>> welcome to life in paris, world news conference 24. these are the headlines. raising concerns of whether azerbaijan will keep its pledge to the unit stays keep civilians safe. more and more are fleeing the troubled enclave. the tragedy that shocked the world, over 100 people perished in a fire at a wedding in iraq. the bride and groom miraculously survived.
3:31 pm
talkshows going back to air in hollywood with the end of the right to strike. getting fully scripted shows will take some time. we have analysis about what the situation is right now and what it means going forward. this is life in paris. thank you very much. azerbaijan said it has arrested the former head of the separatist government. it happened as they try to cross into armenia on wednesday. it is estimated that over 50,000 people so far have fled the view
3:32 pm
of corridor. the second corridor was blockaded by forces last september. they have this from armenia. they come here to the cultural center behind me to get registered by the red cross. speaking to some of these displaced families, they explained to me this. the children could not sleep. they were scared. we stayed in the shelters in the basement.
3:33 pm
sorry to use those words but what could we do? refugees come to get registered by the red cross. they could get medicine and other humanitarian aid such as food, water before making their way by going straight to the capital. >> the only hope we get is from the red cross. we don't get any more help. with the ongoing flow, crossing the border into armenia, local authorities here are expecting the majority of the population will arrive in the coming days. >> next, the tragedy that shocked the world. over 100 people perished in a fire at a wedding.
3:34 pm
it happened in iraq. the bride and groom survived but there are many dead among both families. these images showing the start that developed into a shocking scene indeed. we are looking at this tragedy. >> grief and sadness as funerals are being held those who perished in a deadly fire at a wedding reception. the rebel of this charred building is all that remains, killing scores of guests as well as the bride and groom. attendees described scenes of horror. >> the fireworks started and there were operations that caught fire. there was just a huge fire. we were screaming. the fire was absolutely disastrous.
3:35 pm
>> the air conditioner exploded above our heads. the situation was indescribable. it was like a car bomb or a furnace had exploded. >> an investigation into the cause of the fire is underway. >> fireworks are not permitted outside the wedding hall. let alone using them inside in this way. that led to the burning of the ceiling. quick survivors were brushed local hospitals across the region with many suffering from severe burns. half of those injured are in critical condition. the search for bodies in the rebel. hundreds of iraqis have rushed to of the main hospitals to donate blood.
3:36 pm
>> we are watching for all developments on that story. talkshows going back to air in hollywood at the end of the writers strike. a new deal paving the way for mtv's late tried to return to work. jimmy kimmel live and the late show with stephen colbert all on cbs instantly closing down. but getting fully scripted shows up and running again may take some time as the actors are still withdrawing labor and pounding the streets with their placards. jonathan is joining us from the hollywood reporter. thank you for being with us. the writers strike is now sorted. all sorted out? >> they have reached an agreement but the writer to have to approve the agreement. there is a referendum that will happen. there is about 11,000 -- 11,500
3:37 pm
right of have to agree on the referendum. it looks like they got what they wanted. >> there is this fever about the use of artificial intelligence. is that sense to what happened? >> absolutely. when chatgpt came out, one of the first things people started to do with it was right with it. and right away, hollywood took advantage of that technology to start working on movie ideas and to get the algorithm to rent the movie ideas and obviously the writers have seen that as a major problem. they could lose their jobs. in this agreement, they actually got the studios to not to agree to use ai or chatgpt in the software. unless the writers agree to use it to. there could be a project. basically it will be used on any movie or tv show in hollywood.
3:38 pm
" there is this issue about streaming and repeat payments. that is advertising. those kinds of issues is all that sorted? >> somewhat. they reached an agreement on the streaming. streaming has been around for about five or 10 years but it has really taken over hollywood. the problem is nobody knows how many times a show is watched. we all know how much money a move he makes. streaming, they have not been transparent about communicating those numbers and what the writers got them to do was say we are going to communicate some numbers, not all the members but enough that we can calculate how well also did and you will
3:39 pm
receive a bonus as a writer based on how a movie does on a streaming platform. it is a breakthrough on that sense. >> as goes at once and everyone gets paid. this goes at once and everyone gets paid. it goes out again but the palm with the streaming network is i might watch brooklyn nine 910 times in a row and a writer would get paid once instead of 10 times. is that the issue? >> they get paid upfront. there was like a minimum payment they would receive for streaming. if the show was washed one time or a billion times, they can the same minimum payment. >> that seems unfair. >> that is right. that is something the writers have been screaming about for years. i would say that is the main reason they went on strike even more so than the ai. ai was a new thing that came in the past few months before the strike started but they managed
3:40 pm
to get the studios to agree to communicate some figures and they can calculate a bonus. it is not the same thing as royalties from a movie that comes out and makes a billion dollars but it is better than what they had which was nothing. >> that sound like a step in the right direction for the writers. what about the actors? they are still on the streets with their placards. >> pre-much the same thing. two of the main things are ai. for the actors, even more terrifying because the idea was actors could be scanned digitally and that is the end of their job and they just have digital performers and they get paid only wants to be scanned. that is one thing and streaming is the same thing. calculating if they get residual payments based on streaming shows. there actors -- they have not
3:41 pm
actually gone back to the negotiation table because i think they're waiting for the writers to settle their think. they will go back soon. it sounds like the studios if what they were willing to do with the writers was to bend on a lot of the issues, it sounds like they will do the same thing for the actors. >> the actors are all boosted and minted and very rich in other words but that is not the case. there are some but who are the famous ones leading the strike? >> all the hollywood actors. there has been a lot of solidarity for the strikes. you have meryl streep going and speaking, fran drescher, the head of the actors union, she was on the nanny for years. she is very outspoken. there is a lot more solidarity but there is 100 60,000 actors in the actors union. one to 2% of them are the stars
3:42 pm
we care about. the rest of them are doing second roles or extras and they are the ones that are really worried because they are the ones that especially with stuff like ai, there careers could be affected. >> you could create an ai backdrop of what looks like real people. >> i will tell you what the studios proposed. an extra that would go on a studio to work for two days in a fight scene being an extra in the background, the idea of the studios was we will scan you on the first day digitally and paid $200 and that is the end of it. the rest of the time we will be able to insert you digitally in the background of a scene so you're losing nine days of revenue out of 10. that is what they were fighting about. that is one of the main issues. >> there is a whole learning process in hollywood.
3:43 pm
one of the big things about the writers strike was the writers rims where the writers create tv shows because working with the streamers, the writers rims were getting smaller. the time to develop a series was getting much shorter and they fought and they won that they could have a minimum amount of time to develop a tv show and a minimum amount of writers sitting in the writers room. >> journalists and presenters of news don't have the same instincts or vocals and they don't ask the same things. jordan from the hollywood reporter with all we need to know about the writers strike. things getting back to normal. thank you very much for joining us. we appreciate your time. thank you. next, the situation regarding the soldier who absconded from south korea to north korea, the private in the u.s. army travis king going into north korea in july is now in u.s. custody
3:44 pm
after being expelled by north korea to china. the positive resolution of this case is being seen and hailed as a rare example of diplomatic cooperation between the united states, north korea and china. on the heavily fortified border between the warring neighbors, was immediately taken into north korea in custody. we will give you more as we get it. france's ambassador to niger has landed in paris. the french foreign minister met to thank him and his team for their work in the service of france under difficult conditions. that sound like an understatement. the return of the ambassador comes two months after the coup in niger ousted its probe in paris and prompted innovations
3:45 pm
with niger's new rulers demanding the ambassador's departure. >> more than a month after the military ordered his expulsion, the french ambassador to niger has finally left the country. along with six colleagues, they first took a plan to chad wednesday morning before they were due to carry on to paris and bringing relations with france to an all-time low. >> they withdrew diplomatic immunity one month later. paris initially refused to recognize the order saying that only those could order the envoy out. on sunday, emmanuel macron told french media the ambassador would leave within hours and 1500 french troops would withdraw from niger by the end of the year. an announcement welcomed on the
3:46 pm
streets of yemen. >> the french military must leave immediately because we really don't need them. we don't. they've been saying they'd help us for decades but we have not seen any change. we don't want their help. >> all the french have to do is leave. that is enough. they can keep everything they have that we had nothing to do with them anymore. >> niger isn't the only from a french colony now turning on paris. over the last two years, coups in mali have also pushed out french soldiers while residents have taken to the streets to protest france's involvement in the countries. >> we are washing for the balance on the situation there. time for business. starting with a controversial project, britain given the go-ahead to develop what is known as rosebank in the north sea.
3:47 pm
we are talking fossil fuels and oil. >> a bit of anger among those who care about the environment. this is the largest untapped oil field in the u.k. and is estimated to contain up to 300 million barrels of crude. the government argues it will help bolster britain's energy security but environmental groups disagree. some have protested outside the energy ministry following the decision which comes as they faced criticism for watering down his commitments ahead of next year including combustion engine cars. >> even independent climate change committee has acknowledged we are going to need oil and gas when it comes to 2050, even when we reach net zero. i think it is important that we protect production.
3:48 pm
who request them at how much oil and gas we produce in the u.k., it will not make a difference to the price that we pay for it and the prices we have in this country is one of energy affordability rather than energy security. >> accelerated the ship features high on france's spending. the government unveiled a draft budget bill which aims to shield them from on high while trying to bring down all this into balance by the plan also sees france's debt rise to a new record. the government wants to raise 285 billion euros through bond sales up from this year's 270 billion euros. >> france's finance minister unveiled next year's budget on wednesday. one rife with challenges. not the least, how to make french people's earnings go further in the face of inflation. some relief given to the public
3:49 pm
announcing a rise in social welfare payments. an increase in pensions by 5.2%. the result was a strong emphasis on green investment. >> we are calling for massive investments. we will celebrate the renovation of buildings. on forests, water, everything that will help us build an ethical model from an ecological point of view. and as long been my vision, it makes leading to carbon as power by 2040. >> where will the money come from? the mayor hopes that attacks on on long-distance transport infrastructure in the form of shipping aviation and motor wares will raise 600 million euros per year. the government hopes to squeeze 16 billion euros in savings from this year's budget. 10 billion on energy bills but
3:50 pm
there are other considerations. the government is likely to postpone by a few years outflowing to energy efficient homes. a fiscal watchdog says the budget growth is optimistic and that the government is not ambitious enough in causing spending to bring us in line with the eu guidelines. >> let's have a look at the markets now. wall street shares ended mixed after this on wednesday. shares in meta-fell after the company rolled out new ai products at this angle developers conference. indonesia has vowed to protect small business owners from physical shops. announcing the new regulation, the countries trade minister said newcomers must be separated
3:51 pm
on social media. they are still allowed to run ads but there were no longer be able to host sales. this comes after months of complaints from off-line sellers seeing their livelihood threatened by cheaper goods sold on online platforms. if there -- that is a major blow to tiktok because that is one of the biggest markets tiktok shop. >> to run the shop, you have to do a service charge. the sellers of our employees and transfer expenses to get goods here. tiktok sellers who operate from home don't sell at these prices. >> a's to have five kiosks here. tiktok has made customer so sad. >> it is true that it is becoming less and less fair.
3:52 pm
