oliver tells us their history. reporter: the current tensions in kosovo between albanians and serbs have their roots in a decades long ethnic conflict. the separatist kosovo liberation army mounted a campaign against yugoslavs during the late 1990's. a series of massacres by serbian security forces prompted nato to step in in 19 a nine. the coalition bombed yugoslavia for 78 days, eventually forcing president milosevich to withdraw his troops from the region. an estimated 11,000 people died in the conflict, and many more of both serbs and albanians fled the region. the united nations placed kosovo under it turned external -- and a transitional administration. in 2008, kosovo's ethnic albanian rulers unilaterally declared independence from serbia. belgrade protested, that the international court of justice

ruled the declaration did not violate international law. the new state was recognized by 101 countries, but remains excluded from several international organizations such as the u.n., largely because of russia and china support from serbia. serbia has never accepted kosovo's independence as it considers the return to be the cradle of the nation. although serbs make up only 7% of the population, they are a majority in some parts. they have long boycotted kosovo's census and elections. leaders have tried to bring about a rapprochement between kosovo and serbia, as with the brussels agreement of 2013 which would have given the serb minority greater autonomy, but neither christina nor belgrade have ratified the agreement. in recent months there have been further attempts to strike a deal, that deadlock remains, with each side accusing the other of intransigence.
