the white house is saying not the read too much into the numbers, but said that the level was unacceptably high. >> there is no question that we need faster growth overall in the economy, stronger job growth to get the kind of recovery that this president wants. i think that this only validates that we need to put real meaningful bipartisan action on the economy. >> the market is down more than 200 points as wall street absorbs this latest report. let's go right to the cnbc washington correspondent john harwood who is joining us live on the white house north lawn. hey, john, as if there weren't a ton of pressure on the president for the big jobs speech next week, now comes this. >> absolutely. you can expect the white house can go big with a package in the hundreds of billions of dollars in terms of additional stimulus through tax cuts in particular. that is to say, continuation of the employee tax cut, and extension to employers, perhaps a bonus tax credit for hiring

new workers, and all of those part of the white house mix as well as infrastructure spending and perhaps green jobs components as well. i think that this administration believes that whether or not republicans want to cooperate with them, it is time for them to lay out a vision that is large and substantial and the fact that you had no job growth between july and august merely underscores their determination to do that. >> and in other words, you think that the assessment inside of the white house is one that they won't get the republicans to cooperate on anything, so throw it deep? >> i think that's exactly the calculation. you know, there could be a deal at the end of the day on some of the employee payroll tax cutsb and those kind of payroll tax cuts are things that the republicans have been for in the past and not easy for them to look foolish to hold the line against them when the economy is so weak, but as a general matter the white house is using the example or the what just happened on the scheduling of the speech as a fresh

illustration of the fact that republicans are coming back here in ta mood a mood to compromise them, so if you are going the fight, fight for something big. >> thank you, john harwood, for your report. and now joining us is eneconomist for "the economist" and how great is that. he is also the author of "the gated city." what occurred to me is wall street is sitting on a lot of money, they could impact this jobs bill >> well, wall street is looking for the economy to turn around and use the money to spend money on jobs, but they want to see people spending first. >> we talk about the market today, but what does the average job mean for the average american? >> well, it is consistent that the growth is too slow throughout the recovery and especially 2011. at this point in the recovery we would have expect much stronger growth and unemployment to be

falling rapidly, but we are not. what the average american should look for is reaction from washington or the federal reserve to get it moving. >> any good news? 17,000 added in the private sector and the white house can tout that consecutive streak but that is pushing the number too far? >> no, it is positive that the private sector is adding new jobs, but if you are looking for good news, the fact to focus on august is a unsettling month, and a lot of bad things going on with debt ceiling fight, and to the situation in europe and after these things work through the system, everything will settle down and employers will add jobs again. >> ryan, a lot of speculation from the left to the right in terms of what the president would like him to say, and what does the street want him to say next week? >> well, i think that the street is focussed on a bunch of different problems. one of the things that they are concerned about, at least some of them, is borrowing, so they want to see if obama is going to propose something to add a lot to the deficit, but i think that

they are cognizant of the fact that whatever the president asks for, congress has to go along with. so they are going to hope to see action on tax cuts, because it has the best chance to get movement on the hill as well as from the white house. >> final quick question if i may, a report in "the new york times" says today that the same federal agency overseeing fannie and freddie will file suit against a dozen big banks and what is the impact on the market when that happens? >> i think a negative impact. this is not the time where firms and banks and wall street want to see that action. they are looking for a government to take an easy hand with the banks in general, and look for them to do more to boost the economy, and that is bad news as far as wall street is concerned. >> thank you so much for being here from the "economist." >> we will bring you live coverage from the president's speech on jobs when he addresses a joint session of congress right here thursday night on msnbc. developing now, the gulf coast is bracing for a tropical storm that one meteorologist

said could be a prolific rainmaker. tropical storm lee has been upgraded to a depression, and it is threatening to dump 20 inches of rain across the region and lee could hit new orleans this weekend. louisiana governor bobby jindal has declared a state of emergency ahead of the storm because of the threat of flash flooding. mississippi governor haley barbour is following suit to declare a state of emergency for seven counties. mike seidel from the weather channel has more. >> well, we have had squalls rolling through the big easy, but so far, so good. it has not rained long, but hard. seven or eight minutes at a time and the pumps can handle that, but when you look at the moisture with the bright color on the satellite loop, that is wrapping in, and plus the storm will intensify, and the bottom line is that it is not moving anywhere so we will deal with rain heavy at times and a rainfall average of two to three

inches and into labor day and potentially tuesday. right now it is not scheduled to make landfall until sunday or monday. and the water is already ahead of sea level and they will have to pum p it out, and the corps of engineers are looking for the new levees that are in great shape, and they are built for the 100-year storm, and this is nothing like it. if you look out to the right, that is hurricane katia, and it was just upgraded to katia back to a hurricane this morning. it was briefly a tropical storm since yesterday afternoon and it is tracking west/northwest at 14 miles per hour, and it is getting awfully close for comfort by the middle of next week to the eastern coast of the united states. so that is another system that we hope may take a turn out and fish out, and let the fish deal with it, and it is going to turn

you mentioned that the rivers are receding here, the passaic, and it will be above flood stage for the coming days, where it is still roaring through the downtown and beyond here. we have neighborhoods still inundated with water. you are looking at a private bridge here leading to a commercial area. they are working to clear the debris there throughout the day, but they have a long way to go, and that is what they will be doing throughout the weekendb. labor day will not be a weekend for people who are unable to go into their homes, because 1,000 people are still about not able to go back into their homes. and those who are able to go back to their homes are going back to flooded basements and sometimes the first level floors are flooded, and they are working to pump it out, and they also have to wait for the fema process, and the disaster center will be set up here in paterson which should be up and running and should be in the next 24 to

was released from a scottish prison two years ago and now that gadhafi's government has been toppleded they are putting pressure on the new interim government to handle the megrahi case. there are calls for him to be called back to scotland for justice, and there are angry pleas for him to be extradited, but hillary clinton is not asking for him to be extradited, but be put back in prison, and there are reports however that he is on his death bed. >> what is the latest in the search for gadhafi? >> well, right now, the theory that is gaining the most traction is that gadhafi has escaped to the south, to the town of bani walid, and there is a rebel spokesman who said that is where they believe he is. the truth is that nobody knows, and the search is on, and the other city that he could have escaped to that is another theory is sirte, his hometown,

and there are two potential looming battles in both of to cities, and the national transitional council has told them they have is a week from tomorrow to either surrender or they will be attacked and the idea is to both control the cities and to clear them to see if gadhafi is hiding there. >> is the search headed by nato or not involved in thor isch for gadhafi? >> well, nato says explicitly that their operation has nothing to do with finding gadhafi, and it won't end just because gadhafi is found. nato's protmission is to protece libyan people. the bombing continues and they have started to bomb heavily around gadhafi's hometown of sirte, and they have hit tanks and surface to air missile launchers and continue to target the areas. right now the rebel forces are hanging back waiting to see how the gadhafi loyalists will respond this ultimatum, but nato

who gave their lives to save others and the terrible tragedies of those who lost those closest to them, and now from a new documentary we will hear from the children who have spent the last ten years without their parents. one is kate langone whose father was a police officer and volunteer firefighter. >> when you are 12, it is difficult to understand that you will never see daddy again and you will never see him or touch him or anything. it is all gone, forever. >> caitlin joins me here in the studio, and janet southerland is the producer of "the children of 9/11" and joining us from london, and tell me about "what about dad?" >> dad was tall and -- physically, he was tall and gray hair and in the early 30ss when he had gray hair so people made fun of him. he had a great sense of humor and he would say better gray than nay, and stunning blue eyes which i wish i got, but i didn't.

the dead parent proud of them, and that is so in contradiction to what you hear about, because these children are remarkable and resilient and i hope you take away some uplifting stories about how children deal with grief. >> caitlin, have you bounded with the children of others that we lost on september 11th? >> well, of course, with my brother, we shared that experience obviously. my two cousins also lost their father, my uncle peter passed away in the north tower the same day, so with them i'm close, and i was never one, i'm not much of a joiner, so i never went to the camps that were set up for the 9/11 victims. i had a girl in my high school who also lost her father and we weren't friends before and not after, because i did not want a friendship that was identified by this identity. so if you want to be friends with caitlin langone, and she lost her dad and so did i, and i

feel sorry for her. >> ten years laterings does it get any easier? >> how do you put it? easier in some ways and not. easier in that i am a lot older and i can coki -- i can compreh of it and not all of it, but i can understand who and what my father is better and i have had a lot of time to think about it and understand my opinions and view of the world of it, but at the same time, you know, i'm 22 now. i just graduated college. daddy should have been there for that, and if and when i get married, who is going to walk me down the aisle. so sweet 16s were hard as a high school kid, because there is a father/daughter dance for sweet 16s and i would not have that. >> we are all going to be thinking of you sunday. >> that is the point of the documentary and i hope it makes it more real for people. >> thank youer for coming in. >> oh, no, my pleasure. >> children of 9/11 will air monday on msnbc at 10:00 p.m.

news today about all of the first responders who rushed through the dust and smoke to rescue people. we know that there were a host of carcinogens in the air and a new study finds 19% more cancer in the firefighters who responded around the attack site than those who were not exposed. robert bazell is the health correspondent, and a 19% to a layperson like me sounds significant. >> yes, michael. this study only covers the first seven years even though it is ten years later, it takes a while to analyze the data. now, this is first seven years after the attack, and more people thought more carcinogens more cancer, but only a few weeks ago the federal government said that cancer is not one of the diseases for which people could be reimbursed if they were exposed to 9/11. >> this should change that? >> well, it probably will, because cancer takes several years after expose sure to develop, and that is why it is one of the reasons to just be

coming out now. >> what type of cancer? >> all types. >> i would think lung cancer. >> well, there was less lung cancer than other types of cancer, and they are not sure why that is yet, and again, it may be a question of the time from expose sure, but the data is an important piece of information, because the fire department of new york has very good health records of the firefighters before and after the incident, so their data are much more reliable than say a group of civilians who came in or people in the neighborhood who we don't know that much about the medical records beforehand. >> and robert, let me also ask you about this, in the past hour the cdc has released new information about a form of flu virus that has emerged in my native pennsylvania and indiana, and what do you know about that? >> well, something to watch in the next few days and week. with e no e fr we know about the swine flu, and a new movie coming up about

bird flu is going to get people thinking of a pandemic again. and this is a very new virus and it is probably not responsive to the vaccine that is out there, and so, it could spread. we haven't seen evidence of widespread yet, and we don't know how efficient it is, but these, these children who didn't have any relationship to a farm, and yet this seems to have come from pigs, so we are not sure what is going on here. >> never that it is a good time, but it is a bad time, because the kids are in school or certainly by next week going back to school. >> but there is not a lot of evidence yet. there is only two cases, and everybody will be watching closely. and the state labs are very much better at the surveillance, because of the, you know, incidence with the swine flu in 2009, so that is why they are picked up earlier and before they present a danger. >> thank you for the report. robert bazell, appreciate it. turn in tonight for part two of

mitt romney and michele bachmann and rick perry and almost every republican presidential candidate weighed in, and an opportunity for them to wax the president, be tow dut to displa own plans. so you will see which republicans vie to see which is better in terms of in charge of the economy if president obama ends up getting voted out. >> i interviewed jon huntsman this morning and he got high marks for the economic proposal he put forth by "the new york times", and it was lost in the kerfuffle with speaker boehner the and president and the scheduling mess. >> well, it does help him, because he picked a great time right before labor day to get some news attention before you would see president obama's big

job speech or romney or boehner's, so he picked a good moment to get a little attention, and he needs it, because he has yet to break through. while the economic ideas were given a thumb's up by "the new york times" editorial page, you look at every national poll, it shows him one or two percentage points nationwide, and he has had a lot of media exposurexposd tons of media interviews, but he has yet to break through. >> play the role of pal palinotologi palinotologists, and here she goes again. sooner or later, she has to make a decision and make it known. >> right. it seems like it has to come this weekend, so she is in iowa giving a big tea party rallying speech tomorrow. and then she will be in new hampshire on monday, and there are two, and there's essentially three options she has. on the one hand, look, i'm inching toward the presidential bid and start testing the waters to get in, and she would end up

investigato investigators say that the death of the woman was a suicide. her family says it is impossible. she was found hanging from a balcony, where she was naked with her hands tied behind her back and the feet were bound. in peru, prosecutors have charged formally joran van der sloot after murdering a woman in his hotel room. van der sloot was once the prime suspect in the disappearance of american teen natalie holloway who disappeared while on vacation in aruba. and a man is charged for losing a iphone 4. they say he sold it to the gizmo blog for $5,000. and steve jobs called personally to get the phone back, and the blogger was not charged. gas prices, this labor day weekend are more than $1 above

the national average from a year ago, but aaa says that the spike in cost won't stop more than 27 million people from hitting the road over the holiday. 87% of all labor day travelers are going by car which is a slight boost from last year. overall travel is projected to drop nearly 2.5% this year, but 29% of labor day travelers said that prices would affect their plan. i'm joined by robert sinclair, media relations manager for aaa, new york. robert, folks don't have the money. doesn't that account for it? >> well, this is troy green, michael, first of all, but going forward you would think that the higher fuel prices would disproportionately affect those in lower income brackets or on fixed incomes or unemployed or otherwise financially stressed and some of those people may decide to stay home this labor day versus last year. >> troy, more people are traveling by cars and overall

travel is decreasing and how do you explain those numbers? >> well, it is about the economy right now and you ruck talking about shaky consumer confidence and stubbornly high unemployment, and we got the data where unemployment is above 9%, so if you don't have the discretionary income to pay for travel or spend on big consumer items, then you won't do it. if you are more concerned about paying the rent and other necessary items. >> given the bleak news on jobs that were just released, how do you expect that is going to impact travel in the future? >> well, i mean, it is obvious. if you don't have a job, you probably not going to travel. travel is a luxury for many people, but we are still expecting 31.5 million people to travel for labor day, so, a lot of people are going to try to get the last-minute travel vacation in before the end of of the summer, before all of the kids are back in school. so i would expect the roadways and the airports to be extremely

league baseball star roger clemens is waiting to hear if she wi he is going to face a second trial on using steroids. clemens' lawyers say a second trial would violate the double jeopardy clause which prevents people from facing the same charges twice. pete williams, i remember when it happened and it was sort of a rookie mistake or so we lawyers said. >> well, it appears that a month and a half of time has not cooled the ire of the federal judge who will make this decision about whether the prosecutors get a second crack at roger clemens in the hearing that is still going on which is unusually long, i think. he's expressing a lot of displeasure and saying that he cannot believe how it was that the prosecutors let slip into the video presentation an excerpt from the congressional hearing at which prosecutors say clemens lied from congress. the judge had explicitly ruled that something that was said in

that hearing could not be presented to the jury, and yet, it was there anyway. and the prosecutors say it was a mistake and they meant to go back through this and they forgot to take it out and the judge said he had a hard time believing that. the legal standard here is whether the prosecutors intentionally sought to get the mistrial declared. they say why would we do that when this trial had just started? it is conceivable that is the kind of thing that you might do toward the end of the trial if you thought it was going off of the track, but this is barely in the second day when it happened. so they said why would we want a mistrial then? nevertheless, the judge is upset about this still. it would be a stunner if the judge in fact did bar the government from retrying clemens, but his lawyers are saying that is exactly what the judge should do, and that the prosecutors should not be able to try the first time, and see fit does not work and then rejigger the case and then try again. so we may know today and it is possible that the judge will rule from the bench, hard to

predict, but he may take some time to write an opinion, but if he says that the government cannot retry it, it is a stunner and real setback to the government's efforts to try to make the use of steroids in baseball into a federal case. >> i have found the court of public opinion to be curious about this. and you cannot imagine the people who call when i discuss it on the radio and say that the whole thing is a waste of time and money, and what did he do anyway? >> and there is a considerable school of thought that says that this is not the best use of federal resources, that baseball is perfectly capable of refereeing, itself. of course, many in congress say that major league figures do set a tone for young athletes, high school kids who are emboldened to take steroids on their own which is considerably a greater risk to a young person who takes them, and a stronger message has to be sent. the big problem here is that none of the cases and not barry bonds in the spring, and that case fizzled out or this one are
