we heard 24 hours ago from ukraine's ambassador to the u.n. accusing russia of dragging the world back to the 1930's, comparing vladimir putin to adolf hitler, in his toxic ambition of empire building. it is the most threatening complex since world war ii. let's take a listen to the u.s. ambassador to the u.n.. >> russia's actions have no place in our modern world. that is why this resolution calls for peace. it calls for de-escalation. it also makes clear we reject russia's attempted annexations, that we reject this affront to territorial integrity, to national sovereignty, to peace and security. we reject it because we believe in the u.n. we believe the fundamental guardrails of the international

system protects us all. mark: that was from the u.s. ambassador to the u.n. let's go to our correspondent at the u.n. watching events unfold in new york. good evening. tell us more about what has been said at this special session of the general assembly. jessica: we have had ambassadors take the podium, one after the other, to denounce russia. that has been the main message during this general assembly meeting. we have also heard from some countries defending russia saying they will not support this resolution. we are at the moment waiting for this boat to take place. it is imminent. we do expect this resolution to pass, but we are on tenterhooks to find out who supports it and who does not. this assembly resolution is

nonbinding, but still important. it condemns russia's annexations, illegal referenda, in ukraine. it also calls for russia to pull troops out of ukraine and urges all member states to do everything they can to help the situation move towards dialogue. it urges diplomacy to find a peaceful resolution to the war in ukraine. we are hearing two different narratives. one from western powers, they say it is a battle for the u.n., a battle to uphold international law. they are arguing the u.n. has -- was created to save us from the scorch of war and not supporting this resolution is a denial of that. it is ukraine, but if we do not stand up to the territorial integrity of each member state, which country could be next?

that is the western argument. russia says, no, the west is trying to blackmail other nationstates to support this resolution, which will make it harder to have a negotiated deal to end the war. the russians arguing this is a politicized resolution, that it will not help the situation. the vote imminence, we are waiting for it now at the united nations. mark: correct me if i am wrong, this session echoing the previous session at the security council. as you pointed out there are no vetoes in this one. we may get a sense of what the room thinks. jessica: yes. on the 30th of september the united states and albania put a resolution to a vote in the security council. that also condemned these russian referenda in ukraine that led to what western powers are calling the illegal

annexation of parts of ukraine. they called for russians to withdraw troops. the crucial difference is it is nonbinding. there is no veto in the general assembly, so it cannot be blocked by russia as it was in the security council. another important difference in the wording of this, this resolution pushes for dialogue and diplomacy and the hope from western powers is that it would make it more palatable to countries that are concerns and are listening to russians when they say it will not help resolutions move forward. this could call for a peaceful end to the war. mark: i know you're keeping an eye on things and will let us know the minute there is a sign of a vote taking place. jessica joining us live in new york. let's give you more of the

feeling of what is going on regarding ukraine today. we have that issue in the u.n. being discussed, the issue of the annexations. meanwhile on the ground, in ukraine this wednesday, warning sirens sounding, people put on high alert, but no airstrikes of the kind that were witnessed monday and tuesday of this week, that have claimed a civilian lives and brought more accusations of war crimes leveled against putin. leaders are meeting in brussels this wednesday. joe biden discussed putin as a rational actor who miscalculated. there is they defense minister'' meeting going on in brussels. it was agreed the west is to provide more military support to ukraine, air defense systems. >> i expect ukraine will

continue to do everything it can throughout the winter to regain its territory and be effective on the battlefield. we will do everything we can to make sure they have what is required to be affect the. mark: that was the u.s. defense minister speaking in the nato meeting in brussels. emmanuel macron has been speaking on french national television saying france will send radar and missiles to kyiv to help ukraine protect its drones. he was speaking earlier on france 2. macron has been criticized in some circles for maintaining contact with putin while the invasion was launched. macron said it was important to maintain communication. this evening he called on putin to pull his troops out of

ukraine, all condemned by the united nations. this resolution has been passed by a very large figure. let's join jessica, watching events unfold. you briefed us before this was a nonbinding resolution, but an important one. jessica: it is hugely important because it shows that global opinion stands firmly against russia. this is the outcome western powers were hoping for when they put this resolution to a vote in the general assembly. this resolution got the support of 143 member states. it easily got the 2/3 majority it needed in the general assembly in order to pass. that is a resounding success for powers showing how isolated

russia is on the world stage. this resolution calls those so-called referenda in ukraine carried out by the russians illegal. they say they go against international law, it calls for russia to with draw troops from ukrainian territory and uphold international law in the u.n. charter which protects the territorial integrity of each member state and calls for all parties to use dialogue and diplomacy to move towards a peaceful resolution to the war in ukraine. yes, it is a success for western powers. they worked hard trying to convince non-alliance countries that were concerned that this resolution might make it even more difficult to move toward dialogue that no, it is

important to uphold the u.n. charter, which protects the sovereignty of each neighbor state. russia and its allies will not be happy. russia said it was a politicized resolution, and russian powers were blackmailing other countries, in order to get them to support the resolution, but really, i think the outcome of this vote shows where global opinion is right now, that there is global condemnation of russia's aggression toward ukraine. mark: thank you very much. we will be back to you for more in new york. jessica, our correspondent at ukraine -- at the u.n. a ukrainian mp joining us live from kyiv. a nonbinding resolution has been

passed. give us your reaction. guest: i am happy to hear the world understands the situation correctly. i am disappointed by some of the votes, particularly big countries like china and india who abstained in this resolution. however, i will be honest. this resolution, though a great sign of support and solidarity, is nonbinding. it does not save ukrainian lives. this morning in a city and the zaporizhzhia region, which russia claims to have annexed, a shelling killed many and injured a six-year-old girl. as a result, doctors had to amputate both of her legs. that is the image i want you to keep in mind when thinking about what is effective and what is not. mark: let me just remind people you are an mp, a trusted voice

this is the commander of the armed forces, but ukraine insist there are no nazis in ukraine. it was shared by users and twitter as well. you can see what appears to be a swastika sign in his bracelet. it was also shared on french media accounts. it was also shared by a french presidential candidate, known for a pro-russian a stance. in fact what we found was that this swastika right here actually belongs to this store we found online. we found the same bracelet ukraine's commander in chief was wearing. what seems to be a swastika was

actually a viking bracelet. what he was wearing was this bead right here that is a scandinavian or viking symbol they used to wear called a silvered bead scandinavian pattern. what happened with this optical illusion in the photos we saw online, we have users that posted these online explaining perhaps what happened was an optical illusion in the photo. we could see this bead we just showed, shrink and brightened and blurred, which made it seem like a swastika in this optical illusion. this user posted a video we could see being blurred in live
