cease-fire has dismissed the offer as a trick. >> skepticism was running high in the ukrainian capital as the start time of the cease-fire approached. numerous missile attacks over new year and expectations were low. >> i think the cease-fire is irrelevant. it will only be another chance for the russians to attack ukraine with missiles. >> you can never trust them. they do nothing. whatever they promise they deliver. they said there wouldn't be a war. they say something one-day than another thing the next. we don't trust them. >> shortly after it was announced on thursday, kyiv rejected the truce saying it was a stunt by moscow to reinforce troops. before the cease-fire was due to

come into effect, missiles rained down on a southern city. ukrainian authority say one rescue worker was killed and four others injured. in the east of the country, rockets slammed into a residential building. many of the units fighting for russia said they would not recognize the cease-fire. in a message published online, ahead of a people's republic said there can be no talk of any truce. our president's decision as an off -- orthodox person refers to the orthodox people who go to church who attend the service on the feast of the nativity of cries. just as the truth was -- truce was set to kick in, their reports of heavy artillery fire from both sides. ukraine blamed russia while

cease-fire was supposed to take hold, we saw the error rate alert almost across the country in kyiv. the air raid alerts can be very disruptive. we saw people scrambling to get to air raid centers and that lasted for two hours. elsewhere, the ukrainian media has been reporting of incidents, the governor of one city in the southern ukraine has talked about one worker being killed after russian forces shelled one place. we also hear of a residential area with many private homes damaged although no casualties. there has been no let up in hostilities on the front in the eastern city which were we are seeing some of the bloodiest

fighting in the campaign. residents have told ukrainian media that there has been no pause in the sound of fighting and explosions. think the cease-fire, it seems to have had absolutely no effect. >> ukraine says it is a plot, joe biden it is vladimir putin buying time. what do you make of the announcement? >> russia announced the truce because it wanted orthodox christians to have a proper holiday and go to church. this argument has been blasted by the ukrainians met with a lot of skepticism, a lot of vision. president zelenskyy saying russia is using christmas as a cover to halt the advance of the ukrainian military in the east. we've also heard other ukrainian officials saying this is an excuse by russia to relaunch

fresh offensive operations. you cannot really speak of a truce until russia withdraws from the territories it has occupied in the south and east. ukrainians position is that you can't trust russia because in the recent past, it hasn't upheld any kind of localized cease-fires. it hasn't allowed for humanitarian evacuations or aid deliveries. >> thank you so much and stay safe. meanwhile, former zelenskyy has thanked olaf scholz after germany's decision to send armored combat vehicles and other equipment to ukraine. germany will send about 40 vehicles by the end of march. it will also send patriot missile defense system. the decision came one day ago in what was seen as a major policy shift by berlin.

russia says it is a further step toward escalation. earlier i spoke to an analyst and asked him if the new tanks headed to ukraine could be game changer in the conflict. >> there is clearly a concerted decision by both the united states france and germany to cross a new threshold. by delivering not main battle tanks but as close as it gets that will allow the ukrainians to operate in more contested areas in the south and other regions. it's not a game changer, but an important step forward to prepare the ukrainians for ukrainian offensive counteroffensive in the early spring. >> armored vehicles and light

tanks are one thing but berlin is still under pressure to send more moderate battle takes. d expect allies to shift into that direction eventually? >> i would hope so because the reality is that for the moment the solution to this conflict is a military solution. unless we are providing ukrainians with longer-range weapon systems as well as main battle tanks, it is unlikely we will be able to recover enough of the territory and enough of the activities and operation to sit down and have a peaceful negotiation that could be on ukrainian terms. i do think this is hopefully just one step toward more important decisions to come, that is also an attack by the nato countries give just enough

if it just -- does make a difference and if so they can avoid the political decision. >> do you think battle tanks could be instrumental in winning the war or at least forcing russia to the negotiating table on ukraine's terms? >> i think what we are saying for a couple of months is a sort of stalemate in the main battlefront. at the same time, the russians having opened another battlefront by engaging in this massive drone strikes over the critical infrastructure. the western response has been pretty muted from a strong declaration. we have to have a strategy to put cost on russian activities. these tanks will allow the

ukrainians to put much more pressure on the russian operation and relieve such pressure that the russians will see more possibility of sitting down having more open negotiation the what they're doing now. >> thank you so much. to other news now, kevin mccarthy has lost 13th vote to become speaker of the u.s. house of representatives. one of the most important jobs in u.s. politics. this follows four days of failures to garner enough support. the latest votes have shown signs of progress in the showdown with hard-line members of his own party who are blocking his election. kevin mccarthy is the first candidate in over a century who is had to face multiple ballots. the chamber cannot move on to any other business until a speaker is chosen.

it seems like groundhog day. our washington bureau chief joint from do you see. movement at last but not enough. how do we proceed? >> mccarthy was able to gain significant support, but he is still unable to convince enough rebels to vote for him. this is indeed the first time in history this process goes on for so long. this sheds not only a dark cloud on the republican party, but on the democratic institutions here and in the u.s.. i think we have to keep in mind that really important work can't be done not only in the districts from the house members from the elected house members but from an international perspective, there really is concerned that the chamber would not be able to respond to a crisis in this moment. >> we are seeing live pictures

of the chamber right now. he finally managed to pick up support from several hard-won republican rebels blocking his election. what can he do to convince the handful of holdouts? >> he pretty much gave everything he had to give. for example he strengthened the hardliners by promising them that one vote is and if to stop the process of ousting the speaker. this is very likely to happen sooner rather than later. this weakens his power tremendously. he also promised extreme right ring -- wing house members parts of committees for example a committee that is in charge of the rules of the house.

he promised to cap defense spending by $75 billion which will most likely affect the support of ukraine and other international military engagement and aid. >> this battle could be far from over. how damaging is the power struggle to the gop and u.s. politics in general? >> this is the third most important position in the house and he really is not in the house, not in the united states. he's diminishing the power of this role. what we are seeing here is this kind of minority within the gop is really strong enough to hold the whole party hostage which makes it very difficult only in this very moment to find the speaker but also in the future

out illicit activities. >> officials confirmed guzman lopez was flown to central mexico by nightfall he was behind bars transferred to a high security prison outside the capital his chaotic capture a major coup for american and mexican law enforcement. >> joining us for more is laura carlson she's the director of the americas program at the center for international policy in mexico city. >> right now as mentioned there are a confirmed 29 people dead uh on both sides the identities have not been released there could be more there are many people that are hospitalized and severely wounded in the confrontations that took place after his after his arrest there are at least five other mexican states that are on alert

specially border states that they're expecting something of a cockroach effect or the violence to spread over into their own states and are taking measures as well. it looks as though most of the roadblocks have been lifted according to local reports however it's expected that the violence will continue we know this because of the pattern of violence in other situations similar situations throughout the history of the war on drugs here in mexico. when a drug lord is taken out in what's called the kingpin strategy there's almost inevitably an uptick in the violence both localized and eventually on a national level as it causes a fragmentation a remobilization of the cartel it causes turf wars and so we're actually expecting that there will be more violence to come. >> he allegedly helped run the sinaloa cartel for his father el chapo who's of course serving

a life sentence in the u.s sinaloa is the world's most powerful cartel how big of a blow is guzman's arrest for them. >> we have to put this in the context first of all it's very important to mention that ovidio guzman the son of el chapo is not a major leader in the sinaloa cartel and the sinaloa cartel now has major rivals it doesn't have the the hegemonic strength that it had in mexico in the past. and so this blow on the level of the cartel hierarchy is not the highest ranks of the cartels he's not the one who is calling all the shots in fact his older brothers are really in a far more powerful position as well as other leaders that were left within the sinaloa cartel. so in that sense we don't expect to see an immediate dismantling or weakening of the sinaloa cartel.

in fact when we look at the overall effect of an act like this of the arrest of a video guzman we expect it to be negative negative for public security and safety in mexico with with no substantial or perhaps even none whatsoever effect on the flow of illicit drugs to the united states and this is simply because this war on drugs model of taking out the drug lords while leaving the structures including the huge demand in the united states in place doesn't work it never has worked anywhere and certainly never worked in mexico since it was launched at the end of the year 2006 and so we really uh the many experts and those of us who have been studying this issue for years here in mexico are not expecting a positive outcome from this arrest unfortunately. >> what do you make of the timing of this arrest because joe biden has said to visit mexico in a couple of days. >> i think the time is is everything the

secretary of defense mentioned that they've been working for six months on intelligence but everyone knows where ovidio guzman was he never left since his arrest in 2019. what we're seeing is that the the arrest in 2019 was actually a success he was captured and it was the mexican government that made the decision based on a calculation of widespread violence and the cost of the civilian population to let him go the decision in retrospect was a good one if you're putting priority on human lives rather than on this cat and mouse game between the cartels and the u.s and mexican governments over the past years which as i say has led to no positive outcomes either in the in the rafficking of illegal drugs or in public safety in either one of the countries so this was a a timed to be really a gift to joe biden president joe biden has been a drug war promoter since his role as vice president he has rejected public health solutions to the problem of illicit drug use and trafficking and he has he's the architect of planned colombia

basically vin mccarthy will never have the votes to be speaker of the house. so far, there are six holdouts left for mccarthy. mccarthy, if everyone votes, can only afford to lose four of those votes. now what is happening is that the house has been adjourned. they are coming back at 10:00 p.m. in those hours, the mccarthy camp is going to be hard at work to try to convince at least two of those six holdouts. they know that four of them are simply lost causes, like matt gaetz and lowen -- and lauren boebert who have said repeatedly they will never vote for mccarthy. but two of the other ones they feel are their best bet to if not vote for kevin mccarthy, maybe at least decide to vote present, meaning that would lower the threshold and could be enough to get mccarthy elected. that is what mccarthy and his allies are working on right now,

to try to get that minimum two holdouts to vote present. >> what about these concessions that mccarthy has agreed to? it seems they would weaken the speakership. >> one of the main concessions that he seems to have made is to lower the threshold for the motion to vacate. that means that now the threshold is one member alone that can call a votes to the house floor to vote on whether or not to oust the sittin speaker. other concessions are making the house rules committee more conservative, more members of the freedom caucus on that rules committee. but he also apparently recently made concessions about spending. about domestic spending, that they want to curb, those conservatives, as 2022 levels.

there are questions around the debt ceiling. those are all things that kevin mccarthy has conceded to that hard right of the gop, hoping it would convince them. so far it has convinced more than a dozen of them. he is hoping it can convince at least two more so that he can finally be elected speaker. he seems confident that will work. he said earlier today he is confident he will have the votes. will it be tonight or will we have to wait another day? we will see. >> or maybe we do another groundhog day and we will talk again tomorrow. thanks a lot. as congress struggled through another day of voting for speaker, president biden marked the second anniversary of the january 6 attack on the capitol. the president awarded citizens metals to for teen people for the vending -- for defending democracy. it included officials in arizona

thanks for being with us. from the moment putin announced the cease-fire, you rain along with other western powers criticized it has a propaganda move or an attempt to buy time. i wonder how uss it. what was putin trying to do? >> perhaps an indication of what was going on might be this, i was speaking to friends in kyiv and the air raid warning went off. so, there is no cease-fire. it is a sham. it is a culmination of two factors. it is a campaign by moscow to try to put ukraine in an embarrassing position. but also an attempt to buy some kind of tactical pause for the rather ravage russian is in the south. it is failing to do that too. a combination of propaganda and a misfired attempt at a pause. >> u.s. president joe biden said

the cease-fire offer was a sign of desperation. "i think he is looking for oxygen here." do you agree? do you think putin idesperat >> i do t think desperate is the right term. the americans have better insight than i do and they have their own agenda. perhaps it is just simple incompetence. there is no doubt whatsoever that russian forces continue to be under immense pressure. the -- incident yesterday, which everyone would remember, several hundred russians killed. that is not the least of iut it is pretty much an average week on the russian front. there is an element of desperation within the russian armed forces on the ground. that is evident from reading their accounts. whether that has percolated up high, one does not know.

>> let's talk about what is happening in bakhmut. much of it has been destroyed by russian attacks, which you can clearly see from before and after satellite images. talk to us more about what is happening there and how it reflects military strategy from both russia and ukraine. >> it is interesting. this is an example, if we step back and look at it objectively, of a sunk cost fallacy. both sides have invested so much in the way of losses, russians are losing dozens, if not hundreds every day and every week. at the end of the year, the ukrainians were forced to rotate out units from bakhmut because they too have taken heavy casualties. what has happened is this idea has embedded itself. look, we have invested so much in this, we cannot stop. bakhmut has taken on a meaning of its own. it has very little operational

significance. it did a few months ago because it cut into russian lines, but it does not now. it's significance now is that it is being fought over and it is a great tragedy. it marks the kind of battles we are going to see going on throughout this year. >> we are coming up on the first anniversary of this war. how long do you think the conflict could drag on? >> it will go on into 2024. the only qualification is a real step change in western assistance. by that i do not mean the welcome but limited assistance we heard announced today, armored fighting vehicles and some german vehicles, which ukraine needs hundreds. if they can get those, they can finish the word of this year. if not, this is an attritional fight that will go on. >> we will leave it there.

are they real? >> interestingly enough, let us have a deep dive. in order to probe into this story, the first place i decided to look was the official website of the be cra, the central bank of the republic of argentina. on the website, i found this press release dated may, 2022. relatively recent, if you ask me. in this press release, the central bank discussed their commitment to showcasing historical heroes going forward on their legal tender in that it is going to be the new series of bank notes they are putting forward. that is because they say they want to honor national heroes that have forged their history. there was no mention of lionel messi on this press release, nor on the website. after i read this press release, i found an attached document

no football involved in the 1000 peso notes as we can see. moreover, the central bank itself has responded to these claims. fernando alonso, senior communications manager, gave a quote to news agency afp saying the bank has no plans to feature lionel messi on any banknotes. so no, it does seem this is a false story. these are not and will not be legal tender in argentina. however, for a country as football crazy as argentina, that is not to say there is not any currency related to football at all. argentina did actually release some commemorative coins in honor of the fee for 22 world cup. the released gold and silver coins. five pesos and 10 pesos. you can see 10 pesos here in gold.

they knocked on so many doors. at least 300 -- 350 people were saved that day. it was something the germans must have known about. what is interesting and also raises questions is the fact that these police officers were not tracked down afterwards. that is perhaps because of their collective action was unprecedented. and maybe because of the germans didn't want this incident to be known about. given that there roundup was a failure. ♪ about this whole story is theg fact that these officers should always be an example to all police forces. >> it wasruly an act of bravery. >> we were fortunate enough to meet some really exceptional
