american people are losing faith in the presidency. >> when he was asked that question, the president lost went on to say -- the question of whether he could manage the job, what do you think about his answer to that question, richard? >> this is something that i wrote about in my last book, they have been struggling in communication. they have so many communications experts in the white house, not just the communications team. you're talking about a president who's a best selling author the, people like david axelrod, robert gibbs, how could it have been so messed up for so long? now there are other issues, of course, and the romney campaign is right to point to them. not listing what romney said,

this president made a fundamental miscalculation of whether he could bring the two parties together. that would have been an obvious mistake that he could have listed as well. there's plenty to go out there as well. >> do you agree, richard, i'm wondering if that's the case, if this is a communications problem, what happened here? this guy is a great communicator, when he is on, he is unbelievable. >> that's right, but we have to remember that during a campaign, it's a very tight shot, they had millions and millions of dollars to pour out the message that they could control. but the government very different than that, not only did he have to do it with congress, he had to do with the vp and so he had very many competing voices. the irony is her that this is a president very much elected people thinking that he was sort of an heir to ronald reagan in his ability to communicate.

richard wright covered them, in campaign rallies where tens of thousands of people would show up and be inspired. i think now they're trying to rectify this with this campaign and have something more of a vision of hope and talking about the future. but, again, it's very different than it was in 2008. >> the president right now is going to be leaving for virginia, for some campaign stops, but i tell you when joe scarborough got on his show this morning, he was so inspired about what the president had to say. >> i put this up to george w. bush who was asked after four years if he had made any mistakes yet and he said i can't think of any. >> i give him credit, it makes me like him more. but you don't want to show, especially in this campaign, is any form of weakness or

improving the economy, obama was 48%. >> it's those ads they have been hammering mitt romney in in those swing states. they have been showing that mitt romney is a better manager than president obama. but those bain ads have been hitting him hard. the he's called the president a liar, this has gotten to be a real mud fight. but this is a problem for mitt romney, the other problem is, that some of the cushion i think president obama has so far is that people really like him. i think that is some of the cushion that you're seeing in some of those ads which is a real problem for mitt romney. >> and if the polls show that the romney campaign needs a boost, maybe they can get it when they name is vp, the drudge

donors and attendees there. and it created a lot of buzz to republicans and conservatives. to read this headline, the romney campaign nay not be seriously looking at condi right now as a running mate, but they want to see how conservatives react to her name being mentioned, and if it gets positive buzz among the donors and conservatives out there. >> to independents, this is the problem with the conservatives, she's pro choice, she's for affirmative action, that could be the problem with the republican base, conservatives don't like her. another thing does he want to relive the bush years and the war decisions. when you balance out the pros and the cons, is it easy to see one from the other. >> what we know from the romney campaign, is they're very risk averse, they don't like to take political gambles and needlessly

ticking off the base when they're united behind the campaign would be a very risky move. in addition to that as you mentioned, chris, is that she was one of the leading foreign policy figures in the bush administration when it comes to the war in iraq, afghanistan and so on. that would be a political negative and it would raise a lot of questions that haven't come up so far in the campaign, so there's a lot going for her, she would add a lot of excitement, there would be a surprising bit that having an african-american woman on the tickets would be a plus. but i think romney is looking at more cautious picks, rob portman and tim pawlenty. those are more logical choices at this point. >> the republican voters got very excited at the thought of condoleezza rice. i don't see romney doing the

happy dance for portman. or does it matter? >> the built up to it and the post announcement examination, but -- that's one problem, it's always hard to go out and sarah palin, it's hard to go out into the national stage if you have never done any kind of contest before. >> she has not been out on the international stage, she was for years. >> what you have here is someone who does not agree on foreign policy with many of the foreign policymakers around mitt romney. does he want to have that kind of clash set up as well, just on foreign policy? there are so many questions here that make her, yes, appealing, but not a greet fit. >> and jim suggested this morning that this was leaked to drudge because they wanted to get us talking about this and not about bain. >> that's right, sort of a

diversion from bain and all of these attacks. but i do think, even the mention of condoleezza rice does speak to the fact that the other people on the short list don't have the foreign policy of credentials that she has like them or maybe you don't like them, because they're too tied with bush. i think a lot of people on this list would be a tim pawlenty or a bob jindal. mitt romney if he goes with the governor, he could be -- entirely to president obama and vice president biden. >> meanwhile you do have the romney campaign that's been on the fence about bain and we're going to talk more about this later. also when it comes to tax returns and bill clinton was the -- let me play that from savannah guthrie's interview. >> it's not for me, i love policy, i love public service.

i'm awfully happy doing what i'm doing. >> obviously that condoleezza rice, do we have the bill clinton sound? we don't have it. basically bill clinton said get it out there. there is this narrative out there that the democrats love that this is a rich guy and a secretive guy and they also say rightly that his dad released 12 years of taxes and so frankly have most presidential candidates. what's the calculation of letting this narrative go on. >> if the romney campaign likes to quote bill clinton, as they have in the last few weeks, clinton said maybe the bush tax cuts could run for a little bit longer, romney was citing clinton as an example, previously in terms of taxes, you live with bill clinton, you've got to maybe struggle with bill clinton too. the guy is tough, as a former president, he knows, you've got to be an open book. the problem with having the story continue like this, it's

just a constant bloop. they need to get all this out now and maybe move through the olympics and say this is an old story. but while they're hiding stuff, it looks bad. >> do the american people care if he releases his income tax returns? >> i think what you're seeing happen, the democrats are obviously joining with -- they cite other presidential candidates who have released tax returns including mitt romney's father george who released like 12 years. it it's -- at some point, i think mitt romney said he will release 2011. their sense is they don't want to release them, they have gone through this in 1994, and in other campaigns he has run.

he has stood steadfastly and not given in. you have calls from people like haley barbour saying he should release. >> great to have both of you here, thank you so much. and today the president, we showed you just getting on to air force one, he'll embark on a two-day campaign -- stop in virginia. virginia is also a big military state. republicans have been aggressively hitting the president over defense cuts even though they passed with bipartisan support and were never expected to take effect. d. it's my dream vehicle. on a day to day basis, i am not using gas. my round trip is approximately 40 miles to work. head on home, stop at the grocery store, whatever else that i need to do -- still don't have to use gas. i'm never at the gas station unless i want some coffee. it's the best thing ever.

2002, romney said this, quote, when i left my employer in february of 1999 to accept the olympic assignment. i left on the basis of a leave of absence, end quote. and then in mitt romney's public financial disclosure says this, mr. romney retired from bain capital on february 11, 1999 to head the salt lake organizing committee. then today reports from the "boston globe," mother jones and 2:00 p.m. asked how romney could have been at bain capital after '99. in nine sec filings submitted after february 1999. the globe says bain capital describes romney as sole stockholder, chairman of the board, chief executive officer and president. a financial disclosure form shows romney owned 100% of pain

capital in 2002. and the obama campaign asks is it 1999 or 2002. >> mitt romney either through his own words or his signature was misrepresenting his position at bain to the sec, or he was misrepresenting bain to the american people. if he was lying to the american people, that's a real campaign and trust issue. >> matt rhodes -- that was so over the top that it callings into question the integrity of their entire campaign. president obama ought to apologize. they say it shows romney after '99 did not actively manage bain funds.

other companies like staples. tied to bain. how do you make the distinction that he had nothing to do with bain. >> he was not an active manager of bain at that time. but this isn't a discussion that the american people really care about. they care about the economy. and every moment we talk about these bain figures, we are distracting from the substantive debates that the american people deserve to have. mitt romney in massachusetts actually brought the unemployment rate down to 7.7%. over 30 months of unemployment over 8%, 8.2%. he doesn't want to have that conversation, so he's out there throwing out all those dishonest claims, we need to get back on

track and talk about the topics that really matter to the american people. jobs and the economy. >> you are surely hearing from many republicans who are worried about this narrative that's out there, i checked in just the last 24 hours, the number of people who have been quoted on the republican side, analysts including rick tie -- who are concerned about this narrative, according to of painting mitt romney as this rich guy who stashes money overseas. let me play for you what may be sort of the bigger part of this that the bain accusations play into from this morning. >> there are certain types of wealthy people that dedicate their lives, their financial mindset to playing around the system. and that's something voters cannot put up with. >> do you have a problem with the story line here? >> i think what voters hate is

the story line that came out yesterday, and the conflicting explanations? i would say the candidate is coming up -- they're going to continue to perpetuate these stories. it's the same problem they have with their taxes. they put out two years but they refuse to put more. there may not be anything more, but they perpetuate their stories. how they're handling this, or mishandling this, because you don't just elect a resume to the presidency, you elect someone whom you trust, someone who you believe in, and these issues are really starting to crack romney's narrative. >> the problem is they're not talking about the economy, they're not talking about the -- >> let me play that ad, we now have it loaded, let's take a look. >> when a president doesn't tell the truth, how can we trust him to lead? the obama outsourcing attacks,

dissipate. >> i want to bring in bill rosenberg who's profess for soft political science. we literally just got an e-mail from the romney campaign saying that tomorrow rick santorum is going to show up to open a campaign office for mitt romney. do you think that mitt romney can win pennsylvania? >> i think that obama is up by 7% right now. and when we hear this news about santorum coming out, that's obviously good news for romney, because he has not been able to get santorum to stand behind him. at the same point, you have to recognize that santorum in pennsylvania has a much lower appeal than he may have nationally. he got trounced when he ran for. >> -- >> it could change the equation by as much as 10%. how big a deal is this? >> it ends up in pennsylvania

they have passed a rather restrictive voter id law is that you have to provide a government-issued identification. this is going to impact republicans who are trad divisional voters. independents that normally turn out are not going to be as effective. but it's going to affect, particularly young people and african-americans and the elderly who are not going to have this identification available. it's not that they don't have the id, but it's not going to be as current as it is for this law. >> mitt romney was -- obviously in states like pennsylvania, he needs to appeal to independents. and your advice has been that he should take a page out of the mccain-palin playbook. what do you mean? >> when we saw mitt romney make these types of statements, he was really appealing to the right, the extreme right because he had to try and capture the nomination.
