rail passengers are paying more money for service that works less well, that the french government is determined to change this. the government says that running trains in france costs 30% more than it does in other european countries. the government believes bringing rail workers' employment status in line with other public-sector contracts will reduce costs. there's another motivating factor. next year french regional and national passenger lines will be open to competition. that includes a series of eu directors. this reform plan will make it more profitable and more competitive. rail workers say it is the first step in a series
