to visit syria from iran since 2011. thanks for joining us. we are live from paris. pressure wednesday claimed to have shot down two drums hovering over the kremlin -- russia wednesday claimed to have shot down two drums hovering over the kremlin. moscow declared the incident, alleging president vladimir putin's residence was the target and said it reserved the right to respond in any way it deemed necessary. the united states says to take the report with a huge shaker of salt. >> in the middle of the night in the sky above the kremlin, an object flies and explodes up of senate dome. here it is again in slow motion.
3:32 pm
it is reportedly the first of two drones 16 minutes apart, which moscow says was disabled by its electronic defenses. >> ukraine is responsible, claims state media. >> kyiv attempt to carry out a strike on the kremlin, which we describe as a planned terrorist act and assassination attempt on the president. russia reserves the right to take retaliatory measures. >> president putin said to have been away at the time. no one was were delete injured. >> since the start of russia's invasion of ukraine, kyiv has really offered any target for drone attacks. >> i can repeat this message, and i think it will be understandable for everybody. we don't attack putin or moscow. we fight on our territory.
3:33 pm
>> the kremlin claims the timing was also deliberate, designed to escalate events and cause panic on rehearsal week for the annual victory day parade in red square and said next week's event will still go ahead. western analysts are dubious. analysts point to moscow's history of false flag events. >> i have seen the reports. i cannot in any way validate them. we simply don't know. second, i would take anything coming out of the kremlin with a very large shaker of salt. >> the incident comes at a time when russian strikes on ukraine have increased. ukraine prepares a major counteroffensive to reclaim lost territory. >> all the while, the civilian death toll from russian strikes in ukraine mounds. a new barrage of missiles killed 21 people and wounded dozens more in the region of kherson.
3:34 pm
president zelenskyy punished -- published images of the attack, showing the destruction caused at various sites. cap authorities have announced a new curfew -- kyiv authorities have announced a new curfew on kherson, which was under russian authority up until november of last year. the european union has announced fresh plans to boost production of ammunition to better meet ukraine's needs and also to blue -- to improve the bloc's international standing. ukraine is burning through ammunition. here's what the eu's internal market commissioner had to say. >> the asap proposal aims to secure our european defense industry to meet ukraine's needs. but also in the longer term, to
3:35 pm
meet the new security challenges in europe. as we can clearly see, member states are committed to increasing their defense. >> for more, our brussels correspondent gave us this update a little earlier. >> this proposed regulation has been called asap, which is kind of ironically named because it has been anything but asap. this is a problem that has been known about for a while. the original thrust was focused on artillery, tanks, jets, this kind of thing, but now they are noticing a problem with ammunition. western allies are not producing ammunition fast enough to replace the ammunition that ukraine is using, and they are leaving themselves vulnerable at home. this is something the nato secretary-general has been warning about for a while. this regulation is supposed to get over the hurdle in two ways.
3:36 pm
we heard from the eu commission are just now that he went out and visited the 11 eu countries that have the capacity to make ammunition, and he said the facilities are there. they just need to ramp up production. for that, they need regulatory changes, they need things to be streamlined, and they also need money. this proposal would give 500 million euros to european production facilities to ramp up their ammunition production. that would pick up 50%. it would be tied to other money from national governments and from businesses, so this totals one billion euros, 500 million of which would come from the eu budget, and it also contains measures to speed up production, get over redtape hurdles, particularly for the production of these particular type of shells that are soviet-era shells that ukraine still uses in its equipment. obviously, those shells are not
3:37 pm
made in western europe normally. these ammunition places across western europe need to change over to sylvia-era ammunition, and this regulation is supposed to get them able to do that quite quickly. >> the united nations secretary-general has today called for an end to the conflict in sudan, which he called a power struggle between two people. he says that the country cannot afford this kind of destruction, not least because sudan was already in a desperate economic and humanitarian situation before violence corrupted on april 15. meanwhile, the united nations aid chief says humanitarian aid workers and facilities are continuing to be targeted, and the united nations is receiving reports of attacks of sexual violence against aid workers. despite the fact that a new seven-day cease fire is expected to begin tomorrow.

the army's headquarters. >> a nation of over 45 million inhabitants as been struck by chaos since fighting broke out on april 15. the clashes have left over 500 dead and thousands injured. mainly in khartoum and darfur in the west. meanwhile, around 100,000 people have been forced to flee to neighboring countries with little food or water. >> that has been a momentous day in damascus. for the first time since war began in 2011, an iranian head of state has made the visit to syria. president ebrahim raisi met with his counterpart as both leaders lavished each other with praise while denouncing the west and jihadist threats. his visit also comes as iran and regional rival saudi arabia rebuild relations after years of tension, also as arab states have shunned assad, including riyadh.
3:40 pm
to help us understand the dynamics of this latest meeting, i'm now joined by the senior policy l over the middle east and north africa program at the european council on foreign relations. firstly, what do you understand was discussed in these momentous meetings between both leaders? >> well, a few points, especially from the iranian side , they want to clarify to both syria and the wider region. first of all, the iranian side feels that it has expended a lot of blood and resources over the course of the syrian civil war, and this visit by the president was really to cement the games that iran has made on the battlefield and translate them into peacetime gains, and that really means that iran wants to
3:41 pm
ensure that it is part of the beneficiaries when it comes to rebuilding syria. if the two sides can achieve this or not will -- remains to be seen, but the iranian delegation included a number of trade, economic, chamber of commerce personnel, so iran was really signaling that it is here to also win the peace going forward. secondly, i think that there was a strong message being sent to the united states, and those countries in the region that have supported the syrian opposition to say that the resistance axes that includes iran, hezbollah, and assad of syria, have really come out and, let's say, the battlefield winners of the syrian civil war
3:42 pm
and that the message really is that this was -- that this resistance axes -- axis is here to stay, but the pushback against u.s. influence in the region but also to bolster their economies in the face of a common u.s. sanctions policy. the final point i think iran is keyed -- keen to make is that despite the opening of the region to president assad, we have seen lots of shuttle diplomacy between particularly arab gulf monarchies, even turkiye in the region, to assad in recent months and over the last iran wants to make sure that syria remains its ally during this conflict, and it will want to seek a resolution going forward even if there will be a regional opening going forward. wicks you, does the timing of all of this makes sense,
3:43 pm
especially given the recent, if you can call it peace between saudi arabia and iran? >> i think a visit from an arabian senior official to syria has long been overdue. assad had gone to meet with iran's supreme leader on two occasions at least that we know of in recent years, and the timing does make sense because, as i mentioned, iran wants to be part of syria's future, and this includes this regional thaw that is underway between the arab world and syria, and if these countries in particular are willing to invest in and pay for syria's reconstruction, in my view, iranian companies will be very interested to take part in that as one way to resuscitate
3:44 pm
iran's own economy in the face of u.s. sanctions. >> thank you very much indeed. senior policy fellow for the middle east and north africa program at the european council on foreign relations, talking about the visit between iranian and syrian leaders. three days of national mourning are underway in serbia after a 13-year-old boy shot and killed eight fellow pupils and one security guard at his school in belgrade this morning. local authorities say that seven others -- a teacher and six pupils -- were injured in the school shooting. according to police, the attacker carried two guns and two petrol bombs and had planned everything carefully. the shooter has been arrested and has confessed to the incident. the serbian president is being placed in a psychiatric institution. -- the serbian president says

the boy with the gun would run after her. she is still in shock. >she agreed to talk mostly because she is still of adrenaline. >> police say the attack had been planned out for a month, but the motives are still unknown. >> according to the evidence collected so far, the child had been planning this crime for an extended period of time. the motive has not yet been established. he has not told us what he wants. >> mass shootings are rare in serbia, which has in europe. the western balkans are awash with hundreds of thousands of illegal weapons following wars and unrest in the 1990 >> it is time for business now with kate moody. it seems to be a running theme. certainly for the last 10 times,

the u.s. federal reserve raising interest rates yet again. >> yes, widely expected, but it could be the last time for a while. third consecutive .25% move. the federal funds rate is at its highest level since august 2007. it's official statement did remove references to future hikes. inflation has fallen to 5%, still more than double the fed's 2% target, and the bank says it is committed to maximum employment, but the rapid pace of interest rate hikes over the last year has played the role -- played a role in the recent apps of banks in the u.s. and the fed chair has been facing questions about the fed's role in the ongoing turmoil. >> conditions in that sector have broadly improved since early march and the u.s. banking system is sound in the sector.
