3:39 pm
>> enormously significant because the chinese have been saying since the beginning that they are neutral when it comes to the war. in practical terms, they were very actively neutral in the sense that the proximity with russia and the economic ties as a result of the sanctions of pressure, it places china in a not so neutral space. if you were paying attention to how the narrative of the war is presented in chinese media, it was clearly the russian perspective, so this does signal in many ways a change of attitudes. china now wants to have a direct line of communication with zelenskyy. we know that kyiv will now have an ambassador to china.
3:40 pm
this might create a better way for xi jinping to understand the two sides and perhaps move a little further down the line of what programs russia -- pro-russia neutrality to a more equidistant place, not necessarily equidistant, but less tilting to one side as it is now. mark: vladimir putin is considered to be his ally. there's talk of china supplying things that it says it is not supplying to russia. arms is primarily what we're talking about, i suppose. what is in it for china to -- in beginning to establish some kind of relationship for ukraine? >> think you made a very important point. the key concern is to try to get a sense of how far the chinese

are indirectly supporting the russians. you made a good point about the component leading to russian capabilities but also the financial support, so that's one thing. from a chinese perspective, xi jinping has been trying to portray himself as an international mediator. i think he wants to try to push that. his original plan was not really a plan, is really everything under the sun. i think he wants to move a bit further down the line with that, and he needs to have communication directly with ukrainians if he wants to try to have a more serious role. we know that because one of the main criticisms of the plan itself was that it had no element for ukraine.
3:42 pm
if xi jinping is serious about having that international role, he needs to have that communication. the other element is economic in trying to establish a relationship that in the long term might very well create opportunities. certainly xi jinping does not want to close the door on that. xi jinping cannot close that door. there is that element because it also leaves europe moment where there is the highest level of skepticism, so that symbolism, the diplomatic opportunities are three elements why xi jinping sees this opportunity as something relevant to his agenda. mark: indeed, there are opportunities there. a point to be exploded --
