favors. tokyo and washington are making moves they hope will defer crimes by u.s. base workers in japan. they've signed a pact limiting the scope of protection afforded to civilians in japan. the agreement follows the arrest of a base worker over the killing of a woman in okinawa. under the japan u.s. status forces agreement the u.s. military has the primary right to exercise jurisisdictio over civilian employees accused of crime while on due tichlt but on monday, that changed as the two countries signed a supplemental pact. it limits the categories of civilian workers and it sets stricter criteria for the employees contracted by the military. >> translator: it is our hope that the management and

like beverages in japan fell for the 12th straight year to a record low in 2016. the five leading brewers put total shipments at 5 and a quarter million kilo liters down 4% from the previous year. beer was down 2%, low malt beer dropped nearly 7% and beer flavored alcohol drinks were down about a percent. shipments declined in all three categories for the first time since 2003. that's when beer flavored alcohol drinks first hit the market. the brewers said young adults are drinking less beer. they also blamed poor summer weather for the decline in sales. they're planning to strengthen their lineup of beer to reverse the market. government tax reform is proposing a lower tax on beer and higher levies on the two other products. the government aims to tax all three products at the same rate by 2026.

u.s. president-elect donald trump is continuing to put pressure on auto makers urging them to make more cars in the united states and hire more american workers. trump repeated his stance in a tweet on sunday. he said car makers and others have to start making products in the u.s. again if they want to do business there. americica's next president made similar comment last week. he warned of a stitiff border t for companies that make products elsewhere. two options have emerged for the tax trump is suggesting. one calls for high duties for goods produced at plants for goods that moved out of the u.s. america's trading partners are expected to oppose both options, seeking them as protection. here's a look at some of the other business stories we're following. japan has won a 25-year

bit complicated is that we have a southerly flow that's coming in and that's interfering with the snowfall and is, in fact, turning things intnto an icy situation and that is the messy part when you hit the roadways. when you're on the road and you have the ice developing it becomes very, very dangerous. let me show you some video that comes out of texas from this weekend. we'll show you some other locations as well but starting off in texas where a winter storm brought ice and freezing rain to a large part of the central u.s. on sunday, trees and fences were covered by ice and it created icy road conditions and sadly, at least three people died in traffic accidents because of the slippery roadways. over in california we had another weather situation. very snowy, huge amounts of snowfall to the sierra mountains. more than 5 meters of snow fell since last week and it made the best conditions for skiers and

snow boarders. here's this low pressure system in the central plains of the united states. lots of icy conditions and it looks pretty if you look at it, but it is quite messy and the reason why it took place is we have colder up in the higher areas of the atmosphere and we have warm air coming in from the south and that's cutting in the middle of the air and then down toward the ground level we still have some of that cold air wrapping around the area so as the snow melts and it moves through the warm area it becomes liquid rainfall. that's where we are going to see the concern as we go throughout the day on monday extending through places like kansas, nebraska and you're looking at possibility of freezing rain. also to the pacific northwest because of that introduction of warm air. snow possibilities north and east of those areas and maybe some heavy snow in isolated spots. ahead of all of t this cold weather into the western areas of the deep south looooking at

some t thunderstorms as warm ai surges in. so be on the lookout for some rain and some strong storm from time to time. a lot of the focus of the central system will be moving toward the east as we go throughout the next couple of days. so snow to chicago, washington, d.c., but further up to the north and west may be dealing with more of an icy situation. down toward houston looking at thunderstorms. denver snowy and vancouver and seattle may be dealing with freezing rain as we go through monday so be on the lookout for that. overjapan it has been a a chihi weekend and a lot of snowfall. you look at 2.5 meters in terms of snow depth as of monday afternoon. we are still seeing a northerly flow and that's still bringing in some moisture so look for the possibility to see anywhere from 30 centimeters of snowfall and then from 60 to 80 into portions of the regions. tokyo looking at temperatures
