a bailout. these aren't bad actors who somehow screwed up the economy. they didn't act irresponsibly. these are the men and women who teach our children. >> michael steele is an msnbc political analyst and former rnc political chairman. good morning. >> good morning. >> so is that the republican strategy? and you know this is the charge, you just keep saying no to the president because then he loses. you don't give him any lenls lative wins, he loses. >> well, yeah, that's what it looks like on paper. the fact of the matter is the people are expecting a lot more out of both the president and the republican leadership when it comes to creating jobs. and we're up against a huge clock here, not just the political clock in terms of next november but just in terms of people being able to sustain themselves and their families and communities. i think for the republican right now, they've really got to get in front of the messaging. the president has done a very effective job over the past week of going out into the country

and laying down the gauntlet, if you will, a number of issues related to his jobs bill and i think, you know, we can not be in that position which they tried to put us in in 2009 and 2010 of just saying no. we have to come forward with something else. >> you think getting out into the community, you think making these proposals like the mortgage proposal that it's going in the right direction, he's doing the right thing. >> oh, i do, absolutely. i think it is very important for the president to get out of the bubble of washington, to get closer to where people are so that they can see and hear from him directly the impact that his plans are going to have. what are you doing to create jobs? now we can talk about the merits of the policy and the effectiveness of the policy but in terms of where people are right now, that kind of contact is always a good thing for political leadership to do. i think in terms of republican leadership, it may behoove them to also go out into the community, get on their bus, if you will, to go out into the country to lay out why their opposition to what the president is doing is so important in

terms of their plan to create jobs. >> well, let me play for you a clip of something the president had to say yesterday. >> that old hope poster is fading. it's getting dog-eared along the edges there. but i just want to remind all of you that we never said this was going to be easy. we never said that change was going to happen overnight. the problems that we confront didn't happen overnight. we weren't going to solve them overnight. >> you know, it's an interesting debate every time this country is in a pickle. does the president ignore or try to put a good face on things or does he hit it head-on? he said that hope poster, it's looking a little dog-eared. does that reference hurt him or help him, michael? >> i think it humanizes him. that goes to the point i was just making about being out there amongst people when you're say that go and that's what a lot of people feel.

i think for some folks right now they're looking at change they can hope for. and so that's kind of where folks are and to have him acknowledge that is a good thing for him. now there does come a point where, you know, he acknowledged it a little too much and people begin to go, well, if it's really that bad, why am i reeleblre re-electing you? he has to walk that line. a year out from the election, yeah, it's good to say, look, we've done some things. we've had had some object sstac largely from our opponents across the aisle. those slogans and things we were hopeful in four years ago have not necessarily materialized the way we would have liked but there is still hope that's out there and we're going to do everything we can together so give me that shot. so i think the president is positioning himself very well right now with respect to the message going into what will obviously be a very interesting time for republicans come january. >> so we talked about message, personality, let's talk about something you know a little bit

about and that is money and fund-raising. president obama has been outfund-raising everybody. we're talking about these billion dollar campaigns. when you get to that level, how much will money make a difference? are you assuming that on the democratic and the republican side it's going to be pretty much awash when we look at this kind of cash? >> well, yeah, that remains to be seen. i think when you look at the president raising $70 million in the last quarter which dwarfed what the entire republican field raised altogether, he's going to have the cash. will he get to a billion dollars? i don't know. this is the other piece of the political puzzle. right now a lot of folks are thinking that money is going to drive this but i have always suspected and i saw it in 2010 that you can have all the cash in the wrorld and still get you behind handed to you. it's going to take a good ground game, take great organization and people have to feel

motivated to come out and vote for you, chris the they're just not going to sit there and go, i really like that commercial and think i'll go vote for the guy. folks are going to be, if they're smart, put effective commercials on television that will stimulate and motivate their base. >> so i have to show you in the little bit of time we have left, i have to get your reaction. i'm sure you've seen this. it's from herman cain's campaign manager. watch this. >> together we can do this. we can take this country back. ♪ i am america one voice united we stand ♪ >> smoking a cigarette. was that a good idea? >> well, hey, he's a smoker. the president smokes. >> not in the campaign commercial and not in front of his wife as far as i can tell. >> that's true. but it's very different. again, it appeals to folks out there who, you know, see that as

police in riot gear are moving occupy wall street

protesters out of oakland right now. they've spent weeks camped out in front of city hall, then early this morning pacific time police started cuffing the demonstrators and leading them away. police are, in fact, telling those who work downtown to put off starting their day. kntv's bob rodell is live in oakland for us. i understand you've had to take shelter in your van. what's going on out there? >> reporter: well, there were some people with occupy oakland who had some choice words for us on air so i figured it would be better if we were able to sit in a van. good morning to you, chris. if you look out to the right you'll see snow park, one of two locations of the occupy oakland movement here in oakland. this is by lake merit, about 45 minutes to an hour ago oakland's finest, you can see them right there, descended on the park and they took away perhaps 10 to 15 protesters. they've been camped out. you may be able to see some of the tents that were here. like i said, this was one of the smaller locations of the occupy

oakland movement, the larger location was downtown in front of city hall is what we refer to as frank ogawa plaza where there were 150 tents set up with at least perhaps 200 to 300 protesters. well, about two and a half hours ago there were 200 to 300 oakland police officers who descended on that to shut it down. they gave them an eviction notice last thursday. they started barricading themselves into that area. the police surrounded the park and what was most noteworthy was how smooth the takedown of the plaza was. it took place in about 30 to 45 minutes there were some protesters, several, who came out on their own. we talked to one gentleman who said i don't want to be arrested. i have a family, kids at home. i want to be out of here. then there were a core of protesters who stayed until the very end, i'm going to say 50 to 75.

they have been arrested. there wasn't much in the way of violence. one tear gas canister went off. it's not clear if that was opd or a protester, also a bottle thrown, some pushing and shoving. yes, contentious but as far as physical, not so much. >> thank you so much for that live update. it looks like establishment republicans are finally getting behind mitt romney. right now he's in ohio. later today he'll be in virginia. but it's oklahoma where he's getting a couple of endorsements including former governor frank keating. the national journal reports a dozen big time republicans from the red state will back romney later today. yesterday new hampshire's former governor endorsed romney. jon huntsman breaking out the mandarin last night. >> terrifying. what did you just say? what did you just say? >> i said i think that you ought

to consider being my running mate for vice president. >> that got a good response. his book is at the top of the bestseller list by herman cain insists his campaign for president is not about selling books. >> well, it's not a book tour if you call mixing a book tour in a campaign a gigantic book tour, that is a misperception. secondly, the thing that i think is going to convince people my campaign is credible if i make a misstatement, i'm willing to retract it. if i make a mistake, i'm willing to admit i made a mistake. >> and rick santorum speaking to vote mers iowa, he hit the obama administration over religion. >> this administration has been the most hostile administration toward faith of any in the history of our country period. >> and the account may be closed but callista gingrich was spotted at, yes, tiffany's. mrs. gingrich browsed the

jewelry store sunday while her husband had a glass of sparkling wine at the restaurant next door. and isn't it amazing how herman cain has basically turned the republic yap showdown on its head pushing the other candidates to come up with some form of a flat tax. the flat tax is the centerpiece of rick perry's piece unveiled in an op-ed this morning. you'd have a choice of either paying the current tax rate or a flat tax rate of 20%. corporate taxes would be slashed to 20%. younger workers could opt out of social security. controversial there. and spending capped at 18% of gdp. now, of course even casual observers of politics are aware of herman cain's 9-9-9 plan, a flat 9% tax but an analysis by the tax policy center found that 84% of all taxpayers would see a tax hike under 9-9-9 so cain amended the plan saying families at the poverty level would fall

under 9-0-9 and pay no income tax. mitt romney unveiled his jobs plan last month and though he called the flat tax a tax cut for fat cats back in 199, his plan would overhaul the system and include a lower and natter tax. his plan would hold the line on income taxes, eliminate taxes, dividends and capital gains for lower and middle income taxpayers and it would eliminate the estate tax and slash the corporate tax rate to 25%. let's talk about all this with msnbc contributor and senior fellow at the brookings institution and steve mcmahon is a democratic strategist who has advised three presidential campaigns. gentlemen, it is good to see you. >> good to be with you. >> let it's talk about the flat tax, first of all, e.j. can this revive rick perry's campaign? >> i think when you look at what he's doing, there are short term politics and then there's substance and long-term

politics. short-term politics it's a good move because he needed to do something bold. he's been hemorrhaging supporters on the right of herman cain who are attracted to cain's plan. this is a very radical plan both on the tax side and spending cuts. it will require -- that will probably appeal to those voters. short term it will probably help him. long term there are some huge problems here. one is that flat taxes benefit the rich and hurt the middle class. he tries to get around that by saying, well, you can pay at the current rate if this tax is going to raise your taxes. what he does with that is massively increase the deficit. and so he then caps federal spending. one word did not appear, medicare. you cannot have the kind of cuts he wants to make without really cutting into medicare. so i think mitt romney is going to try not to look more liberal

because you can't get to the right of this without abolishing the whole government. i think he is going to argue it would be an ankle around perry's neck in the general election. >> let's go back to where this started, herman cain. he is forging ahead with his 9-9-9 plan. i want to play the new radio ad he has out there. >> 9-9-9 means jobs, jobs, jobs. i'm herman cain, a candidate for president, and i approve this message but obama doesn't. my 9-9-9 plan creates 6 million jobs. obama doesn't want you to know because he doesn't want me to win. >> steve, this is what's so interesting to me. 6 million new jobs, these kinds of numbers. are they realistic? >> well, i mean, they're as realistic as the super pizza deal that he's offering. he came up with this idea on a plane ride between two cities when he and his campaign advisers were bored and it's captured the imagination, if

there is an imagination, much of the primary electorate. it's utterly ridiculous and people have figured it out. independent tax analysis has concluded 84% of americans would get a tax increase and even tax cutters like rick perry whose plan is draconian itself, i mean, by offering a 20% rate, rick perry is basically saying that 9-9-9 is ridiculous, it's fantasy. i think it's amusing but it's crazy. >> it's amusing, it's memorable and for a lot of people who want something done about the tax system and it's very difficult to sort of figure all this out, it sounds good because simple sounds good to them, e.j., and you have on the other hand mitt romney, 160 pages of his economic plan and so where does that leave him? >> well, there's another thing about simple with which is voters are very shrewd in figuring out pretty quickly is

this tax plan going to help me or hurt me? and a lot of voters, especially voters in new hampshire where they don't have either a sales tax or an income tax say, wait a minute, all of a sudden i'm going to be paying a 9% sales tax under the plan and the states that already have one, that will be on top of existing sales taxes so over time this idea is going to fall under its own weight. yeah, republicans aren't crazy about government doing much. they have always been fascinated by interesting, complicated or simple plans to mess with the tax code but it always does so in a way that cuts taxes on the wealthy and that may work in the republican primary. >> you bring up an important point. 6% of americans favor increasing taxes on individuals making more than $200,000. only 32% oppose. 70%, steve, favor raising taxes on corporations by eliminating loopholes. so is there an opening here for

the democrats? have they taken it enough? >> there's an opening for a simpler, fairer tax system and president obama has said that we need to do tax reform. it takes a lot of these special interest loopholes out of the tax code and brings additional relief to middle class voters. president obama has cut taxes already for 95% of families in america, and he's trying to cut the payroll tax not just for employees but for employers who hire veterans in the long term unemployed and the republicans won't do it. so you can see politics has already crept into the 2011 even though the election is still a long way away. and it's absolutely true that people want a simpler, fairer code. they want the wealthy to pay more. they think corporations, because they believe corporations take advantage of loopholes and don't pay taxes should be required to pay more or pay something. we read about all these very, very large corporations that had billions in profits and paid no

still coming up in the next hour rick perry is hoping to breathe new life into his presidential campaign with a new economic plan. the flat tax is the centerpiece. he spoke with john harwood about it. >> reporter: in 1996 when your adviser steve forbes was running on a flat tax, mitt romney said it was a tax cut for fat cats. >> well, i would say that he has to look in the mirror, i guess. i consider him to be a fat cat. it doesn't matter to me what

anybody says about this. i know what will work. >> john harwood joins me live from south carolina where perry will make his remarks. fat cat seems to be the, i don't know, new phrase of this campaign. i just know it's very bad. very bad to be a fat cat, john. tell me a little bit about how rick perry seemed to be because there is this sense that this proposal is sort of his chance to revive a flagging campaign. >> exactly. he shot to the top of the race after getting in. he came in with strong support from social conservatives. but when his poll numbers dropped after some weak debate, he's trying to make a play for the economic conservatives, consolidate support on the right. there are two elements to it. one is what you alluded to with the fat cat comment, creating a populous contrast with mitt romney. he was born with a silver spoon, the son of a tenant farmer. also saying i'm the guy who is bold enough to come out with ideas that conservatives believe

in and i have the guts to see them through and he's trying to make republican primary voters who have had misgivings about romney believe mitt romney is neither of those things. >> you also asked perry about the controversy over president obama's birth certificate. let me play that. >> it's a good issue to keep alive. donald has to have some fun. >> reporter: are you saying that your comments about that are kind of a joke or do you seriously have an unresolved question? >> i don't have a clue about where the president and what this birth certificate says, but it's also a great distraction. >> i don't have a clue. did you think he was going to disavow it, because it seemed, john, you gave him several opportunities to do that. >> reporter: i absolutely expected him to try to put the issue to rest because it distracts from the message he's trying to promote today on the economy and his attempt to get

back in the race, but it was purposeful by rick perry. i gave him multiple opportunities. he did not disavow it. he's trying to say to some of those people who believe in that issue, i'm your guy. to consolidate that support on the right, but by doing it with a little chuckle in his voice and a grin on his face, he's trying to tell others, well, maybe i'm not so serious about it. i think he's trying to -- in some ways it felt he was trying to have it both ways. >> all right, cnbc's john harwo harwood. always good to see you, thanks. a programming note, cnbc will host a gop debate november 9th with oakland's university. so watch for that live. now it's time to get a check of the weather. to the weather channel's carl parker to check out what's going on. good morning, carl. and good morning to you, chris. we are now watching hurricane rina, a category 2 hurricane in the western part of the caribbean. looks like it will continue off to the west/northwest very slowly. models having a difficult time

resolving the longer term. we think it could be a direct threat to southeastern -- northeastern parts of the yucatan peninsula. it may come up to florida, though probably in a weakened state. a lot to figure out in that forecast. very quiet day across much of the country, as you can see. we're watching some showers and storms around the lakes and not much happening in the central plains right now but over the next couple of days major snowstorms on the way rockies in denver. in the east today a beautiful day, a lot of sunshine, 60 in boston. 70 in savannah. the northern plains and there's your big snowstorm, major change there for the central part of the rockies. also very nice along the west coast. 64 degrees, chris, in san diego. >> those folks in the rockies love their snow. let them have it. carl parker, thank you. let's take a check of some other stories people are talking about right now. a nurse who says michael jackson

repeatedly asked her for propofol will be back on the stand at the trial of the singer's former doctor. she is the sixth defense witness after conrad murray's lawyers began presenting their case yesterday. the defense is attempting to paint jackson as a man desperate for sleep and eager to obtain the anesthetic authorities say killed him. the penalty phase begins in the second connecticut home invasion trial. the jury that convicted him of murdering a mother and her two daughters will now decide whether he should face life in prison or be put to death. his accomplice has already been sentenced to death. the nba is reportedly canceling another two weeks of the upcoming regular season. that's more than 100 games through november 28th. this would be the third round of capsulatio cancellations and no new talks scheduled for this week. it's known as the northern lights but you a you could see the aurora borealis as far south as mississippi.

flet netflix gets the message loud and clear. people have left in droves. what's moving your money. do we know how many left? >> 800,000, chris, the most in its history. admittedly they still had nearly 24 million u.s. subscribers but it is still down 800 big ones from june. netflix management expects to get more u.s. subscribers this quarter but no specific target or numbers. to back up, netflix came out with third quarter earnings, they did rise 65 3ers. when they raised their prices as much as 60% and then they bungled an attempt to spin off the dvd by mail rental service it took the luster off and ticked off a lot of customers and this morning we saw their shares down as much as 37%. >> wow. let's talk about the holiday

shopping season. fedex is out with a bold prediction. >> it expects to ship more packages this holiday season than ever before thanks to the availability of cheaper packages through a partnership with none other than the u.s. postal service. how many packages are we talking, chris? fedex is expected to ship 17 million in one day, the busiest day, which this year is projected to fall on december the 12th. that is 10% more than its busiest day last year. fedex is expected to ship more than 260 million shipments, a 12% increase and the good news here is fedex is expecting to add about 20,000 seasonal workers to handle that surge which is up from 17,000 last year so you can say recession, what recession? if you take fedex alone, things are looking good. >> mandy drewrey, thank you. >> you're welcome. president obama is going after the youth vote. we'll tell what you he is doing.

former libyan leader moammar gadhafi was buried today at a secret location in the desert. his body taken there after lying on display in misrata as you're seeing here. they chose an unmashlgd grave to avoid vandalism and a shrine to the dictator. he was buried alongside his son and a former aide. and there's a stronger push now for an investigation into gadhafi's death following graphic reports of what happened to him in the minutes before he died. california congresswoman loretta sanchez is a senior member of both the armed services and homeland security. good to see you. >> thank you, chris. good morning. >> are you concerned about the circumstances surrounding gadhafi's death or is this a situation for the libyans to handle? is. >> well, i do believe that the libyans have to look at themselves and decide seriously what type of government they're going to have and whether they will be transparent so it is an issue for them. on the other hand most of us saw

over the last six months the way gadhafi treated his own people so i think the fact that they've decided to bury him in the desert where i think he always preferred to be and it's unmarked is a good thing for the rest of the world. >> meantime, the president made that bold move announcing the withdrawal of troops from iraq. what are the risks as you see them, the likelihood of civil war, do you think? >> well, there are several risks. the first is, remember, that we could not get an agreement that would allow our troops to stay in iraq. remember, this is a sovereign nation. and that's the reason why, in particular the president needs to get those troops out. he also promised and it was already a deadline set that we would be out by the end of this year. and he'll leave very little behind and the cut backs on our state department and what that will do for our state department workers who continue in the mission in iraq to try to, if

you will, help the iraqis move along their way. the civil war, that's something many of us take a look at and say it could be a problem and may deteriorate into that. i was in iraq over the weekend and was talking to the government and they are very concerned about what will happen once rios move our military forces. >> let's talk about afghanistan. just yesterday hamid karzai said in an interview if pakistan and the u.s. were to go to war, afghanistan would back them. he has distanced himself from those remarks. do you think this supports leaving afghanistan or as a reminder of the need to keep troops there? >> well, as you'll recall i have been an ardent person to remove troops from afghanistan for a long time now. i believe that our mission is very muddy there. i believe that 2,700 lives la r

later, almost $500 billion, $2 billion a week, when our own country needs to improve its infrastructure and its schools, for example. it's a long time coming that we get out there. and i believe karzai and i've said this many times both on television and in the armed services committee, is part of the corruption that happens there. there's a lot of corruption. i think when everything is said and done we'll see half of the money that the u.s. taxpayers spent in afghanistan under the name karzai. >> some of the numbers that i've seep, at least the amount of corruption are astonishing. you have so many lives lost and we see the number of people who have gone back for two, three, four, and even more deployments. and they believe and i'm sure

you talked to them, they believe there has been progress made and they don't want to see regression. how do we do what you say which is to get out and still try to protect the gains that have been made? >> our whole strategy for a long time now has been to train and set up their own army there but the reality is anybody on the ground who really has a grasp of what is going on even in their own particular area, and i've heard this from service members, from our civilians over there. they tell me tale after tale of the indecision, the lack of leadership, even the parliamentarian members. a couple years ago after i was there after the last karzai election said it was a bad election. they should never see that again. i mean, they were humiliated about the fact the u.s. stood by that election. so, you know, it's just time to cut our losses there. there are other ways to handle that. and we really need to focus in a more strategic way than a

med media. but with the president's support slipping below 50% can it work? joining me now new democrat network senior adviser alicia mendez. good morning to both of you. >> good morning, chris. >> so in 200866% of young vote, supported obama. a recent poll puts the approval rating below 50% so can a campaign like this drive those numbers up? what will it take? >> it can and it has to. i think one of the important things to unhere, chris, when we talk about young voters very easy to imagine it like the kids table when it's not, we're the largest, most diverse in american history. >> and for years and years and years it's been very difficult even with millions of dollars spent to get them to vote in large numbers. >> not when you make a big investment. part of what we've seen is there's a definite corollary between having a very specific message going door-to-door just doing the basic blocking and

twitter is going to do that with the unemployment level so high. >> there is new census data. i think it shows the young folks have the highest unemployment rate they've had since world war ii. so in many ways it's the same problem he's encountering in much of the country. how does he answer that? >> well, i think this message about we can't wait actually counters it perfectly which is the president is going to do everything that he can do with his executive authority but beyond that he needs congress to act. we're going to break this jobs bill down piece by piece and really ask congress if it's more important to do what's right for the american people, if it's right to do what's right by this generation, or if they're going to allow the same type of partisan gridlock that has characterized the last three years continue. >> you have to look at the other side of the message essentially what's going on here, robert, when you look at a lot of the issues. first of all, let's talk about the economy, 9-9-9 has been

largely debunked. it's not like it's a slam. >> i didn't say that, chris. i think republicans have a real challenge to reach out to young people. the last time republicans won the youth vote was with george w. bush. it hasn't happened since. they have an uphill climb because they're seen as the stiff party. they're not addressing key irn use that matter. this will be more of a referendum on the president and as sad as it was in 2008 and 2012 if the jobs aren't there i think my generation is going to stay home and i think president obama is getting some people excited. i think he's getting his other base excited. people my age are not really watching c-span. they care about their paycheck and they're not even on facebook. they're on line looking for jobs

on craigslist and other job sites. that is their part of their lives now. as much as president obama did -- he's the best and republicans are right, they're not doing so much to reach out yet. >> but in addition to not reaching out, they're lowering the bar. now you will need a federal i.d. to vote. >> what does that mean? >> it means if you're a young person, 10% don't have a federal i.d. there are now 12 states who are going to show up and it's going to be nearly impossible to vote. you say that you care about young people voting, you need to make it easier for them to vote not harder. >> i think access is important, alicia. these are all distractions. the thrust of this campaign, i think you would agree, is the economy. and bickering about washington and what republicans aren't doing is missing the key issue. >> i don't think it's bickering to say you have one party who wants more to vote and another actively telling people -- >> we have to let that be the last word but what a provocative conversation. thank you to both of you. >> thank you. welling, the republicans have launched a hash tag war of
