is there a perception in france that enough is being done to -- to assure account ability? >> there are concerns and they are legitimate. there is no official data in france about cases of lethal force by the police and convictions and sentences. anytime generalists investigate cases it shows that there are very few that lead to a trial and if there is a trial there is rarely a conviction and sentences are very low. i'm thinking about a case about a man who was killed in january 2020, which was also in the eye of cameras, and he was suffocated after a chokehold, and over three years later,

there is still no investigation ongoing. nicole: how common are such uses of excessive force? >> we have a problem of transparency. because i am not able to tell you about the cases of excessive force. in terms of killing and shooting, the number of deaths from the police in france is higher than comparable countries like germany or the u.k. when you take into account the size of the population. failing to comply, that was 13 in 2022, 26 people were killed in total in 2022. you also have to take into context excessive force that does not lead to death, from paychecks in the suburb, and other areas, and cases that have

raised more attention during protests where you had excessive use of teargas, or rubber bullets and grenades. you don't see that in germany or the u.k., you will lose a hand or an eye. but it does happen in france. nicole: what are french police gun use rules, i'm wondering if you could give us some context here? >> they are in constant -- contradictory. certain standards are in line with international requirements, but then you have legislation about the use of firearms that was passed in 2017 and a number of cases in which the use of a gun is allowed and it is a broad definition. it allows you to use your arm against the car when it refuses to comply, and if it is likely

to threaten a human life afterwards. we don't know what to relevant criteria is. the police interpreted it and give it a huge amount of interpretation. and research has shown that since this law was passed the number of shootings of car writers and occupants has skyrocketed. nicole: thank you so much for all those insights. that was very clear and informative. united nations security council is urging israel and the palestinians to avoid actions that could further inflame tensions in the occupied west bank. there is growing international concern about escalate and violence. our correspondent went to the west bank to talk to people on both sides of the conflict. >> it was supposed to be what

speak here, about pistorius in washington meeting the -- his american counterpart, is meeting with the french president. he is also expected to talk about this nato summit and all eyes will be on this of course. it is expected and believed that the defense minister will talk to mr. lloyd austin and the defense secretary about what happened last weekend. the wagner coupe or mutiny if you will is definitely a topic now and it will be a topic at the nato summit and another point here for sure is that the americans want to keep tabs on germany and other eu countries to fulfill their promise to dedicate 2% of their gdp into military and defense budgets. nicole: these things are never just smooth sailing are they, if -- besides the defense budget

what else needs to be resolved? >> i think it is going to be a little bit about the f-60, the fighter jet debate, -- f 16, the fighter jet debate, and the role of journey. germany says now or rather the secretary said now that germany is the second-largest donator or a provider for ukraine, and that includes what is expected of germany and is committed by germany to pay and help in future. the united states will again keep tabs on germany that they do their fair share. then it is about keeping the train of communication on track, which means prevent russia from using any comment or communication using that, for example, what happened last
