we were on the cusp of for filling a promise that we made, of achieving an ambition we had for seven years and we came a little bit short. this bill would have made phase two much better. nevertheless i think there are some things the secretary can do to stabilize things. for instance, risk pools, we think the smarter way to help people with pre-existing conditions get a formal coverage while bringing down the health care cost for everybody else is reinsurer the risk of -- that is now not going to happen and therefore he won't be able .o deploy that policy tool we do lose a lot of the tools we wanted to help improve people's lives. thank you everybody. anchor: paul ryan speaking in
