troops on the ground? >> that possibility is being prepared for. so far everyone is holding their breath. there's not been an immediate backlash yet as a result of the killing of 16 civilians including nine children which has everyone going through the roof here. i have not seen a reaction to these kind of accidents as i've seen to this particular incident. particularly the killing of children. the staff sgt. is in custody. he is lawyered up according to army officials and not talking to investigators. and at this point, the military is deeply involved in drawing up charges. they want to get the charges out as soon as possible to prove that the u.s. is pursuing the prosecution of this individual. >> i remember reading yesterday

that the white house report was that the president was on his way to his daughter's soccer game and had made the call to the afghani president, moving quickly on the issue. this morning i was reading that on the ground in afghanistan, the reaction was more muted, perhaps than was expected. do you have updates on that? >> we heard from ati in kabul and that even tpeople there are putting out the message to be peacef peaceful. at least for now, even the mullas inside pakistan do not want to see a repeat of violence. >> thank you for the intelligence. we will be in touch. >> you bet. >> i want to open it up to the panel, obviously, you guys we have a washington post abc news poll that kim out last night and

the question was, was the war in afghanistan been worth 35% said yes and 65% said no. and i have to give credit -- everyone that is a name here. mike on "morning joe" asked the question, is afghanistan becoming the you new vietnam and we pulled up statistics, a poll from 1973, was it a mistake to send troops into vietnam and 60% said yes. the numbers are in many ways parallel. ari, what do you make of the situation? >> i think you have a change in the baseline of american foreign policy, this was the war that then senator obama ran on adding troops into this theater of battle and now we have separate from even the tragic events of

this weekend, a tiresome feeling of the public. it's been longer than other wars and i think a last point about approximate the way the question is structured, when you say was it worth fighting, that's a snap shot of today, i do not think if you ask people should we have deposed the taliban in 2001, most people would look back on that and say no. what they are saying is, we understood the mission. we got the taliban. we got bin laden and it seems we have done enough. >> yeah, the one thing that we do not do going into the situation, but i really agree with ari just to back up a bit. i think that americans were supportive of going into afghanistan, i think that president bush had near total support if the country. the taliban was there and they attacked on 9/11, no question it was the right thing to do then. but today, the question is what

is victory going to look like? we never defined it going in and so we do not recommegnize it tot out. so you have how bad does it have to get before you leave. no american military wants to leave on those term thes. how bad does it get before we leave? and nobody wants to set the american military to make that decision. it's getting worse and this reinforces that. >> and yet, matthew bishop, the president is between a rock and hard place to be over simplified. do you think the u.s. should keep the military forces until it has trained the afghan army or withdraw, another poll, and 43% say keep them and the rest say withdrawal. we know the vacuum left after we leave will be huge. what is the president to do as there's a majority of americans that want to be out of there and

there will be repercussions if we leave? >> you have to say unpopular things at times in leadership and explain what would happen if you just went along with them. if america pulls out in a way that is not with the long-term in mind, what you'll have is disaster. you'll have all the people that we were supporting not being supported and those making small businesses grow, they will be abandon and the country will go civil war. one of the most moving movies i saw was charlie wilson's war, which was about getting the soviets out of afghanistan and the message at the end was, you know, we won the war and did not invest in the nation afterwards and as a result we got the taliban . we are losing the war in

the next block, but newt has tried to focus our involvement in the middle east to our dependence on foreign oil, do you think that romney will pick that up and that could be the talking point for republicans? >> it should be, it's the best argument that republicans have on do what they want to do on. which is increase drilling and and look for more domestic sources of energy to tie it to the problems in the middle east and to say, we do not want to be buying gas from our enemies, that is actually a great argument. it's what is keeping newt gingrich holding on by a thread in the race. that resonated with people. that makes a lot of sense to people. and if mitt romney is smart he will pick up on it. i don't know if he will go as far as newt gingrich does. gingrich could get hit by his own base but he is stepping up and saying what he believes is the right thing to do. >> coming up, we are going to

can -- it sounds like the gas prices, the fact that that the current average is $3.80 a gallon is impacting the president's approval rating. i love the washington post abc polls, do you approve the way the president is handling the gas prices situation? disapproval up four points. this could be a serious issue coming into the election. >> yes, that is not going to happen fast, the reduction of depending on foreign oil. if iran boils over like it seems likely to do, you know, we could be seeing gas prices up another 50%, 75%. you know, it's a pretty high risk situation for obama right now. >> and it tees up the republican talking points on, just like you

administration and seems that no matter what they do, they have a report showing that we are deceasing our dependence on foreign oil by a million barrels a day. it does not translate when you are getting hit hard in the pump. >> part of that is because the economy stinks, it's the worst and best thing for obama, he has no control over gas prices right now. the reason that gas prices are going up are because india and china are buying all the oil and we are competing with them for the first time. china has more cars than any other country for the first time ever of. they are competing. they are the ones that want the oil, that is driving up the prices. there's a middle east component to it. but the reason it's good for obama is all he has to do is act like he cares more about it. >> that is not necessarily fair. i think that actually in the last couple of weeks, he has made a point of saying at press conferences or at the manufacturing centers -- >> he needs to do it more. >> he clearly does because now the talking point is you are a

>> gingrich and santorum? >> yes. >> i think to is a -- to a certain degree. he has not handled himself well though. it was interesting, ari, if you read a newspaper called the new york times they had a fascinating story about mitt romney's time at governor, and those working with him realized that he did not know who they were, he had a private elevator for his own use so he did not have to go up with the others. this was a 9/11 security measure. they said he used a top down business mindsed approach. when you think about mitt romney, that is obvious on the campaign trail and i cannot imagine what the administration wok ali would be like.

>> the legislature is not a far away board, it's not a group of people that you did not have to check in with, they do matter. he did get a lot done. but on the personal side, yes, this is the model for how he would govern. and there's a fiction in american politics that campaigns are the dry run. they are not the dry run and we have seen good presidents with bad campaigns before them. the test, just like when people looked closely at obama's record, he voted present a lot. whether it was good or bad, it gave you an idea of his approach to resolving problems and helped him do well in illinois. to your point, alex, mitt romney did not roll up his sleeves and work closely with the legislators and people should know that and factor it in. >> and made wild miscalculations about how it worked. he encouraged and funded republicans to run against

democrats, and unseat them and then the democrats won the election and then he came back and asked for their vote. hey, you may not want to try to unseat them if you want their support. let's talk about rick santorum. he is not giving up the math question. which is understandable. who wants to give up because of math. because there's the numbers game. the official delegate is romney 377, santorum at 146, gingrich at 112. let's say that santorum that is a strong showing out of the south. where does it leave us? >> it leaves us where we are now. for him to get the math that he needs, which is to win 65% of the remaining delegates, it's just about impossible because in part the only win or take all states, washington, d.c., he is

not on the ballot and new jersey he will have difficulty with and utah, you know romney is going to get. he will not cash in big time, and that will make it nearly impossible. >> but his and the rest of them's goals is not i want to get to 1144, it's i want to keep romney from getting there. and all three of them believe, as long as i can do that i object play at the convention. and it's not exactly morning in america. to get in and -- they use the term, to relitigate the rest of the nation. that is what they see. it's not winning it's keeping romney from winning. >> you said gingrich had southern appeal and nothing else, his strategy is a recipe for disaster. >> hm-mm. >> we do know that the next big battleground is going to be

every level, national, state, inside and outside the party. rush limbaugh, it's been a gathering of events that nobody planned but it's as if someone in the obama administration planned it. or paid for someone to do it. they are vulnerable to economy but republicans are not talking about the economy. >> if you looked at what happened in 2008, exit poll, obama won 56% of women and john mccain won 43%. he did not do well among men, women carried him over the top. 2010, house democrats narrow. but team obama understands what is at stake. it's not just convenient to gin up votes. it's a critical thing. >> the problem with the 20 10 number, it's the first time since 1982 that democrats lost women's vote. that is ridiculous, so i think that democrats going into the

cycle knew how important it was. and they realize they have a huge opportunity with women who have never been married or married and divorced or married and lost a spouse overwhelmingly vote democrat. so, right now what they are doing is getting women in the door. so that even if this issue away come november, they are there as reliable democratic voters. >> i thought, we look at what what president obama's approval was in january. 46% in january, and 53% in february. so when you look at the earlier numbers, but he is doing better among women and this seems to be working for him. matthew bishop, what do you make of the effort on the right to alienate the female vote? >> brilliant political strategy. clearly wrong the candidate will not run on these issues.

he will say the least he can to offend women and the most he can say to talk about economic issues where women care about that. all the evidence is that they control more household budgets than every. so the economy matters. so, you know, i do not think that necessarily even the improvement in obama's performance reflects purely this issue. it may be the fact that the economy seems to be picking up. and it may alsos be making women more supportive of him as a president. >> there was a article quoting from a former romney supporter, i did not realize i had a strong viewpoint on this until these conversations, meaning the conversations around contraception and so forth, i did not realize i had a strong viewpoint on this until these conversations. that's a telling statement, in terms of, i'm not going to say it radicalizing conservative women, but i can share stories

about women who have been sort of eh about obama and they see this and it's like i have to give him money. >> it's coming from the conservative thought among women's groups in the party, they say and feel that many of the liberal attacks are unfair and are equaling this in religious values. what has happened here fairly or not. whether the white house could have bought this much negative attention is a debate. but what has happened is the ugly i.d.of a part of the movement which is disrespectful to women has taken center stage, it does not represent all pro-life people and it's not necessarily the only view that is out on the stage, for a party that has courted and built up rush limbaughs for decades is their just desserts.

>> what we may see is them having a female vice president candidate, but yet they will not get one that is not making pro-life positions a key part of her identity. >> there are a number of women that are pro-life. more than half of women in the country are pro-life on the scale. if question for the president, can he put the genie back in the bottle. can he distance himself enough. he is a part of a part that has unintentionally activated women on an issue they never knew it could be an issue at this point. this is not 1956. so, the republican party has done so much damage, whoever the nominee is in november, it's going to be impossible to make up that ground. >> i agree with you, and i think that mitt romney had a window to say something about the rush limbaugh comment and he let close and go by. that was not the republican party saying he could not speak

lendsers and working to regulate overdraft fees and now you are, looking into student loans. you have been -- what have you learned? >> we are, and we just started this month taking complaints on our website, consumer finance.gov with young people struggling with student loans, and they have issues with billing disputes or unclear about the terms or conditions of repayment or debt collection issues which are coming up more and more. so there's a lot of issues people are having about their student loans as well as also as you mentioned the significant burden this is putting on them and on our economy. >> i was actually staggered to learn from the fed that americans now owe more on student loans than on credit cards. it's surprising, richard, i mean, so many of the things you are doing are providing a great service, but this, how this happened, i think it's a

mystery. do you have any insight to rising cost of colleges. we have numbers we will share in a second. but i would love to know what you think is the causal relationship here. >> obviously the debt burden follows to heels of rising tuition which has been going up for the past 20 to 30 years. rising faster than the rate of inflation. everyone knows in our society that a college he had can indication is -- education is often a ticket to a better life and everyone is chasing that dream. so, it's created significant demand and the debt burden has exploded. >> i want to bring in the panel here. paul, on friday, in the "new york times" brought in these statistics. tuition at increased by 70% over the last decade and state support for higher education has fallen, 12% in some states like california, that is up to 20%.

this is amazing. in the 1970s, pell grants covered 40% and now covers 15%. and yet, matthew, to you first. when we talk about making america competitive. one of the keys to making america competitive and to job creation is skills and education. and if you listen to the rhetoric around education in this current crop of presidential candidates it's -- they have called for the shutting of the department of education and deceasing the amount of involvement that the federal government has in the education in the united states. >> the problem is more with the k through 12 level. the failure of holding levels of achievement that you are getting is a scandal.

particularly 30 prs of young people do not get the basic education. and the higher education scandal is more about the change from the for-profit education model coming in and doing a lot of ini innovation and providing people that wanted the education that was not available finding as the industry took off and abuses came in as they tried to grow faster than they should have done. i think it's right to look at the student loan question. >> to solve the riddle, go to any college campus. the building says are wonderful, and the parking lots are beautiful, and the presidents make half a million to a million dollars. they are running major hospital systems. so much the college is not about the student, it's about having

facilities and it's about getting a good education. the answer is not to throw more money at the problem, the colleges will charge what they can get from students out of a loan. and you need to bend that down. obama has talked about bending the price back down so you can work your way through college if you wanted to. so you can take out a loan and not mortgage your future to do it. >> again, look at the stats, 74% of the students attending in the top skchools in the country are from the top tier economy wise. i am assuming income is being taken into consideration, but what kind of picture is emerging from the students that are being targeted the most or having the biggest difficulties with student loans? >> it's a picture that should cause concern to everyone. we are talking young people with
