good morning. i'm chris jansing. president obama in jamestown, north carolina, day two of his bus tour to fight for a jobs plan that he is going to battle for piece by piece. he looked in full combat mode yesterday taking republicans to task for not passing his entire $447 billion jobs bill from the get get-go. >> we are going to break up my jobs bill. maybe they just couldn't understand the whole thing all at once. so we are going to break it up into bite-size pieces so they can take a thoughtful approach to this legislature. >> nbc's luke russert joins me from capitol hill. so what are the democrats going to tackle first and when? >> well, chris, out of the $447 billion jobs bill the president

proposed some weeks ago, the first thing that will go forward is about $35 billion for teachers and first responders. how would that be paid for? the senate democrats want to increase a is yosurtax on millionaires. this presentses a problems for republicans. they see it as failed spending. any type of tax increase would be a no g-go in the house. therefore, it very well could pass the senate possibly later this week or the next few weeks. once it gets to the house of representatives, it has very little chance of passing. if nothing else, the president is trying to get republicans on the record as being against $35 billion for teachers or firefighters. at the end of the day, it is solvable even if they can't get it passed completely.

no to the millionaires tax. what does the president that, te is a desire by the president to extend unemployment insurance for another year. republicans have been open to that if there are reforms attached to it. it will still be a tough fight for democrats. i think we will see something on that front attached with reforms. >> not the big ticket items, though, they are not the one thats president says the

democrats will believe will create a lot of jobs. for example, the infrastructure program. as we said, these jobs for teachers. so what is going to make this work? big job creators or those headed for another stalemate. what we are going to see is a status quote kind of plan. what we just outlined are extensions of programs that are already in place. none of the big ticket programs that the president is out talking about this week, republicans are not willing to do the $35 billion in aide to rehire teachers and police officers. they are reluctant at this point to do the infrastructure program. there is an opening but it is not clear how that would be worked out. there are plans for renovating schools. republicans are not going to go for that. what we are looking at its an

shipped to new york's upper crust to sutherby's auction house and lincoln center. after more than a month of protest, the nypd says it has cost taxpayers $3.4 million in overtime. hundreds of the protests arrested are tletinging to force a trial unless the d.a. drops the charges. they have zeroed in on the top 1%. who are they talking about? richard lui has been looking into that. it has been pretty revealing. >> right here to my left, if this is all the people in the u.s., chris, this is the group "occupy wall street" protesters are targeting, the 1% in yellow. up to this point, they have been for the most part faceless.

we have done a little digging and found out who they are. the top occupation of the 1%, executors and pan jeers. the ceo of abercrombie & fitch, who was criticized by his $23 million salary. in the 1%, medical. you can see right there, about 1 of 6 of the 1%, surgeons, family doctors and the like. third, the financial profession, 14% of the 1%. that's the group they have been targeting theoretically. one group not heavily targeted yet, congress. they might soon with this fact in hand. media net worth for a member of congress, just over 900,0$900,0. curious if you are a 1%, you

think -- the fact that people are focused, their anger is more at washington than wall street it should be a message it is great to have everyone that's angry under one umbrella but they are going to have to focus on washington to get something changed, to get a win on the board and show their voices have been heard. >> a big question that's been asked, andy and you have this great article in mother jones is who are these people really? where did they come from? what did you find out? >> i found out that the "occupy wall street" really started earlier this summer. it was this international group of artists and activists, writers and students and more. not only were they new yorkers but they were also folk from egypt, from greece, from all around the world, many of whom had experience in the revolutions or the uprising in those countries. so this group really infused

occupy wall street with an international dna. you have seen that in how the group has taken shape, the general assemblies, which are this direct democratic core of the protests. >> would it be fair to call them anti-capitalists? >> some of them are, some of them aren't. some folks think that the system itself needs to be completely stripped down and reimagined. other folks just think that capitalism needs to be made for fair. it needs to be improved. it doesn't work for the majority of americans right now. >> i think that is the number one message that a lot of people are hearing, the growing disparity from the rich and the poor. they must have gone crazy if they saw the picture you posted. it is a young mitt romney with some of his buddies. they are very, very happy about the money that's out there and presumably, the money they are making. tell me a little bit about this. >> this is a photo from bane

capital that the boston globe put on the mitt romney web page yesterday or over the weekend. as you can see there, a very young mitt romney, still the same thick head of hair. all of the guys there holding money. money stuffed in their pockets, their shirt collars, their jackets. clearly, this is emblematic of another time for sure but to have this come out when people are protesting financial inequality to foreclosures to unemployment to not folks who used to be able to or felt they were secure in the american dream now on their first year, second year, sometimes third year of looking for work and mitt romney is now running for president, it sort of is a clanging message there that the american people are hurting & gri, whether it is on the right or left. here is this picture showing

another, he will likely stick around for a while. the debates are a huge opportunity for any of the candidates. they know they have limited opportunities where they get such broad public exposure. this is a big night for herman dine try and sustain where he has been and an important night for rick perry to get back to where he was. it is also important -- >> let's talk about rick perry. these debates have been hurting him. by his campaign's admission, his wife's admission, he is not a great debater. does he just try to survive? do you think others will try to deliver a kind of knock-out blow? what do you expect with rick perry? >> his problem is that people weren't taking him seriously and they weren't attacking him. he has to get back into the debates and do what newt gingrich does, own the stage. find a way to jump in, answer a question, interrupt. you have to be in the debate. you have to be central, relevant. that's where rick perry needs to get. debates in politics are not

forensic. we don't judge them like we do formal debates. rick perry's expectations are low. they shouldn't be hard for him to beat. if he has a passable night tonight, that will help him get back in the game. it is not too late. he has a lot of money. this is an important night for rick perry again. >> expectations are high for mitt romney. by a lot of accounts, he has had a good, if not very, very good debate performance every single type. he is, nevertheless, stuck. what is he at 22%, 23%, 24%. that's where he is when they polled this republican field. would you expect him to do anything different tonight? >> i expect him to do what he has done all along, which is be very prepared. mitt romney is a great example of how much value there is to having been through this drill before. he knows the importance of being prepared. he is clearly confident, calm, assured on the stage. it appears he never gets a question he is not ready for.

rick perry, it appears he is getting a question and never expected it. you don't see that with mitt romney. every question he is prepared for. he is prepared for a perrian response. he has the appearance of knowing in advance the questions he gets. >> you were recently quoted as saying that the primaries have become overwhelmed by the debates. do you any that the campaigns are getting -- it is too much for them or do you think this has served a purpose if you have more than a quarter of the people watching them, people changing their minds on the basis of debates. i'm amazed at how engaged people seem to be this early in the campaign. >> they are engaged. the problem with the campaigns, there is no structure like there is in the general election where you have a commission on debates. so the problem for the cam papers is that they are being overwhelmed by debates.

by the requests, the scheduling, the logistics and who is going to caqualify. it is changing from debate to debate. there is a public service served by this. we get to see people on the stage and how they deal with the issues. it has eliminated the retail politicking, going out an spending time with voters. they are not getting a chance to marinate among the voters like they use to. we have to weigh this out. i think there is a lot to think about. >> mark mckinnon, thanks so much. jon huntsman, who will not be at the debate, because he is focusing on trying to get his campaign up and running, he is going to be a guest with andrea mitchell, 1:00 eastern here on msnbc.

this you have to see to believe. a father has been arrested after he let his 9-year-old daughter drive into a store because he was too drunk. it was caught on tape. here is sean lay from our detroit affiliate, wdiv. >> just before 3:00 a.m., a red van can be seen pulling into a citgo gas station at telegraph and west in brownstown, township. you can see the driver sitting up and pressed up against the wheel. when that driver gets out, you can see she is just a child. maybe four feet tall. that's her father with her. inside the gas station, the father makes it clear he is drunk and his daughter is his driver. >> i got a designated driver. she is nine years old. >> reporter: 39-year-old sean

a very scary sight here in west texas. a wall of dust 8,000 feet high coming into lubbock, courtesy of very strong winds, 74 miles an hour. the drought says a lot of loose the dust turned the afternoon into night. we have seen a lot of those across the southwest. all of that courtesy of a strong cold front. welcome back to jansing and company. i'm weather channel, meteorologist, carl parker. that front making its way to the east. cool weather along with it. here is a look at setup.

the area coming through the middle of the country. moisture spreading westward. late in the week, it will slide eastward. temperatures into the 40s and 50s across the northeast. right now, showers and storms along with that boundary in the middle of the country. very wet weather across florida, several inches offer rain in the southwest part of the state. a tornado threat there as well. wet weather all the way up into georgia where it is needed today. across the middle mississippi valley. about 67 enter new york, again, much cooler later in the week. looking at sunny weather for much of the southern plains. continues to be sunny in the west. about 71 in los angeles with a few clouds. >> that sounds pretty perfect. carl parker, let's take a look at some other stories people are talking about. in a stunning turn of events, police say they have found a florida teenager who has been missing since july. they found her as part of an investigation into four disabled adults who were found chained and locked in a philadelphia basement over the weekend.

investigators say the suspects in this case are, quote, pure evil. they were collecting the victim's social security checks alleged will allegedly. the 15-year-old girl from flor florida may be linked to that. the family of missing girl lisa irwin facing in you scrutiny since the mother admitted being drunk. the fact that the mother is truthful about these unflattering details shows she has nothing to hide. >> they have cooperated as recently as yesterday. they consented of a search of their car. they consented to these sniff dogs come together property. when you are cooperating and you are being interviewed and a detective within an hour or two of the baby's disappearance starts accusing you of murder, it doesn't do much for the cooperative spirit. the kansas city police department says the parents level of cooperation has not

under water. their home is worth less than their mortgage. >> your house might be less than your loan but you are still paying your mortgage payments on time. it is obviously not a good situation to be in. many people are in this, however. as a result, state and federal officials are creating a plan that could help some of these so-called underwater boroughs, get refinancing assistance. normally, they are not able to refinance, because they lack equity in their home. this is the latest government bid to break a legal impasse with the big banks over allege td foallege d foreclosure abuses. government officials and the banks are continuing to thrash it out an help the housing market an the plan would apply only to mortgages that are owned by those banks. >> in the meantime, wall street has been in the crosshairs of the protests. today, pretty much a shocker from goldman sachs. >> we are in the thick of earnings and goldman sachs let out the big one.

it posteded a loss worse than expected, 84 cents a share on a 33% drop in investment banking revenue from a year ago. revenue for the fixed income, currency, come mod dis, tanked 36% from the same time last year. the shares, this is the interesting thing not as bad a reaction as you would expect on the shares. goldman officials insist they are well-positioned once the economy recovers and financial markets stabilize and get back on track. as you were saying, this is the loss for one of the leading ball street banks. goldman has come under fire for, among other things, generous compensation after it got the $10 million bailout. mandy drury, always good to see you. >> good to see you too. as president obama embarks on day two of his latest bus tour, he is getting hammered by republicans. senator mitch mcconnell had this

to say. the states got another bailout, the unemployment rate didn't budge. now, the president is riding around on a bus saying if they don't get another one, teachers, police and firefighters will lose their jobs again. >> nbc news political reporter dom denico montinaro joins me. unemployment is higher than the national average in north carolina where the president is this morning. his job approval rating there is low. struggled to win it in 2008. what is the strategy in going to states like north carolina and virginia? >> north carolina and virginia are key states that president obama won in 2008. he won north carolina narrowly with 4,000 votes. if president obama were to win virginia or north carolina, either of the two, he could lose ohio and florida and get to 270. these are key, important states with a lot of votes that

president obama wants to do well in. north carolina, an uphill climb. his numbers with independents, upside down. he is trying to fire up the base and get them ready to go for 2012. >> let's talk about independents. they are the ones that put him over the top in 2008. quinn 53% unfavorable. he has been losing independents probably since 2009 with the whole health care debate. what's the strategy for getting beyond that? >> the president is really trying to sell that jobs' bill as we have seen him go across the country, something to run on. he also has something he thinks to run against. the white house is going to set up republicans in congress and say they are trying to block this as mitch mcconnell talked about with teachers. there have been quite a few across states as states deal with budgets. they have balanced budgets, which means they need to cut

whenever they can. a lot of teachers have been laid off. so the president is trying to take something in this jobs bill and say, look, teachers, emergency responders, could be laid off. they want to make that piecemeal, pass that through congress and get that done. run on that plan and against republicans who are blocking that in congress. >> we just saw video of the president getting on his bus. that whole bus has become an issue with the republicans. we heard mcconnell just mention it. here is what john mccain had to sayed. >> i must say i have never seen an uglier bus than the canadian one. he is traveling around on canadian bus taughting american jobs. >> what's the reality check behind those statements? >> the shell of the bus, as i understand it, this came up during the midwest bus tour earlier this year, is made in canada. now, look, these calls go beyond the white house and with the secret service. the secret service are the ones

that say, we need to get this. here is the protection the president needs. here is what he needs. it certainly looks imposing. it is this large black bus, much bigger than something they are going to see in those parts of the country. the secret service makes those calls. i'm sure people would talk a lot differently about this if something actually happened to one of our leaders. not to mention i think i had seen a story that the republican nominee would likely get a similar bus. this is something that's going to come up every time there is a bus tour. there is probably not a whole lot to it. >> the nominee gets the secret service protection as well. we will see what they have to say when the republican is riding around in the exact same bus. domenico, good to see you. >> thanks, chris. we are waiting for vice president biden. there he is. there are the folks waiting for him in new york city school. the new york city school district lost nearly 20% of its

country. allen st. pierre is the director for the national organization of the reform of marijuana laws. david evans is a special adviser to the drug-free american foundation. david, let me start with you. do these numbers surprise you? >> with any kind of survey, it depends on how the question is asked and the kind of information conveyed in the question. the argument that we would be able to raise a lot of tax money if we legalize marijuana is really a false argument. it doesn't really stand up to analysis. if we legalize marijuana, marijuana use is going to either double or triple. that means that all the societal costs connected with marijuana use are going to double or triple. it is going to far out strip any money we could get from any tax

licenses and the student loans. the cost to the society is the prohibition costs. >> i am wondering, allen, if you think that part of these changing numbers have to do frankly with the bottom line, that people do believe that you could make tax dollars by legalizing marijuana? >> chris, there are four major reasons why marijuana legalization as compared to what david was saying about the question being asked. if you put this on an average chart, this looks like a great stock rising. this has gone up over 30 percentage points. the serious recession we are living through has sharpened politicians views. the baby boom has a different attitude than the world war ii generation does. after 74 years of prohibition of may marijuana, we are prohibition weary.
