sharp contrast to the man that many believe he will be debating in the fall. senator marco rubio, whose own foreign policy speech turned farce when the poor man lost his notes. >> more people are free to grow their economies, free to pursue their dreams, free to become prosperous. i left my last page of the speech. does anybody have my last page? did i leave it with you? >> no worries. at least senator rubio does try to offer specifics while romney repeatly sums up his foreign policy platform in this way. >> he went around the world apologizing for america. he held out his hand and they put up a clenched fist. he went around the middle east and apologized for america. >> if i'm president of the united states, we'll stop apologizing for success at home. i will never apologize for american greatness abroad.

>> only one problem, that apology tour you talked about, it never happened. >> it's not a lie if you believe it. >> we have a great panel here to kick us off today. in washington, political analyst professor eric dyson from georgetown university. anna marie cox, and political correspondent david corn, and the author of a new book, the new york time best seller, showdown. anna marie, you've described romney as the brother from another planet. when it comes to foreign policy, do you know what the romney rule will be? >> i'm not sure if he does either. maybe they haven't done enough polling on it. you can say the republican party in general is kind of adrift when it comes to foreign policy

in part because obama has done such a great job of co-opting a lot of the positions and policies of the republican party in his view of american strength and power. and of course, i probably don't need to remind you that he has not even closed gitmo yet. his foreign policy, people who are conservative more than they are for the republican party, talk about very favorably. it will be a real problem in the fall to try to differentiate that. >> you may recall almost a year ago, romney gave a speech in las vegas as the libyan uprising began. when reporters tried to ask him questions about libya, he fled down a hallway and escaped up an escalator, according to the las vegas review journal. is that his basic approach? i think we can call that the romney doctrine. >> escalator. >> and out of the building. i want to take a little issue

with my friend ana marie. i think obama's foreign policy was different than bush's and he talked about collective action. i think libya was a good example of when he put together a multinational coalition and had wonderful work done at the united nations. i think his handling of the egyptian crisis turned out well. the bin laden mission turned out well. and i think they're having trouble attacking him because the neo cons, they hate the idea of working with anybody else them want to shoot first, ask questions later, invade first. i propose the song at the beginning of the show, meet the new boss, same with the old boss. if you love the bush foreign policy, maybe you'll like the romney policy. >> professor, romney has said that he didn't think it was worth moving heaven and earth to

catch bin laden. he also said that the country would only be safer, and i'm quoting him, by a small percentage if bin laden was killed. i have to ask you, given what romney said, do you think that he would have been as decisive as the president was in giving the order for that attack on the compound in pakistan where bin laden had been hiding? >> i don't think he would have had enough time to take the polls of the shifting winds. american populace. flip-flop doesn't begin to do justice to what this man has done. blowing in the wind. his policy is bob dylan like. the determination with which mr. obama acted again as our two distinguished colleagues have indicated has taken the wind out of the policy of the conservatives. his responses would be acceptable within the realm of reasonable moderates and he has played that trurp card already. he sow he denies them the

comeback. that's a brilliant kind of peremptory strike. he takes a bush doctrine but he strikes against the conservatives. when it comes to romney he has nothing to do but talk about an apologize tour but these are the same people who refuse to apologize for slavery. they refuse to apologize for mistreating women and native-americans. no surprise then that they are averse to apology. what obama did was not apologize for america. he apologized for american excesses and promises to be a better america. the man is brilliant when it comes to designing policy with some caveat. >> indeed. the romney campaign had a conference called prebuttal to joe biden's speech. take a liberty. >> the vice president seems to focus on a fantasy narrative, if you will.

about the obama administration's record in improving america's relations in the world. >> we need to remind our viewers that he was of course an adviser to fantasy. really? >> i would say that dan senor does know from his fantasies, having been one of the people who pushed the iraq war and continued to argue that we were winning the iraq war for a long time. so if it is a fantasy, i would trust him to say what that is. but of course, the republicans here want to have it both ways. they want to say that obama went on an apology tour but these relationships have deteriorated. are we conciliatory or breaking these relationships apart? >> why do you keep asking specific questions? this is ridiculous. i've told you before, specifics are irrelevant. on a day when biden says romney lives in the past. we just heard him. one of the officials referred to

czechoslovakia. a country that no longer exists, by the way, and a reagan navy secretary who said the soviets are capitalizing on america's weakening military. what's going on? >> i think they also said they're worried about the ottoman empire. >> it's like, what was the name of the country in the mouse that roared? that was actually the marks brothers, i believe. it was absolutely absurd to worry about we have a forward looking foreign policy when they're worried about the soviets and czechoslovakia. we all keep getting it from different angles. that mitt romney has nothing to say about foreign policy. nothing consistent, nothing of substance. i'll take a hard he role in iran. the israeli chief just came out

so i do think boehner is a hypocrite for making a complaint about this. the real issue is what's happening with the student loan bill. you do have some house republicans saying we're happy to support this bill. that is if you take money away from the obama care provisions that fund health care for women. so we're getting right back to the same sort of fight and boehner doesn't want that. he is making the issue about wheels up. what the republicans want to do to policy. >> it remarkable that mr. boehner finds so many words to ache the president for his use of air force one. when it come to bombeding to a question about federal funding, sorry, funding of the federal government, this is how he responds. listen to this. >> bla bla bla bla bla. all right? so? yes. >> incredible, isn't it? >> yeah. the over articulateness of the

leader is remarkable. t.s. elliott is in the grave. the reality is this is all the republicans say is when the speaker is bla bla bla. the bad news of the ability to identify with the average american. here they are remonday straighting against president obama using air force one and you've already proved they were being quite hypocritical because boehner and bush got together and did so when he was running for re-election. even beyond that, they're trying to practice the politics of distraction. they're giving with one hand and taking back with another. this seems to be that we will go along with begrudgingly, a praf acknowledging the legitimacy of the president's views but will take back something else from another side that is equally hurting. so you're trying to act as if you're going to help student loans or students with loans, and the tremendous debt they

have. yet you're taking away from women in obama care. this is kind of devious politics that are being practiced by the republicans and all they have to say is what boehner has said. bla bla bla. >> you've said that some republicans have already written off romney as a loss. must boehner then be absolutely ferocious about hanging on to the house? keeping his own seat and keeping the speakership? >> yes, obviously he must. it is at those local races where you'll see the real conservatives come out. if they come out, the local level, they'll be more extreme on both sides. but he has admitted that there is a good chance they lose the house. i think probably that is going to be another thing that you can lay it on mitt romney if you really want to. since he is not exciting the base. those people that might come out and vote for the tea party candidates. aren't excited about mitt romney if you can get them excited about turning out for the house races, that would be great. will they do that?

>> i had the advantage or disadvantage, as the case may be, of watching mitt romney and newt gingrich at the same time on side by side screens. it's my job. someone has to do it. >> what was a brief light-hearted aside at the end of an eventful day was suddenly taken up by mr. o'reilly as a comment on the declining of journalists in america. he also implied that she is part of a left leaning press corps which has no interest in the business of proper reporting. of course, he failed to mention that yesterday alone, andrea mitchell conducted thoughtful and insightful interviews with roy blunt. he also failed to acknowledge that countless interviews with andrea mitchell has conducted from war zones, hostile territories, and often from places where women are neither well regarded nor treated with much respect. but none of that registers with

mr. o'reilly who presents himself and fox news as maintaining the highest values in journalism. even as he falsely attacks andrea mitchell. and he does so in the hope that his viewers have never heard of a little thing called google. because google can expose the depth of mr. o'reilly's folly in, well, in an instant. take it away, bill. >> what if karl cameron, the main campaign guy, come on the o'reilly factor as he does occasionally and says you know what? i had to spend the day covering the obama people. somebody has to do it. come on! >> karl cameron of fox news would never take to the airwaves and say such a thing. absolutely not. he just uses the web, instead. in october 2004 just a month before the presidential election, between the then president bush and massachusetts senator john kerry, mr. cameron

made up a news article for fox news.com in which he reported that mr. kerry had gloated to report betters his beautiful main cure and his wonderful metro sexual appearance. the article quoted the democratic candidate as saying, didn't my nails and cuticals look great? what a good debate. and women should like me, i do manicur manicures. fox news repry imagineded him, took the posting down and apologized for the incident which she said was meant in jest. and what did they blame for this outrageous error? fatigue and bad judgment. which might just apply to mr. o'reilly's absurd false and unmerited attack on andrea mitchell. the moral of this story? please wake up and do some research before using carl cameron as your example of unbiased, fair and balanced reporting at fox news.

they're regular people. it didn't take me three minutes. that eisenhower in the 1950s went on tour with abbott and cost tello. i mean, this really happened. we have other examples. we have the one that sticks in my mind most famously is president nixon ongoing sock it to me on laugh-in. he was not the president but a beloved political figure. john mccain has been on saturday night live. beneath the office is beneath concern as criticism for the white house. >> krystal, we should point out when you listened to someone like rush limbaugh, the sort of comedy that he enjoys generally is sexis issexist, homophobic at the party that had donald trump, herman cain, rick perry. >> and the front runner is concerned about the dignity of

>> what is good for the goose is not always good for the fox gander. i think as the audience said, about 1.6 million people watch jimmy fallon a night and that's skewed toward the youth and this was a youth-related topic about student loans. the bigger piece that is different than eisenhower, although it is to the white house's benefit. that then because it is a set piece. because it was particularly funny, it went all over the internet. if you checked google yesterday, the third and fourth highest search in the country were for fallon obama. this breaks out of the political stuff and normal random people searching google. mad cow disease was the only thing beating it yesterday. those folks searching it, they get a message about policy, too. i don't think that's a bad thing. >> politicians are going to be on late night tv one way or the other. either as guests or punch lines. so why not embrace it as the president has and as krystal just said.

>> the fact is they have been embracing it for decades. fire side chats. that was one way fdr got his message to the people. i'm sure if his consultants had thought about it, he would have done a guest spot on fiber mcgee and molly. so there has always been pop culture expecting with the white house and ari is exactly right. not only was it a pretty good strategy to try to frame the message of the day in something that the white house knew would reach young people but it also serves to burnish the president's credentials as the first, probably truly pop culture president that we've had in a long time. remember, the obama brand was pretty much a logo. we had what amounted to a movement and a framing strategy that enveloped a lot of young people and that candidates are setting, certainly mitt romney's campaign is studying how obama did what he did in 2008. they're jeopardy rating excitement. they're trying to get something new and i think it was a good

strategy that frankly, the republicans criticized because they probably didn't think of it. >> i was going to say to you, i mean, i guess conservative think feel bad about it. if someone asked mitt romney for a slow jam, he probably asked for some toast and a knife and butt every and some peanut butter. that's what he thinks it is. >> no jam. >> that's a little crazy. it is hard to picture romney pulling off quite the same thing. the other interesting thing is remember in 2008, the big criticism of the president that actually had some legs was that, he's just a celebrity. and now they're taking back up that same line of attack. why? because the enthusiasm is there. just watch. when he goes to these college campuses, they go crazy for him. there's still so much enthusiasm. i think they're going to turn out in november. >> it is not diminishing the

august nature and presence of the president. didn't jan brewer do that when she pointed in the president's face when someone shouted, when he was giving his state of the union speech and they said, you lied. that's diminishing the presidency. appearing on jimmy fallon? >>. no we expect the candidates to make their case wherever the people are. the people are in entertainment. the things that diminish the presidency in my view that are fairly bipartisan are, a campaign finance system that makes you spend a lot of time raising money, policy problems. these things. not how you make a joke. and with mitt romney, he said famously in 2008, who let the dogs out. you can google or youtube that clip. >> that's a magnificent point. >> and if he becomes president and goes on the new hip hospital hollywood squares and says who let the dogs out, i welcome that. i welcome all of it. i don't think that's the top issue for the republicans. >> thank you so much. coming up, the apology heard
