the ministers say they're concerned about the state of free trade in the region. during the u.s. election campaign president-elect donald trump promised to pull the u.s. out of a potentially huge trade deal. the transpacific partnership. that has cast a shadow over its prospects. the one man says the ministers need to create a regional economy that provides the benefits of free trade to as many people as possible. he briefed the foreign minister of peru on moves by japan's diet to ratify the tpp agreement. the two ministers reaffirmed the importance of the pact in promoting free trade. they agree their country should push ahead with domestic procedures needed to have the tpp approved. on the sidelines of the meeting he met with michael froman.

he stressed the importance of moving the tpp forward. froman said some members of congress have harsh words for the trade deal. but barack obama's administration will continue to work on it until his term ends. in the hope of passing related bills in congress. the 75th anniversary of japan's attack on pearl harbor will be observed next month. the japanese consulate in hawaii is planning an official ceremony. it'll be the first to pay tribute to the victims from both countries. the japanese consulate general will hold the ceremony on december 8th. the u.s. holds c please stand by please stand by officials say they hope the event will serve as an opportunity to fortify the friendship between the two countries. the now-defunct japanese

imperial navy launched the attack on december 7th, 1941. prompting washington to declare war on japan. the city of nikko is celebrating a landmark year. the 1,250th anniversary of the founding of its famous sites. but despite a good reputation among tourists, the town faces economic challenges. in order to publicize the city's charms, a local mountain climber organized a new sporting event. nhk world tells us more. >> reporter: hundreds of runners set out from this world heritage site.

they ran 30 kill meters and mostly on trail paths. this is known as trail running. this man organized the event. the mountain climber came up with the idea of using these mountains to promote his hometown of nikko. a typhoon struck there last year, damaging the hot spring resort and hurting local business. sasaki wanted to help. >> translator: it's actually difficult to attract visitors and there aren't many young people here so the place has been struggling. that's why i decided to stand up. >> reporter: he focused on nikko's history. >> t translator: this iss a sta of a monk. >> reporter: he was a monk who founded nikko 250 years ago. he traveled from mountain to mountain as a form of training that represented trail running. he wanted to showcase many

aspects of his home region so he included this plateau in the course. it offers a view of nikko's sacred mountains which have been worshipped for centuries. sasaki inspired local residents who pitched in to help do something for nikko, but they soon discovered a problem. a lot of garbage on the course. >> translator: there are some buried underneath. >> reporter: they gathered to clean it up, worried about depression it could leave on participants. when race day came, conditions were ideal. sasaki's group sent up a drone to capture their achievement.

and local monks came to pray for their safety. the wilderness of nikko loomed over the runners, a view that has enchanted generations of momonks for a thousand years. >> translator: it was like a dream. i was able to enjoy the wilderness. >> translator: it was great to be able to run historic paths. >> translator: i am relieved that we were able to hold this event. i'm pretty sure other anancesto of nikko are h happy too. >> reporter: and sasaki is happy to have brought the residents of

that's about 20 degrees cooler compared to average. temperatures expected to go down significantly intoto next week. now let's go to the caribbean. we saw tremendous amounts of heavy rainfall in just 10 0 day the domiminican republic had ov 630 m millimeteters of rainfafa which is three times more than the monthly rainfall. that caused series flooding. let's go to video coming out of the city. heavy rain caused wide spread flooding in the dominican republic this week destroying dozens of homes. at least 20,000 people have evacuated along the northern coast. more than 130 small towns in the region have been cut off. the president of the country flew to some of the worst areas on tuesday inspecting the damage and declared a national emergency in eight provinces to help speed up the recovery efforts. if you remember, the dominican republic was hit by hurricane matthew.
