joined by major garrett and mr. perry. what's your take away from these poll numbers, major? >> this race is close. and president obama's numbers are static or slightly declining. that's not a good posture for the president. a third of the country says the country is on the right track, only a third. that's better than it was five or six months ago by a significant amount. but it's not enough historically to give any president seeking reelection a sense of confidence going into that reelection campaign. i write in my column today the reason you're seeing these bain capital attacks on mitt romney, the presumptive republican nominee, is the president's campaign advisers know or can't really predict to the president great economic news going forward, probably mediocre economic news is the best they can hope for. so they have to attack romney now. the october surprise in this campaign is that october has arrived in may. >> and we should also note here

that this poll is within the margin of error as well. perry, florida, key swing state, what's happened in florida for team obama and how worried should they be? >> we're seeing both in florida and nationally that there was a big worry earlier in the spring for republicans that romney was not going to be popular, couldn't win the tea party vote. but she's consolidated the tea party vote, he's got the party base behind him. some of the polls show swing voters getting more and more behind him. and particularly in polls in florida, north carolina, ohio, where romney's performing much stronger. >> the president's week numbers on the economy that you mentioned, the campaign has been attacking mitt romney's record at bain capital the past few days. here's vice president biden on the campaign trail yesterday. >> making money for your investors, which romney did very well, is not the president's job. the president has a different

job. your job as president is to promote the common good. that doesn't mean the private equity guys are bad guys. they're not. but that no more qualifies you to be president than being a plumber. >> that new poll, 19% have a negative view of bain. major, in your column, you write that republicans worried about romney's ability to offer a full-throated defense of his time at bain. they have had some could argue, back to '94 in race against kennedy, in the primary and now the attacks are coming from the president, why have they not been able to develop a more effective, cohesive counterargument to this yet? >> you have to begin with the candidate himself. there is something about this issue. and wrapping his arms around it and explaining what his experience is the bain is and is

not about what he would bring to the presidency. what romney's campaign is relying on is a lot of surrogate noise. either republicans defend mitt romney or they point out democrats who aren't in line with the white house message on bain. but many republicans believe fundamentally there's going to be one voice that the country, if it cares about this issue, and there's increasing evidence that it will, is going to listen to on this and it's mitt romney. republicans wonder why mitt romney hasn't stepped up on this and believe in the next two or three weeks he's going to have to. if he doesn't, republicans who have consolidated behind romney will be become a little bit less energized because they don't believe he has the philosophical core to make the argument. secondarily, he might lose the independents he's gained in the last month. on a values basis, the white house is saying, you are not only disqualified for the presidency but you don't have the right values set for the presidency. >> have we not heard that

argument yet because perhaps there are some inside team romney that know that is that argument might not hold a great deal of water in some of these blue-collar swing states, especially in places like indiana and ohio? >> go ahead, perry. >> i'm sorry, perry. >> it could be because we're early in the race. they haven't had time to figure out exactly how they're going to frame the bain message. you saw in the poll, 53% of people are not sure about this issue and how they feel about his experience. i think it means both campaigns have a lot of room to persuade people which is why the obama people jump so hard on cory booker over the weekend. >> i would say this. i want to go back to your original point. the romney campaign had to know this was coming. this is not a new issue. it was telegraphed in the republican primaries. one thing i think is a central point to raise about the romney campaign. one pattern now see in the romney campaign is romney's

surrogates tend to speak about romney's narrative, his personal story, with more passion, directness and sometimes more persuasiveness than the candidate does himself. that strikes me as an embedded problem in the romney campaign and it could be a bigger, more conspicuous problem if it's used as a prism to evaluate mitt romney's fitness for the presidency. >> perry, one of the big takeaways from this poll, voters continue to be very pessimistic about the economy in this country. 37% believe things will be better. if you're the romney campaign, what more do you do to tap into that? >> you're seeing this already. every issue that obama brings up when he talks about bain and the record there, they have a video out today in which the romney campaign says, focusing on bain is distracting from the broader economy. when there was a bin laden discussion, they said it was distracting from the broader economy.

the romney campaign wants to talk about the unemployment rate, is the recession ending yet, is the job growth as fast as it should be. they try to make every day about the economic numbers. and you see it every day. they hammer it for several days, not just one day. >> i want to bring in another voice to the conversation. the economy, the focus, as you just heard there, of a brand-new ad campaign launched by the conservative super pac, american crossroads. >> i always loved watching the kids play basketball. i still do. even though things have changed. it's funny, they can't find jobs to get their career started. and i can't afford to retire. and now we're all living together again. i supported president obama because he spoke so beautifully. he promised change, but things changed for the worse. >> i'm joined now by steven law, president and ceo of american crossroads.

steven, good morning to you, sir. >> good morning. >> your group spending nearly $10 million to air that spot in key battleground states. but the ad itself actually never mentioned mitt romney by name. why not? >> well, this is an ad that's very focused on a couple of different things. first of all, we want to drive home what the economy really looks like to most americans, including young people who can't find jobs and older people who can't even imagine retiring at this point. but we want to put forth issues that are important for us to be talking about and acting on over the next year and a half and beyond that. that's the economy, the debt and the future of the obama health care law. right now, we're trying to focus the issue frame on the things we think are important and we ought to be talking about right now. >> i want to get your response to what your rivals at the obama super pac, priorities usa, had to say about the ad we just showed. they say the fictional woman in

your ad would see a gradual demise of her fictional medic e medicare. what's your response to that? >> i'm not surprised they don't like the ad. but i'm disappointed they would call her a fictional woman. the truth is, she represents millions of people all over the country who are having a tough time in the obama economy. a tuff time with their health care, with their kids and their hopes and future aspirations. that's really real. >> the other side has indicated that in their spots, they use people that were actually laid off by companies connected to bain capital. why not use someone in your commercial who's actually impacted by the president? >> well, as i said, what we are communicating in our ad is a lot of people who are suffering very, very badly under president obama's policies. in addition to that, we've run ads, did so last year with folks in different states and we'll be doing that as well this year.

>> priorities usa also release add spot featuring a woman who lost her job at ampad, the paper company taken over by bain capital. >> i worked at the plant going on 34 years. i thought that i was going to retire from there. when mitt romney did that, he made me sick. >> mitt romney's own republican rivals in that hotly contested primary called bain, quote, vulture capitalists. we continue to hear the president hammer away at bain. do you think that candidate romney has effectively defended his years at bain capital? >> well, right now, of course the democrats have done a pretty good job for him. mayor cory booker and even today steve rattner writing in "the new york times" called "the bane attacks" narrowly accurate. that's a nice way of saying you're barely lying. they're cherry-picking a lot of

facts about this company and what it's done. and the -- >> steven, you can't -- >> a lot of democrats are saying the same thing. >> you can't dismiss the fact that those ads have had an impact on mitt romney. in south carolina, for instance, when newt gingrich rolled that out, a lot of folks say, that's the reason he won south carolina. back to the mid '90s when ted kennedy made the claims, they were very effective then. at what point do you think mitt romney steps up and said, this is what i did at bain, this is what it represents? >> i'm not here to give advice to the romney campaign. but 54% of voters said they thought the bain issue made no difference to them in terms of how they saw the different candidates. most voters are concerned about -- here's what i think a lot of democrats are rejecting the bain attacks the obama campaign is launching. most people are hungering for a real debate about what the different people are going to do to try to fix the economy and deal with what the obama health care law is goun doing to health

care and real time in people's lives. that's what romney's trying to do. i think we're not seeing that from the obama campaign. >> when it comes to super pacs, there's not been full transparency on either side when it comes to who's donating. is that a good thing for democracy in this country? should there be full disclosure when it comes to who's giving you guys money? >> well, of course, we play by the rules as they are. >> but should the rules be changed? >> one half of our house engages in political activity excloses all of its activity and its donors. but organizations that engage in advocacy have a constitutional right to protect confidentiality of people who support them. that goes all the way back to an naacp decision with the supreme court. >> steven law, thank you very much for being with me this morning. i want to go back to major garrett and perry bacon.

you can react to the ad and what you just heard. do you think that is going to have a tremendous impact on this election in may? >> you can see republicans want to make the conversation about now. what do you feel your economic conditions are now, do you feel they're going to improve? there are numbers that indicate this is a significant issue and one that doesn't necessarily break positively for the president. one other quick point. one of mitt romney's top advisers tells his campaign staff in boston he believes the great frame for this election is two different internet domai domains -- one is eharmony and one is monster.com. eharmony he says is the obama campaign approach, long-term relationship. the romney campaign wants monster.com, are you qualified for the job, will you put mitt romney in the presidency? i think what you're beginning to see is now a convergence of this

mitt romney trying to close the gap with hispanic voters today. our nbc/"wall street journal" poll shows the president leading romney among hispanic voters. i want to bring in peter alexander. could this speech today help him make inroads into the hispanic community? >> reporter: that's exactly what the campaign hopes to accomplish over the course of the next several weeks. they point out that there's a new quinnipiac poll showing in

the state of florida, romney now leads president obama and shows they're basically neck and neck among hispanics, romney with roughly 40% of the vote. consider the fact that in 2004, george w. bush got about 44% of the vote and the republicans this time around are hoping to have similar success. this speech, though, a senior adviser told me, is going to be focused on education. the point the governor was hoping to make all week long. the message was intended to be that strong schools are the basis for a strong economy. he will make that point here in front of the audience gathered here. later this afternoon, a significant speech will also be given by senator marco rubio. he is viewed by many people in the latino community as a potential vice presidential pick. but that community doesn't vote as a monolith and that just by picking rubio, that doesn't nt d signify any success with the latino community going forward.

>> peter, thank you very much. i want to bring in maria reese kum kumar. thanks for being here. the president, doing well nationally with hispanics, up 34%. but not the case in the sunshine state, florida. all-important swing state. he's just edging out mitt romney there by two percentage points. what do you make of those numbers? >> it's not a bad lead. what's happening right now with florida is there's literally -- in 2008, there was a difference of only 132,000 democrats that were registered versus republicans. so what it says is that the margins obviously are thin because less than 200,000 voters separated the democrats from the republicans. what you're also seeing in florida is that you have a bloc of puerto ricans who are already citizens that need to be registered all along the i-4 or dor a-- or docorridor and the o

area. the -- it's not a surprise the margins are slim. it's because of this new generational divide you're seeing among the cubans. >> mitt romney addressing the latino coalition economic summit. he's going to continue to hammer the president on fiscal issue. is that how you appeal to hispanics? do you hit jobs and the economy or should he also be talking about social issues as well? >> it's not surprising that peter alexander mentioned that his speech today is going to be about education. that's actually what the number one issue is among latinos, as is job creation. however, when romney has married himself to the paul ryan plan that is so closely gutting education and medicare, another issue very close to the latino community, romney has to start figuring out not only what is his agenda with the latino community, what are his policies and issues, but he has to pivot

away from the ryan plan. and he says he has to move his views on immigration. latino communities say, you don't really understand where we're coming from. >> colin powell said yesterday, i believe, on the "today" show the two key issues republicans miss in general, education and immigration. we have to talk about marco rubio. he's also speaking at the summit today. interesting, too, because according to a new quinnipiac poll in florida, picking marco rubio as a running mate only gives romney a small bump in the poll. is it better to have marco rubio on the campaign trail talking you up or do you want him as a vp? >> i think you want him, talking about his immigrant roots and how he's been able to succeed in the united states given where he's come from. but he's a young candidate, he's not been vetted. he doesn't have that brand

developing right now, you are looking at live pictures of the senate homeland security committee where a hearing is about to get under way about the secret service scandal. mark sullivan will be giving an opening statement. he'll then take some questions as well. this will be the first time we hear from sullivan since the scandal erupted. and the question for lawmakers, are the alleged incidents, heavy drinking and hiring of prostitutes, are they an isolated incident or is it part of the culture within the agency? eight agents, including two supervisors, have lost their jobs. one other agent has permanently lost his security clearance. however, four of the agents have decided to fight their dismissals. joining me is texas congresswoman sheila jackson lee, she is a member of the committee. congresswoman, good morning to you. >> craig, good morning to you. a pleasure to be with you this

morning. >> we are about to hear publicly from sullivan for the first time about the scandal. i know you've talked to him in private. what more will we learn from his testimony this morning? >> i think this is a very important hearing. i think we should also hold one in the house. we will learn how the investigation proceeded. that's extremely important. director sullivan acted quickly, immediately removed all the agents in question, at least those alleged to be involved, out of the country, almost before president obama arrived. the second is the big question, is this a culture, is this a pattern, is this a practice? the american people need to know it and taxpayers need to know it and certainly the members of the united states congress need to know it as their duties are to give oversight over the protection of the president and other dignitaries around the world. and lastly, we should know how we're going forward. director sullivan has laid out a framework of going forward with a complete ban on any of this

talking about the purpose of this homeland security hearing that's just getting under way saying that they want to find out precisely what happened in cartagena. also wanting to find out where the investigation stands right now. want to go ahead and bring congresswoman sheila jackson lee back into the conversation. senator susan collins of maine said yesterday that she is concerned that this is not an isolated incident. she says that she's got some pretty good evidence that this is part of a widespread, cultural problem at the secret service. do you share that sentiment with senator collins? >> here's how i interpret it and i might interpret it slightly different. are there more than the sinces than we have now discovered? i absolutely believe that's the case. why? because we have heard rumors, innuendo that this kind of atmosphere prevails when secret service agents travel abroad and as indicated by senator

lieberman's comments, they arrive hours or days earlier than the principal that they have to protect. but the idea that this is a culture of a storied agency like the secret service, i would somewhat disagree with because i do believe there are men and women in the secret service, director sullivan included, who have the highest sense of integrity, are extremely proud of their work, serious about their work and are focused and head to the ground every single day. we have to compliment them. but do i believe that we have to weed out those who believe that this is a free-for-all partying time? you're absolutely right. and i agree with senator collins that for those who it is a cultural and a pattern and for those who make the frivolous argument that others have done it, then those individuals are not qualified and competent to serve in the united states secret service. and i join her in saying, weed that cancer out.

but i believe the men and women of the secret service are respectable persons, respectful of their work and ready to serve. >> congresswoman, i want to get you to stand by because i want to get your take on another story we're following as well. conservative government watchdog group says top officials from the pentagon, the cia and the white house gave unprecedented access to hollywood filmmakers making a movie about the raid that killed osama bin laden. the white house denies releasing any classified information. jim miklaszewski has been working the story for us. jim, what's the information the watchdog group says was released to the filmmakers? >> reporter: in all these e-mails, there's no indication that any classified material was in any way compromised. but they certainly had access to classified facilities at the cia and individuals who had high security clearances. and i think what's raised the

eyebrows here in the building at the pentagon is that these filmmakers even had access to the commander of that s.e.a.l. team 6 group that planned and went in and executed the mission that killed osama bin laden there in pakistan. and this s.e.a.l. team 6 has always been considered so highly secretive that if one of their members walks across the street, it's considered a classified operation. that's how tightly held the identities of those individuals has been. i think what the flap here is about is that this movie, about the bin laden raid, had the endorsement obviously of high-level people here in the pentagon, over at the white house. and the original release date was october 12th of this year, just about three weeks before the elections. so it was seen by many conservatives and republicans as a political operation, not one of simply filmmaking. but since this, sony pictures has announced that that release

date has now been pushed to december. nevertheless, politics is politics. and this probably is not going to go away anytime soon. >> mik, thank you so much for that. i want to bring in congresswoman sheila jackson lee again into the conversation. congresswoman, how concerned are you that here we have potentially the -- how concerned are you that something like that could potentially endanger future missions? >> at first glance, very concerned. but let me, besides thanking judicial watch for what they do, indicate that president obama campaigned on transparency. just a few weeks ago, he was interviewed in the situation room. that would sound like a complete breach of the classified nature of that room. but that room, when there's no information, is simply a room. but it gave the american people insight into the intensity of what transpired during the

demise, capture and then demise of osama bin laden who had been a force of evil for the world and the united states of america. i think before we jump to conclusion, let's have the oversight that congress always engages in. let's not have congress be political because this happens to be a season of campaign frivolity. let's see whether any of the individuals who were made available to these producers or directors were made again their will. that's the question. we know how to provide information and not in essence provide classified information. let's not jump to any conclusions. >> congresswoman, from this conversation, you should know that we have decided to steal the phrase season of campaign frifolity as well. >> thank you for having me today. the fbi is investigating a woman on board a us airways

flight who claimed she had a surgically implanted device in her body. the plane with 188 people on board eventually landed in charlotte, north carolina, after being diverted to maine. the french passenger handed a note to a flight attendant making the claim. investigators say there was no evidence the plane was in danger and it appears the woman was mentally unstable. john edwards arriving in court a short time ago in greensboro, north carolina. the jury back at it for a fourth day of deliberations. jurors did ask for access to a second set of exhibits, including a handwritten note from rachel "bunny" melon. a long island new york teenager was suspended from school last week after making a video and creating a facebook page, a fake facebook page to raise awareness about bullying. jessica did it as part of a class assignment.

cincinnati? >> first off, what they're doing is they're working together. instead of people trying to divide, the very teachers who work every single day with kids understand they have to roll up their sleeves and work together to solve problems particularly in these tough economic times. they've been doing this for about a decade. what you see in cincinnati is the best urban district in ohio. so they do several things together. they have wraparound services around each school so that kids get the dental and the health services they need. they focus on instruction. they really focus on math and english in the schools that need -- that are struggling. they have what they call a fifth quarter, which is an additional month of school for kids that need it. and they really focus on early childhood. but the point of this conference is that they're working together. teachers and administrators, to help all kids, not some kids, succeed. >> i want to play a clip of what louisiana governor bobby jindal said a short time ago.
