drew the usual mix of celebrities and corny jokes. president obama used humor to mark at his political opponent. it's the last day of april. it's a monday. it's "the daily rundown." let's get to my first reads of the morning. one year ago wednesday osama bin laden was killed in a daring raid. all week administration officials have been doing interviews tied to the anniversary. the obama campaign has used the operation to argue that the president has the national security experience and ability to make the tough calls crucial in the commander and chief question and to suggest that mitt romney does not. in an interview with brian williams president obama and members of his entire national security team reflected on the tense moment when that photo snapped inside the white house situation room was taken.

interviews this wednesday night at rock center on your local nbc station. he talkwise the entire national security team. the white house argues the bin laden success is fair game. this weekend romney's surrogates lashed out at the white house and including john mccain who wrote president obama is shamelessly turning the one decision he got right into a pathetic political act of self congratulation. >> this is one of the reasons president obama has become one of the most divisive presidents in american history. took something that was a unifying event and managed to turn it into a divisive partisan political attack. >> robert gibbs shot back. >> osama bin laden no longer walks on this planet today

because of that brave decision and actions by the men and women in our military. mitt romney said it was a foolish thing to do a few years ago. >> keep an eye on john mccain. he is showing that he is willing to go after the president on foreign policy in a way that maybe mitt romney can't do. you can question about why mccain wants to do this with president obama but it is an effective campaign tool for mitt romney. maybe former president bill clinton, the president called obama the decider and chief in a video touting the raid. last night clinton appeared at the first of what will be three fundraisers for obama's campaign at a suburban virginia home at the home of clinton buddy terry mccalla.

and he's beatic the clock. what was striking was how little romney's name was mentioned. saying this is crazy. he's got an opponent who wants to do what they did before on st steroids which will give you the same as before. part of what has happened is we now have a republican party that's unrecognizable. i know some people here know republicans. you might be married to some. i had somebody part of team clinton describe last night as the first time to see two presidents start to bond that finally maybe the scars from four years ago are wearing away and the two of them are starting to get each other a little bit more. we'll see as we watch them. finally the obama/clinton

delaware, of course, is a state known for friendliness to corporations. more than half of the fortune 500 companies are in delaware. joining me now is the governor of delaware, a democrat from the first state as they call it. nice to see you this morning. >> good morning, chuck. >> i want to ask you about this. on one hand it's apples and orange s when it comes to corporate taxes overseas versus domestically here at home. delaware does something similar to what other countries do and that's to compete for companies to head quarter some of their operations in certain countries and they do it with the tax code. when you see a story about apple

and how much federal tax dollars they duck by incorporating overseas do you say you can't criticize because of what delaware does in the same thing in trying to compete for corporations to head quarter there for the same sort of tax breaks. >> companies choose to incorporate in delaware for three main reasons. our corporate law is the best understood. it goes back with judicial precedent. we have the best business court in the country. so when companies are deciding where to incorporate they want to know if they have to go to litigation that they can have access to this excellent court. finally we have a terrific division of corporations. i think if you talk to most ceos those would be the reasons they

choose to incorporate in delaware. >> let me ask you about what apple is doing. do you say apple is doing the wrong thing or you cannot criticize because of the way delaware competes for business tax money? >> well, again, the taxes are really not central to why companies choose to incorporate here. i think companies are taking advantage of different tax provisions in different countries i think that is something for us to take a look at. i wrote an article saying we have to be compared to compete with the tax system around the world when we see companies choosing to leave the u.s. and go elsewhere. they moved their head quarters from chicago to london in part they said because of tax reasons. i think we have to be prepared to look at that so we have more companies choosing to locate here both for incorporation and

placing real jobs here as we have with the factually opening today. >> do you think the president hasn't done enough and should be doing it to try to compete for some of this business? >> i think he has taken a good step forward a couple of months ago with his proposal and certainly with the jobs act that he just signed focused on making sure more go public. if you look at it over the last several years the number of ipos in the united states has plummeted and across the world has soared. so much of the job creation is tied to when a company goes public. we want to see more of that happening. >> why do you believe delaware, why is your unemployment rate below the national average? >> we have a lot more to go. we believe that we have the right template in this state, in delaware. republicans and democrats

working together. today we are celebrating the ground breaking for a company called bloom energy building their first factory outside of california. we are a small state. we have big ideas. >> do you think this company picked delaware because they thought thundershow thought your business climate was better. >> i'm not sure how much it had to do with taxes. when we speak to businesses they tell us they value great schools and a good workforce. they want to be in places with reasonable taxes for sure and a great quality of life so they can recruit the talent. they want a really, really responsive government that can help them walk through the regularatory maze. in the case of the factory today they are the first tenant at the university of delaware's new science and technology campus. they know they are going to have

access to great r and d and a tremendous yuworkforce. >> let me ask you a question with delaware fighting for years and that is the idea of sports gambling revenue and trying to do different things. are you still going to try to keep pushing this issue? is this fundamentally the future of state revenues is more gaming and more gambling and try to compete with nevada on this? >> first of all, gaming is one piece of it. lots of states are doing it. our vision is to make sure we have great schools. we did win race to the top a couple of years ago. the best way of building an economy is to have a great workforce across a range of industries. we are the only state east of the mississippi that can do any kinds of sports gaming.

controversy involving yoir son and the texas tech program. i was surprised to see that you are talking about it in tv ads, if you will. i assume -- i'm a big college football fan from the state of florida. college football and high school football very important in the state of florida. at texas more so. do you think this dust ups in t republican primary? >> there was a guy on radio we were doing an interview and his caller says in west texas we love our football and our good coaches. he said but we also love our children. and i know that at the end of the day we stood beside our son against a bully. it's not texas tech. it was mike leech. you can't do what he did to a human being twice. when our son asked us to stand with him we stood with him. it's not as big an issue as you

politicizing too much? >> i think that given the nature with which the obama campaign has put this out front and center and the degree to which they are making it a hall mark of what he has done in a political way i'm not surprised tla trying to push back on it. >> you have been covering politics a long time. republicans being aggressive on this it happens a lot. it always is amazing to me when democrats try and do it they are usually awkward at it. but republicans seem to be over reacting to what the president is doing here? >> a couple of things have happened. first of all the biggest surprise of the obama administration has been his foreign policy. there are so many neo conservatives who find very little to criticize. there are people on the left who are more angry with his policy with unmanned drones, etc. that's number one.

number two, last week the obama campaign implied that mitt romney had been president osama bin laden would be alive and general motors would be dead. there is reflection reaction on that score, as well. the election may not turn on it but in these early days this is a point of argument. >> there is a lot of arguments that 2012 will be a lot like 2004. we have a massachusetts person as the challenger. there you had a challenger who was always trying to change the conversation away from national security to the economy. this time you have a challenger who says ignore national security and stay focused on the economy. >> unlike many democratic candidates president obama is pretty inoculated. now we see mitt romney trying to make the case on iran and policy there is very difficult. the fact is the election is going to be about the economy.

it's good for a president obama. tell me what happens with unplamt rates friday. that is one of my biggest was that they essentially conceded this debate going on about who is the more likeable. >> president will be most likeable, we lose that. >> this election is not won on le li likeability. >> nixon '68. >> they want to go straight back to the economy. >> and another thing, you brought up detroit. it's interesting two things. they want to put michigan in play and they're saying the president took mitt romney's advice. >> they're turning the thing around because mitt romney did not say let them go bankruptcy
