president obama is expected to address the controversial rule requiring insurance coverage for contraception and what makes it an accommodation. this was erupted into a political fire storm for the president. the decision hammered by republicans and democrats alike. moments ago, rick santorum had this reaction when he spoke to party activists at cpac. >> ladies and gentlemen, this is the kind of coercion we can expect. it's not about contraception. it's about economic liberty. it's about freedom of speech, freedom of religion. it's about government control of your lives. it's got to stop. [ applause ] >> joining me now from the white house is nbc correspondent kristen welker. give me an update about what we expect to hear from the president and the reaction we

may be feeling from the white house given what's taking place and the tone at cpac. >> reporter: good morning to you. officials confirmed in about an hour, president obama will come forward and announce an accommodation as you mentioned to the contraception rules. what does the word accommodation mean? it means religious affiliated organizations and institutions that have a problem with providing coverage of contraception for female employees can opt out of providing that coverage. what will happen in turn? insurance companies will be the reaction we are getting from the catholic community at this point and time, nothing. we reached out to timothy dolan who has been vocal and he is with holding his reaction until he hears from the president. we reached out to other folks.

republicans are not ready to react yet. they want to hear what the president has to say to make a reaction. i have heard from advocates that like the announcement today. they say it maintains the mandate that all women are still covered. their contraception is covered. we will have to see what the bishops have to say. thomas? >> kristin, thanks so much. i want to pass along a statement into us from richards, the president of planned parenthood. a long statement. i pulled out one section that i thought was interesting. the individual rights of women and employees is our fundmental concern. they plan to believe the institutions that serve the public, employ the public and receive taxpayer dollars should be required to follow the same rules as everyone else including providing birth control coverage. that statement from richards the president of planned parenthood.

we have beth, a political correspondent from the journal, wendy and roger simon, a political columnist from politico. it's great to have you with us. beth, i wantç to start with yo. this accommodation or compromise the white house will announce at 12:15. something that's going to appease both sides. do you think it's going to be the case or is this the type of situation where it leaves no one happy? >> planned parenthood put out a statement saying they can live with this compromise by the obama administration so as far as they are concerned, they are obviously willing to live with it. i'm not sure about the other side, if they will be satisfied. the republican party here at cpac sees this as a winning political issue. i'm sure they are going to try to get as much mileage out of it

as they can. >> the consideration of the white house seems like a retreat on the issue. the archbishop of washington appeared on ""morning joe"" this morning. he said this about a compromise before we knew the details. take a listen. >> our concern is our basic freedom and i'm not sure it makes sense to say how about if we compromise away parts of your freedom. how about if this part is acceptable and this part isn't? i want to see what we are offered. >> the core of the catholic church's opposition is while they recognize and know a majority of catholic women use birth control, church employers shouldn't have to offer it and pay for it. how damaging has the debate been for the white house knowing they have taken this time to go back and come baa with something they consider to be this accommodation? >> i think they had to do something.

president obama receifeñ majority of the catholic vote in 2008. you certainly can't afford to ignore the serious concerns catholics have about observing their faith, work in settings that the catholic church is involved in and not have to violate the tenants of the faith. the president looks reasonable. he's quickly turned around and the white house responded. we are going to try to work it out as best we can doing what we believe in. you contrast that to the speeches you are hearing from cpac and the president might be positioning himself in an add venn teenageous position because he's willing to compromise and respect the faith of the catholic church. >> republicans in congress, they have seized on the issue. will they keep it up and try to make it an election rather than a referendum on the economy showing signs of improvement? >> i think that is their hope. if it is their hope, it's going to be good for rick santorum.

i think this hope issue was, as you said, a mistake. a bottle by the white house at a time when the white house is going to have to play almost a perfect game to win. this issue struck many people who use contraception and who are not catholics as basically unfair, forcing a church to fund policy that is against church teaching whether their practitioners follow that teaching or not. now the obama administration walked it back. we are going to have to see, i doubt it's walked back far enough to satisfy catholic church leaders. that's not the point. will itç be walked back enougho satisfy one of the classic swing voter groups in america which are white ethnic catholics? this group will swing from

republicans, will swing to democrats. they were the classic reagan democrats. this is the group obama is trying to satisfy. >> i want to thank my panel for being here. i need to switch gears. thanks for being here. beth, wendy, also i want to thank roger as well. we turn to the royal rumble to win hearts of conservatives. it may be romney's last chance at cpac for those who say he's the wrong pick. romney will walk into the lion's den. wary of his ability to carry the conservative flag. moments ago, another voice from the 2012 trail had conservatives fired up. take a look. rick santorum getting the rock star political welcome there. the wave of conservative momentum he got with a red meat

message. >> as conservatives and tea party folks, we are not just wings of the republican party, we are the republican party. [ applause ] >> ken blackwell joins me now, a senior fellow at the research ken, it's good to have you here. we have been watching this morning, we saw rick santorum speak at cpac. knowing the crowd was with him, we are hearing the enthusiasm is a bitç muted to say the least. the energy the conservatives have from something like a cpac that we are all watching seems to be going toward santorum. do you think they are pumped up to see romney speak to them later today? >> absolutely. i think that conservatives enjoy a competition. i think you nailed it when you said the momentum has swung in

the direction of rick santorum. he has a wonderful narrative of family coming from a blue collar working class background sort of up from the bottom, the fairytale story. he projects a notion of being a fighter. the challenge is for romney to dispel the notion that he has a silver spoon in his mouth, he's been given all this wealth. he worked hard also. he has a wonderful family also. his other challenge is he needs to give a more crisp, a more abbreviated way of saying that he can grow this economy, get americans back to work again and defend our interest at the water's edge. >> the heat is on for romney to come to cpac and try to woo the crowd. here is romney in a recent

interview. take a listen. >> time and again, i had to stand-up for the battles fought on the battlefield today. i have a record on the matters that matter. >> as we talk about mitt romney coming out later, he can't match rick santorum and what we saw moments ago,ç will the conservative activists go home and fight harder for the former pennsylvania senator and get more support and money his way? >> look, there's no doubt that romney has a formidable organization. he has substantial war chest. the issue for santorum is that before he gets the shot at decrowning governor romney as the front-runner, he has to deal with newt gingrich. so, you know, gingrich is running a southern strategy.

they are going to clash in ohio on march 6th. i think rick santorum has to work hard to make this a santorum/romney race. before he can do that, he's going to have to finish out february strong. more importantly, he has to have a strong showing on march 6th. i can tell him right now, newt gingrich is not going to roll over and play dead. he's going to have to work and earn that second or that romney al te alternative title. >> i want to remind our viewers you served at ohio secretary. the true battleground for the republican candidates. tell us what you think is going to happen on super tuesday. >> i think governor casic is going to be a strong factor here.

he has an organization in the state. he has the -- he's changed the spending curve. he spined it downward. he got ohio backç on the growt path. if romney or gingrich or santorum can win the endorsement of governor casic, that will give them a pump in ohio. other than that, the issue is going to be who can convince conservatives and republicans within ohio that they have not only the confidence but the passion necessary to change the culture throughout the country to put us back on a growth path where we can put americans back to work. it's going to be about jobs, jobs, jobs. it's not going to be at the expense of turning our backs on families and the importance of many of the social issues that

of whom attended catholic universities. i want to say clearly catholic women of this generation know that they need contraceptive coverage. >> the former lieutenant governor there leading students from several d.c. area universities. j showing their support for the o bbama administration. the rule requiring insurance coverage for birth control. the president is scheduled to speak in aapproximately one hour. he's expected to give an accommodation to this issue that pitted women against women, democrats against democrats. joining me is megan. i want to start with you. the compromise we are expecting the president to announce is

that catholic universities and other employers won't be required to pay for contraceptive coverage. you were against this hhs rule. does this accommodation, in what we expect to hear go far enough for you? >> from what we have seen so far, it looks like it will provide enough accommodation to respect the religious beliefs of the institutions that would have been affected by the narrow mandate. so, we haven't seen the, you know, the specifics in how the rule will be written. generally, you know, that it will not require religious institutions to provide contraception, you know, is what we were asking for. you know, i think thus far, the accommodation looks like it will work. >> megan, you were at yesterday's rally. i want to play a soundbyte from this morning when the archbishop of washington was on "morning joe" and asked about catholicç women taking contraceptives.

take a listen. >> i don't want to shock you. >> we have to go with you. >> i don't want to shock you. you know, there are even catholics in jail. >> you know, i understand. >> they do bad things. there are catholic that is do things they know their church is opposed to. >> what is your reaction to that? >> i think catholics know they can and do, in good conscience use contraceptive services. they believe as the 98% of catholic women who use it it is a moral decision. i would say that in comparing birth control to something that would land one in jail, the archbishop was concerning with his statements. that would be an extreme front to the 98% of catholic women sitting in the pews and leaving mass and using contraception knowing they can and will do so as catholics.

>> as a lot of people look at this, they look at it from the secular versus non se-secular. most look at it as male dominant leaders having such an impact from the top down on an issue that should be decided by women who wake up every morning and want to pick something, their choice, for their own body. should these male leaders be imposing their views on something that impacts not just the women in the catholic flock but women of all faith? >> well, i think, you know, with the catholicç church's positio it's clear. that is their position that birth control is not something that catholics should use. it's not their responsibility of the u.s. government to say that religious employers must provide this and pay for it if it

violates their beliefs. it has to have a debate inside the church. >> the catholic church doesn't want an intrusion like this, why not exercise the fact they don't accept tax money. >> we are talking catholic charities and catholic institutions that, you know, provide services to the poor. you know, i think some of the federal dollars will help do that. from a democratic perspective, you know, these funds are well spent by these organizations. putting them in a position to go against their religious beliefs when serving people of all faiths is not a good position. it's why we are pleased with the accommodation by the administration. they can continue to provide. >> thank you ladies both for joining me this morning. i appreciate it. >> thank you. a recently resigned koman exec is calling planned parenthood a bully.

house, the president has gone back in a retreat to come out with this accommodation? >> i don't know that i see it as a retreat as much as a way to try to, as is vintage barack obama, which i appreciate to say look x we can protect the rights of women, which is critically important and we can respect the rights of religious liberty. i think that's what he is going to try to articulate when we hear from him at 12:15, which is this shift, essentially. all it says is the institution of the church or the religious institution does not have to provide or pay for the contraceptive services. the woman can get that directly from the insurer. that was one of the big arguments we heard this week from the bishops, they didn't want to be forced to pay for it. it's good for the president for women's groups to hear from him directly to say this is my goal, this is what i'm trying to

accomplish and take ownership of it. >> doug, from the rnc, we are going to get you get in here. does the compromise rob the republican candidates of an issue they can push forward into november or is this something they can continue talking about not letting theç obama administration forget? >> you will continue to see them talk about this. it depends on what the bishop's do. the reason this decision was made was not the republicans it came from democrats. jerry conley said this was a fight the white house picked. tim kaine came out. joe lieberman came out. that's what the white house is responding to, democrat complaints. >> karen did you say it seemed like the white house may not have walked out the door together thinking of the ways it can come back to bite them. >> the devil is in the details

of how this is written. to me, from the outside it felt like when they went out they didn't have the politics in line. there was no way the church was ever going to be completely happy. it could have been handled better and made clear that the president's main goal is to protect a woman's right to, you know, affordable health care and to whatever it is she and her doctor decide are in her beth interest. >> we just had rick santorum come out and give a confident speech and to a very receptive crowd. they are talking about what's taking place from the white house. don't let governorment tell me what to do. he would rather have the church tell him what to do and women in the country. how do you think mitt romney can come in and get the crowd at cpac to be on his side and get the support we have seen thrown at rick santorum? >> i don't think he will go after santorumç or gingrich.

breaking news moments ago. the pretrial hearing for jerry sandusky was adjourned. the trial is set for may 14th. michael isikoff joins me from pennsylvan pennsylvania where sandusky spoke moments ago. what did he have to say? >> reporter: an extraordinary scene on the steps here. after the hearing was over, jerry sandusky comes out with his lawyers and makes a plea to see his grandchildren. that was one of the issues in this hearing today. should his bail conditions be eased to allow him to see visitors including his young grandchildren? he was told one of his grandchildren said all he wanted for his birthday was to see pop. sandusky took a shot at some of his neighbors. that was another big issue in this hearing today.

the neighbors complaining he's sitting out on his deck which overlooks a school playground. there was testimony from an investigator saying the school kids have been complaining that man is out there. one of the school children reported to a teacher who relayed that to the prosecutors. sandusky is saying these people know me, they have been in my house. he's talking about the neighbors and he says they have turned on me because of the allegations. it was a surprise to see sandus sandusky, given the very serious charges he's facing to stand on the courthouse stepping here making comments to the press. >> michael isikoff for us in pennsylvania, thank you. >> thank you. >>ç roughly 30 minutes away fr president obama making an accommodation from the white house briefing room regarding his hhs plan. he's going to discuss the decision to accommodate those

with religious views but not requiring them to pay for contraception. speaking on a conference call, if a woman works for religious employers that rejects to the contraceptives, the provider will not be required to provide the contraceptives but the insurance company would be required to provide it free of charge. joining us is a democrat from illinois. representative, it's nice to see you this morning. what is your reaction to hearing we expect to hear from the president with an accommodation. >> here is the bottom line for women. if regardless of where they work they will get, for no co-pays, no additional costs, the birth control that they need then that will be good regardless of who ends up providing it. the other important element is without hurdles.

we are going to listen carefully to make sure there's no special extra check that needs to be written or some other phone call that needs to be made. every woman will be treated alike regardless of where she works. >> why did it quickly turn into quick sand for the obama administration? >> it seems as if, according to "the new york times," the bishops have been lining up for a long time since this new regulation was announced to oppose it. let's be clear. the institute of medicine did a scientific study and found that one of the most important preventive services for women's health is to have access to birth control. what was also found is that for women between 18 and 34 years old, half of them have had

trouble paying for that contraception they need because it can be as much as $1200 a year. so, i applaud the president and it's the women in congress, the democratic women and women's organizations want to work with them going forward to make sure that this accommodation means all women who work are going to be able to get that service. >> we will know the specifics in a half hour from now when the president speaks at 12:15. congresswoman, it's great to have you on this morning. thank you. >> thanks so much. >> absolutely. it could be days until same-sex marriage becomes law in washington state. the seventh state in the nation to do so. i'm going to talk with a lawmaker responsible for making it a reality. his story, next. frank, instead of scratching your way to retirement,

legalize gay marriage. the senate gay the green light last week. the governor will sign it into law monday it will not go event effect for roughly 90 days. and i'm joined by jamie peterson. you were a co-sponsor of the bill that just passed. you have been sponsoring bills for the lgbt community now for years, what does it mean for you and for you personally? >> well, my partner and i got married in ey church nine year ago and we have four kids and we have been waiting to get married legally. >> now this will be signed into law on monday, as we expect it to not take effect for roughly 90 days. but the bill is likely to face a challenge in november. how do you see the fight playing out, because the other side has that they will try and take this

down. >> we have been working carefully over the last few years to get to the point where we thought we could sustain the victory with the public, because we knew we would face challenge. we have a broad coalition of businesses, religious groups and labor organizations, and progressive groups and families all over this state that i think will help us win in november and become the first state where the voters approved marriage rights for same-sex couples. >> a lot of people in other states would look at this and see how swiftly the legislation has gotten back in for the new year. how quickly it became a priority and we expect the governor to sign it into law on monday. how can other states use the example or the model of what washington has done to see something like this go through in their states for example, a state like maryland. >> when we lost our court case six years ago, we started on a
