gas prices are giving the republicans fuel for fire. will pain at the pump translate to pain at the polls for the president? and will the bad gasoline jokes continue through the summer. this is "now." joining me today, steve kornacki of solon -- and ed -- the white house scheduled a last minute rose garden address from the president this morning, grabbing headlines and news coverage on the day of the alabama, mississippi and hawaii contests. it's a funny coincidence, almost

like when the president decided to hold his first press conference in months on the same day as super tuesday or when he spoke to the united auto worker's union during the michigan primaries and similarly when he gave a speech to the joint session of congress at the same time that the republican candidates were debating at a reagan library. govern rendell, the white house said they are not paying attention to the republican race, but this is evidence they are. is it not? >> they are clearly paying attention to the race. anything that the white house does will be suspect. >> i think republicans would agree with you. >> you are running for re-election, i remember when i was running for re-election as a mayor and governor, everything that i did, people were saying you are just doing that for politics. and i said no, i get paid to be governor for four years, i do

not take the fourth year off because i'm a candidate. i stay away from approximate obvious scheduling conflicts but it's their ball right now. >> they seem to be drawing stark contrast as the republicans fuss over whether satan is attacking america or the contraception question. the obama has been going to manufacturing plants and talking about job creation, today he was talking about bringing trade cases against china, let's play sounds from that. >> since i took office, we brought trade cases against china at nearly twice the rate as the last administration. and these actions are making a difference. >> china has been invoked and some of them have had sharp language about china here, and i had think the president is -- and i think the president is talki ining about having a

substantial stand here. >> it's one of the biggest rally cry that you can hear is that america is not tough enough on china. people are starting to worry about united states's role in the global economy so i think it's smart for the president to start to talk about his message on china. absolutely important for independent voters. the problem i think for his press conference today is he is starting to see events popping up outside of his control. he had to talk about the killings in afghanistan that happened early we are in week. he is going to have to talk about gas prices and he will have to talk to those events that are not in his control. and it's his response that voters are watching. >> we have a cbs new york times

poll today showing that 41% approve of his job. that is down from february where he had a 50% approval rating and the thought is that gas prices are effecting his numbers. >> yes, it's a strange thing, that people and republican candidates in particular make it out as something that the president can control with newt gingrich's promises of $2.50. but there's a bit of truth in this that is interesting, do ha -- you have a president that is trying to be environmentally conscious, and you follow the fuel prices, supply and demand, you'll have higher prices. that is a question that the president will have to maneuver and the republicans will attempt to use it against him.

>> i disagree with that slightly. in developing alternative sources of energy is the best way to reduce our dependance on foreign policy. if i were president -- no interest -- i would get every businessman and company and i would urge them to convert now to nat gas and that is 50% better for the environment and it's cheaper and we could turn oil on its head and force oil prices down. >> but you have a timing issue. even if that is done, it's a political issue. it's a timing question. >> steve, i know you have a number out about the polls numbers, i want to play a mon montage, the president has been

talking about gas prices since january. let's listen. >> last year we relied less on foreign oil than any time in the past 16 years. if we are going to avoid being at the mercy of these world events we have to have a sustained all of the the above strategy. a story said, i'm quoting, gasoline prices are to rise and republicans are licking their chops. we will not be able to drill our way out of the problem of high gas prices. anybody who tells you otherwise does not know what they are talking about or they are not telling you the truth. >> and yesterday he did a conference and said this. >> as long as gas prices are going up, people will feel like i'm not doing enough. >> certainly he is trying to strike against the story that he is not doing enough, based on what we have seen so far.

>> right, and i think it's more complicated of an issue, i'm not ready to buy in yet, when you look at the poll that has him at 41% approval. i'm not ready to buy in yet that the gas prices have replaced skyrocketing unemployment that is the situation for swing voters. another poll came out yesterday, that put the approval rating at 49%. that is the highest he has been in the gallup poll nine months. it suggests to me that they took into account the weekend. if you look at the cbs or abc poll, they started polling last wook -- last week, wednesday, thursday, friday, the key is friday, the jobs report came out friday. which was is sixth straight good news of jobs. we had high job growth and signs the recovery is afoot. the news of the middle of last week which proceeded the jobs

report, was heavy on the crisis in iran, that may be what is at play in the early polls and the jobs caught the gallup poll. >> there's something to the gas prices, there's an effect that it has on gdp. it was early in the morning, it was talked about that the rise in the price of fuel has a ripple effect in terms of the other commodities. >> sure, it raises the price of food. >> and we have the times poll that said 54% of americans think the gas prices are something that the president can do something about. more telling, 39% of americans approve of how he is handling the economy and 54% disapprove. this is cutting to a larger picture of how he is handling the american economy. >> i want to go back to what steve said. i think he is dead right. i think polls are a snap shotty

to rick santorum. let's listen to what rick santorum said in mississippi yesterday. >> what we are seeing is, this soun sounds like someone who has been listening to delegate math class a as opposed to looking at the realty of the situation. it's going to be difficult for anyone to get to the number of delegates that is necessary to win with the majority of the convention. >> if we go to a convention, we would signal our doom in terms of replacing president obama. >> so unsurprisingly here. mitt romney is saying if we go to the convention, it will be signaling our doom. rick santorum clearly wants a brokered convention and right now, it's the only way he can win. >> it's a crazy split in the party that is not going to serve anybody any good down the road for this to go here. but that is what is happening. and i thought it was a fascinating piece over the

weekend how rick santorum is splitting republican women who are more likely to drift democratic at any time in the past because of the republican's focus on the social issues. it's a fascinating thing, because -- these economic issues are still going to determine the race at the end of the day. yet, you have this focus on social issues that i think are just a distraction overall. >> that the white house or rather the team obama is looking to exploit by you know, launching initiatives whether it's nurse for obama or the one million mailers that they sent out in swing states earlier. steve, it bares mentioning that mitt romney has out spent santorum, 5 to 1, and gingrich, to 1. what happens if he loses? >> it confirms that there's sort of a demographic reality that is in the race. that mitt romney cannot win in

the south. even under circumstance where is the vote could be split. that could suggest we are in for a very long spring where romney will gain delegates, getting close to the magic number but he will lose states like kansas and mississippi, it will be a long and bloody spring for him. >> the argument is that, don't worry, he will get a third of t the vote tonight. and do not worry because any republican is kbog to carry these states in the fall. so don't worry that i'm losing he's -- losing these states, i'm the guy that can win in the suburbs. >> romney came in second in tennessee and oklahoma, which surprised a lot of people. newt gingrich was third in both states and he can say, mike huckabee won alabama and mississippi, and he did not do that great. john mccain ended up winning the

people understand that it's in their interest that the united states remains. if we took a poll that they want to united states out tomorrow, they would not want that. >> they understand there's progress made on the ground. whether it's schools or resources, what would you say? >> what is your gut on a poll right now? >> it depends on the part of the country you ask. if you and people in kabul, who are linked into the economy, most of them want us to stay. but if you go to kandahar, where they are living in conditions of extreme violence, everyone we talk to, in terms of ordinary villagers wants us to leave. >> so the average afghan would vote for us to get out as fast as possible? >> it depends on the part of the country can, and that is the problem, you see the differences in the different areas of the country. >> i wonder what you make of the political calculus for the white house.

472,000 of the two million service members deployed will develop post traumatic stress disorder. this u.s. soldier in question had a brain injury, we are not sure how that effected what he did. but, you know, 1/3 of marines in their deployment report psychology problems. >> and the lack of forces to replace these men. it probably forced him to go back in even if they knew he had a brain injury. >> when will you go back? >> in april. >> and you'll be there for an extended period of time? >> yes, i'm trying to see what happens as we draw down forces and i think it's important to witness it. >> it will be a key time in the country and you'll have more reports and dispatches from your

struck by lightening than to pretend to be another voter. how is it not anything but partisan politics? >> you are right, the premise that there's massive voter fraud that we did not notice is absurd on its face. in the face of this nonproblem, we have seen a wave of laws that are making it harder for people to vote. you have a driver's license and i have one, but a lot of people do not. that has been going on for the last year and a half, it's been a lot of partisanship but we are seeing the courting says, wait a minute, this is not constitutional and it's illegal, so there's a push back going on. >> and the department of justice, govern rendell, because we are talking about pennsylvania here, what is your how the in i think there are -- what is your thought, there are eight states that have passed

are strict photo i.d. laws. all republican held states in terms of the state house, what do you make of this? >> there's no problem. pennsylvania was in the hot seat of three presidential elections and not one evidence of voter casting a vote for somebody else was recorded in all that time. and we had poll watchers that were on top of things. not one. we went through all of the elections, the kasey santorum election without any hint of fraud. thises a problem looking -- this is a solution looking for a problem. the problem simply does not exist. this is -- and think about it, in philadelphia 1/3 of the population does not own a car. if you do not own a car, why have a driver's license? >> 20 million people do not have photo i.d. >> it's ridiculous, it will cause, fear, hate and loathing.

under the pennsylvania law, you can file a provisional ballot. you are annie smith, you have not had a car for 20 years and you do not have a license. you are 78. you go to the polls you are allowed to fill out a provisional ballot, if it's a clo close vote in pennsylvania, and pennsylvania is the state that determines the election, good lord, good lord, we have created a problem. >> i wonder how the independent voters feel it plays out. >> interesting thing -- go ahead. >> i think the roots of it go forward, we have laws in the works, the roots go further back. i remember the 2000 recount, random relate tives and e-mail chains, there were people that wanted approximate bush to win the election. and i talked to people, and the

race was close, you know the democrats had millions illegal rotes that is what they always do. that idea has been around for a long time, and we are seeing it expressed in the legislative effort and that has been the message for a long time. >> and you have the data that it's hog wash. >> despite many, many efforts by prosecutors and others to find this, there's just no evidence. it's something of an urban myth. and that is the real sad thing here. there are problems with our voting systems. we have a rap shackle voter registration system all over the country and we should be able to move to a modernized system where everyone who is eligible to vote is registered and that would take care of it. but you mention in texas, to give you a sense of the gamesmanship that is going on, the new texas voter i.d. law, you cannot use your university

of texas i.d. as a government i.d., but you can use your concealed carry gun permit. but that gives a sense of the kind of precise slicing of the electorate that is at stake here. >> that is unbelievable. >> if you talk to republican voters and the bills have been signed by republican governors, they believe that any time -- not any time, many times when a democrat wins a close election, it's because of fraud, it's because there are dead people voting. there's no evidence of of that. when the south carolina attorney general said that there were dead people that voted in the elections in 2012. the reporters said where are they, it ended up there were a bigger patron -- bigger patro gs of the people that were dead. one guy voted and then died, so

it was -- if there's a huge problem, where is the evidence? >> i agree with you, the voting system in the country is in some broken -- in some ways broken. but we have limited voter registration drives, five states reduced early voting. we are encouraging people to not vote. >> what we should be doing in pennsylvania, weshtd we -- we should have primary saturday voting. and early voting and saturday voting is important for people that work. we need to extend casting a absentee vote beyond being out of the state. there's so much to do to get participation up. if we want to limit the impact of special interest groups is to get more and more people voting, not less. >> it's a cynical move to do
