this throws more doubt on the situation. morocco spain portugal are places in the fifa world cup. this is like in paris. -- life in paris. thank you for being with us. washington is still reeling 24 hours after the moment when congress voted out sitting speaker the house. elected to the role in january,
3:32 pm
kevin mccarthy's downfall was plotted by members of his own party. what now? very few have any concrete answers. >> a look almost of relief as kevin mccarthy leaves congress. in contrast with the mood in the house of representatives after his dismissal as speaker. where do we go from here? it's anybody's guess. republicans say they need time to regroup. the house will remain leaderless until next week. >> they didn't have a plan going in. there is so much at stake. we can't do any business on the floor until there is a speaker. >> that will not take place until the 11th of october. it's not clear who will replace
3:33 pm
him, but the new candidate will certainly inherit a poisoned chalice. >> it's a sign of a party of disintegration. we are seeing the latest installment in the ever continuing coup d'etat by donald trump. that's what we are seeing. pretty clear that he is the hidden hand and what's going on. that i think probably the next step would be a shutdown. >> indeed, kevin mccarthy just last weekend averted a government shutdown thwarting the far right. it was his last key act as speaker. republicans face an uphill task but more challenging will be how
3:34 pm
to heal the wounds of a deeply divided party. >> let's get that analysis with our guest a senior fellow at the brookings institution. thank you for joining us. what happens next in your view? what happens next on capitol hill? >> we know some of the very next steps. there will be meeting of the house republicans next tuesday night in which all candidates for the speakership will present their plans, their strategy for putting house back together. i suspect there will be a series of votes wednesday. that's where the fork in the road occurs. if the republicans can succeed
3:35 pm
to elect a new speaker on their own, then they will do so. if they can't, they may have to move across party lines to get the support they need and that will generate an entirely new dynamic. even perhaps a coalition speakership for the first time in american history. >> there is never a dull moment and you have shown why this is historic indeed come the first possible coalition speakership. kevin mccarthy was elected in january, but it took 15 votes to get him there. finding replacement could be equally scum cade. -- complicated. >> whether it will go 15 votes as it did back in january, i'm
3:36 pm
not sure but i don't know if anyone will prevail on the first ballot. there is a deeper issue that the promises he was forced to make in january in order to get elected speaker particularly the rules changes that allowed a single member of the republican caucus to bring the motion to vacate the chair that ultimately passed and expelled him from the speakership, whether anybody would willing to take the speakership without the change in those rules is i think the fundamental question. otherwise, the new speaker would be just as powerless as kevin mccarthy and just as vulnerable to attack from a small french of opponents. in order to get the rules change, that small french doesn't want the change in the rules, there will have to be a discussion with democrats. this is a fork in the road
3:37 pm
coming as early as next week. if the republicans can't turn into a governing majority, then the house will be as dysfunctional as it was for the last nine months. anchor: i can't work out if this is a symbol of how democracy works in the u.s. or how it's not working. but what's clear is this will stymie the government and the government needs to do and that's a serious issue. >> it will certainly delay those things. whether it stymies them remains to be seen but talk about serious issues. aid to ukraine is hanging in the balance. that certainly explains why the president will go on national television in an effort to bolster support for it.
3:38 pm
there are signs at various levels for grassroots port among republicans giving aid to ukraine is to climb. but the funding of the government averted one shutdown but another vote is coming up and 44 days. republicans in the senate are not in agreement with republicans in the house about how the government should be allowed to remain open and functioning. there are a lot of serious issues that are stalled until there is a speaker. anchor: there some any questions i would love to ask you. i hope you get a chance to talk over the coming days about this issue. thank you for joining us.
3:39 pm
we are watching for other developments of course. next, 75,000 health-care workers launched upland three day strike at kaiser permanente facilities across the u.s.. this is the largest other such action in health care. the company said hospitals and emergency departments remain open. we will be getting more from our correspondent later in the program. the president of azerbaijan pulled out of a meeting with armenia's prime minister. apparently he was uncomfortable with french involvement.

the old consensus. the result is a project whose cost have more than doubled. it has been repeatedly delayed and it is not scheduled to reach in manchester for almost two decades. >> he promised to redirect billions of pounds marked for the project on hundreds of new transport links in the north and midlands. a promise which failed to convince some. >> it would be really a step in the wrong direction. >> we are making ourselves the third vision country and economy by short-term decisions being taken for political gain. it is very sad to see. >> originally unveiled in 2009, it has been plagued by cost overruns and delays. the budget was 55 .7 billion

3:53 pm
>> there have been hostilities between the army and separatists following this fallout, two anonymous sources within the army have confirmed that the army is moving toward the strategic region. they set out on monday second toward the northern region and a stronghold of separatists on social media, this operation played out as many images have been shared on both accounts, both camps allegedly depicting the deployment of the troops. let's begin with this first post on facebook. an account sympathizing with the military who claims -- it claims and french envoy 115 vehicles left to head toward a
3:54 pm
stronghold. we will focus on this first picture on the post where we see along this long line of military vehicles that this user claims to the military. >> the image looks impressive. the claim sounds equally impressive. the question is, do these vehicles in the photo belong to the army? >> we were able to conclude based on the research that this photo does not show military vehicles that belong to mali. that they belong to the french military. the clues came from this first line of vehicles and its registration plate where we see that two series of four numbers in this photo.
3:55 pm
this is a typical combination belong to the vehicles in the french army. in particular, this license plate belongs to what's called a vip french armored carrier. in these photos, you can see they both have a license plate with the same series of four numbers. we know for a fact that this vehicle has never been sold or given to the army by the french. a reverse image search, we were able to find out even more sense we found the original photo posted by the french ministry of armed forces. a photo that shows as they explained logistics convoy from the operation sent to hand over. >> french army vehicles. images out of context also shared by accounts said to be
3:56 pm
close to the separatists. it gets intriguing. >> on that side, we found a photo and video circulating on social media. we begin with this video where we say dozens of armored trucks and vehicles that users claim to be recent mobilization of armed counter movements. for example, this user claims the armed forces are mobilizing in face of attacks on the army and terrorists of wegner. they are showing the same video with hashtags. there is also the photo circulating that we showed based on the same video. in this photo, we see trucks that the users claim belong to the forces and we did a
