wrong. rather, they are essential in maintaining order in the region. so japapan fully supports them.

the u.s. is calling for the ruling to be respected by china said a unilateral petition builds against international law and says it will not accept the outcome. a leader of pro democracy protests in beijing's tiananmen square calls f for support in tokyo. wang dan delivered a speech in tokyo to mark the 27th anniversary of the violent crackdown. wang spoke to a crowd of more thanan 300 peoeople. the e former student leader spe six years in prison following the crackdown. he now teaches in taiwan. wang said tiananmen was a turning point in china. he saiaid after the incident, young people that were passionate about politics gave up hope. hehe said they've since been simply going after economic interests. wang also criticized the current

first lady in her father's administration. alberto is a controversial figure. during his decade in office, he's credited with rebuilding the country's battered economy and restoring security. in 1997, he held an operation to free hostages from the japanese ambassador's residence. they were held for months by terrorist organizations. in 2000 he was ousted for his authoritarian ways and now he's serving a 25 year jail term for ordering the death of civilians in anti-terrorist campaign. the dark legacy is something pedro has been trying to use to his advantage. >> translator: his ideas represent a return to the policies of the 1990s. this poses a serious threat to our nation's democracy.

>> reporter: and he has been trying to appeal to voters on another major concern. the economy. he has been promoting his international financial experience at the world bank and on wall street. some peruvians are throwing their support behind him regardless to avoid anyone associated with alberto. some voters are concerned keiko will rule with an iron fist, just like her father. others believe she could unite and rebuild the nation. but whoever they choose w will lead peru f for the next five years. nhk world. another japanese tradition may have become much easier for foreigners to understand. traditional comic story telling known as rakugo has been

subtitled in japanese and english. it's a new way of sharing the comedy to help foreigners and the hearing impaired enjoy the centuries old entertainment. the veteran story teller sat down in front of an audience of 100 as both languages simultaneously appeared on the screen behind him. he skillfully timed the display of subtitles with the performance. it allowed the audience to read them and understand gestures which are important components of the performance. >> yeah, i can understand everything. it was nice to be able to watch the performer and see the subtitles on the screen. it made it easy for me to follow the story. it was a good idea. >> another six performances to be held this week in tokyo will be subtitled in the two languages what could become a standard presentation. in other news, a thief has snuck into a jewelry shop in

india and fled with a bundle of cash. nothing unusual there. except that the thief was less than a meter tall and had a tail. surveillance cameras caught a monkey entering the store. the store clerk initially leaves the intruder alone.e. monkeys are considered sacred in inindia. the m monkey pulls out a a bundf bills and ignores thehe clerk w tried disistracting it with a banana. some believe the animal may have beenen coached. this is reportedly the second time it has shown up. on the first run it may have been casing the shop for the robbery. people across many parts of europe continue to deal with downpours. some areas are experiencing floods that turned deadly. our meteorologist jonathan oh has the details in a world weather report.

it l looks like the sesetup tht in place that is responsible for all the rainfall for the past t week or so is expected to still be in place. we are seeing a little bit of a pullback w when it comes to all the precipitation for the moment but that's because we're in that overnight period. we're seeing a a little bit of that calmingng period where we' going to see less of the rainfall. as we go into the day monday during the daytime hours we're going to see a little more activity. that means we're going to see a lot more rainfall. here's the reason why. we do have a jet stream that really is spiraling all over the place. like that. it's curving around europe. and so because of that it's introducing very warm air from the south, and then we have old air surging in from the north and east. as this front runs into the central portions of europe we're going to see another chance for some rainfall. sosome areas may be dealing wit some heavier rain patterns. anywhere from london into paris, extending to the southern portion of germany, whwhere the flooding has been very serious. we've already had reports of several people b being killed fm the flooding and from the storms

that have been in the area. the rain also is expected to linger down toward the portions of the balkan peninsula as that front moves in from the north and east. it's going to be a bit of an active day for portions of europe on monday. paris looking at some thunderstorms. a high of 24. that's quite warm with that high really pushing in that southerly flow. that's where we're going to see that clash of air masses and the possibility of strong storms from time to time. further toward the east, looking a little bit sunnier. warsaw and vienna looking at sunny skies. maybe dealing with rain back over toward moscow with a high of 14 on monday. as you look at the forecast for the eastern portions of the united states, i want to draw your attention to what's happening here. there's a cloud, a group of clouds that's located over the gulf of mexico. this is tropical storm colin. it is moving toward the north at 16 kilometers per hour with wind speeds of 65. as it moves toward the north and east i want to draw your attention to the fact that the right front quadrant which is located toward the east and south in our perspective with this storm, this is the area we're really concerned about

because that's where a lot of the momentum and the moisture is located. as it crosses over the northern portion of florida, florida's going to be dealing with a lot of rainfall, potentially, from this system. then as it moves to the north and east we do have a front that's goi t to help i it keep offshore toward northeastern portrtions of the unit statates and canada. we may be dealing with rough surf. it looks like the rarainfall amounts are going to be bew 100 millimeters the next few days over florida. nevertheless, isolated heavy rainfall is possible. maybe dealing with some flooding issues from time to time. we do have a cold front that's moving out of the eastern portions of the united states. we do have another low up toward canada that's going to bring cooler air into portions of the great lakes. that's going to bring the possibility of some rain and maybe even some thunderstorms. toronto extending back toward chicago and denver looking at wet weather. atlanta to houston to miami, a wet weather pattern through monday. a cool-off down toward california. it's been veryry hot over the weekend. we should be seeing temperatures

closer to normal as we go throughout the next few days. wrapping things up with a look at japan, it's been a bit of a cloudy day in tokyo. that's because we are now into the rainy season. starting off in okinawa back in may, expanding over the western portions of japan as we went throughout part of the weekend. then sunday extending into tokyo. wewe are going to see meme of tt co, a lilile bitit of a damp feeling as we go forward in time. more rain for tokyo by the time we go into thursday. scattered showers for tuesday and wednesday. osaka, kochi and naha, you'll be dealing with wet weather the next few days. hope you have a good day wherever you are. here's your extended outlook.
