>> hello. this is "the newshour live" from delhi. unrelenting israeli strikes on gaza overwhelm hospitals already running out of fuel and supplies. scenes of destruction. more than 5500 palestinians have been killed since the bombardment began. the united nations secretary general -- >> cannot justify the collective punishment of the palestinian people.
5:31 pm
>> the united nations secretary-general says there have been clear breaches of humanitarian law in gaza. and efforts continue in the middle east where the french president has been holding meetings with the israeli and palestinian leadership. >> i went through hell, something i did not think human beings could do to one another. >> plus, one of the israeli captives released by hamas has been describing her experience in detention in gaza. welcome to the program. there's still no relief in sight for the people of gaza, which remain under heavy bombardment. hundreds of palestinians have been killed in the past day. health officials say some hospitals can no longer treat the wounded because they have run out of supplies. the palestinian red crescent
5:32 pm
says aid trucks containing water, food, and medicine entered late tuesday, but supplies are dangerously low. more than 5800 palestinians have been killed since the war began october 7 according to gaza's health ministry. >> the moment an israeli strike hits near a hospital in gaza city. the injured are carried on stretchers to the already overcrowded hospital. there has been no letter in israel's bombardment and no end to the screams and cries that all are. some are people calling for help. others are grieving. realization that in an instant, loved ones have been killed. then there is a flip -- frantic attempt to leave before another strike, but there is no way to go. >> first, we took shelter in the
5:33 pm
mosque. we received warning from the israelis that it would be shelved. then we gathered in one of our extended family's home. we received another warning with instructions to head south. as we headed south, the bombardment continued. we decided to go back and if we die, we die at home. >> electricity is not reaching hospitals, and they are running out of power in their generators, putting babies in incubators and people in ventilators at risk. nowhere near enough data has been allowed in. the destruction is immense and palestinian families who have been displaced time and again now find themselves once more without homes. >> let's get the latest on the ground from inside gaza. hello there. another strike happens near a
5:34 pm
hospital this evening on wednesday. what impact does that have? >> the israeli occupation air force has conducted a series of airstrikes, but the main concentration is in two areas. they have been informed and recommended for every single person to evacuate to considered to be safe. until now, the israeli occupation forces carried out more than 50 airstrikes. the eastern areas also witnessed massive aerial bombardment throughout the past hours. the israeli strikes in this district led to the death of dozens of palestinians and even more than 20 palestinians were injured till this current moment. >> what have you seen in terms
5:35 pm
of that aid trickling in from the rafah crossing? there's still no sign, we understand, of any fuel coming in. >> the humanitarian aid that entered the gaza strip is still limited in comparison with previous kinds of consumption in normal days. today, trucks going into the gaza strip carrying out supplies for trucks carrying water and even trucks carrying food supplies to the besieged territory. these limited supplies considered a drop in the ocean in comparison with the needs of the gaza strip on a daily basis. according to the united nations, the gaza strip needs every day 163,000 gallons of fuel. at this moment, the occupation forces announced there is no entry of fuel to the besieged territory and the humanitarian
5:36 pm
calls made by local authorities inside gaza for the international community's ngo's to allow access of fuel to the besieged amphitheater in order to keep providing humanitarian services for thousands of palestinians inside gaza. also, they said if any kind of fuel shipment will be delivered throughout the gaza strip throughout the coming 24 hours, the united nations will be out of services and will be forced to suspend and halt operations in the territory. >> we really appreciate that update, as always. thank you. the director of communications united nations relief and works agency for palestinian refugees in the middle east says her organization may soon be forced to cease operating in gaza. >> we have not been able to bring in any supplies of fuel
5:37 pm
since october 7. our supplies are running out of fuel. they are running out fast, and if we do not get an urgent shipment of fuel in the coming 24 hours, we might be forced to halt our humanitarian operations , one of the largest in the history of the agency. it is a very sad day because we confirmed that half of those fleeing were teachers. females, mainly. some were killed in the line of duty. some were doctors. we have one gynecologist as an example who was sitting in her house with her family. others are terrified. i have been sending horror
5:38 pm
stories, but many thousands, these are the unsung heroes, and truly, it is not a gimmick we are using for pr. those heroes on the ground continue to be on the front lines in shelters continuing to deliver assistance to those who need it most. >> there have been tense exchanges at the united nations security council after the secretary-general alleged violations of international law in gaza, prompting an angry reaction from israel. antonio guterres also appealed for the immediate implementation of a cease-fire. >> it is important to also recognize the effects of hamas did not happen in a vacuum. the palestinian people have been subjected to 50 six years of -- 56 years of suffocating oppression. their economy stiffened, their people -- displaced and their
5:39 pm
homes demolished. their hopes for a political solution to their plight have been vanishing, but the grievances of the palestinian people cannot justify the appalling attacks by hamas, and those appalling attacks cannot justify the collective punishment of the palestinian people. >> [reading names] just a few of the many children and babies that have not seen people. they have not caused people, but they are victims of evil. these kids witness all which cannot be described. mr. secretary-general, in what world do you live? definitely this is not our war.
5:40 pm
>> speaking on the sidelines of the security council meeting, foreign ministers from jordan and saudi arabia appealed for calm and stressed the importance of the humanitarian cease fire. >> let's just step back. let's not let rage determine the future. let's allow common sense and reason to come back and let's all together say it is time we solved this challenge, this conflict once and for all, and the only way is peace that will fulfill the rights of all and allow all of us to work together to create a future. >> a cease fire is a humanitarian impact. we are raising a desperate situation in gaza right now. we are facing an impending humanitarian catastrophe. every hour we speak, more civilians in gaza are dying. more people are getting injured. the situation is getting worse. a cease fire is an absolute
5:41 pm
necessity immediately. that will allow us to address all other issues. >> for more on the developments out of the united nations, let's bring our correspondent who joins us from new york. what are these new resolutions coming out of the united nations, and what do they mean in a practical sense? >> we now have three resolutions at the united nations. of course, the one from the united states that we expect to be voted on later this week, perhaps as early as tomorrow. it calls for humanitarian paws but not cease fire. we now have two new resolutions, as you mentioned. all that were drafted on tuesday. one is from russia. that will go in front of the security council as well. it calls for an immediate cease-fire and also calls for israel to rescind its evacuation notice for the north part of gaza. it condemns and rejects israel's
5:42 pm
blockade of gaza and calls on all hostages to be released and condemns hamas. the key point is it calls for an immediate cease-fire. the united states has clearly said they do not support that. the united states has veto power, but this is really russia 's resolution -- their second resolution. i hope this one will now have enough support perhaps that they can get it through, but again, the u.s. has veto power, so they have to convince the united states to support this as well. the other new resolution is one that will go in front of the general assembly and not the security council. it is sponsored by jordan and arab group. it also calls for an immediate cease-fire and also calls on israel to rescind its evacuation notice for civilians and humanitarian staff in the north of gaza. this will be voted upon, we believe, by the general assembly , all member states probably thursday or friday.
5:43 pm
a lot of backdoor negotiations, but the key take away is two new resolutions. both call for an immediate cease-fire. >> we really appreciate that update, as always. as gabe mentioned, the u.s. government is not calling for a total cease-fire but is pushing for a humanitarian pause. for more on developments out of the u.s., let's bring john's heidi zhou-castro who is in washington, d.c. the national security council spokesman john kirby has spoken about the u.s. developing a contingency plan to evacuate americans from the middle east. what more can you tell us? >> john kirby says this is really a just in case plan. he said that it was the responsibility of the u.s. to have these contingency plans in case the conflict spreads wider into the region. he said this was a prudent planning effort, and he emphasized that there is no
5:44 pm
"active efforts" to evacuate americans beyond the charter flights the u.s. government has already been supporting out of israel for about the past week. >> there were a series of drone attacks at american bases in iraq and syria last week. what have you learned about the impact on american troops? >> that's right. we heard about these attacks, but now we are learning that they resulted in minor injuries to some more than two dozen u.s. american military personnel, but these were minor injuries, and they were all returned to duty. 20 of them in particular on october 18, there were two attacks that happened on the same day, one targeting based on syria and another in iraq resulting in the injuries i just spoke of. there was no property damage
5:45 pm
except for in iraq when a drone was shot down. this was one of the attack drones. debris damaged an aircraft hangar, and there was a u.s. civilian contractor -- >> we have some breaking news out of the united nations where the iranian representative is addressing them. let's listen. >> the international community carries an obligation. their commitment should be intensified to provide comprehensive protection for palestinians, which includes stopping israeli military aggression, establishing an immediate cease-fire, ensuring unimpeded humanitarian access, opening the rafah border crossing and facilitating the
5:46 pm
delivery of aid supplies. the u.s. secretary of state once again attempted to wrongly place the blame on iran. we categorically reject these allegations. our commitment to regional peace and stability remains unwavering. we are aligned with the international community in endorsing the call for an immediate cease-fire and the cessation of israeli military aggression as well as imperative to help the forced displacement of over one million people. the united states' unwavering support for occupation and aggression has rendered it an active part of the problem. the u.s. has further exacerbated the problem by overtly aligning itself with the aggressor at the expense of the innocent palestinian population.
5:47 pm
mr. president, today at this chamber, the united states attempts to shift the blame from the wrongdoer to the victim. attempting to grant the occupying regime and unjustified to self-defense. international law is clear on this matter. there is no provision for an occupying regime to invoke the right of self-defense under article 51, but international law and the united nations charter injuries recognize the legitimate right to self-determination as well as the legitimate right to self defense for palestinian people, including resistance group like hamas. iran continues to fully support
5:48 pm
the legitimate right of the palestinian people. our commitment is to stand with palestinian aspiration until the occupation is ended. >> i think the representative of iran for their statement. >> that was the iranian ambassador to the united nations. let's bring in al jazeera's senior political analyst from london. we know the u.s. has been shifting the blame or blaming iran for its role in the region, particularly the funding of hamas and hezbollah. what did you make of the comments there? >> it is nothing surprising. more of a low-key speech than anything we would imagine coming from tehran, like the speeches
5:49 pm
have been here in the public squares. i think in this sort of forum, it is basically checking the boxes about the palestinians' right to self defense and the need to end israeli aggression. i think the israelis are not exactly distancing themselves, but clearly stating a safe distance from what is happening. they are neither implicating themselves nor are they keeping too far so as not to be or sound like a disinterested party. iran has geopolitical and regional interests and has acted accordingly. >> we are seeing a lot of diplomacy, a lot of addresses to the united nations, and no lots of resolutions, but what is happening in terms of any action on the ground in gaza?
5:50 pm
>> unfortunately, there's a lot of draft resolutions, but there are no final resolutions that are applicable or actionable in terms of the international community moving to put pressure on israel to end what is now becoming industrial-strength killing in gaza. today, the united nations, with the exception of the speech by the secretary-general, sounded like a theater of the absurd, speaking across each other as if they are in the tower of babel, just going on and on, each to his own logic, each to his own justification, each to his own position. there have been three draft resolutions not agreed to.
5:51 pm
while they are talking in the united nations, people in gaza are diane, and israel is going on with its bombing. today's result, 700 deaths in addition to countless injuries. it is just horrifying. the idea that one day, they would kill more than twice those killed in the 2021 war is something the international community is supposed to be paying attention to. second, western democracies that uphold international law, universal values and this and that and the other thing are silent or accomplice, complicit in this very genocide that is going on. >> yes, and you are right to point out they are draft resolutions, not resolutions at this stage. thank you very much for your insights, al jazeera's senior
5:52 pm
critical analyst. the israeli army says its naval forces have killed a group of divers from hamas who tried to infiltrate israeli territory in a seaborne attack. the army is still searching areas in the south for any fighters who managed to reach israel. i former u.s. secretary of defense says it is insight into the available resources of hamas . >> i think it showed that hamas has a lot more capability than we thought. also, i think it is another way for them to accomplish their objectives, because i lot of their ground forces have been decimated by the israeli airstrikes that have been getting more and more intense every day since october 7. there is no evidence that iran told them to attack when they did, but iran has been getting
5:53 pm
them for a long period of time to get ready to do this, and this was one of the things that nobody ever really thought much about, swimming to penetrate. i think it does show how clever they are. i think it might show that they made some arrangements to get some of these divers to get involved or to hook up, if you will, with some small boats or something that they could then use to combat problems from the sea. i think basically their capabilities are beginning to get reduced because we are talking about beginning of october 7. i don't know if they planned on this going so long or they thought the israelis would respond, but it seems to me there was only so much that they could stockpile that would
5:54 pm
enable them to keep fighting at the pace israel is because israel not only has a top class military, but they are getting an lot of military aid from the united states. >> french president emmanuel macron has visited israel to show support for its war in gaza. in a meeting with israeli prime minister benjamin netanyahu, he went as far as to suggest joint international action against hamas. >> it was not just a show of support for israel's prime minister. it was in effect a call to arms. the french president suggested taking joint international action against hamas. >> this is why france is ready for the international coalition against isil, within the framework of which we are engaged for our operation in iraq and syria. >> in ramallah, he reiterated his call to treat hamas like
5:55 pm
isil, but in all, his statement was more sympathy than action with no plans for a cease-fire or humanitarian corridor. >> i want to express my condolences to all the victims of this violence unleashed by hamas, to the families of the wounded and those who lost their loved ones in gaza. our hearts are with them. >> protesters took to the streets, angry that hamas won't even meet with the french minister. emmanuel macron is only the second leader to come and visit. president mahmoud abbas in ramallah. most observers say there's not a huge amount the french president can do for the palestinians. israel meanwhile continues its nightly rates in the occupied west bank.
5:56 pm
also in the last 24 hours, two palestinians have died in custody in israeli jails. israel has only given brief details of the deaths, but as night falls, palestinians expect more raids, more arrests, and more just. -- and more deaths. >> let's bring in charles stratford, who joins us from rummel -- ramallah. what can you tell us about the death of a second palestinian prisoner in israeli custody? >> this man, 25 years old, it was the first time he had been detained. he was detained by the israeli military on october 22 not far from where we are. he was married and had a baby girl.
5:57 pm
his wife was expecting a second child. according to the family, he was suffering what we understand could well have been diabetes and was suffering complications with that condition at the time that he was detained. according to his father, it is understood that he was hooded and kept hooded for a long time, but his father was very concerned for him because of his health condition at the time of his arrest. the israeli prison authority put out a statement. it is not very detailed, but it says the detainee from the prison he was being held was unwell so was transferred to a clinic for examination where the doctors announced his death. the statement goes on to say the circumstances will be examined, as is the case with such events. we also heard that the palestinian prisoner association is describing this, the second
5:58 pm
death of a palestinian prisoner in as many days while in custody -- the palestinian prisoner association saying they are seeing evidence of what they describe as an assassination campaign beginning. what we do know, however, is that certainly human rights groups have been saying since october 7, since we have seen this huge wave of arrests, more than 1003 men taken from the occupied west bank and gently put into jails, rights groups saying they are no longer getting any access, no longer even getting any answers from the israeli authorities as to when they can have access to these prisoners. lawyers are saying the military have invoked basically part of the law that doubles the amount of time that they can hold a prisoner without him or her having to face a judge. it was four days. it is now eight days.

(sophie fouron) rio de janeiro. capital of brazil until 1960, the marvelous city as they call it, is now the third largest conglomeration in south america, but the metropolis still boasts some 32 square kilometers of rain forest, right in the center of the action. (vitor marigo) the city is really 360 around the forest. it's wonderful, sometimes you will see people going to work and they go to work through a national park. - if this lush city offers an exceptional setting, it is also home to hundreds of diverse and colorful favelas, known to the world mostly for their violent reputation. but life in these popular neighborhoods isn't
