investigation, and the human security council is due to discuss ukraine on tuesday. >> let us get some wider analysis. rachel joins us from human rights watch. rachel, what is your reaction to this news out of bucha? rachel: human rights watch documented at least one war crime in bucha. we documented the execution of a young man on march 4. an eyewitness told us about it and also told us well before the town was retaken ukrainian forces about the presence of bodies strewn all over the place. what is needed right now is to preserve the evidence. that means not touching mass graves for the moment, reporting as many deaths as possible means

taking photos of bodies before burial, getting the names of victims, getting forensic experts, ballistic experts on the ground who can help reserve the evidence. that is the most important thing. >> from zelenskyy's point of view, he is convinced about what has happened. russia is denying it, saying it has been staged by ukraine. from your perspective, how credible is any sort of denial from russia? rachel: it is not surprising that they are denying it. that is the stock response that ruian authorities give when presented with evidence of wrongdoing. this is the answer we heard in chechnya, syria, the response to the airliner that was shut down by russian backed forces in

eastern ukraine in 2014. the knee-jerk reaction on their part is to deny, distract attention. but the fact is, human rights watch has documented at least one summary executions in bucha through an interview taken weeks before ukrainian forces retook control of bucha. there are bodies are over the ground. each has a story, each should be its own crime scene. the russian government is claiming that a single civilian was touched. that does not actually matter. we do not know the person was who was summarily executed on march 4. when you summarily execute someone, that is a war crime. >> joe biden repeating that

accusation that putin is a war criminal. where do you stand on that? would you say that putin should face war crimes investigation? rachel: there needs to be an investigation into the events in bucha and into other incidents all over ukraine. we documented another six summary executions in another village. we documented a rape case that took place in another village. these are serious war crimes. they need to be investigated. if the russian federation investigative agencies are not going to investigate these incidents, then these are the kinds of things that should be

sent to the international criminal court for jurisdiction. if authorities refuse to launch investigations and hold people accountable, they also can be held responsible. rachel: what is -- >> what is your sense that i will put the question to you again -- what is your sense of what is happening across ukraine? you mentioned march 4, the horrible incident of rape. what is the sense of a broader picture that you are putting together? rachel: we have documented other incidents of deliberate violence against civilians,

there are numerous incidents of indiscriminate bombing and shelling by russian forces in heavily populated areas, like mariupol, lake kyiv. these are incidents where russian forces used explosive weapons that have a wide area effect. they use these in areas that are densely populated by civilians, in which civilians were killed or injured, in which civilian infrastructure were destroyed or damaged. this shows either these are serious violations of humanitarian law and if it can be proven that these took place deliberately or with wonton disregard for civilian life,

these can be war crimes. finally, there is the issue of mariupol and other cities under siege. in mariupol, cleves four weeks have had no access to heat, hot water. where they have not been able to flee, because of the constant barrage of bombing and killing and hostilities. these are extremely serious concerns. many can rise to the level of war crimes. >> rachel denber, thank you for giving us that breakdown of your forensic analysis the situation, your early identification of that case on march 4 in bucha, and a wider assessment.

were found on the streets. the lenski labeled thi torture of a nation. after footage arose, many pro-russian accounts started sharing this video that would prove that the corpses were staged by the ukrainian defense ministry. they pointed at a course that allegey moves a hand after the convoy passes. in the rearview mirrorthey claim you can see a corpse standing up, but let as take a closer look at this video shared by russian media. >>[speaking russian] >> this video originally

published by ukraine's defense ministry on twitter on april 2 as ukrainian military convoys showed the aftermath. then this video was shared as staged footage by russia's deputy ambassador to the u.n. and jarrett as staged by this russian news outlet, but we have demonstrations to show that this is not staged. this twitter user published a slow motion version, where you can see that this is a mere distortion that causes the illusion of a moving body. aurora intel published this inverted channel version of the allegedly moving hand ports, where we can clearly see that a raindrop on the screen caused the illusion.
