she has been under siege domestically ever since last year's national elections. >> an earthquake, a bombshell, a day of destiny. there has been no shortage of drastic descriptions for angela merkel's announcements. >> personally, at becoming cdu conference party, i have decided to not run again for cdu party leader. secondly, this fourth term is my last as chancellor of germany. at the election in 2021, i won't run again as cdu chancellor candidate, nor will i run for a seat in parliament. nor will i seek any other political ofoffice. > angela merkel has said that the two jobs, chancellor and party leader should go together.

after 18 years o of heading the christian democrats, the moment has come where she believes she can only do one of them. the disastrous result of the election in hesse should be seen as a sign to change. christian democrats and social democrats need to improve. her partners are also licking their wounds after a terrible result in the vote. it was clear that lessons have to be learned at national level. >> we are determined to ensure that we can continue our work in the coalition. it needs more commitment and more determination to leave behind the problems of the last few months. >> opposition parties are already seizing their chance to capitalize on angela merkel's weakness.

>> angela merkel is giving up the wrong job. this won't make her government more stable, it will nearly -- only slow the death of the coalition. the much diminished coalition will continue with the chancellor at his headad. several candidates have thrown their hat into the ring. there could be a public battle for the soul of the cdu. for now, angela merkel's t term remains as sober as ever. it is hard to feel that she is not slowly giving up power. >> it has always been my wish to carry out my state and party duties with dignity. also, one day to leave them with dignity. in politics, this can't always happen in a planned way. >> that is the measured merkel

will that be? >> some say there is nobody left after angela merkel. this morning, we had three candidates. brent: there isn't a leading candidate. there is someone saying -- there is not anyone saying that they will be the next chancellor. do you blame angela merkel for not grooming someone to take her place? >> this is not possible. this is not the british queen. he wanted to be his own successor. angela merkel decided to change the party and to take over the power.

now she has decided to give the power back to the party so the party can decide to renew. brent: she said she would stay in office until 2021. do you see the current government that she leaves surviving another three years? >> i don't think this is the question the democrats will answer. we have decided for this coalition that the question is what the social democrats will decide for themselves. this is a decision they have to take. this decision might be in summertime of next year. we don't know. the condition isn't working. the troubles between some people

they pulled out the chance of anybody surviving the impactct f the rest.. -- crash. >> my prediction is that no one has survived. we only manageded to retrieve by parts that are incomplete. it has been hours since the crash. it is possible all 1 189 people were killed. >> people are still winning for answers as to why the plane went down. one specialist aviation website tracks the progress. they had a problem and asked to come back to the airport. the request was granted and moments later the plane crashed into the sea. in this region one hour north of jakarta, the news could not have been worse. >> i waited until after 8:00

appeared to dial back his extreme views. >> this is a country for us all. brazilians by birth or heart. brazil of diapers opinions and colors. i will need a government that protects the rights of citizens who comply with their duties and respect the laws. >> jair bolsonaro will take office on january 1. brent: how did he win? i am joined by a sociologist with a strong focus on brazil. it is good to have you on the show. we know what the situation was before the election. the results showed us that the country was incredibly divided. use differences between the poor and the rich. the north, the south, black and white. are these differences being amplified? >> i think he built his campaign

by exacerbating differences. he promised he would fight back any progress that reduced class privililege, white privilege, me privilege and hetero privilegeg. the politics of creating an enemy has been his campaign strategy. brent: he e campaigned by saying there will be a purge never seen in brazil. he rushed against indigenous peoples, homosexuals, artists. these are not the words of a populist alone. >> he has been defending the years of violence against different visions, different opinions. i don't think we have to wait

and see. it is already happening. his rhetoric has provided legitimacy or groups to practice political violence. brent: do you see a rise in the power of the military in brazil? we know he has tremendous respect for the military dictatorship. >> yes, i don't believe there will be an open dictatorship. i think it will come in doses. i also believe that the major reforms that hee promised depepd on the minimum level of legal certainty. the vision of democracy, a

functional democracy without any legitimacy. brent: he is a legitimately elected president. do you see him trying to dismantle and erode democratic institutions in the country? sumi: he is criticizing all -- >> he is criticizing all of this. he has been fighting the credibility of the judiciary and the media and all institutions that control the power. brent: that was a sociologist with brazil us university. -- brazil's free university. thank you. >> thank you.

>> angela merkel's announcement to not seek reelection is also a topic among investors. they are usually quick to react to this type of news. the euro dipped to one dollar 13 -- 1.13. a 2% spurn ended monday's session. a pretty clear statement in a market that has weakened considerably in recent weeks. german economic leaders have been reacting to angela merkel last decision. the president of the german institute for economic research says that the succession needs to be sorted as soon as popoible. >> t this decision creates a l t

only 20% of applications have been transitioned to cloud service. 80% are still stored locally. more on this, our correspondent standing by in new york. this is the most extensive acquisition in ibm's history. is a sensible one -- is it a sensible one? >> it is a bold move. the sales of ibm have been constantly dropping under the ceo. the trend got reversed a little bit. for example, some actions in the market for ai have not materialized. this has moved into cloud service. this was traded to the downside by about 4%.

that is not surprising. $38 billion, that is the biggest acquisition by ibm. we will see how that works out. the cloud market is crowded. amazon, microsoft and google are the big players in there. >> there are hefty swings in monday's trading session. -- >> the industrial average dipped into correction territory. blue chips went up by as much as 350 points. then, we lost 550 points. we had swings of around 900 points. that is not the usual day. it shows you how nervous the markets remain, even if we could

recover a bit and blue chips were down. we have some remarks from the white house saying that if talks between the u.s. president, donald trump and the chinese president xi don't go well in the next months -- all of the goods being imported to the u.s. from china could face more tarrifss -- tariffs. >> thank you. halloween is around the corner. millions of people in the united states are expected to celebrate. the annual survey says that more than 175 million of them are planning to spookok around. this could kick off a retail boom. the total spending on costumes.

-- the tototal spending onon costumes could all short of last year's record. this year's economy is still robust despite recent stock market volatility. staying with the scary stuff, a visit to the dentist is sure to prevent many people. pakistan in particular, the experience is not for the fainthearted. many dentists have decided to treat their patients on the streets who could not afford that appear. >> policy were cleaning for about -- afford dental care. polishing and cleaning. >> they charge 30 or $40 just for cleaning. it is better to go to the street dentist who can do it for two dollars. they can even fix the teeth. it is all about improvisation in the open air clinics.
