cigars. drug abuse has taken its toll, leads addicts to commit far more serious crimes leading to extended stays at hillborough county jail. >> hug the wall, single file line. >> the colonel is in charge of all operations in the two jail facilities. >> i feel safe, if you want in any given pod and got every inmate to answer the question of how substance abuse impacted their incarceration, i think you would find the number is staggering, probably close to seven out of ten inmates would tell you either alcohol, prescription drugs or other controlled substances they use them on a regular basis or it's a direct contributor to their current situation. >> the cycle of committing crime to buy drugs has caught up with chad white. he has been a heroin addict for

17 years. has spent the last two months here. like most other jail inmates, white has not been convicted of a crime. but is in custody awaiting resolution of his case. he's pled not guilty to charges of burglary, grand theft and dealing in stolen property. >> that's katie, my wife and me, getting married on the beach, we put this together ourselves. i made my own cake, did everything myself, really. turned out extremely good, very, very, very pretty. >> one of the happiest days of my life. i'm surrounded by this, i feel like i let her down, you know. >> white's wife, katie ellis, is in another wing of the jail. regulations prohibit them from seeing each other. ♪ i'm free, believe me

conversations how we felt about each other. >> at first i kind of blew her off, she was too young, by the time she was 19, i said this is going to be my girl. so we moved in together. >> their drug addictions made life difficult. >> always on the verge of eviction, always late on bills, living on the streets, multiple times. now we're in jail because of drug addiction. >> i have a love affair with opiates i can't shake. i can't lose her the way i look at it. >> for chad, opiates have proven to be a powerful mistress. >> if i was on a cliff and had my daughter and wife in my hand trying to pull them up and there is a bag of heroin and it was going to fall off the cliff, something is telling me you won't be able toite again i'll let them go and grab the heroin, that is what it did to me, it took my soul. >> katie and chad started using

drugs at age 13, whether she was 20, chad showed katie how to shoot heroin. >> the best high i ever felt in my life. >> did you ask him for it? >> i was going to do some. i wasn't not going to shoot up. >> the way i looked at it she is going to do it anyways, i need to show her how to do it right, not share needles, reuse needles. i kind of wanted her to learn the way that was standard, she was already going down the wrong road, the way i justified it in my head, anyway. i regret not leading by example. if i would have stayed clean, she would have followed me, i know she would have. >> she was all right, until she met chad. >> they think we are bad influences on each other. it's probably true. >> now they have to face new consequences. chad got sobering news during a visit to the jail's in firmly. >> i have hepatitus b and c.

i can beat death, i can beat death, it kicked me in my nuts, it will kill you if you don't stop. i've worked in hospitals before and seen people die of hepatitis and guys with testicles swell up like basketballs and bodies swell up, they turned stark yellow and horrible, horrible pain and they die. i wake up at night gasping for breath thinking about it. i can't do it, i can't be that guy. somebody used one of my needles without me knowing or my wife used somebody else's needle without me knowing. i've used needles for 17 years and tested every year and beat it, i never contracted hiv or hepatitis. >> considering that you share needles with katie, what are the chans she also has hepatitis? >> 9a has hepatitis? >> 99 >> 99.9 # 9%. >> coming up. >> in pittsburgh it was hard to get needles. >> katie ellis makes a

hillsborough county jail is preparing for a new team member. due to arrive in pittsburgh, pennsylvania in a week. >> this is a monster jail contest. elmo is the name the breeder gave her, i guess we could change her name, that is something we'll discuss, it should be elma since it's a female shepherd. looks like it has potential. >> will be the first drug detection dog. >> it's important we keep drugs out of here, sometimes this is the only chance for someone to

sober up, number one, but also it creates the same drug culture that contaminates neighborhoods across the country in the institution itself. we start to see violence, you start to see exploitation of other inmates, it creates a black market for many things. >> i'll leave the picture here, i may give it to the handler as a gift. >> the colonel and his staff have yet to decide who the handler will be. >> tough part about this is, only one position, first time we've ever done this we'll have a dog assigned to the detention 24/7. put your career in this dog the next seven or eight years. >> 14 deputies assigned to the jail have applied to be elmo's handler. after a series of in-depth interviews, 11 of them moved on to the physical fitness portion of the selection process. >> do the mile-and-a-half. once you're done come over and do push-ups, sit-ups and then turn you over to canine hand

perspective how off track i had gotten. i never thought i would shoot up, i got my track marks and it's like wow, what am i doing? but still i love it. i guess that is the addiction, i guess that is why they call it a disease, i guess. >> katie has no idea that she may be suffering from another disease as well. her husband chad white was also ser vieng time at the jail, was diagnosed with hepatitis, he's hopeful he will be released in a few days and plans to visit her. >> i was to tell her face-to-face that i came up positive for hepatitis b and c, she needs to go to the clinic in jail. >> because they shot heroin together, there is a good chance katie could have hepatitis as well. in fact, she could have given the distease chad. >> when you were using, did you ever share needles? >> with my husband, yes. i've slipped up a couple other times in pittsburgh it was hard to get needles, so i remember

there was one needle between four of us. yeah, pretty gross. luckily i don't have anything i got tested here, in jail. i was pretty worried. >> what did they test you for? >> hiv. >> i should probably get tested for hepatitis, but i don't think -- i don't think i have that. i was more worried about the hiv. >> coming up. >> i don't know if he has pen released. i put him down for visitation, he told me to put him down for 2:00 today. >> katie ellis waits for a advice it that could alter her life. and michael garcia sees the daughters he left behind. >> my dad is the world to me. looking at him behind there is hard. i'm freaking out man, he's on my back

violence throughout florida fa. now he's at the hillsborough county jail in tampa appealing a 17 year prison sentence for drug trafficking. with eight daughters, he considers himself a family man. >> those are my babies. >> two of garcia's eight daughters, 20-year-old sienna and 19-year-old anya visit him at the jail two to three times a week. >> every day they come, they're like my best friends, we talk about everything. yeah, we talk about everything. >> talking is as far as it goes. they never actually see each other in person. the jail requires that inmates friends and family members check in at the visitors center. the inmates remain in their housing units and talk to the loved once by telephone and closed circuit tv. >> my friend we were talking at school me and my dad had issues but we get along now, that is my best friend. she was like you tell your dad everything? i said listen, i tell my dad

everything. i talk to him about guys, females, sisters, brothers. >> a lot of times chicks don't understand that because they had a mother that was always there, you know? >> without a doubt. >> when nana first came on her period i started crying i didn't know what to tell her. you know? but that is the things that make it more special, that bond you closer is that right there, you know, not having that separation that is what i've always told you i rather you tell me everything than someone else come to me and say hey, this is what is going down. >> garcia wasn't honest with his daughters about his past. >> i told him i was a mechanic. i was working on cars, all kind of cars and selling drugs at the same time. >> but one incident exposed them to the violent nature of his gangster lifestyle. occurred when the three of them stopped for gas. >> i parked in the gas line and i went in and bumped into somebody and i drug him out of the store and me and him were getting at it.

i remember stomping the guy and i heard my daughter say "papi" and i look and turned and ran to the car, got in the car and left, you know? i said what did you see? she said i seen you kicking the guy. i said yeah, he tried to rob me. i played it off like that. but you know how you lie to cover up. i remember one time getting mad at one of my daughters because she went to school and told all her friends my father is like john gotti. when they came and told me that, do you not know what you said? she didn't understand, i got mad and punished her for it but later on i reflected back and was like man, why did i do that, you're trying to show them a different life, not thinking they are smart enough to understand because we think as adults we're smarter but we're not. remember, i was always talking about the devil this and devil the other but that was the devil man. devil was all over me i can laugh now but it was a sad situation, i should have been showing you the right way.

id when his personal property was returned to him upon his release. since the jail requires visitors to show it, he was unable to visit katie. >> broke my heart and has me down in the dumps, i don't want her to think i'm putting her off for any reason. as soon as i get an id, i'll be in the doors. >> until then, chad is working on rebuilding his life and staying off drugs. >> i've been pressured to use and that was the first time in my life i ever said no six times repeat edly. that is the farthest thing from my mind at the dope. >> he's living at the salvation army in downtown tampa and is looking for work. >> part of my motivation, my strength is my wife, that is locked up, doing time for something that i probably influenced her under, and i regret every single minute of that. and you know i can sit and wallow in it, that is all it
