i'm tamron hall. the "news nation" is following the knock down of senator roy blunt's amendment that would allowed employers to cover certain health services. the volt was 51-48 against the measure. the debate was intense, personal and even times came down to gender. >> we have men on the other side of the aisle here for the most part with a little assist telling women what their rights should be. i cannot believe this battle. >> the united states senate had 83 women and 17 men rather than 83 men and 17 women. a bill like this would never even make it to the floor. >> kelly o' donnel joins us

live. the bigger conversation for a lot of people is here we are discussing contraception, health care issues regarding women rather than seeing these men and women talk about the economy and doing something about that. >> well, that is an argument that people can put to congress. here on capitol hill this is deeply held, personal, and as you pointed out there's son strong conviction and lively comments. on the republican side we heard from women that belong to interest groups and active in their concern. they say they support this. it's an argument about freedom whether it's religious freedom that republicans say or freedom for the individual and for women to have access to care as democrats define it. it also plays into the larger political year because some of these senators have tough votes when they are up for re-election in november. it's played out in the republican presidential race as well with romney and santorum

being questioned about this and throwing elbows over that response. it's likely not to go away. there was a defeat for this amendment today, but speaker boehner said he would like to find a bipartisan answer that would not be quite so politically charged. >> thank you very much. the vote is unlikely to go away, the fight is unlikely to go away. senator blunt says the issue will continue. he says there's broader issue regarding the coverage and what it mandates. joining me now to discuss it more, democratic senator. for many men and women they see the comments by members of the senate and think about the ratio of how few women are there to represent the voice of women compared to the men who are in congress. what do you make of the comments regarding gender in the senate

today. >> the vote was 51-48. there were an awful lot of men who voted to table the blunt amendment today. i hope that we can now put this issue aside. we can get back to the bill that we're supposed to be working on which is highway funding, investing in our infrastructure. that's what i think people across the country want us to do. they want us to address the economy, so we can get people working again and making people feel better about their futures and their prosperity. i think it's way past time when we should be discussing whether women can have access to contraceptives or not. >> we heard from kelly o' donnell reiterating this is not over. mr. boehner wanting a bipartisan deal. what do you think he means by that?

>> i have no idea. i think the president's compromise dealt with the religious concerns. we heard a number of catholic organizations including the catholic health association come out in support of that. i think the issue here is the government should not be coming between a woman and her doctor. these are very personal decisions that should be made by women with their doctors and with their families and government does not have the a role in this. >> senator blunt says the issue won't go away until there's a broader religious exemption. they would like for you to move on and talk about jobs, but for him, this is not going away achbd for his many supporters that were there today who are con sstituents in other areas. >> again, what we have seen is laws around the country that have required insurance coverage for contraceptives like the one

we have in new hampshire, which i signed into law in 1999 when i was governor has been working 12 years without any objections. now that we're in a political season those on the other side of the aisle think they can make hay with this political issue, they are raising it. i think this should be an issue about policy. it ought tot be about what's i the best interest of women's health. the president and his proposal delt with the religious aspect. i think this is about politicals and it's time to move on the jobs. >> thank you. mitt romney's answer on the blunt amendment now being blasted by his gop rivals and some democratics as another

>> mijim miklaszewski joins us live. what are the latest details? >> reporter: pentagon and military officials say thewe th. a civilian afghan who was involved in helping train the afghan security forces. they gunned down two american soldiers down there in southern afghanistan. the americans returned fire killing two uniformed attackers. it's not clear what happened to that civilian. it is presumed that the killings by afghan forces were done in response to the burng of the koran. this is deeply concerning to many military officials not only here but especially in afghanistan as you can well imagine. without the trust between afghan and american security forces, the key element of the u.s. military strategy there in afghanistan is training up

afghan. that means americans have to work and fight side by side with armed afghans. that is problematic. despite all this, top pentagon, military, u.s. officials here in washington and in afghanistan, say the strategy is still on course. that they are making progress in training up those afghans and transitioning authority for security over to afghan security forces. you can only imagine this makes the job that much more difficult. >> all right. thank you very much. the blunt amendment may have been defeated, but mitt romney is in a heap of trouble regarding his answer. when asked if he support it, he said this. >> i'm not for the bill. the idea of presidential candidates getting into questions about contraception within a relationship between a man and a woman, husband and wife, i'm not going there.

had objections to it. within hours he reversed himself. >> i'm not for the bill. the idea of presidential candidates getting into questions about contraception within a relationship fween a man and a woman, a husband and a wife, i'm not going there. >> i didn't understand his question. of course i support the blunt amendment. talking about a state law that prevented people from getting contraception. >> joining me now is a.b. stoddard. what more is mitt romney or his team saying about this amendment. how is that possible? the question seemed clear. >> they're calling it a misunderstanding. if you watch it on television and it was a televised interview, you see the reporter explaining that santorum's position on blunt-rubio and he uses the names blunt-rubio. roy blunt endorsed mitt romney

back in september and leads his congressional team trying to gather up more support from influential members of congress. he explained this away as something he thought was taking place in the state legislature in ohio. it's just very hard to believe. i'm not going to accuse him of flip-flopping. the democrats are doing that and perhaps the santorum campaign. it's very difficult considering what he heard and what he first said to explain this away as a misunderstanding. >> you point out the democrats have reacted. he ended up on the wrong side of an issue of critical importance to women. you said perhaps rick santorum is going after him. we're certain that he is.

we have rick santorum's latest remarks criticizing romney on this one. let's play it. >> we saw what's in the gut of governor romney yesterday when he was asked a question about the blunt amendment. his knee jerk reaction was i can't be for that. after his consultants talked to him, he said i didn't understand the question. my gut reaction would be you stand for the first amendment. you stand for freedom of religion. >> a.b., will rick santorum get some traction. mitt romney said he wanted to talk about the economy. obviously, we're all talking about this. >> this is interesting because santorum's say you take the man out of massachusetts but you can't take the massachusetts out of the man. this is an interesting question. santorum is afraid that mitt romney could have won in michigan and arizona raise his lead and stop him in ohio.

santorum needs to win ohio. he's been advised not to keep talking about the dangers of the contraception and to get back to the economy. he supported an individual mandate for the purchase of health care in massachusetts as a model for president obama's law. this is what people are telling santorum needs to get back to he loves these topics. he expounds on them all the time when asked. he has been told, you need to get back. this is an interest question of political discipline. that's not what he's been told to be talking about between now and super tuesday. >> you bring up super tuesday. 424 delegates at stake. i was watching "morning joe." . i want to play what joe said. >> it's over. if santorum has beaten romney in

michigan, it would shaken the race up to such a degree that i think you would have given him charge. i hate to upset people but the fact is romney has the built in advantages. he had one chance to take him down and he blew it. >> what's your take on that? >> i agree with joe. if santorum had prevailed in michigan, it would be a shoe stopper? >> is it over? >> i don't think it's over. i think it will go on for weeks and months. i think santorum has a shot at winning ohio which is the crown jewel on super tuesday. i think these rivals which may or may not include ron paul will continue to tax mitt romney, to cost him momentum, cost him money and cost him time and batter him as the ultimate nominee. i'm not saying he's definitely going to be the nominee. i think he's probably going to be. the concern is will they have a nominee who has been so bruised and broken by the process and how protracted and bitter it

ann's romney's growing frustration with the media covering her husband. she said i'm no mad at the press that i could just strangle them. he said members o of the media don't want to see her husband elected and like to see some of them kicked off the campaign bus. david's thanks for joining us. >> ann is an interesting person on many levels like so many women married to politicians. she's standing there ready to defend her husband. what is this issue with the media. i know she was joking with the strangle remark, but she does have serious concerns. >> mitt romney has one of the worst relationships with the media than any of the candidates on this field. he gives less access to the press than newt gingrich, ron paul or rick santorum. they don't get access, which is

what they want. then romney doesn't get good headlines. there's a second part of this. romney had a tough couple of weeks with scrutiny. it's story after story. why won't the conservatives get on board. why can't he clinch this thing. as a spouse it's natural to get upset and fight for your husband. >> we know it's natural and we know the game of politics where the woman is turned into the bossy, overbearing spouse. that doesn't just happen to democrats. we see that happen to wives of republican candidates as well. it is a balance of sticking up for your guy but knowing that the media or some could come back at you. >> that's true. i don't think there's an impression of ann romney being mean-spirited or going over the

lines with the comments. i think it does represent a frustration. it's probably better coming from her than mitt romney. you don't want the candidate complaining about the coverage. any time a candidate is complaining, that means they are losing. a lot of people think she's the warmer person of the to, connects better, has a softer touch. in a way it's a better argument for her to maim. >> we also know, for example, the first lady, one of the most popular people in washington, d.c., those whoa are critics of her husband taken shots at her for wanting children to eat healthy or her comments that, i think were taken out of context, when she referred to this country and people tried to beat him over the head for her remarks. nothing she said is over the top, but we know there are people waiting on the other side to pounce on these spouses. >> sure. that's part of the new political reality. spouses are part of the game and they are open for krit sticcrit.

remember, michelle obama had her own transformation during the campaign. she did get beat up by a lot of those comments when she said this is the first moment i'm proud. really, once she got into office, her approval ratings flipped. she's now seen as an asset to the president. they're going to have her out on the campaign trail in battleground states. they want her before many audience. . they would rather have michelle obama, she could raise more money than the president in certain areas of the country. >> that might be well said of ann romney sooner or later the way she's able to work a crowd. even the other night after the votes came in, she stepped up to the mike without a teleprompter and moved the aud audience.
