netherlands, germany, denmark and france was one of the nations that opted out of wearing the armband had to pull out at the last minute because fifa threatened the captains who wore it would receive a yellow card which means the federation said we cannot take the risk of a player starting a game already on a booking. you can imagine in england's case if harry kane were to receive a yellow card and of the game having already received one they would be without their star stryker. the controversy surrounds that because it is the first time fifa have decided to threaten on a sporting fine. usually it would be a fincial fine or a fine at a federation level. this time it was very much impacting the teams on a sporting level. taking things out of the players hands. has caused controversy. i am sure there will be a lot of questions aimed at the sports governing body in the next couple of days on that decision but for now what is for certain is some of the seams are receiving criticism for backing up.

country. we have seen without heat in the city itself there is no heat, electricity and there is no water. that has led to a massive effort to get humanitarian in to the people who are still there. trains have been running. they are only carrying humanitarian aid for the time being. they have been delayed in terms of being able to get it running because of the sheer number of minds. efforts to clear those minds and explosives is still continuing. the population itself, they are coming to terms with eight and a half months of brutal russian occupation. investigations are continuing in the city into allegations of war crimes. monday, authorities declared they had found four more torture chambers that had been used to set up in civilian buildings. all feeding into this situation of absolute cruelty and brutality under the occupation itself.

we visited a village not too far from the city. we were told by residents the russians had had a presence from day one. people have been trying to evacuate during their early stages of the war. those evacuations the russians put a stop too quickly. there was a prison nearby that was turned into another detention center. we heard these stories again of people being arbitrarily arrested, taking in, detained and later on removed from the area, sent back to the city. it goes to show to what extent the occupation has spread throughout the area painting this picture of cruelty across not just the city but the entire region. >> our reporter the world health organization is whining at the upcoming winter will be life-threatening for millions of ukrainians after a series of devastating russian attacks on the energy grid.
