lines and job plan promises and face up dust to dust with the tea party. white house jay carney is our exclusive guest this morning. governor rick perry cools the rhetoric, he doesn't back down from the treason accusation but doesn't double down either. why is obama cutting him slack. democrats manage to hold on to both seats if the final recall election. are wisconsin voters burned out on recalls or is governor walker next. it's wednesday, august 17th, traveling with the president on this bus tour. this morning we're bringing a special edition from dafen port, iowa, part of the quad cities region making our way down to mississippi. the president will give a major speech on jobs and the deficit just after labor day, a concession that critics who have criticized him for not presenting a specific jobs plan. the white house tells us he's

likely to propose a mix of tax cuts and infrastructure ideas targeted too the unemployed. he wraps up with two town halls in rural illinois. on the one hand he's been able to reconnect with voters with one on one politicking on this noncampaign trip but had tougher moment with these confrontations with the tea party. in an interview with cnn the president was asked whether he'll be a one-term president if the economy doesn't recover? and he seemed to acknowledge that tough situation. >> ultimately the buck stops with me. i'm going to be accountable. i think people understand that a lot of these problems were decades in the making. but ultimately they say, look, he's the president. we think he has good intentions but we're impatient and want to see things move faster. >> of course, this trip has been sort of a split screen for us with the republicans. rick perry in particular and his

campaigning miles from the president but yesterday he was more subdued. he got back on his jobs message still accusing bernanke of treason, didn't ril up the white house. the president chose not to pick a fight with him. >> you've got to ask yourself, what is the president's idea to fix the economy. well, apparently it's to create a new jobs agency. >> criticize me as you want, but unless we have a pro-business president in the white house, then i fear for the future of this country. >> anyway, back to the bernanke comment, the president decided not to criticize perry for it. now, back to you what the president is up to. he'll give a major speech on jobs and deficit just after labor day and we ask jay carney in an exclusive interview what

exactly -- what details he could give us and that's how we -- >> jay, let's start with the news you guys put out this morning that the president is going to unveil this new jobs sean deficit reduction plan. >> chuck, he's been talking about this fairly frequently in the last couple of weeks since the deficit -- or debt ceiling deal was reached. it won't be one plan, it will be two proposals. he will in early september begin to talk bsh -- put forward a proposal of job creating ideas that will contain some of the things he's talked about like extending payroll tax cut which puts money in every american family's pocket but other new ideas, i'll let the president unveil those.

but they will all be things in a normal universe should have brought bipartisan support. we expect that congress will come back having been at home in their states and districts and having heard the urgent call from their constituents for compromise and getting things done and working together in washington, to do things to create jobs and grow the economy, that we can actually -- >> you say it's two plans. this jobs plan he unveils and separate and distinct plan that he wants to give to the super committee on the deficit reduction? >> that's right. but they are linked in the sense that being aggressive in deficit reduction and dealing with our long-term debt is important because it helps you pay for the kinds of things in the near term to grow the economy and create jobs. they are linked but it will be a separate plan and he'll provide it to the super committee which hopefully super is a super does and will deliver on its mandate to significantly reduce the deficit and gets a plan through congress. >> is it the boehner obama plan

that he's going to hand over that had 800 billion in new revenues? >> it will be entirely consistent with that. as you know and you know a lot of detail about the plan. the president worked diligently with the speaker of the house trying to get to a grand bargain that would be balanced in the way that most americans think washington should address this issue in a balanced way, including deficit -- spending cuts and revenues and entitlement reform and tax reform in a way that would really go after this problem. there is an opportunity. there was an opportunity with the grand bargain that remains hopefully another opportunity to tackle this issue for the long term, which if you're a progressive is very important because it puts the america's fiscal house in order in a way that allows you to make the key investments that will allow this economy to grow. >> this turn to jobs sounds familiar. i want to read you the lead of a "washington post" article from december of 2009. president obama plans to outline a major push to tackle one of biggest threats to the economy and his administration, the

soaring unemployment rate. "washington post," december 8th, 2009. what makes this different? >> it's a continuation, as you know when you were sworn into office, the economy was hemorrhaging jobs. to the tune of more than 700,000 a month jobs lost. all tolled in the recession, millions of jobs lost. we have been digging ourselves out of that whole. through the actions he's taken with congress and the economy has been growing but too slowly and has been creating significant number of private sector jobs, over 2 million in the last 17 months but not enough. that was a deep hole. we're still climbing out of it and we have to keep doing things that grow the economy and create jobs. >> the administration believes the president will have the credibility to publicly sell this plan when he's been trying to sell jobs plans for years. >> he's had some success in selling jobs plans in his time in office because one of reasons it's so good and important to be out here in iowa and out in the

country is you hear from folks that they are feds up with washington's inability to act, fed up with gridlock and partisan posturing and they want things done. to get things done in a divided government. it require compromise. the president has demonstrated his willing to to compromise and he's shown in the ideas that he's going to move forward and talked about already in check job and job creation. historically had significant bipartisan support. >> a little bit of politics, i'm going to play the sound bite that a lot of people have heard, rick perry on ben bernanke. take a listen. >> if this guy prints for money between now and the election, i don't know what y' all would do to him in iowa, but we would treat him pretty ugly down in texas. >> the president yesterday in an interview said he's going to cut him some slack.

you were cautious in your criticism. it seems too cautious in your criticism. this is the chairman of the federal reserve arguably was you know, you could make the leap that governor perry may have been inciting somebody talking about in a physical violence -- yet didn't condemn the remark. i was surprised. >> i would say it's not a good idea to threaten the fed chairman, the federal reserve's independence is very important. i think the president is right. when you run for president and certainly once you become president, your words have greater impact than you're used to, whether you've been a governor or congressman. >> you're giving him a pass for this? >> i've said my piece. others have been critical of it and i think we'll leave it at that. but it is important to remember when you have the cameras on and when you have so much attention being paid to you that your words do have greater impact than they normally do.

>> do you condemn the remark? >> i'm not going to condemn anything. i think it was not a good idea to use that kind of language. the federal reserve chairman is -- the federal reserve is an independent body, this chairman was appointed by first time by the previous president, president bush, republican president. and we in this white house take that independence very seriously. >> why shouldn't we read into this that this is the white house's way -- president calls mitt romney up, i've heard it a few times on the health care mandate, but you back off on perry. are you choosing your opponent? >> i think you're overanalyzing this. the governor of texas has been in the race for a couple of days. we're not particularly engaged right now or focused on the republican primary race. the republican doesn't have a primary. he's focused on the economy, jobs and on dealing with our deficit in long-term debt and his -- the things he's done to try to get this country moving

again. now the reference to former governor of massachusetts, governor romney had to deal with distancing himself from a health care plan which as you know in many ways a model for what was passed into law by congress just last year. >> what were you guys defining success at for this trend -- i know you don't want to -- aren't going to get into the games, is it political or not. it certainly feels political, then again any time a president goes on the road you could put politics in it. >> sure. >> define what was a success for this trip. >> i think it was incredibly successful and will be again today because it's enabled the president to talk about the state of the economy, talk about what we need to do, to enlist minnesotans and iowans in calling on congress to break the gridlock and demand action. it's been -- you know, one of things that's very useful.

i've never felt and i've spent a fair amount of time in washington, i have never felt a great desire to leave town and get in the part of the world. he hears from small business men and women and folks trying to make ends meet and it really feeds into his -- the way he thinks about what we need to do for the economy and country. >> you're clearly quick on your feet. i was impressed you went minnesotans and iowans and people of illinois, didn't do illinoisans. jay carney, we have two more stops and then vacation while the president heads to wear? >> he is headsing to martha's vineyard. >> the family is there? >> i think they are all going together. he's done with this with two daughters and wife and looking forward to spending time with them. >> thanks, jay. >> appreciate it. >> all right, my interview this

recession, gotten the economy moving back again. but over the last six months, he had run into a little bad luck. mr. president, america's crisis is not bad luck. it's bad policies from washington, d.c. >> that was the texas governor this morning. he's trying to keep the pressure on the president. he and mitt romney are holding separate events in new hampshire while the president wraps up his bis tour in illinois. former success of the republican governor's association, bob mcdonnell. let me start with -- governor perry and i know yesterday you said you thought he could have said things differently. do you believe governor perry should have apologized for the incendiary remark? >> governor perry is a tough guy but a compassionate guy. i thought the remarks probably were something that could have been said differently.

i think what he's trying to express was his frustration with both monetary and fiscal policies out of washington and no credible plan for the president to reduce the debts or the deficit. i understand his frustration, i would have said it differently. >> so you're not on the side of karl rove who called it unpresidential and rick santorum who compared him to john conniers and some of the things the democratic congressman from michigan had said about george w. bush? >> i'm just saying incendiary remarks against the fed chairman add to the national debate. what the governor should have said is a debate about the policy. that's what he got into after that, $14 trillion national debt heading towards 22 trillion, which gets us to 100% of the gdp killing our country. we've got to have credible spending reduction plans and jobs plan and the administration has failed to produce either

one. so that's why we're in this mess. that's what he meant to say. rick is a -- has been a great governor, best in the country on job creation and he's going to contrast what he's done in texas with what they are not doing in the white house. >> governor, you like to tout virginia's ratings on being one of better places to do business and where the unemployment rate -- >> not one of better places, the best. >> the best, my apologieapologi that's right, the new ranking came out. where would virginia's unemployment rate be without the federal government? how important is the federal government? and govern spending particularly on defense to virginia's economy? >> well, there's no question, virginia is one of the largest recipients in country in per capital federal dollars and i'm a strong supporter of cutting back federal spending and it will have a disproportionate impact on our state long term.

depending on where they decide to cut. i can only say that of the jobs that have been created in virginia in the last couple of years, the overwhelming majority have been private sector jobs. we're down from 7.2 to 6% unemployment. you're correct, cnbc and -- ranked us the best in the state to do business. while the federal government spending has helped in health care and education, long-term we're relying on private sector growth to boost our economy. we're expected them to cut and they should cut. >> i want to put your political hat on. when you ran for governor, utd the luxury of not having a primary opponent. you got to run a general election strategy the entire time. how concerned are you that the republican presidential prima primaries are going to move the party having too much with the tea party and not enough with

swing voters? >> there's no question from my own experience in 2009 running for governor that it's all about getting those independent voters to come your way. that 30% in the middle determines who wins most elections, assuming the base is generally with the candidate. i'm not worried about it. we've got -- had a stage full of great candidates and governor perry is a great addition. but look, they all know their message of fiscal responsibility and job creation and a coherent energy policy and getting america back to work is a message that not only the republicans will respond to but also the independence. i'm really not worried about it. primaries always have a tendency to bring out the base, of course, but this is a message that resonates with middle america. i think it's the right message. >> governor, do you believe there's room for one or two more

candidates? still chat about paul ryan and calls continue to go into the office of new jersey governor chris christie, do you think there's still time? >> sure, of course there's time but i don't expect anything more than that. i think the field is pretty much set. you have a great group of men and women competing for the nomination. i think it's the most qualified candidate maybe a current or former governor, can't kick the can down the road and get things done on time. it wouldn't surprise me for somebody else to get in but i don't think any of the three or four kicked around are going to get in. we have a talented field. all of them will be a better jobs and fiscal governor than -- president than what we have now. >> well, there's huntsman, romney and perry. are you going to endorse between those three, the only governors? >> probably not.

bottom of the hour now. quick look at what's driving the day. president obama wraps up the three-day bus tour before heading back to washington tonight. he begins vacation tomorrow. the granite state takes center stage as mitt romney and ron paul all hold campaign events around new hampshire. in joplin, missouri, students and teachers are returning to class less than three months after the deadly tornado that tore apart the town while some schools remain intact. other classes had to be moved to make shift locations like industrial parks and shopping malls. >> a few other stories making headlines, what do we have? election results. >> the last of the wisconsin recalls are over. both democratic state senators that were up for recall held

onto the seats. among the 14 democrats who fled the state trying to delay scott walker's controversial budget bill that drastically limited collective bargaining rights. despite the win, they fell one seat short of taking the state senate. big question now, is there the political will and do wisconsin voters, are they burned out on recalls or will the will be there to follow through on recall attempts on governor walker? a new pentagon report cannot insure that body armor provides appropriate protection because the bullets were tested improperly. the report came as part of the audit from the pentagon inspector general, says inspectors did not carry out tests of their own and can't see whether the plates are defective or not. >> i feel like we've had these body armor stories so many times. remember the cigarette warning labels? four of the five tobacco

companies are suing the fda over the labels. they says it violates their free speech rights by requiring them to carry an emotional charged appeal to not use their products. bet you that gets to the supreme court. we shall see. texas governor rick perry has been making plenty of headlines this line and our friends at politifact thought they would look at the claims he made about the newest shiny object in the presidential field, mr. rick perry. we bring in bill adair. glad to have you there. let's get right to it. first line we tested, here it is, rick perry on the trail. >> they want to make -- if you're a tractor driver, if you drive your tractor across a public road, you're going to have to have a commercial driver's license.

>> now, rick perry has said this a few times about a supposed iowa law. what say you? >> that one gets a false on the truth-o-meter. this has become sort of a legend in agricultural circles that the government wants to do this but there's no truth to it. we talked to the department of transportation, there are no such plans to do this. it seems to be based on an idea that it was actually illinois that floated the idea, the feds have said they don't want to do it so false on the truth-o-meter for this one. >> don't mix up iowa and illinois. all right. here's the next rick perry sound bite, about his home state of texas. >> have the doom sayers forgotten that texas added more jobs in 2010 than any other state? >> all right, bill adair. true or false? >> true. he's right.

and of course, thgs the central point of perry's campaign, that he can do in the country what he's done in texas and that the economic growth they've had in texas can spread around the country. a lot of those gains were in the oil and gas industry partly because of a new type of drilling but he's -- overall he's right to truth on that one. >> all right. well, we know some of rick permry's opponents are out in full force, there's democratic congressman lloyd doggett said, 25 states have lower unkploimt than texas were tied with mississippi for more minimum wage jobs than anywhere else in the united states. >> that one also gets a true. this is a main counter point by democrats and we'll probably hear it at some point from republican opponents of perry that although he has had a lot of job gains, that those are not the high paying jobs.

in this case, doggett is right so he gets a true. >> all right. here's another criticism rick perry got from a republican opponent, ron paul said this, his record as governor does not show him as a standout as actually being a conservative. he actually was the chairman for al gore at one time not too many years ago. >> what did you give that accusation? >> we gave that a mostly true. not too many years ago turns out to be 23 years ago so mostly true that the -- >> a generation ago arguably but -- >> exactly. but it's a good reminder. a lot of in that period in the late '80s and '90s, a lot of democrats, particularly southern democrats switched parties and became republicans. at the time perry was a democrat and was indeed chairman of gore's 1988 campaign in texas. so mostly true on that one.

country, recognize that i'm not a lifelong -- i spent four years in government, i stwtried to do more than than, as they get to know me better and understand how it is i'm devoted to shrinking the size of government and encouraging the growth of the free economy, i think i'll get great support from the tea party. >> metea gold, for the chicago tribune and chris, for the president for the commission for growth. congressman, i want to start with you. listening to that answer from mitt romney, is mitt romney a member of the tea party, showing support for the tea party, trying to distance himself from the tea party? what did you hear out of that? >> you might say all of the above. i think the ee lek tore rat is looking from candidates more of what they say than what they've done. mitt romney tries to share his record. when you look at his record it's pretty good when it comes to

spending, which is one of biggest issues the at the party is focused on. attempting to say mitt romney has a lot of hurdles to get over, he'll have to get over romney care and his position on taxes in the past. i think he's got a real challenge to be em bralgsed by the tea party, even though he may try to embrace the tea party. if the electorate is listening, both perry and romney have decent records when you actually examine them but what perry says is more in line with the tea party and much more likely get their support. >> you heard the former congressman say, it's a style versus substance argument. and just to sum up the specific question was, did he does himself a member of the tea party and that was the answer he gave. what did you make of it? >> well, i don't think you can ever really call mitt romney a member of the tea party. i mean, we can go back to -- the health care bill that he

advocated and got passed in massachusetts. that is so enage ma to everything the tea party stands for. at the end of the day no matter what he says, i don't think people in the tea party will go for mitt romney. i think which is why you're seeing him make sort of the efforts he's making but i don't think it will have a lot of impact. >> metea gold, rick perry as the former congressman noted is showing more of what the tea party wants to hear but the ben bernanke comment has gotten criticism from republicans. here's what karl rove said. >> it was a very unfortunate comment. you don't accuse the chairman of the federal reserve of being a traitor to his country, of being guilty of treason and suggesting that we we treat him ugly in texas, that's not again a

presidential statement. >> and then rick santorum made this comparison of rick perry about those comments. >> his comments about better bernanke, they were completely out of bounds. rhetoric that rick perry used was the rhetoric i would expect from a john conyeres saying bush should be impeached. we don't charge people with treason because we disagree on public policy. >> you had governor mcdonnell, not condemning sort of saying he should have chosen a different word and karl rove and rick santorum a different tone. >> texas is a big state but clearly the spotlight governor perry stepped into now is not like any other. he's finding quickly that that brings unique kind of scrutiny. the question is, can he really withstand that scrutiny and jump over the hurdles and negotiate between the establishment wing

of the party and tea party wing that, reiterating thattize passionate. that is not a so subtle dig at mitt romney, but they have to be careful he doesn't box himself out of a position that would help him in the general election. >> congressman chocola, when each one of these announces and majority of the candidates call them pro goej, you seem to say nice thing. will you specifically endorse and if so is rick perry the most likely candidate you would endorse? >> we haven't made a decision if we will endorse. an objective analysis of their economic positions throughout their careers. we haven't found a candidate that's idea, i guess that might not be surprising, but we continue to survey the field, listen to what they say and see

mattia, and christa, i had jay carney on earlier, unveiling a new reset in september, two separate plans, a jobs plan and then specific debt reduction plan. then i read a lead from a "the washington post" article from 2009 about how the president in january was going to come back with a jobs plan. they've tried this a few times and it hasn't work. >> i've got to say, chuck, that tone in your voice sounds like you've heard this all before. they've tried this so many times, i wish i had a dollar for every time i had written a story that said the white house is shifting to jobs, jobs, jobs. they have kept trying to do it, and it hasn't gone anywhere. what i found really interesting about this latest announcement now, which is that president obama in september is going to be coming out with another new plan, is that they want half of that is going to be a relaunching -- an attempt to relaunch the grand bargain.

every time you hear the words "grand bargain" we should attach them to a search for moderate voters. a lot of this is about 2012. very many people this is the grand bargain is the best way that the country can move -- can get forward and get best yond this whole debate and it could in so many ways punch a lot of holes, but what they're also thinking is independent voters, these are the people that president obama desperately needs if he's going to win reelection in 2012 really want a deficit reduction package. that's what this is all about. the risk in putting this plan out there, is if you fate. now, the president seemed to hint they would -- what is the risk of not getting something done that you roll out in september and say this is the plan, and i'm going to do it,

and what if it doesn't pass. >> sure, i think an interesting package -- it makes sense with the approval ratings at an all-time low, but can you cast yourself as presidential if you say congress wouldn't let me do what i need to do do to fix the country and the economy. so that will be the difficult argument i think he'll have to sell the public. is he going to seem in control and presidential if he merely says my hands are tied here. >> congressman chocola, when you hear about the president rolling out a debt deal, what they may have gotten close to agreeing to, the $800 million, will anybody at clubs for growth work against them. >> it's yet to be seen. we're all for broadening the base and lowering the marginal
