him from fulfilling his duties. current japanese law has no provision for the emperor to give up the throne. >> translator: we plan to submit a bill during the next ordinary session of the diet after explaining it to lawmakers. the bill will be based on recommendations of the panel. >> a six-member panel is discussing the possible abdication and how to reduce the emperor's official duties. the panel is expected to report on points of contention as early as the start of next year. suga is the first senior government official to mention the specific timing for submitting a bill on the matter. two japanese cabinet ministers have visited yasukuni shrine for its autumn festival.

gross domestic product. growth has stayed the same for three consecutive quarters. gdp from july to september grew 6.7% year on year. the chinese government has maintained its target for an annual percent which was around 7%. president xi jingping has promised to put china on a path to sustainable growth. but government officials say there's still more work to be done. >> translator: our economy is in a transition period and there are still unstable factors. the foundation for sustainable growth has yet to be established. >> china wants to double both the gdp and incomes by 2020 compared to 2010 levels. and for more insight, ai uchida talked with the senior

consultant for research at the asian develop bank institute. we started out by asking him the main takeaway from the latest figures. >> well, the figure of 6.7% was very much in line with expectations of the third quarter in a row of that figure. and i think the officials have to be fairly satisfied with it. it's within the growth range of 6.5% to 7%. and we're also seeing some signs of stabilization there after the declining trend in previous years. so i think they're probably happy with those figures. >> what's driving growth and what's weighing on it? >> growth has been driven primarily by the fiscal stimulus programs of the government. also housing has picked up recently. and consumer spending has been relatively stable also. the weakness has been mainly in private capital investment which has been pulled down both by excess capacity in the

manufacturing sector and the continued weakness of exports. >> looking ahead, then, what would be your -- the challenges. what challenges do you see, you know, facing the chinese economy? >> there are several challenges. first is the excess capacity situation in the manufacturing sector. as long as that continues, that's going to be a depressing factor on private capital investment. and probably the other major challenge is the rapid rise in corporate debt that we've seen particularly among the state owned enterprises. i think that is raising concern about the emergence of possible non-performing loans at some point to have a negative impact on the banking sector. finally, export growth is still a negative factor and as long as that continues, that's going to put continued pressure on the government to continue with fiscal and monetary stimulus. >> how do you see the property market? >> well, the property market is

also a concern. we've seen a big rise in housing prices recently particularly in the tier one and tier two cities. and the government has begun to implement some tightening measures on those housing markets. but it's a delicate balance. how do you tighten the housing market at the same time you're trying to support overall growth? that is a major challenge for the officials. >> a delicate balance, indeed. what do you say? will leaders hit within their range of target for 2016? >> i think so, yes. probably the fourth quarter figure will also be close to 6.7%. then the question is what happens after that, what will they do with the forecast range for next year. tokyo stocks rose slightly after the release of china's gdp figures. china is one of japan's largest exporters. giang nguyen reports. >> market reaction was rather

muted on the china gdp figures. but analysts say investors were in line with the expectations. the nikkei 225 ended trade day higher by 0.2% closing at 16 16,998. the broader topix ended a touch higher. so relatively calm reaction t t the china data. but earnings prospects in japan provided a big boost. shares of sharp jumped more than 10%. that's after the company s saidt expects a significant improvement this fiscal year. and mitsubishi motor shares gained nearly 8% following the news they will appoint its ceo as chairman of mitsubishi. nissan plans to make a controlling stake in the automaker. many are waiting for the policy meeting on thursday.
