here in japan it's 7:00 p.m. on a thursday. i'm james tengan in tokyo. welcome to nhk "newsline." we start with breaking news. almost all russian track and field athlete wills not be allowed to take part in the rio olympics. the court of arbitration for sport has upheld a ban by the track and field governing body. it was put in place in november because of claims of doping. >> the court of arbitration for

sport has dismissed the request filed by the russian olympic committee and 68 russian athletes. >> the russian olympic committee claims those 68 clean athletes should be allowed to compete in the upcoming games in rio de janeiro. russian athletes in other sports also face the same fate. the world anti-doping agency are calling them to be barred as well. earlier this week a report by a wada investigator detailed a doping program that covered a wide range of sports. the international olympic committee will decide on sanctions in response to that. and it's likely thursday's ruling will effect the outcome. two russian track and field athletes will be able to compete in rio. daria klishena and mario stupona blew the whistle on doping in her country.

tokyo is planning a relocation plan for a u.s. base in the southern prefecture. japan's top spokesperson notified the governor that tokyo will take new legal action on friday. >> translator: we're seeking a new judicial decision but quickly proceeding with negotiations with okinawa. >> the u.s. marine corps futenma air station is located in the middle of a crowded residential area. tokyo and washington want to move it to a less populated part of the prefecture. but the governor and others want it moved out of okinawa altogether. the prefecture hosts 70% of u.s. military facilities in the country. last year the governor revoked a permit for work for the relocation plan. he land ministry ordered him to cancel that decision. but the governor has refused to

comply and so the central government is planning to sue. >> translator: we've been seeking to negotiate without fighting in court. so i'm extremely disappointed that the government is deciding to file another lawsuit. >> the two sides had reached a settlement and dropped multiple lawsuits in march. they resumed talks but haven't found much common ground since. the reclamation work is on hold. the chinese government looks set to call off a joint trade fair with north korea. there's speculation that the reason is political. china has hosted the trade fair every october since 2012. sources quote officials as saying they'll probably cancel due to safety with fire equipment. analysts suggest the real reason is the strain north korea put on with its nuclear tests. last month the chinese put off their first trade fair with

south korea at the same venue. president xi jingping had just held talks with a senior official from the north. some analysts suggest the president is trying to be even happened in relations with the two koreas. the u.s. republican party suffered another day of distractions and division. the convention was to rally and unite the party. but its third day raised more questions on how likely that will be. senator ted cruz came in second to donald trump in the nomination battle in a speech he stopped short of endorsing trump. prompting anger from the crowd. >> vote your conscience. vote for candidates up and down the ticket who you trust to defend our freedom and to be faithful to the constitution. >> some saw cruz's comments as not supportive of trump. his wife was escorted off stage for her safety as the crowd voiced their displeasure and chanted for trump.

wanted to share. the staffer said she wrote them down and included d some of the phrasing without checking it against obama's speech. the trump campaign initially denied allegations of plagiarism. turkey's president has declared a three-month state of emergency in response to last friday's failed coup. tayyip erdogan said it will help with the further unrest. if the parliament approves, the cabinet will have the authority to limit or suspend civilians rights. erdogan has been widening a crackdown on those thought to be connected to the coup attempt. and the international community has been voicing concern over his government's response to the incident. so far more than 8600 people including high ranking officers have been detained. and 50,000 state employees including police officers and teachers have been suspended or dismissed. travelers flying between

japan and the u.s. will soon have more choices when it comes to flights. gene otani has the details and all the other business headlines. >> a series of new flights will take off from tokyo's haneda airport for the united states later this year. officials at the u.s. transportation department have allocated new round trip slots to american carriers. the four are american, delta, united, and hawaiian airlines. american's route will connect haneda with los angeles. hawaiian with honolulu. and united with san francisco. delta get twos slots. one to minneapolis. half were given to japanese carriers. all nippon airways. the ten new flights are expected to get off the ground from autumn. executives at japanese

telecom operator softbank and honda motor say t they are goin to start joint research on artificial intelligence for vehicles. softbank officials say the companies will develop voice interaction technology that enables ai equipped cars to understand emotions. the research will draw on the technology between pepper developed by softbabank. the r robot behaves as if it ha emotionsns of its own. will sense driver'seelings anand interact with them. e t technologyy will be integrated with navigation systems and sensors installed in vehicles. checking the markets. investors betting on the possibility of fresh stimulus have given a boost to tokyo stocks. phoebe amoroso reports from the tokyo stock exchange. >> investors are seeing reports that the japanese government t y be readying a stimulus package of 20 trillion yen.

about $190 billion. many of them are getting their hopes up. the nikkei 225 added nearly 0.8%. that's the highest level in six weeks. the broader topix also rose 0.6%. the u.s. greenback hit a six-week high against the japanese currency. turning to individual stocks, exporters were the big beneficiaries in the dollar/yen pairing. names such as honda, panasonic, and mazda all trading higher. shares of nintendo gaining more than 5% at one stage then losing most of that ground. they ended just 0.8% higher. planned in the way of stimulus. and like many across japan, they're no doubt keenly waiting on the launch of pokemon go. i'm phoebe amoroso. moving on to other markets of the asia pacific region, in

shanghai the composite up 0.3%. some took advantage of the three-day slump. malaysian shares dropping to 1,657 today. that followed reports that u.s. prosecutors want to seize more than $1 billion from a state fund set up by prime minister rezak. hong kong's hang seng gaining by almost 0.6%. singapore meanwhile down by a fraction. down 0.2%. officials at the new development bank launched by brics nations have announced their first rounds of loans. brazil, russia, india, china, and south africa established the institution last year.

1-mdb was set up in 2009 with encouragement of najib razak. the malaysian government has already closed its probe into the case claiming no wrong doing took place. but authorities in singapore and switzerland are still investigating. here's a look at some of the other business stories we're following. officials in kumamoto prefecture are running a campaign to revive local tourism which has sagged since a series of earthquakes in april. they're offering more than 200,000 vouchers for hotels and inns all at heavily discounted prices. they say in less than two days, they've already sold two-thirds. shipments of home appliances fell in june for the first time in 14 months. deliveries totaled $2.3 billion down more than 5% from a year earlier in yen terms. industry officials say fewer

upgraded their washing machines and refrigerators. tokyo's sumita ward has seen better days. the number of small factories making texextiles and other products has shrunk to a third of its peak. so a new generation of entrepreneurs are trying to bring it back to life. >> reporter: this used to be a garage. it was forced too closehen the owner got too old to run the business. these days vocational school students use the same space. the local world authorities helped pay to convert the garage. the aim is to interest young people in manufacturing. some day they may replace aging factory workers. >> translator: we are in an era where it's difficult on the

present course for local manufacturing to expand without losing its identity. it's vital to introduce new ideas as well as innovative thinking and methods. >> reporter: this warehououse oe stored old oil. now it's a farm growing leafy vegetables. so-called hydroponic farming grows plants in water without soil. it uses l.e.d. lights and controls room and water temperatures. the farm in tokyo began operating the facility in may.y. local businesses have started knocking onn its door. >> translator: we grow 11 varieties right now. they include coriander and other vegetables sought after by local shops and restaurants. we also grow korean lettuce which goes well with meat.

people around the world have been in a frenzy over the mobile game pokemon go. but for fans in the country pokemon was created in, they're playing a waiting game. adam walsh has more. >> reporter: you don't have to look hard to see signs of pokemon all over tokyo. but as countries around the world were taken by the storm that is the mobile game pokemon go, japan, the country that created the game, is still waiting for the official launch. are you guys excited about pokemon go? >> yes. >> reporter: yeah? why? >> because, like, it's japanese. like, it's created in japan. so, like, when i saw it on the news, i was like, why isn't that in japan. >> reporter: here's what they've been missing. a game that's supposed to augment reality. but if you don't have it on your smartphone, reality looks like this.

so do people in tokyo think it will be worth the wait? >> i think it's going to be a massive releasase. i think it's going to take it by storm. >> reporter: so far 35 countries have pokemon go. japanese fans are wondering why they can't get in on the pikachu action. this woman wanted to play so bad, she created her ownwn versn of pokemon go for youtube. developers say the game will be launched in japan this month. they just won't say when. as for why it hasn't been released, they say it's because they need it to ensure there would be enough server capacity to deal with japanese players. even before the game is released, some people are concerned that it could lead to accicidents. especially given tokyo's density.

>> reporter: and perhaps they have good reason to be concerned. reports of injuries, accidents, and near misses are coming from all over. the bbc says in bosnia, there was a warning for players not to go into mine fields. in the u.s., two men were injured after they fell off a cliff playing the game. then t there's this accident in baltimore. according to police, the driver was playing -- you guessed it -- pokemon go. >> you okay? >> reporter: the japanese government is trying to get ahead and stop accidents before they happen. it sent a safety notice out to kids telling them to pay attention to their surroundings while enjoying the game so they can enjoy the augmented reality without the consequences. nhk world, tokyo. >> adam, thanks. a japanese medical team is heading to the democratic republic of the congo to help

look at the world weather starting a europe. >> hello. it looks like we're going to start seeing the easing of these temperatures as we goo throuougt the rest of this week. but it has been quite warm. we've been talking about the heat located through the western portions of europe into france and also into spain and in the united kingdom. but that heat also spread from the east into germany. let me show you video. maybe you'll feel cooler after looking at the people in the swimming areas. germans enjoyed hot weather wednesday. 30 degrees celsius across the country making it the hottest day of the year so far. many people flocked to outdoor pools and breezy banks of rivers to cool themselves off. the hot weweather is expected t ease through the day on thursday. looks like a lot of fun. we are looking at a bit of a change. we have a cold front moving into the picture. this would help bring down the temperatures. increasing the cloud cover and dealing with showers as we go

forward in time. we do have the stubborn low pressure system in the east moving into or tryingg to move into portions of russia. so more rainfall is still in the picture for those of you located into kiev and moscow as we go forward in time. again, talking about the cooldown, highs were around 30 degrees on wednesday for london, brussels, and paris. as we go into thursday, friday, saturday, a mix of sun andnd clouds in the forecast. we'll see temperatures dropping into the 20s toward the weekend. as we look at the forecast toward north america, we are keeping an eye out for some instability in the upper midwest. we have a low pressure system that is going to usher in some rain and thunderstorms. we will see some winds trying to pick up into the great lakes. be on the lookout for that. we also had some instability into washington, d.c. where some damage took place and earlier this week. now we are seeing high pressure trying to control the flolow b will bring a chance for some rain, maybe thunderstorms for the deep south as we go throughout the day on thursday.

looking at thunderstorms from atlanta into miami, highs in the 30s, we'll see sunny skies to d.c. looking at thunderstorms in chicago. high of 34 degrees as we go through the day on thursday. now as you look at the forecast down toward the eastern pacific, we have a couple named storms here. we have darby and estelle. this tropical storm is moving closer to hawaii. this system is expected to remain a tropical storm. but when itt gets that close, i gets a little bit uncomfortable when it comes to what it could potentially do. it is actually expected to bring a chance of some heavivier rainfall. maybe some squalls into the big islands as we go into the weekend. so just b be on standby because this is something that is going to be a potential story potentially even dealing with wave issues as we go into the weekend. as you wrap things up with a look at east asia, it was a wet day in tokyo today.

it definitely cooled off a lot with highs in the mid to upper 20s for the reregion. we are expecting the rain to still linger f for a bit longer and the cooler tempeperatures t also be around. the good newews is it looks l la lot of the rain in the wesester portions of japan starting to taper off. rain, though, up into beijing still taking place. major flooding problems up there. looking at clouds with temperatures in the 30s as we go throughout the weekend. rain expected by sunday. shanghai, though, you'll be drier. also looking at sunny skies for the next three days. hope you have a good day wherever you are. here's your extended outlook.
