thinks about women, what he does to women, and he has said that the video does not represent who he is. but i think it is clear to anyone who heard it that it represents exactly who he is. because we have seen this throughout the campaign. genie: for more on the debate, let's bring in philip crowther from st. louis, where the debate took place last night. good morning to you. thanks for joining us. we saw from the exchange that very tense debate between the two candidates. it was clear from the start when they did not even exchange the customary handshake. philip: quite the moment, that one. those who have seen more presidential debates than i have, almost all of them in modern times, said that was absolutely unprecedented. it really showed that i do not think the word is too strong --

the hatred between the two, in the second of three presidential debates, a large part of which was dedicated to personal attacks. and to attacks in turn from donald trump on not hillary clinton necessarily, but on her husband, former president bill clinton, who was in attendance in that debate room. donald trump brought with him to the debate four women, three of whom accused bill clinton of sexual aggression towards them. this was discussed -- rather, it was mentioned by donald trump in the debate. hillary clinton decided not to take the bait. these are allegations that have never been confirmed and have never gone to court, but it goes a long way to show how dirty this really was. these were two candidates with no holds barred who decided to be very personal in their attacks. the body language was pretty clear as well. they did not want anything to do with each other. but there was a handshake at the

end, at the end of i really ugly contest between the two. these two dislike each other more than ever. genie: it is true, and you could feel the mudslinging, you could hear the mudslinging as the debate went on. what was interesting about this debate compared to the one before was that this was in a town hall format with real voters getting a chance to ask questions about real issues. did the candidates say anything new, interesting about their policy? not necessarily anything new, but you might be surprised that there was actually policy discussed in the end, mainly thanks to the undecided voters who were in the debate room for it also from the st. louis area, still waiting to be convinced by one of these candidates.

as cleanup continues, authorities are now focused on getting water, food, and medication to some 60,000 patients living in shelters. hurricane matthew was the worst storm to hit the caribbean in close to a decade. it went on to batter the southeastern united states, with at least 18 people killed there. while the storm is now long gone, the devastation remains, particularly in north carolina. that state was hit with more than a foot of water in some places. thousands were trapped in their homes or in their cars, and the coast guard was out in full force. one woman whose car was caught in the flood was only rescued after hanging onto a tree branch for three hours. here in france, the foreign minister has called for an international war crimes investigation over the war in syria. he told french radio the government would take the matter to the international criminal court after a french proposed
