state sponsored doping program and whether any of its athletes will be allowed to compete in rio. turkish authorities are continuing to round up suspects to a failed coup against erdogan. authorities carried out a massive raid on a military academy in istanbul on monday. officials say more than 10,000 public servants including police officers have been suspended. commercials calling for country unity under the president are airing repeatedly on tv. erdogan appears set to purge dissident forces for the uprising. turkish officials are blaming islamic cleric gullen for the coup attempt. he lives in the u.s. but has a lot of support in turkey. he denies any involvement. turkey is urging gullen be

damning report from the world anti-doping agency. that came back positive for doping were hiding and said it was part of a state sponsored system. >> reporter: the report authored details. including russia's 2014 sochi olympics. they were done by high-level officials from the country's various sports agencies. >> ministry of sport, the doping agency in russia -- anti-doping agency in russia, and the csp were all involved in this operation. >> reporter: on top of those organizations, the report also implicates russia's security service. it says it developed a way to swap out positive urine samples with clean ones that had been collected in advance. the findings confirm allegations

made by a whistle blower, the former head of moscow's anti-doping laboratory. russia's track and field team has already been banned from the upcoming rio olympics because of the systemic doping scandal. but monday's report shows even more athletes from abroad range of sports were involved in doping and coverups. it says starting in 2011 notified the deputy ministry of sports of every positive finding. he then decided whose results will be covered up or reads save. and who will be quarantined or sent through the regular process. this graph from the report shows that more than that have -- half of the cases were covered up. many believe it includes medal winners or promising athletes. the anti-doping body called the

nhk "newsline" will keep you updated on that story. officials at japan's main derivative are trying to strengthen. gene otani has the story on that and other business headlines. >> the osaka exchange has been solely focused on derivatives for years. have launched a new trading system and hours that will be more in sync w with changes. they're hoping this will lead to more orders. morning sessions now begin at 8:45 a.m., 15 minutes earlier than before. that's because many of japan's ececonomic indicators are relead at 8:50 a.m. japan time including the central bank's nankan. after the new york stock exchange closes.

the chicago derivatives exchange operates nearly 24 hours a day. the osaka exchange had new products. tokyo share prices climbed for a sixth straight day. supported by a weakening yen and the rise on wall strere. our business reporter giang nguyen reports. >> a relatively weaker and investor confidence from hopes of the stimulus plan on the horizon. the nikkei added 1.4% closing at 16,723. the topix rose 1%. tuesday's advances come on the heels of the gain last week. analysts say nintendo could soar higher when pokemon go releases

in japan. south bank group plunged from the holdings. they are worried they are unable to strengthen the balance sheet and pay off debt. a high at the lower 106 yen level in early asian trading. investors remain confident on the weaker yen and hopes for further stimulus when bank of japan policy makers meet next week. giang nguyen. moving on, china's shanghai composite slid to close at 3,036. let's take a look at jakarta composite. gaining by almost 0.9%. 5172 the closing number there. pushed the index to its highest

in more than a year. hank seng index dropping by 0.6% ending a six-day winning streak. energy shares were lower on falling oil prices. singapore also declining. the head of one of the world's largest mobile phone carriers softbank group is buying arm holdings for $31 billion. this will be one of the biggest deals for a japanese company in buying a foreign firm. chairman and ceo says he wants to take the lead in the so-called internet of things or iot. >> translator: since our company was set up, i think this is the most exciting day for me in its history. >> son said the acquisition will help them develop into the iot market. iot technologies link a wide

variety of things. >> the market leader and next big paradigm shift is coming on iot. so i believe the iot w will be big opportunity. >> softbank aims to purchase all of arm's shares by september after winning approval of the firm's shareholders and courts. arm designs and licensing chips. the low energy consumption of its products have helped the company to win overwhelming market share across the globe. they have promised to double the head count over the next five years, preserve arm's independence and enable the company to leading technology in britain. arm has about 4,000 people on its payroll.

softbank faces a big challenge in making the buyout profitable given the huge price tag. softbank executives say they have secured about $17 billion after selling some stock holdings. these include the alibaba group. but the firm plans to take out new bank loans for the arm deal. in march softbank's interest-bearing debt exceeded $110 billion. that's due to acquiring other firms. son says the company has stable income coming from its core business of mobile phones. he says the firm's overall deb will not change much. iot can create an online network linking. one major application will be self-driving cars.. vehicles will be able to discover the location of other cars as well as road signs and traffic signals.

whether the results will justify softbank's large buyout. the u.s. government is investigating fiat chrysler automobiles or fca over allegations of ininflated new c figure officials. fca officials have confirmed the company is under investigation by the commission and justice department. they say they're fully cooperating. justice officials are dedetermining whether the compa paid dealers to falsify figures. finance ministers and central bank chiefs from the group of 20 economies will meet of saturday in china. they're expected to discussss ws to minimize the fallout from britain's decision to leave the european union. the yen surged against the dollar to its highest level in two and a half years right after the brexit vote.

a big week for shareholders coming up. many japanese companies start releasing their result for the first quarter of the business year. takahiro takahashi has been crunching the numbers for the blue chip firms. he expects profits to decline about 30%. >> major factor for the drop in recurring profit would be the rate on average was 108 yen for the first quarter. compared with the year earlier 121 yen appreciation. that's -- the decline for the next couple of quarters toward the end of this year.

because the rate last year remained around 120 yen. >> but not all profits are heading down. takahashi expects to see bright spots in the non-manufacturing sector. >> housing have been improving their profitability compared with the last quarter. january through march. when they booked large losses on the resource operations. commodity prices and especially crude oil prices are now recovering so improving profitability for resources of related companies. >> that's a look at business news. i'm going to leave you with the markets.

the philippines foreign secretary says he has rejected a plan to hold talks with his chinese counterpart. he avoided to discuss a ruling

in the south china sea. but he says talks aren't in the philippines' national interest. he told a broadcaster in the philippines he met with wong on the side lines.s. he says china's foreign minister proposed bilateral negotiations that did not touch on the ruling in the hague concerning the dispute between the countries. an arbitration tribunal dismissed claims of the waters. he urged china to follow the decision. lead ners beijing said they won't accept the ruling. they stick to the assertion that china has controlled the water for the past 2,000 years. south korea is on alert for further north korea missiles.

pyongyang launch three ballistic missiles. the first two flew 500 to 600 kilometers before dropping into the sea. they're believed to be scud short range missiles. japanese government officials have launched a protest to the country in different diplomatic channels. they say it clearly violates u.n. decisions. >> translator: the japanese government will strengthen cooperation with the u.s. and south korea and insist that north korea controls itself. we will also prepare for any situation. >> earlier this month pyongyang reacted sharply to a u.s. decision to impose sctions direct onn k kim jong-un. pypyonanang also w warned of a physicalal response after washinington and seoeoul agreed deployoy an advanced u.s. missi

defense system in south korea. japan's nuclear regulator has urged the operator of the fukushima daiichi plplant to ta measurures. they must inject water into the buildings to cool melted fuel. and about 60,000 tons of the water is pooling in the basement of the reactor buildings. the regulation authority urged the company to study measures on lowering the amount of water and radiation levels. the authority proposed two measures. one is building more tanks to store the water and the other is treating the water with a system that filters out radioactive material. and then recirculating it in the cooling sysystem. tepco will report on the results of its study at a meeting next month at the earliest. a japanese court has sentenced a south korean man to

four years in prison for an explosion last september. it happened at a tokyo shrine honoring japan's war dead. a judge at the tokyo district court said the man's actions were well thought out. no one was injured but the judge noted the man carried it out in a place where people could come and go freely. chong had pleaded guilty to detonating metal pipes at yasukuni shrine. prosecutors demanded five years. those remembered at yasukuni shrine includes those kikted of war crimes after world war ii. nhk "newsline" comes to you live in tokyo where it's currently 29 degrees celsius or 84 degrees fahrenheit. jonathan oh is here with the world weather outlook starting

with china. >> well, as you could see the situation over portions of china we are looking at more rainfall. look a at what's hapappening in terms of the satellite perspective. you can see a whole wall of clouds located along the eastern southern portions of the country. that's continuing to bring a lot of rainfall. it will give you dramatic ideas. that's people sliding down the road because of the current being strong. heavy rains caused severe flooding in the area and the flood reached 1.4 meters in some places. millions of people have been affected by torrential rains and flooding so far this season. so, yes, it is a serious situation. we are going to see even more rainfall as we go forward. i think we're having a bit of a low pressure system trying to develop itself over the eastern portions of china. and we do have a tropical set yep also in the western portions of japan. all that moistee combined

together a and leading into the possibility of even more rain as we go i into the day wednesday. notice that rain is m moving waward beijing. that means we're looking at the possibility of some heavy rainfall over the next couple of day. some places could get 100 to 150 millimeters over the next few days. we're also looking at the possibibility of maybe seeing heavier rarainfall in the w wes portions of japan and alslso in hokkaido we may be dealing with up to 80 millimeters of rainfall on the sea of japan side of the island. be on the lookout for that. we are dealing with temperatures in the 20s for the rest of this week in tokyo with a mix of sun and clouds. be on the lookout for warm temperatures throughout the rest of this week. the forecast and rest of asia is at 30. beijing looking at wet weather from the system moving towards the north. shanghai 36 it't's going to be high for you. also chongqing. the forecast for europe, you may

notice some clouds moving over the northern portions of the continental area. that is because we have a huge dome of high pressure that's really bringing a southerly flow for the area. that's going to bring temperatures close to the 40 degree mark. you need to be careful with this. that warm air really affecting spain, the iberian peninsula, also portions of france and germany. cooler air to the north, but not by much. we do have a trough system inverting itself which is pushing warm air. unstable weather ahead. moscow, kiev looking at wet weather, highs in the 20s. stockholm at 22 degrees. that's what i mean by depending where you are it may not be as warm. then back toward the west and london, paris, eveven madrid. madrid, high of 39 as we go throughout the day on tuesday. as we wrap things up with a look at north america, i want to point out a couple of areas we're looking at for the possibility of some severe weather. we do have a low pressure system

moving in through the midwest of the united states. and then we have a cold front that's down towards the south. so both these areas looking at a marginal risk for somee severe thunderstorms as we go throughout the day on tuesday with some scattered rain and thunderstorms. and then back toward the west we're looking at rain to vancouver and seattle. we're still seeing wet weather there through the day. storms from d.c. down toward miami. hope you have a good day wherever you are. here's your extended outlook.
