to implement measures based on the security requirements under a new system to prevent such an incident from happening again. >> in his current position for nearly a year, the resignation is expected to be approved at a cabinet meeting on friday, he says he regrets police failed to protect abe, the former prime minister shot to death during a campaign speech on july 8th two days before the opera house election. in his report the national police agency found flaws in the security plan and insufficient communication between officers on site it says those issues resulted in failure to prevent the shooting. the agency plans to review security operations for vip and strengthen involvement with police. that will be done by revamping security policies. the head of the police also

conveyed intention to step down, he was given a pay cut for three months on thursday in response to the shooting. for more insight, earlier speaking with nhk. >> you spent many years covering the crime beat in tokyo so just how unusual is it for the police agency to issue this sort of security review? >> it is remarkable really, the first time in 30 years upon japan going protecting vip and the review was surprising the agency will not just revise these policies, it will throw them out and start from scratch. so how did things go so wrong here? the security plan for this event

something the cabinet will decide on, on friday the plan for a state funeral sparking controversy some find it inappropriate the government is paying for funeral, the latest challenge comes from a group led by lawyers who argue it is a legal use of public funds. a sri lanka woman given more time in japan to get to the bottom of a family tragedy, she wants justice for her sister who died last year in a japanese immigration detention facility, authorities decided her time in the country was up but now have decided to let her stay longer. the sri lankan woman who died in japan was wishma sandamali. she lost her resident status after overstaying her visa and was being held by immigration authority, she complained of illness and died in march of last year at the age of 33. her family sued the japanese government saying that wishma

died because immigration authorities kept her in detention and failed to give her medical care. the sister of wishma arrived in japan of may last year on a short-term visa which she has renewed. when she renewed this year immigration officials told her it would be the last time. she said at a news conference her family has the right to know what happened to her sister, she says she had to take part in the japanese court file but she would've had to leave japan this week. nhk has learned officials will let her stay longer. officials have exercised power to extend the short-term visa for humanitarian reasons. >> the russian invasion of ukraine is often called putin's war and that is apparent in efforts to maintain support from the people of this country.

on his side for the future. representatives at a nuclear disarmament review conference remain divided over a draft document, an important new policy for the world and with two days to go before the meeting wraps up there's not much time left to figure things out. the conference of the treaty on the nonproliferation of nuclear weapons started august 1st at un headquarters, delegates holding a session on wednesday with an attempt to work out differences, they remain at odds over the draft calling on nuclear powers to adopt a policy of no first use of nuclear weapons and they are divided over how to define the relationship between the npt and the treaty on the prohibition of nuclear weapons. another point of contention with the safety of the nuclear power plant in ukraine, russian

china and south korea have commemorated 30 years since establishing diplomatic ties, their leaders say the anniversary is an opportunity for a fresh start. events were held at the same time in beijing on wednesday neither leader were in attendance instead messages were read by foreign ministers, the chinese president calling for the country to build a friendship with south korea. likewise the president of south korea says they hope to collaborate on issues like security and climate change. he expressed interest in holding his summit, china is south korea's largest trading partner but the countries disagree on some key issues in particular inclusion under washington's missile defense shield. since taking office reversing course from his predecessor pushing ahead with deployment of advanced systems from the united states, he says it is necessary to defend against north korea but beijing says

is not over yet, it is moving to the west bringing heavy rain was strong wind and a southerly flow part of the story northern areas of vietnam impacted by the rain with some locations getting anywhere from 150 up to 200 millimeters of rainfall depending on how the core dumps the rainfall. be on the lookout for flooding potential along with strong wind going forward. meanwhile it is hot to the north into the southwest portions of china with a high of 44 on wednesday. we are going to see the heat in place but the edge will be taken off with a low pressure system in the area bringing down the temperature a little bit. across japan a low pressure system with rain possible into the northern areas of the country. looking out for that down to 39 degrees. we are talking about heat in the western areas of the u.s.

>> spoons and toys on display in this general store are made from rice. a new type of plastic that is manufactured by combining white rice and plastic pellets at a high temperature. and then a special method is used to treat the combined material. the ratio of rice is between 10 and 70% depending on the final product. the strain of plastic and conventional plastic are almost identical. >> it feels smooth and natural with a pleasing texture. >> any type of rice can be used, even varieties that are usually discarded and not suitable for human consumption. now, these can be recycled into

plastic by applying this new method. >> this is a type of rice we currently use. i will put it in the machine which will mix with plastic and mold the new material into the desired shape. >> this plastic is currently being produced. before next november it will be produced in fukushima as well. a plastic factory will be built in a town where extended orders were issued for the entire municipality. after the disaster at the fukushima nuclear power plant in 2011. before the mishap the thriving rice industry but now only about 14% of the rice fields are being cultivated. to produce plastic the factory
