construction workers. >> this is a bill that would put people to work across the country and a bill that would respect our economy in a moment of national crisis. this bill that is based on ideas from both democrats and republicans. this is the bill that congress needs to pass. no games, no politics, no delays. >> nbc's kristin well ker is live from the white house. the details on how they plan to pay for the americans jobs bill. >> the director spoke to reporters a short while ago and laid out how the plan might be paid for. the american jobs act is estimated to cost $447 billion and the pay fors are estimated to bring in about $467 billion. here's a look at some of the ideas that we learned from jack

a short while ago. it will change the tax rate for the managers as well as provisions for oil and gas companies as well as corporate jet companies and also limiting the itemized deductions for individuals making $200,000 and families making 2$250,000. >> first there is a limit on itemized deductions and certain exemptions for individuals and families ownering over $250,000. that limitation raises roughly $400 billion over 10 years. >> now, next monday president obama will be unveiling his overall plan for deficit reductions that he will basically recommend to the super committee charged with identifying at least $1.5 trillion in deficit reductions. tomorrow president obama hits

the road trying to sell this american jobs act to the american people. he will be in ohio visiting a school there. on wednesday he travels to north carolina. this is according to the white house the parts of getting this bill passed. in order to get congress on board, they need the american people to be putting pressure on members of congress. from what we have heard so far, republican leaders have had a fairly open mind about at least considering some of these provisions. we will have to wait and see what actually happens when this goes before congress and we expect that bill to go before congress later today and to be scored. >> thank you and now to new reaction to the president's jobs plan. kelly o'donnell joins us and eric kantor said he won't support the president's plan to renovate schools. what else are you hearing? >> the glove and the hammer

coming from the republicans on the hill. they want to work with the president and try to do what they believe they can do to stimulate jobs that can mean some of their own proposals. at the same time you hear from republicans like eric kantor that they don't like what they described as a second stimulus. speaker boehner said he will welcome getting the package over here and the language of an actual bill and sending it to the budget office to be scored. that's washington speak for the independent group of very high-powered number cruncher who is will tell us what it will cost and do to the deficit overtime. that is crucial for how to sell the bill with members here. what will happen is the president can sort of handoff his set of ideas and congress grabs it and begins to do some of the reshaping. what you may end up with are some of the areas where there is common ground when it deals with tax reductions in the part of the president's plan. you might get republicans on board for that.

kristin when the white house and the office of management and budget talks about how to pay for the projects and included in that is higher taxes on higher earners, that could put the brakes on it for higher earners. trying for republicans to look cooperative and willing and at the same time not give too much ground to the president. they are concerned that that would reflect on them when they think the president is having a time of challenge. >> it's interesting from the white house, the rose garden, the president kept up the line, pass this bill. he said before congress last week and he is keeping up the pressure on congress. you have got behind the president, people he said would be out of work if this bill is not passed. talk to me about the pressure here. even for those republicans who don't want to perhaps give the president a perceived victory here. >> it can help to galvanize democrats. the people are from some of the key unions. that is big important support.

if you get get support this you have not always had with this president, that could help. they think it means making the environment better and who might hire more people. that's about reducing the regulation and providing more tamt cut. when they said pass the bill, the bill said it will happen sometime later today. it won't be the end of the story. it will be tweak and revised and changed. that's where the fight will be. always in the details. >> thank you very much, kelly. the devil is in the details. i'm terrible with cliches. >> that one works. >> let's bring in a former adviser to george w. bush and senator john mccain during his presidential campaign. thank you so much for your time.

>> absolutely had a great article today and the reasons you believe the republicans should pass this bill. what is your thought process here now? but it's good politics and a policy for the republicans to embrace part of this proposal from the president. to get it passed as quickly as possible. the republicans were flushed with victories over the last couple of years by obstructing the programs, but in this case and hear some of that from the republicans and encouraged to see a lot of them including the republican leadership acknowledging that they have to embrace part of the program. there is a lot to embrace. the tax cuts for small business and i think they are all good ideas. i think there is a lot there to that republicans can embrace and pass. they are not the obstructionists and working with the president to get something passed. they can go on to the bigger

issues. she's thoert term tax cuts don't do much to create the jobs or reduce uncertainty in the market. they will be addressed by the bigger issues like entitlement and tax reform. that is where they are on better and safer ground. >> those are the battles and the president is saying we need to pass something now. the president said this will be paid for. they have more information on how to raise this. itemized deductions and exemptions for people earning over 200,000, $250,000 for families. they say it would bring in $40 billion. that would bring in $40 billion here. you heard our correspondent, kelly o'donnell say that's a part of the tax issues that would be the point that the republicans would not be able to digest. you are worried they could be pr trumanized.

that's the word from your article today. >> if the republicans won't step up to the table and find some way to support some of the program and if they won't support those ways, they need to find alternative ways that are acceptable to a bill this can get passed. if a bill doesn't get passed, i guarantee the republicans will be blamed and you can see a scenario where president obama runs against the republican as the do nothing congress as truman did. that's a bad scenario. >> what are about quoting an aide who said some of the republicans do not want to support it because obama is on the ropes. why do we appear ready to hand him a victory? what do you make of that statement? >> i'm glad it was just one republican aide being quoted there. i expect to hear some of that, but i am enkornlged that most of the body language is acknowledging that we have to do something. it's right from a policy point of view and good politics in

days later, jeremy was fired. he's making a federal case out of it, suing wal growns for wrongful termination. security cameras captured the brazen robbery attempt in the quick-witted heroic response. a masked gunman points a gun at the pharmacist in the blue shirt. in response he draws his own weapon. >> i feared for my life. in self defense i fired my weapon as i continued to move from him. >> instead of being rewarded, he was fired. >> no life was lost. no life was harmed and nothing was stolen. in that context, i think he was a hero. >> he was on the overnight shift at the michigan walgreens when two armed men burst in. one holds the gun and the second jumps the pharmacy counter, trying three times to shoot him and the gun wouldn't fire. >> the gunman advanced on me

rapidly. he hurdled over the counter and a single motion and pointed his weapon at me. the gunman repeatedly attempted to fire upon me. >> he said he tried to call 911 and can be seen holding a phone in his right hand and a gun in his left. he said he fired three times not wounding the would be robbers, but scaring them away. another employee recovers one of the guns. he said he bought his gun after the store was robbed in 2007. he has a concealed weapons permit, but didn't tell bosses. asked to comment, walgreens said store employees receive comprehensive training on how to react and respond to a potential robbery situation. law enforcement strongly advises against confrontation of crime suspects. the lawyers said he never saw those policies and acted

properly. >> he was exercising reasonable rights of self defense in a gunman who attempted to shoot him, presumably shoot him dead. >> police say there have been no arrests in the incident and the gunmen are still at large. his attorneys said his client continues to deal with the stress. the stress not only of the robbery attempt, but losing his job. >> live for us. joining me now to talk more about this is talk show host who is an msnbc contributor. what's your take on this? >> i'm sympathetic to the guy, but he has a difficult legal case to prosecute. i'm sympathetic for all the reasons when you hear that report about what he went flew and here's a guy standing there trying to pull the trigger and kill him and he gets fired? how can that be? if you think about it from

walgreens perspective, they cannot afford to have a host of different reactions out there in the field. they need to have one policy that is going to affect hundreds if not thousands of employees and i think the risk is just too high. if they green line this and open the door, they issue going to be looking for the employee who acts illogical because they have a weapon on them. i can kind of understand that the policy need to if we were held up, hand over the money. just discuss this and taken a lot of calls, i was contacted by people who worked for other retail establishments and you will find that the others handle it the same way. >> it boils down to the fact that walgreens bar employees carry down with the work. if i was a coworker, i would have been happy that there was somebody to step in if someone had a gun to my head as he said was happening there.

in the end, the store bars from you having a gun. >> right. you know you can imagine why they would do that. maybe an employee who is arm and somebody is shoplifting and all of a sudden that employee thinks i know what i will do. i will pull out the weapon and say freeze. before you know it, you have a shooting for shoplifting which is indefensible from walgreens standpoint. i start out being very sympathetic to him. he didn't have his job. in the end i say maybe this is the only response walgreens can have. >> i was thinking if someone stole the gun while at work, maybe he kept it in his locker from time to time. if he kept it on his body, the thing can happen where the gunfires and end up shooting someone or yourself in the store. there is a litany of issues. he has a lawsuit. it's interesting.

>> per apparently there good news for flyers. more flights were delivered on time this past july and averaged 77.8% of flights arrived on schedule that's nearly a full percent from june. phil joins me from chicago. when you talk about flights leaving on time, people are

skeptical because how many times has it happened. the flight leaves and you end up waiting because of the lineup of other planes. >> right. technically it's when it pulls away from the gate. some of the larger airports at la guardia and newark, there is a line before you take off. when you look at the airlines with the best on time percentages and the worst on time percentages, it teps to be the same airlines and they are a little bit better than what they were in june. overall over the last 17 years, we are in the middle of the pack with on time percentages. hawaiian, alaska and southwest tend to be near the top. the bottom tends to be express jet, frontier, asa. these guys have lagged the rest of the group. the other question is when you look at the number of cancellations in terms of flights, it's a small percentage, but this is something a lot of people like to look at. they say how many flights are canceled?

hawaiian, usually your cancellations come with bad weather. you rarely have that with hawaiian. somebody will look at the list and say why is american eagle on there? you are talking about a commuter flight and a lot of times the flights have a bit of a domino. the smaller airports are at the end of the chain. those flights get backed up because they are waiting for others as they go in and out of hubs. overall the bottom line is that you were seeing a better performance in terms of on time arrivals and departures. >> what about mishandled luggage? to my understanding that's up. >> very slightly. this is a matter of the number of flights increasing and as a result there is more baggage in the system. there is more baggage and you will see a slightly increased percentage. >> slightly until it's your bag that's lost. >> that's why you put your name on the bag. how many people don't do that. put your name and address in the

debate took shots at how he was talking about that and john huntsman trying to do the same thing and michele bachmann as well. a bit ironic that the candidates would take the shots for the language he used, but if they ask him about or the rest of them about, most of the candidates are firmly behind the plan. that would have privatized medicare and would have really reformed the system. we may have a battle over semantics and see if they can really condition to get a wedge on this. most of the tea party folks that we talked to on the ground, they found they actually think that maybe the language is wrong, but they agree. >> words matter. sarah palin -- he said i'm going

to be honest with the people. they must have the strength to speak frankly about the reform if we are to right our nation's financial course. he notes the language and the ponzi scheme and it may not be the way to go forward if you top the win. >> definitely. monsterous lie. there is far flung rhetoric. i don't think he is going to tamp it down. he doesn't walk back to a lot of things. he will speak brutally honestly and tell you like it is. >> i top the move on to the new york ninth district race and wants the seat held by anthony wiener could fall into the hands of republicans. >> my old stomping grounds. where this district is. it's really a big surprise that republicans would have a shot there. queens is a pretty strong democratic stronghold, but this district is starting to trend less democratic. al gore may have won with a big

percentage, but john kerry and barack obama only got 55% of the vote. it's not quite as strongly democratic and anthony wiener's district. a lot of folks are trying to read into it and say this is things to come. maybe. it's difficult to read into special elections and say this is definitely going to be something that can happen. it might be. there good arguments for that, but for me it seems like an exclamation point of what eye difficult summer it's been for democrats and president obama. >> people speculating and the people in that community are concerned that the obama administration is not standing up enough for israel. ma what do you make of that? >> there three sects of the pro israel or the israeli coalition you have. more liberal and conservative and orthodox jewish community. two thirds are more

prodemocratic and one third is less so. i think this district you have more orthodox voters. it's interesting that the democrat is actually orthodox and the republican is not. it's interesting that you have this dynamic going on. are the democratic candidate made a bunch of gas here as well. bob turner is not thought of as the best candidate either. it might be a difficult for democrats to hang on to. the seat my not even exist. they will probably eliminate it. >> making our way through the headlines. the 9/11 memorial in new york city is officially open to the public. they vehicled visitors at 10:00 this morning under heavy security. visitors need to go online and get a pass and set a time they want to go. the earliest spot available is not until october 13th. no more than 1500 people will be allowed in at a time and one woman who lost her brother in the ax tack said the moment was

bitter sweet. >> i wish john was not on this memorial, but at the same time i'm excited and happy that the memorial is finally opened because it's going to be a place where i can come and visit and be with him and his memory will forever be preserved in bronze. also the memorial -- look at it. it's managnificent. >> a new date is set for the dedication of the martin luther king memorial. the original was postponed because of hurricane irene. the ceremony will now absolutely definitely take place on october 16th. new today, exclusive video on what may have been the final hours of a missing maryland woman's live in aruba. surveillance of robyn gardner before she disappeared with a

man police are holding in custody. they are combing for clues and jeff rossin has more. >> we have seen images of robyn gardner in aruba, a moment frozen in time. for the very first time, we see robyn on vacation mode, looking carefree minutes before her disappearance. there is the man by her side, her travel companion, gary giordano who would become the prime suspect. >> this is almost the holy grail. you want to see the missing person, the victim, and the last person that she was known to be with. >> 3:07, they arrive for lunch at a restaurant by the beach. they look normal like any other couple. they don't appear to be fighting. another camera picks them up, each holding a plastic blue cup as they are about to be seated.

they walk out of frame. robyn walks to the bathroom alone. she gets to the door hiring high heels and carrying a large purse and stops, turns around and walks back towards the bar. successes later she walks back to the bathroom and goes in for two minutes. when she comes out, our first look at her full face. no sunglasses. she walks back to her table off camera. 3:57 p.m. gary giordano walks out of the restaurant holding the plastic blue cup. witnesses say he went to the rental car and refilled the drinks with his own stash of vodka and orange juice. 4:00 p.m., gary walks back inside holding the cup. >> was it alcohol and he was trying not to pay or drinks or was it far more sinister that could have had something to do with her disappearance. >> 4:07 p.m., she makes another trip to the bathroom.

one sentence said she appeared sober, but groggy. she heads back to the table. 4:th 4:13, an hour after they arrive, they leave the restaurant. garry is walking ahead. gary even stops and waits for her to catch up. he is still holding the plastic blue cup. >> there is not a happy ending to the end of this tape. >> what happened in the next two hours remains an unsolved mystery. giordano said after lunch he and robin and snorkeling. he claims she disappeared under water and he did nothing wrong. he reported her missing around 6:00 p.m. the tape licensed by nbc news captures gary's behavior after robyn vanished. at 6:16 he reappears at the restaurant alone and walks up the step, shirtless wearing what appears to be bathing suit and the sneakers.

he bangs on the restaurant door and another door looking for help. after working with police, they arrest him at the airport trying to leave aruba, locked up ever since. >> i am hopeful that justice will be served. i can't lose hope and can't lose faith. >> gary giordano has not been charged with the crime and he can be detained for another 60 days. big cuts at the nation's largest banks tops our story. bank of america's ceo announced details on the plan to cut $5 billion in expenses. they said it will lay off 30,000 workers by 2013. bank of america said it will shift the focus to its consumer and corporate banking businesses. the wings from the airport that landed in the hudson river, most of the miracle on the hudson. the museum invited the 155
