news this hour. right now the dow jones is down 162 points. reacting to the second disappointing monthly jobs report in a row. it shows employers added just 115,000 jobs in the month of april. far fewer than economists expected. the nation's unemployment rate did dip to 8.1% but mainly because more people stopped looking for work. and just a couple of hours ago, both president obama and the presumed nominee mitt romney reacted to the numbers. at separate swing state events they were holding at the same time. >> our businesses have now created more than 4.2 million new jobs over the last 26 months. more than 1 million jobs in the last six months alone. so that's the good news. but there's still a lot of folks out of work which means we've

got to do more. >> this is a sad time in america when people who want work can't find jobs. this is a time when america wants to have someone who knows what it takes to create jobs and get people working again. >> joining me now, cnbc's chief washington correspondent. i'll start with you here, john. we saw it with mitt romney and with the headlines i read. i went through dozens of them and depending on maybe your point of view, you saw these numbers as good and some as hopeful and some plain out bad. >> i think the white house regards them as disappointing. they would like more robust job growth than that. there is some question as to whether some of the job growth that might have occurred in march and april had been shifted by the warm weather in january and february, but be that as it may, to bring this unemployment rate down more rapidly, the administration needs a more robust level of job growth. i talked the other day to the

former chairman of the president's economic advisers. i think there is a significant chance that we're going to have another spring time disappointment as we had in 2010 and 2011. >> the dow is down 157 points. we say wall street is reacting to this, as you clarified, the white house calling it disappointing but the president saying a long road to go but pointing to some of the optimism in the numbers that he sees. >> well, look. the stock market has been following the ebbs and flows of the unemployment rate for some time. there was hope in the spring time as the market has been recovering that we were really on a strong self-sustaining recovery. i think the market is a little more uncertain and we've got more head winds than europe. the united kingdom in recession and other european countries. it is a more complicated picture than we thought we were seeing. >> let me bring you your

headline, basically says it shouldn't matter. >> it is saying we're in a static job situation. the job picture is not getting appreciably better. it is not getting really worse. if you think it is okay, you can see enough enough to get better. if you think they're bad, there is enough to tell you they'll get worse. >> what does that say for an incumbent president? the events were not planned to happen at the same time. nevertheless, they are in two key swing states speaking about these numbers at the same time months from when people will go in and vote. we like to say you go ask yourself, is your life better now or can the next guy help the economy? process that. >> the obama administration has pointed itself into the corner of things were really bad four years ago. we did a series of things that prevented them from getting worse and now things are a little bit better. it would bewho have all of us if the conversation were, we've been in a decade plus shift

where we've lost a lot of manufacturing employment. we've moved more toward a service economy. technology, globalization, all these things are the nature of our work force and it will take years to change. it will take years and these numbers tell us that but you won't get that in an election season. >> speaking of that, if these numbers were a year ago, they would be important. but being months away from this general election, very important election, all based on the economy. how does it play into what we heard from the president and does it give mitt romney an open and what would have been an otherwise okay week for him? the president really led the way with foreign policy and the marc of the death of osama bin laden. >> as long as we've got unemployment in the 8% range or above, mitt romney will have an opening. the key for president obama is to be able to make the argument as zachary was just alluded to, i inherited a bad situation and it is getting better. not that it is great but it is getting better. that story has continued.

it is just the concern that if it slows down, especially after expectations were raised in the early part of the year, you could have people in the summer which is key to forming perceptions about the state of the economy and how well the incumbent is doing. you could have that notion of another letdown set in. that brings a very, very difficult and close reelections race. >> which is the most effective race? it is getting better or the mitt romney counter that things could have moved along faster, he says, if the president would have made some different decisions. >> my own guess is that things are just good enough for the president to be able to make the case that we continue on this positive trajectory. it was a disappointment. they liked more than 115,000 jobs. i think the president can point to the arrowheaded in the right direction and say politically, that is just what i need. >> so back to the numbers. you look at this bottom of the screen. 8.1 down.

what is the number that really matters to people at this point? >> i would have to agree with john. it is what direction that number is going in. >> whether the re arrow is going up or the green arrow is going down. >> i have a feeling we'll be at this number for the next six months. you'll have just enough of both realities that it will make this an ongoing debate. but it won't solve the employment problem. that's what the distressing thing is. this has become a political football as a campaign issue. which is now completely detached from, all right, what do we do about this as a country? and congress isn't going to do anything. they may extend unemployment benefits. you don't want a lot of people, social chaos. there is not a lot of discussion, if you have a structural issue that's not going away four years after recession, what do you do about it? yes. job training. long term skills issues. global competitiveness. those are the hard issues that government ought to be dealing with. >> let me bring this up on morning joe. donny deutsche read this report. 32 top economists surveyed by

the a.p. predict improving job creation number through tend of the year. they're predicting unemployment rate of 7.9. he was kind of heckled by joe scarborough this morning. as ed rendell said you might find 32 other economists who would go the other direction but they're at least predicting 7.9% by election day. how big of a difference is that from the number we're seeing today? >> i don't think very much. yes, symbolically to have a 7 in the headline instead of an 8 is positive. you welcome that and you take it i? thought you were saying if the arrow was down, that would be down from the number we're seeing today. >> it's better. but i'm saying that if you got unemployment at that level, you still have many, many millions of americans who can't find work. and people not feeling like this recovery is really taking off. that's the key point. that's not to say the president can't get reelected. i think right now with the gdp growth we have, somewhere between 2% and 3%, i'm not sure

how it will shake out by the end of the year. and a gradually improving job market, it may be just enough for the president to get by. >> let me let you have the last word on this. we know that people have stopped working for work. to john harwood's point, we can look at these numbers but it is the feeling, either you have optimism or you're giving up or you see the cloud with the rain following you around. >> not only a lot of people stopped working. there are 5 million unemployed. a lot under employed and the jobs being created are low paying jobs. you're not making most of the basic needs with some of the employment. it's not just a question of do you have a job, do you not have a job. >> it is what you're getting paid. what kind of job you have. >> that's a whole other discussion. these will be the currents in the election. there are a lot of people who feel manifestly and realistically insecure and unsure about their future and that won't matter whether that number is 7.9, 8.1. that's the climate we're in. >> thank you both.

i greatly appreciate your time as always. and u.s. officials are urging the chinese government to quickly process the required documents for a blind chinese activist to travel to the united states. in the past few hours, the state department confirmed chen guangcheng has been offered a fellowship to study at an american university. now chinese government officials say they will accept chen and his family's application for travel. he is still being treated in a hospital for injuries he suffered after escaping house arrest. >> progress has been made to help him have the future that he wants, and we will be staying in touch with him. as this process moves forward. we have been very clear and very committed to honoring both his choices and our values. >> nbc's ian william joins me

now from beijing. if this deal is worked out where chen and his family are able to get these application for travel approved, is this a way for both sides to save face here? >> reporter: this is very much a face saving deal. at least the outlines of a face saving deal. we had the first hint of it earlier today when the foreign ministry here in beijing made an announcement that chen would be allowed to apply to study abroad as an ordinary citizen. that there were no outstanding criminal charges against him. now, later in the day, when hillary clinton gave her first comments on this issue since she arrived here for high level talks, she welcomed this. she said that she had sent officials to the hospital where chen is being treated together with a doctor and they had ascertained that it was his desire has he has been saying in numerous and sometimes quite

desperate phone calls to leave china because of fear of his safety. from here on in, there is a lot of detail to be filled in. secretary clinton said that much herself. we don't quite know how quickly this is going to be implemented, nor the precise mechanics of it but it is certainly the outline of a deal and a face saving deal on the eve of secretary clinton's departure from china, tamron. >> and ian, as i understand it, the time line here is so unpredictable and in fact for some people, they would expect this to take weeks. i've heard others say this could go on for a lengthy period of time. one report said a year. >> reporter: my sense is they'll want this to be done quickly. i think the chinese will want it dealt with and out of the way. in theory, it could go on for a very long time, processing passports, getting visas. it is not a quick process in china and he doesn't have a

passport. but my sense is that with all the spotlight that is been globally on this case, and a lot of interest domestically. a lot of chinese people are aware of this. this man has an enormous moral standing. my sense is that they'll want to pro he is this quickly and have his permission to study abroad in the bag and on a flight out. i wouldn't like to say quite how quickly, it certainly won't be with mrs. clinton tomorrow as he had asked. but i think they will put it through soon, tamron. >> thank you. live in beijing. and rick santorum once said mitt romney would, quote, be the worst republican in the country to go up against barack obama. well, today romney, santorum behind closed doors. we'll have an update on that private meeting. developing now, the beatie boys co-founder died at the age of 47. it come less than a month after the band was inducted into the rock 'n' roll hall of fame. we'll have reaction to that

now, that's progressive. we are all waiting to find out exactly what happened after mitt romney and rick santorum had that private time together in pittsburgh earlier today. this is still, there is still no endorsement by santorum but the dnc is already out with a new ad regarding this dynamic duo. it use santorum's sharp words against romney during the primary to attack romney's economic message. >> as governor of massachusetts had a job creation record. it wasn't the worst. it was third from the worst. 47 out of 50. >> so at this point, is santorum at all a help to mitt romney or the question we asked with newt

gingrich, does he hurt him? let me bring in the political panel. the political reporter with the "washington post." and jimmy williams with us, strategist and msnbc contributor. i'll start with you. i think it is the same music that was in the newt ad that we saw earlier this week where the democrats pull newt's words regarding mitt romney and put the little music behind to remind those who may have forgotten just how scathing some of these attacks were from republicans, directed toward mitt romney. >> that's right. and i think this will probably be -- >> probably? can we just bet on that. it will be part of the theme. >> it will be part of the theme. i think so. at some point santorum will come out with an endorsement. he single his supporters a letter a couple minutes ago saying that he has some big announcement that he will make soon. but first, he asked his supporters to help him handle this debt. and i think in a lot of ways,

upper most in his mind is handling that debt and how mitt romney might be of an assist to him in paying that down. >> let me play what mitt romney said on fox regarding this endorsement. the one he's waiting on from santorum. >> governor, i don't mean to interrupt you -- >> i don't think we have plans for an endorsement today. i think all republican there's come together in the final analysis and support my candidacy. >> santorum holding out particularly interesting. of all the people who ran, those candidates on the list, many, even those who are not fans of rick santorum's see him as a man of conviction. you may not believe in him but he seem to put his heel in the ground regarding the things he believes. and it seems as if he is kicking and screaming, going in the way of mitt romney. >> well, look. there is no love lost between these two men. >> is it something more than a love lost? >> when you have michele bachmann who was out with romney yesterday. okay. i want to play that.

it was more than a love loss here. >> it is very clear that he will be the republican nominee. and i'm going to be for the republican nominee. and we're going to do everything we can to defeat barack obama. >> he goes on to ask, is that an endorsement which is the more significant part of that interview. and santorum stammers through that. it is not about not liking mitt romney. he said he was the worst person to run against barack obama. >> he did. that 90-minute conversation he had this morning, the campaign adviser said it would be a candid conversation. i'm pretty sure the last six months have been a remarkably candid conversation between the republican candidates. and i would not have wanted to be in that room. i think, look. santorum is clearly the most conservative person that was running for the republican nomination. and i think he walked into that room. again, i'm just assuming to say, look, you're not conservative, mitt romney. there is no love lost between us, as i said before. what do you need amy to do to

help you, and b, here's what i need from you. and i bet you that was a remarkably mature conversation between two men who just don't like each other. >> what does, we get the debt with santorum but at this point, as you envision it. it is like puppet theater. you envision in your mine that santorum walks in and says, mr. romney, the guy that i said is the worst person to run against barack obama. i said that the health care law you signed in massachusetts is exactly the same as the law you vowed to republicans that you will repeal. that the president worked hard to pass. what can i do for you? that's what you think santorum is offering up? what can i do for you, mitt romney? >> i think in some ways, he is coming to the table, santorum, saying here's what i can do for you. but you've got to do something for me, too. santorum at least frames himself as not only a sort of the head of the most conservative wing of the party but also these reagan democrats. these working class folks who

help him almost beat mitt romney in michigan. helped him do so well in ohio and he did well in the south among those evangelical voters. that's what he's coming with. he wants to be a leader of this party in some ways and be a real player. he probably wants a prime time speech at this convention. in tampa in september. so he obviously has a wish list of things he wants, too. >> what i was trying to say, rather than saying what can i do for you, he's like here's what you can do for me. >> it is definitely going to be a quid pro quo. what is the one place that i think the new poll that came out yesterday, the day before, i think he had something like 47% of conservatives don't want mitt romney. and what does mitt romney bring? 47%. >> absolutely. he's in the jobs report. unemployment, 1.8. mitt romney obviously no surprise. the president admitting to some degree a disappointment but

still points to the more ging people into the fold here. but i want to bring out, our first read team says this weak jobs report will help romney get back on message after president obama's big week and the attention of foreign policy being with the president. what do you think? >> i think that's right. i'll give the romney camp complete kudos for actually pouncing on that and they will stick with it. what we do know about mitt romney is that he will say something remarkably dumb pretty soon. probably by saturday, sunday, which is the next day. today he said i think in pittsburgh that if barack obama wasn't going to build the key stone pipeline, he would do it himself. the first thing that hit myself, like you're going to bull your own car elevator in california. so what we do know is that it is a good opening for the romney campaign. what we also know is that romney will screw it up and say something remarkably out of touch with the american people.

>> and on the campaign trail officially off things in columbus, ohio, richmond, virginia. he has a lot planned here. so he has the bully pulpit. this opportunity to, if the word is not spin, it is to give his vision of the jobs market and tie it into this report so his story line that he wants the american people to see has an opportunity to be talked about all weekend long and leading into the sunday morning programs. >> that's right. and i think what you've seen from this president so far, if you look back at what's happened. he wants to expand the conversation beyond just the economy. he want to talk about foreign policy, student loans. he wants to talk about contraception and health care. in that way he boxes mitt romney in who does want to primarily focus on the economy. he gave a new bar today, mitt romney did, in terms of what is an acceptable level of unemployment. he said anything above 4% would be unacceptable. this to me means he is anticipating, this unemployment rate will start to go down.

a woman claiming to be the prostitute at the center of the secret service scandal is speaking out. dania londono suarez is speaking out. she claims secret service agents were heavily and buying alcohol. quote, like one buys water. suarez fled colombia, she says, to dubai after the incident. she said she is scared and angry at secret service agents that her family could be harmed. mark potter joins me live. we get the statement just in from congressman peter king. obviously, he is on the committee investigating the secret service misconduct. he is pointing out that the secret service gave no information on how they failed to find her and interviewed her. she popped up on this radio station. >> and she confirms that. this woman who says she is dania

londono suarez. speaking out on the radio. she said among many other things that she has not been contacted by u.s. investigators. has not been interviewed by them. peter king is about the fact that 10 of 12 women identified in this scandal have been interviewed. two have not. she seem to confirm that she is one of the two who has not been interviewed. the secret service is not commenting on the interview so we don't have anything from them on why that may or may not have occurred. in her interview, she said that she was the escort at the center of the scandal which blew up bh when she and a man she later learn to be a u.s. agent argued over how much she should be paid. she said earlier in the evening at a club they had agreed to second for money. in the morning he refused to pay her as much as she wanted. so they got in an argument. that drew hotel security and the

police and the scandal blew up from there. she said that the man and two others that he was with were as you said, drinking heavily. that they had shared three bottles of vod chasm also, that if she were a terrorist, she feels she could have extracted information from him. and the come that she has not been found by u.s. investigators. she said she went to dubai but is now back in colombia. that she will sell her story if that can be arranged. again, the secret service is not commenting on her interview. in a separate matter, in a separate release, the u.s. military says that its investigation into whether 12 of its employees were improperly involved in this matter has been completed. is now being reviewed by a senior officer to determine how many if any of those employees should be punished and to what degree. >> congressman king said one of the secret service agents apparently failed a polygraph test. we know some took that

opportunity to take the test. and one failed the test. back to this woman. did she say she was hiding out? was she avoiding investigators? we know that some had been send there to supposedly interview her and these other women. >> they couldn't find her because she was in dubai. only recently has returned to colombia. whether she is hiding out or not, i don't know. apparently not. she went to a studio at the equivalent of nbc in colombia. caracol is a huge studio with entrances. her previous lawyer did however say that she was willing to talk to investigators. fully available to do that. so i don't know what happened there. that's what peter king said occurred as i was walking into the studio. it's so as you can imagine, i haven't had a chance to call back and find out what happened. you know more than i do on that. >> i'm reading the statement here. it is very intriguing, she shows up at this major radio station or tv station for this

interview. thank you very much. it is day ten of the testimony in the criminal trial of former presidential candidate john edwards. an interior key signer who allegedly funneled money to cover up edwards' affair with a staffer has been back on the stand now for day two. the government says the funds amount to illegal campaign contributions. edwards of course denies that. nbc's jay gray joins us from north carolina. this interior designer, what else did she testify? >> reporter: it is actually a man, brian huffman who testified. the topic, very serious. more than $700,000 that he helped funnel through allegedly to cover up john edwards' affair with rielle hunter. the atmosphere in the courtroom, very, very los angeles very rel. he came in with a neon green tie. at one point it turn to an affair and john edwards having a

girlfriend. and he said the 101-year-old girlfriend bunny who funneled this money talked about it recently and said, i want to get this right. she said if you're going to have a girlfriend, she thought maybe you should pay for it yourself. of course, the courtroom erupted in laughter. even john edwards got a smile out of that one. his testimony is very important and he seemed to be very likable for the jury. they seem to be embracing his testimony. he is just so casual and laid back. he finished up late this afternoon. a former campaign manager for edwards now on the stand as the witnesses continue to move much quicker, much more quickly than they did when they were on the stand at the beginning of the trial. >> now moving fast. we'll see the next person on the stand, what they have to say. facebook is getting closer to a record breaking public debut on wall street. typically blockbuster public offerings go to the big bank. how can you get your hands on some of those shares? plus a stunner in the skies this weekend.

mohammed, the master mind faced the court arraignment herering used it as a soap box to denounce the u.s. proclaim himself a martyr. and continue to take pride in what he did in orchestrating the attacks of 9/11. he also refused to accept his lawyers. and he got all the other four co-defendants to do the same thing. we still don't know whether these 9/11 defendants tomorrow will accept their lawyers. that's part of the arraignment process. how they will plead in the case. you can expect khalid sheikh mohammed as previously took pride in orchestrating 9/11 but there is some question about that. and on top of that, the defense lawyers for the u.s. military [ inaudible ] have raised just the last few days a lot of legal challenges to the proceedings and rules under which they're

of the super moon. so explain it to me. >> tomorrow evening, the moon will be slightly closer to earth, its normal close to the earth every month than it usually is. the closest of the year in fact. the fact pits happening almost at the same time as full moon means that it will appear quite a bit larger. and the best way to see how big the moon can really look is to see the moon as it rises just after sunset. so when you see it against the objects of known size. when the moon is on the horizon, there is a very little understoodment on cal illusion that makes it appear bigger and you can measure it to see that it isn't that much bigger. measure it at the horizon and then overhead. >> so it will appear 14% larger. and 30% brighter. so we've got this little graphic right up here. give me some insight to what that means. >> so what that means is when you go out to take a look at the

moon tomorrow night, it will look gorgeous. it will look as if it is really big. it will look really bright. the features will stand out nice and crisp. one of the best views of the moon that you can get all year so i really recommend that people enjoy it. it will look so great. >> and pretty much anywhere you're located. >> it doesn't matter where you are. the full moon rises as the sun sets so you can see it all night long. >> so back to this strange behavior. i'm going on read some of the pop culture things. they claim that hospital admissions increase, crimes go up, people behavior strangely during the full moon. where does this come from? >> it all come from some ideas that we had. maybe a few hundred years ago about how the bright light of the moon would cause what was then called lunacy. when you actually look at the details and the facts and figures, it turns out that there is no correlation really between all this sort of activity and the full moon. we have to remember, of course, that for gravitational purposes,
