she was rushed to the nearest hospital to assess her injuries. such cases are remarkable but becoming fewer as the rescue operation turns more to recovery . in syria, aid efforts are still being slowed by the civil war, but some is getting through to rubble-held idlib and aleppo after the assad regime bowed to pressure and opened the border. the yuan -- the united nations assess the rescue phase of their operation is coming to a close, but there are still hopes of finding people. >> hassan and his family fled the war in syria to come to turkey. on february 6, they found their lives upturned once again. >> we have plans, and n they turned into a completely different scenario. what can we do? it is completely out of our hands now.

>> they now live in this makeshift camp set up in a football stadium in southern turkey along with 1000 other families. volunteers from a syrian students union and universities across turkey have come to help. >> they are back to the life they escaped in syria when they fled assad's shelling and fighting. they are reliving the same tragedy again. >> back in their home country, relief efforts have been hampered by the civil war. tuesday, a second and third border crossing for aid to pass through to rubble held areas was finally allowed through, but the heavy machinery required to remove rubble and rebuild quickly is not forthcoming. the massive earthquake killed tens of thousands of people, put millions in need of aid and caused tens of billions of euros of damage. even nine days on, rare survivors are still being pulled

on the rubble, but the united nations has said the rescue phase is drawing to a close. mark: let's get you more from on the ground. as you say, it is a race against time, the united nations saying it is a race toward recovery. let's go to our reporter who sent us this. >> teams are still working to be able to maybe find people alive under the rubble or pull out bodies of dead people under the rubble now. we have been speaking to people in these teams, these rescue teams that have come from different countries in addition to turkish teams, and they were telling us that sometimes it is

possible to find people alive even at this stage of the search process. even turkish people who are standing by and watching the research process are telling us that from their own experience in past earthquakes, while sometimes it can be possible to find people under the rubble up to 20 days after the earthquake. of course, the chances are vanishing day by day, but families are still there, waiting for their loved ones in order to hug them or maybe to bury them. that's the very sad reality of this situation here in turkey. mark: we, of course, will bring you more from the earthquake

zone as we go through the program. next, nato's defense ministers forming a united front on ukraine. at their meeting in brussels, there was an agreement that kyiv should get the aid it needs. the international fund is to send out initial package of more than 225 million euros. this is confirmed by britain's defense minister. >> meeting in brussels, nato defense ministers were faced with the sticky subject of a military spending target for each member country, currently 2% of gdp. secretary-general stoltenberg says the need to commit to the targets, which is currently just a suggestion, is more important than ever. >> i think we should move from regarding the 2% as a ceiling to regarding the 2% gdp as a floor and minimum. >> but the issue has been kicked down the road to the next nato

summit in july with a majority of member countries currently missing the spending target by around .5%. targets aside, nato allies did increase defense spending for the eighth consecutive year in 2022, with member countries other than the u.s. adding around 328 billion euros to their war chests. at the summit, the u.s. defense secretary sounded optimistic about the recent wave of weapons pledges for ukraine. >> with that additional capability, better trained troops, platforms that can perform a lot better in this environment, i think they will have a real good chance at making a pretty significant difference on the battlefield. >> currently, ukraine is using shells faster than the west can make them. stoltenberg said nato members were increasing production of artillery rounds but said this needed to speed up. kyiv also wants fighter jets and long-range missiles, which nato

countries are reluctant about that have not ruled out. mark: nato defense ministers united in saying ukraine needs all it can want or wish for in order to defeat russia. however, there are some question marks about precisely what it will be. scotland's emblematic first minister has resigned. nicola sturgeon surprised even the keenest observers when she made her statement in edinburgh. she became the face of scotland 's so far unsuccessful push for independence from britain. she said she thought the time was right to step aside. >> this decision is not a reaction to short-term pressures. when it comes to navigating choppy waters, resolving seemingly intractable issues or soldiering on when walking away would be the simpler option, i

have plenty of experience to draw on. this was just a question of my ability or resilience to get through the latest pressure, i would not be standing here today. mark: nicola sturgeon there. let's bring in for analysis u.k. head of public affairs at cicero. thanks for being with us. not a reaction to short-term pressures. what did she mean by that, do you think? >> she was referring to the fact that she has been having quite a pub -- quite a difficult time. the s&p has been pulled -- has been a unified political force. they really have had incredible message discipline over the years. we have seen that sort of come a little bit strained recently. the gender recognition reform bill, which sturgeon pushed through.

her westminster group of mp's. the ousted ian blackford, who was an ally of sturgeon. that was a bit of a blow to her. there has been a lot of domestic issues, teacher strikes and so on. there's been a lot in terms of short-term political challenges, and sturgeon was quite keen to stress that her departure is not as a consequence of those. she was very much emphasizing the personal dimension to her decision. it echoed in a lot of ways the statement we heard from the new zealand prime minister, emphasizing the human toll that high office can take. >> indeed, that parallel is quite depressing one to make, isn't it? >> yeah, it certainly has been

made, and it is interesting because when -- because people actually through the question to nicola sturgeon. she was very, very quick to shut the comparison down. sturgeon said just a few weeks ago she had plenty left in the tank. either she was being guarded with her intentions a few weeks ago, or potentially things have just moved more quickly than she expected and this is something that has just materialized in the last few weeks. mark: i cannot help but notice your accent, so i have to ask you this question, and i'm expecting an answer from the heart -- what does this mean for scotland's independence

campaign? >> that is the big question that's left. for supporters of independence, for supporters of nicola sturgeon's party, i think they will be feeling very disappointed. she has been an incredibly successful leader. she has put the independence issue really firmly back on the agenda when it seemed like it would go away, really, for an edge -- for a generation. it has never really gone away, and she has led her party to election victories. i think this decision, though, does reflect the fact that independence currently does not feel like it is just around the corner. it feels like actually we are quite a way away from having another referendum, and i think the gamble she took last summer when she announced she was going to go to the supreme court, she

was going to seek permission for the scottish parliament to legislate for another referendum, and the supreme court said no, she was going to treat the next general election is a de facto referendum on independence, i'm not sure that sort of strategy has paid off, and i think there was a lot of nervousness in her party about that strategy, and there was some doubt as to issue would get it through her party. a special conference was due to be held next month, so it does feel like this is a blow to the prospect of another independence referendum any time soon. i do think if nicola sturgeon felt like there was a realistic prospect of that happening in the next 12 months or so, she would absolutely not be making the decision she made today. mark: thank you for that analysis. thank you very much for explaining for us nicola sturgeon's decision and the

tell us more. >> three people were killed and five others wounded on a monday after a gunman opened fire at the michigan state university. the gunman was identified as 43-year-old anthony dwayne mcrae, who died from a self-inflicted gunshot wound. these are the updates from the public safety twitter account. cnn also posted this mug shot photo when the gunman was arrested and charged for firearms charges. this photo was obtained by cnn from the michigan department of corrections. however, there are users on social media who are falsely sharing photos and names of a different shooter. these users also claim that michigan state university shooter is a man named 21-year-old lynn d walker.

here's another example of this user on facebook, claiming that the active shooter is lynn d. walker. then we have this twitter account that takes this claim even further. this viral post with over one million views that was later deleted on the platform, where this user posts these photos of the alleged image you -- alleged msu shooter, a man that clearly has no resemblance to the mug shot or to the suspect photos that were shared by authorities. the real campus shooter who fatally killed three people and wounded five others on monday. mark: once again, we are lead to doubt whatever we see on the internet. who is then this man we see in the false claims? can you throw some light on that for us? >> i can. this photo we see actually belongs to a twitter post that was posted by this user on

twitter. this was posted on october 3, 2020, so long before the shooting took place on monday. this same account had been posting tweets about being wrongfully identified as the msu shooter. he is asking people that if you see people posting me, please report it, thanks. he also says that he is disgusted by the entire situation. unfortunately, this happens more often than not during mass shootings. we have another example for you. this post right here, for example, by california news watch, who claims that the suspect is 22-year-old raymond jordan, who they claim matches the confirmed photo of the shooter, which it does not. this mahomes face that you see in this post was actually -- this man's face that you see in this post was actually photoshopped into this youtube
