axelrod saying there could have been a compromise. we add anita dunn who said she knew nothing of a compromise coming from the white house. here we are on friday. >> reporter: absolutely. they kept this close to the vest. i think they wanted to make sure they had their ducks in a row before the president announced an accommodation. a lot of people are saying it is a compromise to some expenttent. what does this do? it will mean that religiously affiliated institutions that had a problem with covering contraception for women would be able to opt out and in turn insurance companies will be able to reach out to women directly and offer them contraception coverage. according to the administration, it will keep costs low because
11:01 am
it will prevent some of the health problems that could come about if contraception isn't used. as you have pointed out, this has really been a lightening rod this entire week. the president announcings himself at the to of his remarks that they wanted to allot a year for a discussion about this be, but year is too long. this became too heated. the voices on allç sides. the president making this announcement. he also spoke about the fact that he did consult with folks within the religious community as well as advocates of this contraception mandate before making this announcement. we're waiting to hear from the bishops on this. we have not gotten their reaction. i have spoken to advocates who say they like what the president had so say. >> thank you very much. let's bring in our panel. thank you for joining us.
11:02 am
gloria, i'll start off with you. planned parenthood has issued a statement saying we believe the compliance mechanism does not compromise a woman's abilities to access these critical birth control benefits. they say we will be vigilant in holding the administration and institutions accountable for rigorous fair and implementation. >> i think the political calculation of the president was probably one of the smartest ones he made. he ripped the band aid off at once instead of letting it go on and on toward a year's opportunity for the institutions to try to work it out. i think that was a very smart thing to do. i will say that the issue still seems to be frank as religion as in morality versus perhaps an implication of wanton women who
11:03 am
need help care. i think this is an issue of women's moral concerns. the birth control is really the mora$ property of women. this is really a bigger issue. >> doesn't it boil down to women's health issues and moral concerns should be left to the individual or if the church but it's a health issue? >> if you don't have access to the health care you can't make your own moral decisions. i think that's one of the most important elements of this. i would like to see the framing be more about women's moral autonomy. my religion says i should be responsible about planning and spacing my childbearing, so for me birth control is a positive thing. i don't like to see it framed as if it's something less. >> let me bring in melinda here. the catholic health association has issued a statement saying they are pleased and grateful the religion liberty and conscious protection need of so many ministries they serve have been thought out here.
11:04 am
catholic charities is welcoming the administration's attempt to meet the concerns of the religious community. at least these two catholic organizations have come out optimistic about this move from the president. what do you say? >> i say it's a big win for all sides. i want to go back to one thing gloria said. i agree with much of what she said but i did not hear anybody dragging wanton women into it. that wouldn't be right way to frame it, but it didn't hear people framing it that way. i think it was a constitutional issue and those concerns have been dealt with. i'm very glad that the president did, what he should have done in the beginning. what a wonderful thing that religious liberty has been guaranteed, contraception and accessç has been guaranteed fo women which is important. and not to get lost, i'm one that believes that both sides of

this abortion issue we have been fighting over for 30 years agree in that they want to reduce the rate. this is a wonderful victory for reducing the rate of abortions. >> i want to play a bit of what the president said. there were gop candidates and some on the right who were saying this was an attack on the catholic church. the president is attacking religion. let me play this. >> from the very beginning of this process i spoke directly to various catholic officials, and i promised that before finalizing the rule as it applied to them, we would spend the next year working with constituti institutions like catholic hospitals to find a solution. >> all right. go ahead. >> there just wasn't that trust to take a year doing this. i think in theory, it would have been okay to take a year but in
11:06 am
practical terms, it would have been a disaster because there was no trust on the other side that was anything other than a ruse to get past the election and then do nothing. >> with this action taken by the president today to establish or reestablish if there was a trust concern with some, you have roy blunt, a republican saying just because you come up with an accounting gim mim and pretend like religious institutions do fot have to play for the msndate does not mean you satisfy the freedom that all americans are guaranteed. still not letting it go. let me let gloria in on this. >> i think it's going to be absolutely wonderful if this ends up being a big election issue. if the republicans keep on talking about it that way they're going to be sorry. the 99%, those of us that are women that have used birth control, we expect to be able to have access to it. women are people.
11:07 am
women have constitutional rights. that is such a widespread belief that i think it will be very fool hearty for those on the republican side to take that. >> senator blunt still not satisfied calling this accounting gimmicks. i'm not sure why he refers to it when you said it was a win-win. women who work for these institutions still have access to this health coverage that they need. >> well, i would have been shocked if roy blunt would have said this is a great outcome. of course, there will be some, certainly, the republicans will not say this furthers anybody interest or is at all positive, and maybe the bishops won't. the important thing is but people who were the catholic allies of the president can feel
11:08 am
that they were listened to. that's the political side of it, but the principle side of it is that religious liberty is extremely important and people can rightly feel that really was a]tended to and changes were made that needed to be made to satisfy all parties. >> gloria, i pointed out planned parenthood makes sure compliance the there and they will be watching. it seems the president came out with the words, but melinda said people are on edge especially when it comes to this administration, this president and when you have folks throwing out these talking points related to him attacking someone's religion. >> he's far from attacked someone's religion. i think he's gone overboard to try to be fair and accommodate the religious beliefs. women will have to be careful to make sure that ta insurance
