>> msnbc contributor advised vice president joe biden on economic policy. now he's a senior fellow at the center on budget and policy priority. great to see you. >> thank you, contessa. nice to be here. >> we're watching for this fed meeting at 2:15 eastern time. what tools does the fed have left to help turn this economy around? >> qe 2.1. qe stands for quantitative easing. this is the main tool that the federal reserve has right now because the interest rate that they control, their other main tool is bumping around zero, you can't bring that down any further. quantitate v easing a couple of fancy words that basically mean inject more liquidity, more cash, basically into markets in the hopes of bringing down interest rates. in this case we're talking about interest rates for longer term bonds, the long end of the yield curve as we say. and the idea is that if interest rates are lower, investors who are kind of at the margins

trying to decide what to do, might take the plunge. >> and the president is getting a lot of the blame for what's happening on wall street right now. and the gdp. there are even columnists tieing the 400-point slide yesterday after his speech to his what they call rather lackluster words of comfort on the economy. but really can the president make a move without congress. at this point, should he call them back into session? >> i think he should by the way, i think the criticism of him is pretty much nonsense. anytime anyone tells you here's why an intraday trading occurred, you should walk the other way. i think the president did a pretty good job with what he had. he's got to really get the following message across, which i think he did a pretty good job of yesterday. the president should be saying as he did, i've got some deficit redestruction credibility behind me now and therefore what i've got to turn to is the real economy. forget markets, debt ceiling,

budget deficits, baselines, credit ratings, forget all about that. and talk to people about what matters most to them and that's the real economy and jobs. now will congress block him especially house republicans on these initiatives? very likely they will. but does that mean he sits on his hands? no. he's got to get out and explain to america as you said, people are looking for a plan. the president's the guy to bring it to him. >> there was a plan before he had a debt reduction committee that came forward. their plan a lot of experts said this is a great plan. let's go with this. and yet we didn't. what can the u.s. government do at this point, especially considering a lot of the volatility that we're seeing on wall street right now is because of what's happening globally not necessarily domestically. at this point what can government do to try and calm the markets? >> let me be more specific, when i say plan, i am not talking

about a debt redestruction plan. i'm specifically not talking about addressing that issue, which i believe this joint committee and this budget control act that the president just signed addresses. does it get you far enough as far as s&p and others are concerned? perhaps not. but what i think the markets as well as american families are looking for right now is a plan on jobs. on pay checks, on their living standards on the economy. there are numerous things a president could and is talking about. i think more of that is what's needed. >> jared, it's so good to see you. thank you. i appreciate your time today. >> my pleasure. >> that big question of mine, can the u.s. government truly solve these economic problems considering all the other factors? you can get to me on facebook, my twitter email. a heart wrenching day for the families of 30 american service members who were killed in afghanistan over the weekend.

the remains of their loved ones have just arrived at dover air force base in delaware. tom costello is there. he joins me now live. what a tragic day for these families, tom. >> reporter: it is tragic. it's tragic not only for the families, but also for the people here at dover air force base who have a very difficult job ahead of them. they've got to take those 30 individuals and also eight afghan special forces troops who were with those 30. 389 men in total. they have got to take the 38 men and try to identify the remains of each individual man so that they can then give those remains to family members and loved ones across the country. they are the remains of these 30 men, 38 men arrived on two c-17s here at dover air force base in the 10:00 hour east coast time. we are expecting this dignified transfer, procedure or ceremony or what have you this afternoon in the 2:00 hour. that's going to be a private

affair. no media is allowed. we are expecting the chairman of the joint chiefs will be here as well as the secretary of defense lien panetta. and perhaps some family members who want to be here for this occasion. and this would all be a very private affair because while the media have been allowed on occasion to attend these dignified procedures or ceremonies, in this event because all of these men died together in a horrific crash, and they have not yet identified and separated out the remains for each individual man, they felt it was only appropriate that family members should have the ability to say yes or no to whether their individuals remains are going to be allowed to videotaped or photographed by the media. so because they felt like nobody could give that permission yet, they decided that it was best to keep this private. no complaint on this side of the fence, i will tell you as we honor these men and the sacrifice that they have given this country.

again, 38 men in total have arrived here at dover air force base and this ceremony occurs later this afternoon. contessa, back to you. >> tom, thank you. british prime minister david cameron has called up to 10,000 more police officers to deal with the escalating violence engulfing britain. the violence and looting have spread beyond london's borders. this began as the response to the police killing of a young father last week. now it's morphed into widespread thuggery. >> these are sickening scenes. scenes of people looting, vandalizing, thieving, robbing. scenes of people attacking police officers and even attacking fire crews as they're trying to put out fires. this is criminality, pure and simple. >> we have the latest now from london. are things calm in daylight hours? >> reporter: well, yes and no.

there was tension this morning. firefighters were out in these pockets still putting out the fires from last night. crowds of people have gathered. within the crowds there is some tension there. some people are look for fights. some people are drunk looking for people to argue with. so the feeling is there. as far outright rioting that tends to have stopped late at night. once it gets dark they tend to set huge fires. there's a lot of trouble. police calmed things down from what we saw yesterday it flared up again in the afternoon. that's what everybody's worried about right now. there's been a buzz on social media yet again. naming times in some cases. naming locations. police are trying to get to those areas to be proactive. sometimes it works and sometimes it doesn't. nobody really knows at this point what to expect. that's the real bad feeling that seems to be across london tonight. we just got word that there is some trouble breaking out around

birmingham, which is far away from london, another city altogether. people are worried it's going to happen here, too. >> i was on youtube today. almost all of the most viewed news videos right now have to do with the london riots. a lot of them are home videos where people are pointing out look at all these looters and no police to be found. do people on the street feel like there's enough force reacting to the riots? >> reporter: no. no. i mean people -- we see them being interviewed crying and saying they thought that they might die because some were trapped in their homes when fires were being set around them. some had their homes burned to the ground. other people saw fires happening and violence happening, called police repeatedly, called firefighters and the police and firefighters were either overtaxed or couldn't get there in time because it was too vie leapt and dangerous for them. we know that certain crews of firefighters were attacked. so the police are ready to admit they have not been able to get

control over this. supposedly tonight prime minister announced that's all going to change. we asked, is it going to change tonight? is it going to stop tonight? with 16,000 police on the streets, supposedly that's a lot more than were ready for the royal wedding. can you imagine if this was going on during that period of time? police are also supposedly going to use more severe tactics tonight which they haven't yet, plastic bullets, armed vehicles -- >> right. >> reporter: we haven't seen any of that preparation yet everybody's hoping that they'll put this down tonight without too much violence against the citizenry or in return which is how it's pretty much gone up until now for three nights this would be the fourth. >> michelle, stay safe out there. thank you for giving us the update. tnchs manhunt is on for a family on the run. what the sibling fugitives dubbed the dougherty gang are

a maryland woman has disappeared in aruba. robin gardener went there last week. the man she was vacationing with said she was swept out to sea. authorities arrested him on suspicion of murder when he tried to leave the country. the maid who filed sexual assault against dominique strauss-kahn. she is seeking unspecified damages for the may 14th attack she called violent and sadistic. strauss-kahn is due back in

criminal court august 23rd. prosecutors are worried about the credibility of the story. the mayor of philadelphia is cracking down on teen mobs randomly terrorizing neighborhoods, attacking people on the street. the mayor announced new curfews and increased police paroles for certain parts of the city, now parents could be held responsible. they risk jail time if their kids violate these new restriction. police in florida have released dash cam video of a shocking high speed chase. there are three suspects in that fleeing car. two brothers and a sister all in their 20s. the police officer who chased them said the siblings shot at him more than 20 times. and they say that was just the beginning of this crime spree. the siblings are accused of robbing a bank, shooting it up with an ak-47. i'm joined by our investigative reporter. do they have any leads on where this trio might be? >> there are some leads coming

in. folks prick up the phone. they're calling in with information. not just about the vehicle, but about possible sightings. unfortunately at this point nothing has panned out. but the fbi has released their digital billboard campaign which has been extremely successful in the past. hopefully that will spark someone's mind and someone's interest in that they will pick up the phone and call. >> do these brothers and sister do they have a criminal background? >> they do have a criminal background. one of them actually was just placed on probation. just 24 hours before all this took place on august 2nd for ten years for a crime against a child. so that's sort of -- that may have been what sparked this outrage of them going on the run. they also i did confirm with the sheriff's office just within the last hour they do have another sibling who is alive. that sibling is not involved in this and they had another

sibling that died. right now at this point just the three of them on the run wanted for attempted murder of that deputy. also bank robbery, grand theft along with some other things as well. >> what's their mom saying about this, the shooting, the big police chase that we saw from dash cam video and now them hiding on the lam where people don't know where they are? >> mom says that she received a text message. she spoke out about that. something to the effect of i don't have it in front of me, we all have our time to die. so that combined with a lot of other people sort of just wanting them just to turn themselves in. they don't want this to turn up -- obviously they've shot at one person, allegedly. one deputy 20 times. at least 20 casings were found. one person i spoke with from the sheriff's office earlier said that's just a minimum. there could be more than that. you have to remember when they went into that bank in georgia,

have been sentenced to life in prison for assaulting the young followers he took as brides. in the sentencing phase here, the prosecutors actually have played an audio recording from years ago where he was preparing five young girls to have sex with him. there were also photos that were shown in this phase of him kissing these young girls. he had acted -- warren jeffsed a had acted as his own opportunity he was given an opportunity to make a closing statement in this punishment phase. mostly remained silent. he has just been sentenced to life in prison. newly released security video of the f-5 tornado that destroyed joplin, missouri, shows it ripping through the high school. the school system released the footage as part of a fundraiser to help rebuild the high school. several camera angles show the winds whipping through the halls, classrooms and cafeterias and debris flying in all

welcome back to msnbc. i'm contessa brewer. japan the lifting eing evacuation advisories in some areas more than 12 miles from the fukushima nuclear plant. tens of thousands of people will get to return home in about a month, nearly six months after the quake struck. the white house will announce new fuel efficiency standards for big vehicles like trucks and buses. that could save up to $50 billion in fuel costs and more than 500 million barrels of oil. dna testing in the d.b. cooper case is inconclusive. the fbi says it was not a positive match, but possible only because of a bad sample. and marathon swimmer did not make it to the florida keys from

cuba. she had to cut the swim short about halfway through because of wind and strong currents. sad. all right. let's take a live look right now at the markets. we're less than halfway through the trading day now. as you can see we're operating in positive territory. again, above the 11,000 mark. the dow jones up more than 200 points. the s&p is up almost 30. and the nasdaq is up on the day 83 points. in washington, the federal reserve is meeting this afternoon, but congress, well, it's on its summer break. cnbc chief washington correspondent john harwood joins me live. let's talk about what's happening globally. it's moving the markets and we're talking about what the government can do, what the president can do, what congress can do to tackle these economic issues. is it fair? >> sure it's fair. over the weekend tim geithner, the treasury secretary when i sat down with him said he thought there was still room for

government and central bans to act. today is the day to hear from the central bank, the federal reserve. i think they've had through quantitative easing at least as powerful if not more powerful an impact on the economy since barack obama took office than anything the president did. so that's one source of potential action. secondly, i think the white house is breathing a big sigh of relief that the markets are back up today. that calms everybody down a little bit. and i think they're sifting through all of their options. whether it comes to calling congress back, although i think that's quite unlikely. democrats think it's counterproductive. but coming up with new plans to stimulate the economy and confronting the congress. >> jared bernstein for his part came on and told me that he thought the president should call congress back into session. here's congressman charmly rangel of new york. >> even if we didn't do something the president should call us back.

we've got to work to get jobs for the people and training for those people. people want to believe. we have given them no reason to believe that's the reason why our credit went down. >> is there any reason to believe that even if congress came back early from this august recess that they could do real work? that they could get to some compromise or agreement on a jobs bill? >> no. and that's why i think the white house ultimately won't do it. i've been talking to other democrats today who say it would be counterproductive. what are they going to call us back to do? republicans are going to block most of the things that republicans want. as one aide told me, better to let the president command the stage by himself blame the republicans for going on vacation rather than call them back and look weak. i do think that one thing jared bernstein told you reflects a sentiment among democrats time to fight with congress. if they're going to block you anyway, might as well go at them

hard and take advantage of that 82% disapproval of congress. republicans may be overestimating their political strength right now that's what democrats think. >> thank you for staying on top of it. decision day in wisconsin. the polls are open in a recall election that might be a sign of what's to come nationwide in 2012. remember all those protests, the anger, the outrage over wisconsin republicans' plan to curb union rights? that's six months ago. today there are six republican state senators on the ballot in a recall election. and this has the potential to swing the balance of power back to democrats. by the way, three democrats are also up in recall elections as well. joining me state senator luther olsen, a republican who's on the ballot on this recall election day. senator, good to see you. >> good to be with you, contessa. >> do you think people are voting today based on these collective bargaining rights for government workers, or has this really morphed into labor versus

tea party divide? >> well, i think the democrats and the union folks are voting the union part. the other folks the republicans i believe are voting to support us in what we did to balance the budget without raising taxes, our job growth agenda and things like that. i think it's two different reasons folks are going to the polls. >> you haven't had a democratic challenger in all of the 16 years i understand that you have served. yesterday, i talk odd the democrat who's the first to challenge you and here's what he said. >> wisconsin has -- in the midst of a historic set of events. unfortunately this year too many of our representatives have simply been a rubber stamp for -- handed down by our govern and majority leader. >> representative fred clark obviously thinks in a republican district like yours that he can make some headway that he stands

a chance. were you prepared for the vocal backlash against the governor scott walker and the wisconsin republicans on this collective bargaining issue? >> well, you know, there was a lot of noise. we're going to find out tonight if that was a majority or just a lot of noise from a few folk. it's interesting when we had all the demonstrations in the capital how many out of state folks were there. now, sure, honestly it's a big issue and we're going to see if the majority supports us or not. if they're going to support us for making tough decisions or going to say, well, we said we wanted to go to the ballot box, but we're not so sure. >> speak of outsiders coming in to support the effort, you've been criticized by state democrats for accepting hundreds of thousands of dollars from the yuber conservative rich political action guys, the koch

brothers. there's some criticism about having a tea party bus come in to support your efforts. do you find that a valid criticism? >> well, i mean, i don't think the koch brothers gave me one cent, but i'm not sure. i'm pretty positive they didn't. and the tea party guys were going all over the state. no different than, you know, you look at my district and you find out of state license plates on cars from union folks from missouri, arkansas, kentucky, all over the place. so this is a national issue. this was started by out of state big union moneys that said they're going to recall us. that's what's happening. we're just responding. >> all right, well, i know that turn out today could be a big factor in who survives the recall elections and who doesn't. senator, thank you so much for spending a few minutes with us today. >> thank you. it's been my pleasure. ed schultz will host "the ed show" live from madison,

wisconsin, tonight at 10:00 eastern right here on msnbc. you ever see those bumper stickers that say my child is an honor student? those parents are taking pride, even a little bit of credit for their kids good grades. there's an increased push for parents to take blame when their kids skip school or flunk out. why shouldn't it be the vote? maybe you should have a sport a bumper sticker when your kid is failing. >> some of this comes from teachers, right, who are tired and angry about taking the blame. everyone says our schools are a mess, our teachers are to blame. lawmakers are listening. check this out, there's some laws in alaska parents can be fined if their kids are truant. in california parents can get misdemeanor charges if their kids continue to cut class. there's forced parenting classing for parents of gang members who understand attendance isn't so great so

far. and then there's proposals in indiana a propaez ol to force parents to volunteer three hours per semester at their kids' school. in florida parents would get report cards for how involved or not involved they are in their kids lives. >> it's so funny with matters of education. there's a lot of matters about accepted conventional wisdom if you spend more money, it makes for better classrooms and better grade results. or if you have smaller class size. maybe they're finding those things don't matter as much as we thought they did. what matters and what is consistent is how involved parents are in their kids' education. >> that is what's behind this. there is no question. even in ie village when we ask, in the middle ground parents say they have to be involved. the question becomes on one side should we be legislating. people are saying ridiculous. how are you going to enforce the

laws. others say parents should be held accountable. it's the only way our kids are going to succeed. >> one more thing here, lots of parents of teenagers right now who are probably wringing their hands in frustration, if you ever tried to manage what your teenager does it's an impossible challenge. what about the parents that are working three jobs and don't have time to supervisor because they're trying to keep a roof over their families' heads. >> what about their kids who are doing their kids' work for them because they want them to get the a and the other parents who refuse to do that they want the kids to see they have to do it for themselves. no one's going to be in their jobs or lives doing work for them. how do use legislate that? who gets the report card in that case? >> it's a curvy road the path to educational success. thank you. be sure to join msnbc this sunday at noon for a special two-hour program "a stronger america making the grade" live from detroit. it will be hosted by tamron hall

dover today. all this debt and downgrade talk has left americans in a fairly foul mood. just 24% of people in a recent poll say members of congress deserve a return trip to capitol hill. and according to the "usa today" gallup poll fewer than half backed president obama's re-election bid. crystal wall also ran for congress and joe watkins is a former aide to both presidents bush. we could see a repeat of 2010, crystal, when the theme was kick the bums out. >> well, the thing to look at is what makes a wave election in a presidential year is very different from what makes a wave election in a midterm year. in the midterm congressional approval ratings really mart in. 2012 it's going to be about what happens at the top. it's a bit like if you were trying to predict in a movie was a blockbuster by looking at extras.

clear on saturday that he's in this rasz. he's going to be speaking to a group of conservative bloggers in south carolina. the second primary state, then he's going to head to new hampshire, the first primary state. sthast the same day that iowa holds the straw poll. so the sunday newspapers will be about the republican straw poll in iowa on a day that rick perry made it clear he's in the race. that's the plan. >> why is he choosing to be in new hampshire and south carolina on that day rather than iowa? if it's about headlines and all of that, wouldn't he make more headlines by being in the thick of it with the rest of his opponents? >> you're right. he would have. but this is a late starting campaign. two months ago rick perry had no intention of getting into this race. you don't just show up at the iowa straw poll on the day before the iowa straw poll. this is a test of organizational strength. you get a place and a tent ant you woo your potential voters.
