the airstrike on the hospital. in gaza, the palestinian president has already canceled a planned meeting with the u.s. president. clashes along israel's border with lebanon are fueling fears of a wider conflict. the militant group hezbollah has expressed strong support for hamas, and 21 people have been killed near the border in the past week and a half. hi, everyone. thanks for joining us here on france 24. we begin with the latest on the ground in gaza and developing news that a missile has hit a hospital killing at least 200 people. the health ministry in gaza says an israeli missile struck the

hospital, but israel's army says the hospital was hit by a rocket that was misfired by gaza militants. israel has vowed to destroy hamas since a surprise attack 11 days ago that killed 1400 israelis. israeli has retaliated with their strikes killing some 3000 palestinians and is preparing a widely expected ground invasion. in response to the airstrike on that hospital tonight in gaza, palestinian president has canceled a planned meeting with u.s. president biden who is traveling to the region tomorrow. we want to one you, some of the images in this report are disturbing. >> one after the other, ambulances carrying the wounded arrive at the hospital in gaza city. the injured are pouring in from a place where they were supposed to be safe. the hospital hit by an

airstrike. victims that were receiving treatment at the hospital. most of the people were seeking shelter there after days following bombs on the enclave. the palestinian president has declared three days of morning after the airstrike, which he says is a war crime. >> what has taken place is genocide. we call on the international community to intervene immediately. silence is no longer acceptable. >> it is a sentiment shared by hundreds in the west bank, who took to the streets to vent their anger following the attack. they took issue not just that israel but at the palestinian authority who they say are not doing enough for the people in gaza. several parts of the international community have joined the chorus of condemnation. canadian prime minister justin trudeau called the strike horrific and absolutely unacceptable. it is another reminder of the terror in this war. it comes on the eve of a trip by

president joe biden to israel during which he is expected to express the u.s.'s support. >> let's get the latest from our correspondent in jerusalem. we have heard various numbers with regard to a death toll in this hospital. what have you been able to ascertain? >> it has been hard to ascertain, of course, because what you're looking at is total chaos on the ground. there were apparently up to 4000 people sheltering at that hospital. if you were of course being treated. i was speaking to a doctor who told me about this 10 minutes before it hit the wires. he's a doctor at another hospital in gaza, and he was telling me 200 people are dead at this hospital, and he was so shaken, for many reasons, including the fact that he had also made the decision to stay in the north of the gaza strip. at that stage, about an hour and a half ago, he said there were 200 deaths. since then, we have heard

varying numbers. it is very hard to determine. let's say hundreds have been killed and injured and may be trapped underneath the rubble, and now, of course, the question arises, who is to blame for that? >> right, we heard a response from the israeli army right before we came on the air. what are they saying about who is to blame for this? >> let's start with the hamas point of view. hamas says israel deliberately targeted the hospital. israel says in any event, it would never deliberately target hospital, nor would it create this kind of crisis for itself the day before the u.s. president is due to arrive. it just makes no sense, so the only explanation could be that it was an israeli strike, but what the israeli military now says has been investigated the past months, their own firing and the firing up thomas, and they say that a second militant

group, and iranian proxy known as islamic jihad, that they were the ones responsible. it was a failed rocket strike. some 30% of the rockets that have fired at israel don't reach their targets and some fall within the gaza strip, but the israeli military says it was a barrage of rockets fired near the border by islamic jihad at that time, and the result was the strike on the hospital in gaza city. >> there have been protests in the west bank in response to this strike. we have been seeing images coming in from ramallah. what can you tell us about that? >> i can tell you that the emotion is running high everywhere, really. we heard a very emphatic response, even from canada's prime minister moments after this happened. now the people are protesting in

ramallah and are furious with their president. they are furious with israel. some of the chants are, "we want to bring down our president." mahmoud abbas has canceled a meeting he was to participate in in which the u.s. president will be meeting. i cannot imagine the people in the palestinian territories will believe the israeli version of events, but i think it does put -- it is a slightly different situation. if the israeli version of events is true, then the level of betrayal that would be felt inside the palestinian territories, inside the gaza strip would be huge. i think at the moment, they believe it was an israeli missile strike, and that is why they are so angry. >> a lot happening tonight.

thanks for staying on top of all of it for us. u.s. president joe biden is expected to arrive in israel tomorrow. the white house says the aim of the visit is to show ironclad support for israel as washington tries to prevent the war against hamas from spiraling into a wider conflict in the middle east. in the meantime, the pentagon has ordered an additional 2000 u.s. troops to deploy to the region to serve in a support role for israeli forces but not in combat. >> ironclad support is the phrase u.s. officials keep repeating. >> we are here and not going anywhere. >> as the country sends top representatives to israel. from october 7, the same day hamas militants staged or infiltrated attack on israel, u.s. president biden gave a speech, emphasizing the bond between washington and tel aviv.

>> the united states stands with israel. we will not ever fail to have their back. we will make sure they have the help their citizens need to make sure they can defend themselves. >> while the u.s. initially hammered home is ally's right to defend itself, in recent days as the humanitarian situation in gaza has worsened, there has been a shift in tone with calls added for israel to respect international law. after hours of talks this monday, u.s. secretary of state antony blinken said the israeli prime minister had agreed to develop a plan to get aid together. >> the president will hear from israel how it will conduct its operations in a way that minimizes civilian casualties and enables civilian assistance to flow to citizens in gaza. >> blinken receiving warnings that the u.s. had an obligation to put pressure on israel to

avoid conflict in the region. the u.s. has sent weapons and ammunition to israel and has also sent two aircraft carrier groups to the region, which the u.s. defense described as a sign of resolve to deter state or nonstate actors seeking to escalate this war, a message seemingly directed towards iran. this wednesday, the u.s. defense ministry announced it was placing 2000 troops on a heightened state of readiness through a prepare to deploy order. >> for more on this, let's in a senior resident scholar from washington. as we just heard, joe biden is expected in israel tomorrow already in response to this missile strike on the hospital tonight in gaza. the palestinian president canceling this planned meeting with the u.s. president that was to take place in jordan. what does this say about what mr. biden will be able to

accomplish during this visit as far as diplomacy is concerned? >> i think his it's a very good indication of how difficult it's going to be. the conversation between the u.s. and the palestinian leadership in iran under mr. abbas is crucial because if israel, the united states, the arab countries want to do the maximum political damage to hamas, there needs to be more support for the palestinian authority. one of the reasons hamas retains enough credibility to stay in relative power in gaza and to the a competitor with the palestinian authority with secular rivals in the west bank is that these groups that have pursued and negotiated an agreement with israel look ridiculous. they have not gotten anything

for palestinians in 15 years, 20 years, and they have ended up in this terrible situation in the west bank without any armed provocations. anything involving serious effort to cut hamas down to size would also involve a lot more support in building up the palestinian authority if it is serious, and that is where the conversation is important, but if events like this happen, abbas may feel like politically he cannot justify meeting with biden. his it's a very big mistake on his part diplomatically even if politically it makes sense. >> in an interview broadcast on sunday on 60 minutes, he said he thought that hamas should be eliminated. how does the elimination of hamas come about with -- without great numbers of civilian casualties like we have seen tonight? >> well, it can't, and it

actually cannot happen at all because hamas is not a military or an organization as such. his it's a brand. it is a name. as long as there's a group of palestinians who want to call themselves hamas, then there is a hamas. if israel wants to eliminate hamas as a de facto sovereign or defective ruling entity near its borders in the towns and cities of gaza, there's not a lot of alternative -- there's only one alternative at the moment which is for israel to engage in a long-term occupation of streets and towns in gaza, and that is the thing that president biden is insisting they should not do, and he is quite right. it would be a huge mistake. but right now, you have this big gap, at least on the american side, between policy, which says don't reoccupy gaza, that is a crazy idea, and politics, which says hamas must be eliminated,

and you have an even worse divide along those lines in israel, so i think we need a little more time to get these societies that are very angry, especially israel, but even the united states, into a, -- enjoy calmer frame of mind. >> unfortunately, we have to leave it there. thanks so much for being with us here on france 24. the clashes along israel's border with lebanon are fueling fears of wider conflict. the military group hezbollah has expressed strong support for hamas and has acted in southern lebanon. this tuesday, five hezbollah fighters were killed in exchanges of artillery fire. charli james has this report. >> tensions soaring on the border of israel and lebanon. the lebanese militant group

hezbollah releasing a video it says shows an israeli tank being hit by one of its missiles along the border wall. israel responds by striking several areas along the border in southern lebanon. israel's military says this video shows an artillery strike killing four people trying to cross a border fence and plant an explosive device. israel has ordered civilians to evacuate the area near the border, and many on the lebanese side are leaving as well. >> there is israeli shelling coming from all sides around the town. even united nations forces did not provide emergency support. we ask emergency medical services to come and evacuate people from here. some people were choking from the smoke, and they came to help us. >> since the start of this latest war, exchanges between israeli forces and armed groups in lebanon have been limited to towns along the border, but the fear is that hezbollah and other

iran-backed groups in the region may escalate the fight to support hamas, and iran says western attempts at diplomacy are preferential. >> we respond to the americans that we are not looking to expand the war, but restraint cannot be won-cited. you cannot advise lebanon's hezbollah to have restraint but tell netanyahu, we give you the freedom to commit whatever crimes you like against civilians. >> israel has been moving military equipment to its northern border, another sign of the rising anxiety. israel has threatened that if hezbollah opens a new front, all of lebanon will suffer the consequences. >> that was charli james reporting. time now for business. the united states has banned more export of more ai chips to china.

>> this is part of the biden administration's effort to stop beijing getting cutting edge u.s. technologies to strengthen its military. the new rules add to existing curbs put in place a year ago aiming to slow down china's expansion up artificial intelligence, which could be used for military applications. the move aims to close loopholes and expand the export ban two more countries to curb china's ability to produce advanced chips abroad. it also applies to products that major chip nvidia specifically designed and continues selling to china without violating the previous ban. nvidia shares dropped around 5% this tuesday following the announcement from the biden administration, even though it said it would not have an immediate impact on its financial results. other semiconductor brands also fell.

the dow and the s&p both ended the day flat. china kicked off a two-day international forum to mark 10 years of president xi jinping's signature project, the belt and road initiative, with foreign guests including vladimir putin attending. beijing also signed a new free-trade agreement with serbia. following a series of bad debt and other challenges, china has shifted its strategy from financing massive global infrastructure projects to focusing more on smaller, greener investments. >> a show of diplomatic might for xi jinping, surrounded by friends, including russian president vladimir putin, to celebrate 10 years of the belt and road initiative under president xi's flagship program. china has spent nearly $1 trillion in investments and loans, creating an infrastructure network on land and at sea, intended as a 21st-century revival of the silk

on the war between hamas and israel as some accounts accuse palestinians of using crisis actors. tell us more. >> that's right. it is the ongoing war between israel and hamas. we have this 26-second viral video that has been circulating amongst indian accounts on social media with islamic and pro-israeli tendencies, a video that led us to show palestinians -- a video that alledge is to show palestinians staging their injuries. it shows a woman applying makeup to actors to make it seem as though they have sustained injuries. the caption reads this is the real truth of palestine. the user who shows this video also writes on his account, he says welcome to islamic university of victim card. you can learn how to do full makeup and blame israel.

a similar video wasn't shared with text in hindi that translates, something to special makeup for children in gaza so israel can be defamed, and in the text in english in the video, you can see they claim this is fake blood that paints wounds that are obviously not real, and they continue to say all of this is done in order to make the world feel sorry for them, to make israel look bad. as this user claims in the tweet, saying let's not get carried away by the fake victims of palestine. >> so what do these videos really show? >> the videos we just showed are old and have nothing to do with the recent conflict between hamas and israel. by conducting a reverse image search, we found that the same video published on this youtube account on march 2, 2020 --

march 2, 2017, long before the current conflict, where they report on the palestinian film industry and where we learn that these makeup artists and actors are in this set to film a project organized by the french charity called doctors of the world, aiming to raise awareness about the dangers experienced by gaza residents and affect checking colleagues. -- and fact-checking colleagues. you see this banner that indicates simulation, and you can also see this man wearing a t-shirt with a logo for doctors of the world. a similar case for the second video that we found posted on gaza post a youtube channel.

on february 20 5, 2017, so it was posted in 2017 as well, where we see the same visual elements in the fake claims as in this report where they report on cinematic tricks, as they say, and art that conveys gaza in a different way to the world, a report focusing on these makeup artist and their work in the palestinian film industry. what we see here is another video that is old and has nothing to do with the current conflict between hamas and israel. >> this is not the first time these crisis after claims are being used in promoting propaganda. >> not the first nor the last. the same video we saw, these viral claims from 2016 has also been seen -- was also shared by the syrian government supporters to claim that the atrocities were staged back in 2018 and we also saw this method widely used

by russian propaganda to claim that the war was on the streets of kyiv earlier this year were also actors. this is a method widely used in war disinformation, widely used by syria, russia, and now by pro-israel and hamas propaganda as well and now also in india, as we showed where a network of pro-hindu and pro-israel handles are disseminating this anti-israel rhetoric on social media as logically facts found that over 20% of mentions or tags in support of israel in the world online actually come from india, which is the majority, as you see in this chart, so in this war of disinformation, this is also taking place on social media. >> tremendous amount of misinformation and disinformation out there. thanks, as always. that is it for now.
