pictures from raleigh, north carolina. president obama will be talking about his jobs plan there in less than an hour. good wednesday. i'm craig melvin. we're covering the big news from coast to coast. within the hour again the president will be pitching that $450 billion jobs plan in north carolina. he's urging congress to pass the bill now. but you republicans are saying not so fast. >> make no miss tak mistake. what the president proposed so far is not serious and not a jobs plan. >> the gop is not buying the americas jobs act. >> there is no free lunch and the expansion will do more harm than good. >> president obama has said about $60 billion would come from raising taxes on big businesses and the wealthy. >> the idea of more taxes, the idea that we're going to punish business and continue to do things in the past that have

failed, will not continue. >> but the president says it's time to stop playing politics. >> this isn't about giving me a win, this isn't good giving democrats or republicans a win, it's about giving the american people a win. >> a new bloomberg poll found about half of americans think the jobs plan won't do anything to lower unemployment, but that did not stop folks in ohio from chanting the president's new catch fail. >> pass this bill! pass this bill! >> democratic congressman brad miller of north carolina joining me live now from capitol hill. congressman, thanks for joining me. unemployment in the tar hill state, 10.1%, national average 9.1%. how optimistic are you that the president's jobs plan will bring down that number in your state? >> nothing will fix it right away. we've had a problem in north carolina well before the great recession hit. we've been losing manufacturing jobs for a generation. we've been right there with michigan in how many

manufacturing jobs we've lost. but what americans want is for jobs to be the top priority, to make the economy work and that means jobs for americans who want to work. >> let's talk a little bit about what's in the president's plan. we know closing loopholes is something he's talking about, raising taxes on the wealthiest, raising taxes on some hedge fund managers, as well. he has tried some of these ideas in the past with little to no success. what's difference this time around? >> well, it may not be different in that respect this time around. it may be republicans still refuse to bunch at all on anything that would increase taxes on the very richest americans. but the polls that you mentioned that shows americans are kapts c skeptical, what they're skeptical of is tax breaks do anything to help the economy. they can't see anything that's good that's come of it and they certainly don't think having more tax cuts for job creators really creates jobs.

they think what does help, about if you want to improve unemployment, stop firing people, stop firing teachers and firefighters and police officers and start hiring people to pave bridges and repair our roads. >> what are your coal laegs there on the hill saying so far about the president's plan? and also much has been made about whether the plan has a chance of getting through congress as a single bill, whether pieces of it will gets passed a la carte so to speak. what's your take on that? >> unfortunately, the parts that have the greatest likelihood of getting through are the tax cuts for businesses that republicans favor. it would do the least to help the economy. the american people are right about that. and that's the part that has the least public support. republicans talk about compromise, but their idea of compromise is the old joke i wanted a dog and my wife got a cat so we compromised and got a cat. their idea is to do exactly what they want and nothing else. and american people have baby

seeing it for nine months now and they're sick of it. >> north carolina the only state in the southeast without language in the constitution banning gay marriage. yesterday lawmakers in your state voted to put that question on the ballot next year. will the tar heel state be the last state in the south to ban same-sex marriage? >> the amendment go as lot farther. north carolina law already prohibits same-sex marriage and this would no change the application of the law, but this amendment would prohibit private employers even from providing benefits to same-sex couples. north carolinians know that goes too far and there is a lot of on that position for that. >> congressman, thank you so much for your time on this wednesday. the president's latest jobs pitch in north carolina will come as republicans safer oig overnight elections. republican bob turner beating

issue smepd it's a special election of purely reflective of who showed up to the polls. there were other factors at play in the new york race. she said how much of the loss last night can be attributed to the president's plummeting popularity, karen? >> i think you have to look it at the dems of that district specifically remember that there is very large jewish pop lagts and there are concerns within the jewish community about the way president obama has handled the middle east, issues with regard to israel. so i think that played a prominent role. i'm not going to sugarcoat it. the republicans won. we lost. we took one back from them in upstate new york this had been a long time republican seat. i don't think you can say that this is a sign of things to

come, but even about if it is, i'd rather have that happen 14 months out and have time to make the course corrections that may be needed than to have something like this happen just before an election. >> michael, new york specifically here, we're talking one of the bluest districts, bluest states in the country. now belongs to the republican for first time in 90 years. clear ly a referendum on the handlings of economy. but labor unions and you usish voters appear to have stayed home en masse. those are two of the president's largest constituencies. if those types of new york democrats are done with the president, how fragile is the support among some of his other key constituencies? >> it's very fragile. the reality is the president has a huge problem right now. he's suffering from an enthusiasm gap. he's hoping to jump-start it with his jobs bill that he's going around the country talking about, but the grass roots, the folks that you need to work the polls and show up and make the

election happen just aren't feeling it right now. they're tired, work out, broke, jobless. and i think karen is right, better it happen now than have it happen next august or next september in a special election where it really would be a referendum and a reflection of where the fall elections are going. the reality of it is both sides have gotten their lumps in the last year. there's a lot that's happened since november of 2010 and the parties had better pay attention to what the american people are saying that don't take last year as a harbinger of how we're feeling now. what we're feeling now, we're showing you and we're telling you. and i think the electorate is fed up. so the special committee that's meeting in washington and the president and others better get their act together. >> karen, new bloomberg poll shows 51 respect about of voters don't think that the president's jobs plan will do anything to you were the economy around. is the president going to be

able to affect that number at all or have people already made up their mind? >> there are a couple different factors i'm looking at. at least for a couple of days, we had a gentler rhetoric coming from the republicans. that says to me they were looking at the same number which is says americans are fed up with this, but they're blaming republicans. poll after poll after poll shows that essentially americans are blaming the gridlock in washington and the lack of progress in washington on republican -- >> but that tone kind of changed yesterday when they found out how the president wanted to pay for this thing. >> that's true. and when the president is out there and says should big oil get a tax break or should middle class families get a tax break, i guarantee you majority of americans will be with the president. and i will also say there was another poll out today by cnn that showed people actually like the plan and they trust the president on his agenda here. so i think we'll very to see how they shake out. the president is just at the beginning of getting out there

and selling the plan which i think is a great thing for him to do. he's got to get out there and make his case. as you heard yesterday, the crowd was for it, they were the ones chanting pass the bill. >> well, crowds will chant anything if you say it over and over. >> right. >> but reporters said nobody prompted them to do it. i'm just saying, people want help. >> karen, michael, thank you so much. always a pleasure. harsh reality for the 12 long makers on the budget cutting super committee. they gip their first official meetings this week. they have until thanksgiving to figure out how to avoid mandatory spending cuts by knocking out close to $2 trillion from the federal budget deficit. but there's a list of federal programs that they can't even think about cutting. an investigative reporter from roll call. paul, this can't cut list made p of about 150 programs totaling about $1.7 trillion,

fascinating. the first that a lot of us had ever heard of the list or seen of the list. what is it, how did it come about? >> this list is the list that applies if the committee fails to come up with agreement on what to cut. the deal is in the 1980s, congress passed something called the graham rug manholings law that was exceptionally automatic cuts if our targets aren't met. but they set aside a whole list of exemptions, well, we can't cut pell grants or social security and medicare, we can't cut a bunch of other things. and that list has stayed around for 25 years. so now when they passed the debt bill, they said super committee go out and find $1.2 trillion worth of cuts. >> but don't touch these things? >> no, they said if you fail, there will be an automatic cut of $1.5 trillion across the budget, but these programs are protected from knows cuts. which means there may be for

instance on this list is basically every veterans program. >> what do these programs have in common, the plans on this list? >> some are mandatory, the government's already sort of promised to pay them in the past. for instance, there are pensions to the widows of members of congress on here. there are pensions to former members of congress on here. there's the president's salary. it's all stuff that the government has at various times xhiltsed e committed to paying. and the way the law works, the super committee can go ahead and agree in a bipartisan way and vote to reduce these payments. but if they don't come to shall sort of agreement on it, the automatic spending cuts can't touch these programs. and there's a raft of them, a black lung program, all kinds of stuff you haven't even thought about. >> some are quite obscure. paul, thank you so much. news developing by the hour on the fate of those two american hikers jailed in iran. the associated press is quoting an official in oman who says a

>> some of kour coyour colleagu connecting the current jobs bill on rectifying the situation. is that an overstatement, is this problem bigger than any bill? >> well, the problem is very large, but the president's jobs bill is absolutely a step in the right direction. we are underfunding infrastructure in this country, we're underfunding education. he's proposing big investments in both of those. so put it briefly, bleed to spend a lot less on foreign wars and a lot less on foreign bases and a lot more on infrastructure and education. that creates jobs here at home rather than jobs overseas. but energy policy is certainly tied into this, housing policy is tied into this, so there is a core fact that we are way off track. we've been off track for three decades. and this recession is just putting the punctuation mark on the fact that we haven't focused

on family jobs. >> and there is so many attention being paid to cutting social program, whether medicare, medicaid, social security. most experts and even the average american, they recognize that these entitlement programs are one of the biggest drivers of the deficit. how do we reconcile that view with the 15.1% poverty rate in this country right now? >> a lot of times people want to divert attention from the central role of jobs. so there's a lot of misinformation. social security certainly solvent for 25 years. medicare, that's a different story. driven by greater longevity of americans and certainly by the high rising cost of health care technology. and we have to take this on. but while we're taking that on, that shouldn't distract us from the fact that we have lost so many manufacturing jobs out of this country. i just did a tour ofhalls, town

an official says a plane has been sent to iran. we're also just minutes away from president obama's remarks in north carolina. he of course there to get the american jobs act passed. the state's unemployment rate above the national average right now. the president will be speaking in raleigh where the unemployment rate is about 8.4%, which is slightly lower than the national average. mike viqueira with the latest. how tough a sell does the president have in the tar heel state. >> reporter: he has three udien carolina, the audience in congress, and most importantly he's got an audience in 14 months that will go for the poll in the form of the american electorate and the president certainly has bad news here. a bloomberg poll, the

organization that focuses on business news, out today those disapprove of the way the president is handling the economy and 51% think that the plan that the president has been pushing will not do anything to lower the 9.1% unemployment rate. and as a matter of fact by the white house's own calculations, unless that jobs plan is passed, which at this point prospects appear sketchy at best, the unemployment rate is supposed to whoever around 9% next year. the president has been to richmond, virginia, to ohio, today in north carolina, another big speech early next week on deficit reduction. what do those three states have in common? first of all, they're home to the republican leadership of congress in virginia and ohio, but they're all three swing states, as well and the president frequently goes to these states, north carolina,

and the federal district court in michigan struck it down. it's an invasion of all of these recipients right to privacy. we have privacy rights in our bodily fluids. the court found it was invasion of those rights. we believe florida will find the same thing. >> but can't the state place restrictions on who gets public assistance? >> sure, legitimate restrictions based upon rational things. in other words, lewis is taking care of his elderly mother and he's a single dad. so those are the types of questions that they have been asking him. do you need this money. lewis is finishing college and within of the reasons he needs the money. those are the appropriate questions they can ask him. but the courts have already held that they can't test him on his bodily fluids and say are you a drugged a difficult. that's completely unfair and inappropriate. >> if you took the test and you

if you you know anything about college football, you know our next guest, bobby bowden. he's one of the winningest coach this is college football will history. but what you may not know is that while he was still coaching, he was also fighting prostate cancer. september is prostate cancer awareness month. coach, thank you so much for joining us. you found out in 2007, but you didn't tell anyone except close family for four years. is that right? >> you couldn't. when you're coaching at a major college, you're going live and die on your recruiting. he who gets the best player is going to win, right? if my opponents found out i had cancer, don't go to florida state, that guy's got cancer, he ain't going to be there another year. and that's the way the game's played. and so i couldn't afford to tell anybody. i had to sneak into the clinic 6:00 in the morning to see a specialist and get treated.

>> and that specialist that you saw, this is a guy that you coached. >> oh, yeah. and that was -- i really had a lot of faith and trust in him because i had coached him back in 1976. he was my first captain at florida state. he was a tough football player and a great student. as a doctor, i had a lot of confidence in him. >> how are you doing today? >> perfect. i'm kind of embarrassed. since -- of course what i'm doing, i'm partnering with and online group on try to get the message out that this month is prostate cancer awareness month. that's why i'm doing it. so i've had people call and say how do you feel? i'll be honest with you. i never hurt at all. really that's the message men need to get. go see your doctor because one out of sikts is going to have it. >> how did you find out that you

you had it? >> our team doctor at florida state, every time he would come by and give our team physicals, which you had to do every august, then he'd -- he was my doctor, too. so he'd come by and give me a physical. so he called me, and this is after the season, this happened in april. and he called me and he said, bobby, we got your blood test back and i got something here i'm kind of worried about. we need to be over at theyou kn. again i had to do it on the sly. >> it is a great cause you're out champion. while i've got you here, a couple college football questions. first of all, again scandals have plagued college football since college football started. but there sure do seem to be a lot more recently than there were when you were around. is that just perception or is

that reality? >> i think it's reality. now, you know, that has always been in sports, but we didn't know about it because the media is on top of it now. they find out before the coaches. >> so coaches and players were just as dirty 15 years ago shall. >> no, i don't think they could get inasmuch, you know, they could get in some trouble, but there are so many more things you can get into now a days. and that's what's happened to the university of miami. you got outsiders getting these boys involved. which and really quickly, on saturday, this could be the biggest test that the seminoles have had in the last decade. >> no doubt about it about. >> you're ranked five, oklahoma ranked number one p playing in florida. >> i like that. >> i'm going forget your prediction, but i think i have a pretty good idea. >> i think florida state -- i'll be honest, i think florida state's players are just about as good as theirs. they might be a little older and more mature. florida state next year will be pretty good, but i'll take florida state in tallahassee,

because while corporate profits have come roaring back, smaller companies haven't. so what this jobs bill does is it cuts taxes for small businesses that hire new employees. it cuts taxes for small businesses that raise the salaries of their current employees. it cuts small businesses payroll taxes in half and that would help 170,000 small business owners this north carolina alone. and if they choose to make new investments next year, it lets them write-off those investments. and for small business owners who have contracts with the federal government, we'll do more than that. today i'm ordering all federal
