with me shoulder and shoulder. some of you probably have worked in government or labored on the front lines of conservative causes. i salute all of you. >> who will be the conservatives champion? ♪ yes, indeed, thank god it's friday. it should be great day for republican front-runner mitt romney. a day that began with the president shifting stances on a birth control mandate choosing to accommodate catholics and other religious groups. >> this is an issue where people of good will on both sides of the debate have been sorting through some very complicated questions to find a solution thatç works for everyone. with today's announcement, we've done that. religious liberty will be protected and a law that requires free preventive care will not discriminate against

women. >> while the compromise managed to please everyone from planned parenthood to the catholic health association, republicans going gang busters at day two of cpac fought mightily to drive the wedge issue ever deeper. >> it's not about contraception. it's about economic liberty. it's about freedom of speech. it's about freedom of religion. it's about government control of your lives, and it's got to stop. >> santorum brought his great big family on stage as though to reenforce his strength on the issue. they look downcast. i guess no one told them conservatives have more fun. today was supposed to be front-runner mitt romney's big day to go before the conservative political action conversation and make his case that he is one of them, and taking the podium nestled nicely between what looked like two crosses, he offered himself up

and void? >> remember, nobody was thinking about the constitutional rights of the women involved in all of this. the white house, the president, handled this beautifully. i wishç they would have done ia week ago, but we are where we are. he did something that is uniquely obama. he said we can both protect women's rights and their liberty and we can respect and protect religious freedom in this country. i think he worked very hard to find an accommodation that would maintain both values so that both sides could feel like there was a win in here. this is good news. obviously, we know the bishops won't take it that we. we know the hate fest going on at cpac, they're obviously not going to agree with us on that. >> to karen's point shocked horror, a negotiated compromise, how appalling. how dreadful. >> they are performing what they

have been talking about. talking about gridlock. the congress ratings are super low. look at what he performs here. he's able to sort of reach compromise. contraception is a women's rights issue and it's extremely important. the pill's one of the most extremely important advances in modern history. for people to say it's not about contraception is absurd. it's important right for folks to have access to it. the president's administration perform things they have been talking about, compromise. >> karen, this has been a wonderful diversion, but don't you think the issue that favored someone like rick santorum and now the president where as the massachusetts moderate just gets ignored again. >> don't you feel bad for him. >> i do feel bad for the guy. >> let's go0cheer him up. >> this plays right into, for president obama i think it was a

win. it has energized women yet again. you saw marco rubio go way over the cliff. he's way out there. it reminds people why health performance is so important. for santorum, this is his wheel house. with the three wins he had this past week kboigoing after conservatives they are thinking maybe we do have somebody else that can win. he said owe know me. i'm the guy you can trust. that other guy, he's all over the place. mitt is left out in the cold. what's that song, "i can't make you love me if you don't." . he needs to get bonnie over there. >> rick santorum is rising on tuesday after his triple win on tuesday, he jumped 13 points to tie dead evening with romney by

thursday. what's happening to mitt romney? >> the republican party has to pivot around the new economic numbers. it's becoming more and more clear that the president's administration is making headway with our economy. in that environment, they have to switch back to the social issues. you noticed newt gingrich jumped on this early. now they have to hold onto it. his compromise and change meeting both sides on this issue takes theç air out of their sales. >> karen, despite that, you r referenced that a number of bishops will find this unacceptable. a number of people will, particularly politicians. how does this president resolve all of this to the complete satisfaction of everyone? >> i think he can't. that's one of the things i respect about this president is he found way to stand on

principle, trying to make as many people as happy as possible. here is mitt romney trying to convince people that no, i'm really the arch conservative when he had to stand up at cpac and mislead the audience and cherry pick from his audience of having protected very same rule when he was governor of massachusetts. the president has found way to stand on principle and to be principled and accept that not everybody will be happy because guess what, that's live as my mother used to tell me. mitt romney is trying to say i can be whatever you want and that's not working. >> some religious leaders will not be able to support contraception at all and some political leaders are so tied to those platforms that they can't either. >> doesn't today confirm that mitt romney is mr. inauthentic 2012? >> yes. authenticity is his major challenge.

i'm starting to question whether he's a good politician or not. i don't think he's the pl politician that people thinks he's beenç tht past. he won't be able to catch up with them and not in touch with the issues at play. >> would you agree he's not a very good politician? >> well, gosh, he's been doing it for ten years now. >> he was a governor. >> come on. i guess he's just very good at making money and hiding it. maybe that's his talent and skill. some could be his political teml and communications team. i think they're not able to adapt to the change reality of the national conversation. he is not been able to, as we've talked about, talk about his own wealth and any compassion with real people. he's been too willing to be

at the moment six million people rely upon unemployment insurance. 160 million workers benefit from the payroll tax cut. unless congress can reach agreement in a little over two weeks then both will expire. if you listen to the most dominant political discourse, you'd think the single most important issue at this moment is contraception. >> this attack by the federal government on religious freedom in our country must not stand and will not stand. >> think what that does to people in faiths that do not share those views. this is a violation of conscience. >> i know it's the catholic church, but it's the catholic church first. it won't be the last if they get away with it. >> all of that before the president's announcement today of a solution applauded by planned parenthood and the

catholic health association. once again proving the soft power of sensible compromise. joining us is steve king of iowa. good afternoon, sir. >> good afternoon. >> i know there's a lot of noise in the background so i hope we'll be able to hear each other. i guess the problem is solved following the president's compromise. would you agree with that? >> well, i wouldn't agree with it. i don't know what others have said. i've been a little busy in the last few hours. i read the memo that came out right before the president's statement on this and he said he was shifting the responsibility over to the insurance companies. if it's a conscience issue and moral issue to lift it out of the hands of the catholic church to put the faith community in america and put the same burden on theç insurance companies ses it doesn't change the morality or immorality of the position. it just compels a lot of people

to pay health insurance premiums that would go to providing the type of morning after pill and the other components that are so objectal. now there will be catholics paying the premium and the white house will be controlling regulations that allow insurance company to do business. i think the president will make the appointments and i think it changes the morality of the issue. it takes the burden of the opposition of the catholic church essentially out of direct path. >> i thought the issue was the imposition of a mandate t. the president has removed the mandate. >> i think the president has transferred the mandate over to insurance companies. that's what i thought i read. if the insurance companies are compelled to provide the services with every insurance policies, that means everyone will be funding them and rather than having the churches

compelled to provide them. you have a lot of catholics that aren't necessarily the voice of the health care system like trinity health, they are still paying health insurance premiums. they will still object to this from a moral perspective. >> one of things i'm struggling to understand is how republicans say that the government's previous plan, which we said would have forced employers to offer contraception to every employee was an take on individual religious freedom and when it comes to the issue of unemployment insurance,ç republicans want to introduce drug tests for people to qualify. isn't that a breach of personal freedom to treat a claimant as a criminal? >> the claimant, you presume they have a civil right to an unemployment check. that's not a right in this

country. it's a benefit that the federal government does put out and borrowing money from the chinese to pay unemployment benefits. a little over a year ago we had the lame duck session that set this up and extended the payroll tax holiday, broke the bond of the 50/50 balance and did transfer payments. it was very irresponsible. it was $132 billion increase in the trust fund. >> if i may interrupt you because your rehearsiing of thee figures isn't the point i'm trying to make. the contraception mandate is a personal affront to the civil liberties of individuals, and indeed religious conscience. isn't forced drug testing for

people who need extended unemployment insurance, isn't that also a personal a front by forcing them to undergo some kind of drug test? >> i guess it was a little hard for me to make this connection because the objection that the catholic church and i have to the morning after pill because it ends the life of an unborn waeb. a drug test is you give up a little something for urinalysis and the most invasive it is the be, it's a lot different. >> the contraceptive pill doesn't abort a pregnanty, it prevents a pregnancy from happening. >> i don't concede that. >> i'm sorry so go back on this. it does appear that there is one rule that supplied to the conscience of people when it comes to the issue of contraception in terms of personal civil liberties, but

when it comes to an individual who may have lost his or her job through no fault of their own and desperately needs unemployment insurance, republicans are saying that individual shouldn't qualify without having a drug test. do you accept, i put it to you again, do you accept you're casting a claimant, a fair and reasonable claimant in the cast of a criminal by forcing a drug test on them? >> they don't apply to criminals. they get applied to every truck driver in the united states of they have to be under the mandated drug testing. that's done for america's safety and security and as the federal dollars that control that. it's not a stretch to say if you're going to drive on america's highway with a commercial driver's license and put people at risk that we're going to ask you toç take a dr test. that's been well established for 15 or more years.

to say if you're going to st receive a check from the taxpayers, these are the conditions. i'd rather turn to focus on some of the welfare benefits as well. if i can just stretch this out into a broader -- >> can i just bring you back for one moment? the noise is extremely high. >> i'm sorry. >> it's not your fault. thank you for continuing and ba bearing with us. our viewer have the idea that there's such an issue by people of religious disposition like yourself and like others but there's such scant disregard for the poor and unemployed. >> we've never had more regard for the poor and unemployed. >> you want to stop the unemployment benefit. >> i want to reduce it down. the tradition of unemployment has been 26 weeks of unemployment. that's a half a year.

99 weeks is almost two years. we have people that have gone to retirement at age 63 because they know they have two years of unemployment benefits and they qualify for social security and medicare. unemployment benefit, and if you also look at the charts, you'll see the closer people get to unemployment benefits running out, the more likely they are to get a job. i'd like to see us rearrange this unemployment in a way that's more conducive to people going to work. >> thank you so. i'm afraid the noise is unbearable. thank you so much for joining withç us. >> thanks. coming up, let's go to the white house for reaction. stay with us. ♪ [ coughs ]

mandate. for more let's get right to kristen welker. what are we learning about how this compromise may have come about in the last 24 hours? >> reporter: as you know, there have been a lot of negative headlines surrounding this issue. i think ultimately the pressure just became too great for the white house to do something and to respond. president obama referring to that today in his comments. we know in the past few days the white house has been in consultation and discussions with members of the religious community as well as advocates. folks like planned parenthood to try to figure out how to resolve this issue so that it essentially doesn't strip away coverage for women but at the same time trying to allay some of the concerns that members within the religious community did have. we know this morning president obama reached out to archbishop timothy dolan. those conversations have been ongoing. you heard the president say we couldn't wait an entire year to

conservatives and they keep standing him up. d do you think he might have learned something if we attended cpac's seminar on conservative dating? >> he's been on bended knee for literally months at a time. the gop just doesn't want to marry him. you would think if the establishment really put together a calendar in his favor, got him all the money he was going to need, gave him all the right talking points that he would have this wrapped up by now. the fact is gop voters will have the last say and cpac is a large part of that. conservatives don't believe him now. they didn't believe him yesterday, and they're not going to believe him tomorrow. he's going to have a tough time wrapping this up. >> joe, if the base can't fall in love with romney, maybe that sand a better chance with rick santorum.

radil feminists succeeded in undermining the traditional family and convincing women that professal accomplishments are the key to happiness. with over half the work force compromised of women, how likely is that to play well with women? >> this is the nerdy guy with the sweater vest who has the right lines. he really believes it here. people are considering him as theç conservative alternative. the comment about women, it strikes me that the republican party is nothing if not conflicted on issues like these. they are pushing further to the right. it's really the opposite of where the country is going to go. i think it will play well to the extent it will help him woe conservatives but it's going to harm him and come back to bite him in november 2012. >> we dealt with those issues. goldie, i want to switch gears now and get your reaction to

vote being mormon or new hampshire which is right next door to massachusetts. what do you think will happen many maine where he spent hardly anything and is not especially friendly turf? >> me is not that faraine is no massachusetts. he spent some money, a marginal sum. that's probably going to be good enough. the key to maine is to see if he can reestablish momentum as the front-runner. reestablish his name in the headlines, get a win to keep his pushing forward and make people take another step towards the alter if you're fan of romney and help the gop base see this as another step towards him being serious about the guy that can beat barack obama. >> joe williams and goldie taylor,ç thanks so much for joining us. >> all right. next, more on the preponderate's major

karen bass is a member of the budget committee. good afternoon. >> thank you. >> thank you for joining us. this may seem like a victory for basic compromise to your eye, but sadly one of your colleagues doesn't see it that way. here is what congressman joe pits said. this is a fig leaf and a disingeneral us gimmick. the president needs to take off his green shade. this is one more reason why the president's health care law needs to be repealed. your response to that. >> i don't know. sometimes i'm shocked that in the 21st century we're having these arguments. i was talking to a young woman before this interview who has health care coverage and she has to pay $75 a month for her birth control pills. why should that be? birth control, family planning services should be a routine partç of health care and of course the insurance plan should

cover it. the other thing this misses completely is family planning is used for other things than preventing pregnancy. women are on birth control for health issues. >> over 80% of catholic women have used it. who are your fellow republicans speaking to when they continue to drive this issue? >> i think they are speaking to each other. the thing that's been fascinating to me has been the response from men. when i've looked at the tv shows the way it's been covered, it's been interesting to see the outrage from men and you did say 99% at women have used birth control services. i do think it's very instructive to know that the catholic health association, the trade associations for catholic hospitals is supportive of this policy, and they said they considered it respected religious liberty. it was a conscience policy they

thought was thoughtful and shouldn't be used as a wedge issue. we're talking about health care. >> given that fact, do you think there's any chance mitt romney, rick santorum and newt gingrich will drop this issue? >> oh, no, i don't think they'll drop the issue at all. they have been looking for any and every wedge issue to grab onto. i think that's because they really don't have much else to say for themselves. they can't challenge the president on foreign policy. they are very weak in challenging him on the economy. they don't like the fact that the unemployment statistics have gone down. i think they are desperatelyç grabbing for issues and this is the latest one this week. >> you think they're using the issue of contraception and women for purely political purposes? >> i think they are using the issue for purely political purposes. as i said at the beginning, it's amazing that we are sitting here talki ining about family planni services for women, women's health care. i wonder what they object to

supersuper bowl sunday kicked off a week of political winners and losers. who is looking good as when he had into the weekend? i'm joined by dana millbank and luke. >> i have cuff links like that. >> david, let's start with you. the pit and his compromise, a sound political move in your judgment? >> well, it's perhaps a sound political move to get out of the

self-inflicted wound that the administration created for itself. it begs the question of why they didn't come up with this sort of thing in the first place. now they have alienated their own base. it's unfortunate for the president because he's been having fairly good week and good time when his opponents are self-destructing. it looks like a case where they should have done a bit more homework. >>ç luke, do you think that's because the president didn't listen in after someone like joe biden? >> president obama has been dogged by the issue of abortion before. it was very much a part of the health care law back in 2010 as well as it's been one of side wedge issues. this is not a new argument for

the president. that's why i think what dana is saying is true. why they would wade into the waters when they were familiar with them. the reason why this one was different is because a had seen abortion argument, maybe you're not -- the government can't fund an abortion or d.c. can't get an abortion. maybe that doesn't happen. that's been the law since 1977. with this case, though, a lot of suburban voters who are catholic in places like ohio saw this and said is president obama trying to dictate when they church can do regarding con tr -- contraception? that's what's different about this go around. >> luke was just talking about the conflict in the white house and how this came about. dana, do you think that congress, and specifically speaker boehner, have scored some political point this is

week with this? because even if boehner, for example, has, what about the economy that remains the number one issue? >> it was interesting at cpac this week. the underlying issue of contraception is the president's position is fairly strong. even mitt romney has been saying, we -- birth control works. everybody is in support of that. the underlying issue is, and as menacing for president obama as abortion is, but they still managed to flip this one. >> think about this week. we have obama north of 50 for the first time in a long time.

santorum and romney and newt seem to have a battle to the death that's bloody. this is mapping out to be a good week for president obama. instead of the focus being on that payroll tax fight, the focus is on this issue. this is a victory for republicans in the fact this is in the front pages and the economic policy is not. >> dana was just talking about c cpac and newt is about to be introduced by his wife. >> he has to get himself back into this race. >> does that involve him being nastier than ever? >> dana can speak to this too because he's covered newt a lot longer than i have. >> you saw newt's dinosaur? >> hisç dinosaur skeleton. >> okay.
